Vigil Honors Residents Who Died While Homeless

By Bob Vosseller MANCHESTER – The township’s last meeting of 2025 provided holiday wishes, a tribute to a former council member who recently died, hopes for a productive new year and a resolution opposing sanctuary state policies. Resolution 25-496 that was suggested by Councilman Craig Wallis noted the township would follow the lead of President Donald Trump in not supporting sanctuary policies and declared Manchester was not and never would be classified as a “sanctuary city.” Sanctuary cities are localities that limit their police and government cooperation with federal immigration enforcement to protect undocumented immigrants, allowing them to access services and report crimes without fear of deportation, though critics argue this hinders federal law and endangers public safety. There isn’t a single legal definition, but these policies generally involve refusing to hold individuals solely for immigration violations or denying federal agents access to local jails, with some cities adopting resolutions or policies for “welcoming” communities. Technically, Manchester is classified as a township and is not a city. New Jersey law supersedes local ordinances, and the state allows sanctuary policies. Among the other resolutions passed during the evening were three change orders because costs changed for things already contracted. A contract was also approved for the public (Council - See Page 8)

State Might End Graduation Tests

By Chris Lundy TRENTON – A bill that would eliminate the tests students need to graduate, leaving boards of education to determine graduation requirements has advanced to the State Senate. Assembly bill A-4121

would eliminate the high school graduation proficiency test, which is taken in 11th grade. Graduation requirements would be determined by local boards of education, but the State Commissioner of Education would monitor these requirements.

The bill passed the Assembly (55-17-0). It now goes to the Senate Education Committee. There was considerable discussion on it during an Assembly Education Committee recently. Two people who were against the bill were (Tests - See Page 8)
