In 2017, Allegheny County certified more Minority-Owned Business Enterprises than any other county in Pennsylvania, including Philadelphia. That revelation was unveiled by County Executive Rich Fitzgerald, his senior staff and county MWDBE Director Ruth Byrd-Smith during an April 30 meeting with the New Pittsburgh Courier editorial board. “And what Ruth has done with certification is to ensure that we have at least one MWDBE firm, sometimes more, in the pool of finalists for contracts—kind of like the Rooney Rule,” said Fitzgerald. “Now it’s not a guarantee, but it does give them a seat at the table.” Last year, Allegheny County’s MWDBE department certified 586 firms. Of those firms, 244 were classified as African American.

One of the city’s oldest public housing communities, Allegheny Dwellings, is getting a facelift that’s long overdue, thanks to the Housing Authority of the City of Pittsburgh that, when completed, will bring 100 additional housing units to the North Side. “Right now, there is great synergy between our vision for a revitalized Allegheny Dwellings and the greater North Side community,” said HACP Executive Director Caster D. high quality affordable housing.” Allegheny Dwellings currently consists of 272 “barracks style” units in three terraced levels stretching from Federal Street

on the North Side up the hill to Fineview. The first phase of redevelopment involves the new construction of 65 units of mixed-income housing—47 affordable and 18 market-rate. Of these, 58 will occupy the original footprint of six of the old buildings and seven more will be built along Federal Street. Housing Authority spokesman Chuck Rohrer told the New Pittsburgh Courier that there will be eight fully accessible units for individuals with physical disabilities and four units that will be fully equipped for individuals with hearing and vision impairments. The project is budgeted at $24 million, with funding coming from low-income tax credits and with loans coming through the authority’s stand-alone, nonprof-

Honoring the Pipers, Pittsburgh’s only pro basketball champion 50-year reunion to be held, May 4-5 by Bill Neal For New Pittsburgh Courier

Pittsburgh officially became an incorporated city in 1816. And in the 202 years since, there’s been just one professional basketball championship won in this town. Some of you weren’t even alive in 1968 when the Pittsburgh Pipers of the American Basketball Association defeated the New Orleans Buccaneers in a decisive Game 7, on the evening of May 4, sending the 11,457 in attendance at Civic Arena into jubilation. This coming Friday, May 4, 50 years to the day, many of the players from that championship team will be here in Pittsburgh, where history was made. Pipers ABA World Champions 50-year Anniversary Reunion. This Friday, May 4, players from the team will congregate at Savoy Restaurant, 2623 Penn Ave. in the Strip District, with festivities beginning at 6 p.m. The evening of Saturday, May 5 will be the Recognition and Awards Banquet, at the Marriott City Center, 112 Washington Pl. It will be the first time that this 1968 championship-winning team will be reunited since the night they won the title 50 years ago. Confirmed players attending the two-day celebration include Tom Kerwin, Steve Vacendak, Herschell Turner, Jim Jarvis, Barry Leibowitz, Ira Harge, Arvesta Kelly, Leroy Wright, Charlie Williams, Calvin Graham, and Dexter Abu Muhammad Westbrook. Unfortunately, I believe that the 1968 Pipers never received their proper recognition in Pittsburgh upon winning the title. Here’s why it’s important to care about this team and their SEE PIPERS B8
