WELCOME TO THE 40TH ANNIVERSARY CONFERENCE I am delighted to welcome you to Washington and to our annual conference. This year’s conference is special, connected for the first time to an Advocacy Day on Capitol Hill. We do this because the political climate is in turmoil, and we need to Stand For Fulbright with a strong, unified voice. We hope that your day on the Hill is exciting and fulfilling. You will find many other ways to enjoy and engage our amazing Fulbright community during this conference — receptions, plenaries, panels, posters, research, and more — all thanks to the generosity of our volunteers and participants. I have been to many Fulbright Association conferences, but this is my first as Executive Director. I have much to learn, as we always strive for excellence, so I welcome your feedback on your experience at john@fulbright.org. Bader, Ph.D. Executive Director, Fulbright Association CONFERENCE LOGO This summer, the Fulbright Association held a design competition for a logo to represent our conference theme, “Fulbright: Now More Than Ever.” The winning logo, which you see on our program cover, was created by Grant Thomas, a designer from Indianapolis. His sister, Christy Thomas, received a Fulbright in 2013. The divided globe in Thomas’s design stood out to the Association: it reflects both a fractured world and the power of international exchange to cross boundaries and promote unity and understanding. We come together for our 40th anniversary conference to celebrate the importance of the Fulbright Program — now, more than ever — and advocate for its future. This design captures the urgency of our organization’s mission. 4

Alex Aleinikoff is University Professor at The New School, and has served as Director of the Zolberg Institute on Migration and Mobility since January 2017. He received a J.D. from Yale Law School and a B.A. from Swarthmore College. He has written widely in the areas of immigration and refugee law and policy, transnational law, citizenship, race, and constitutional law.

Janice Cantieri is an environmental journalist focusing on human adaptations to change, especially in the developing world. She traveled to Fiji on a Fulbright-National Geographic Storytelling Fellowship in 2015-16. She is a recent graduate of the Medill Graduate School of Journalism at Northwestern, and is currently a resident intern at the Wellstone Center in the Redwoods.

Barbara Crossette is an award-winning author and journalist. She is currently the United Nations correspondent for The Nation, a senior fellow at the Ralph Bunche Institute at City University of New York, a contributing editor at PassBlue.com, and a freelance writer on foreign policy. In 2008, she received a Fulbright award for her contributions to international understanding.

Rebecca Davis is the founder of MindLeaps, an international organization working in post-conflict countries, and a Security Fellow at the Truman National Security Project. A classically-trained ballet dancer and choreographer, she is a two-time Fulbright scholar and holds a Bachelor’s degree from Temple University and a Master’s degree from American Military University.

Xavier Devictor is the Advisor for the Fragility, Conflict and Violence Group at the World Bank, leading work on forced displacement as a development challenge. He has broad experience across regions on country programs, strategy and policy dialogue, and holds a Master’s degree in Economics from Ecole Polytechnique in Paris.

Adriana Gaviria Duque is Executive Director of Fulbright Colombia. She is a Fulbright alumna, having received a Fulbright award to pursue her Ph.D. in Public and Urban Policy, which she earned in 2012 from The New School. She is an economist and anthropologist by training, and received a Master’s of Cooperation and Development from the University of Barcelona.

Allan Goodman is President and CEO of the Institute of International Education. He is the author of several books on international affairs, has served as a consultant to numerous foundations, and is a member of the Council on Foreign Relations. He holds a Ph.D. in Government from Harvard, an MPA from the Kennedy School of Government, and a B.S. from Northwestern University.

Norma González has been Executive Director of the Fulbright Commission in Argentina since 1994. After completing her undergraduate degree at the National University of Rio Cuarto, she received a Fulbright award to pursue her doctoral degree in history at the University of Massachusetts. She was a professor in the international relations program at Torcuato Di Tella University for 15 years.

Richard Harknett is Professor and Head of the Department of Political Science at the University of Cincinnati and Affiliate Professor with the School of Information Technology at UC. He holds a professorial lectureship at the Diplomatic Academy in Vienna, where he served as Fulbright Professor in 2001. In 2017, he was selected as an inaugural Fulbright Scholar in Cyber Studies at Oxford University.

Lara Ho is Senior Technical Advisor for Health Programs at the International Rescue Committee. She is experienced in social and behavioral communitybased intervention research and health systems strengthening in refugee and post-conflict settings. She holds a Bachelor’s degree from Harvard University and a BSN, MHS, and Ph.D. in international health from Johns Hopkins.

Mary Ellen Iskenderian is President and CEO of Women’s World Banking, a global nonprofit devoted to giving low-income women access to financial tools and resources. She is a permanent member of the Council on Foreign Relations and holds an MBA from the Yale School of Management and a Bachelor’s degree from the Georgetown University School of Foreign Service.

Noor Johnson holds a joint Research Science appointment with the ELOKA Project at the National Snow and Ice Data Center at the University of Colorado - Boulder and the Fletcher School of Law and Diplomacy at Tufts University. Mary E. Kirk is the Director of the Office of Academic Exchange Programs in the Department of State’s Bureau of Educational and Cultural Affairs. Ms. Kirk is responsible for directing the worldwide Fulbright Program for students and scholars and overseeing other key State Department exchange programs. She holds degrees in history from Harvard University and Oxford University.

Alberto López is Executive Director of the Commission for Cultural, Educational and Scientific Exchange between the United States and Spain. He was a Fulbright student from 199596 at the Fletcher School of Law and Diplomacy at Tufts University, where he earned an M.A. in International Relations. He also has a Master’s in International Marketing from ESDEN Business School in Madrid.

Former U.S. Senator Richard Lugar is President of The Lugar Center, a non-profit focusing on global food security, WMD nonproliferation, aid effectiveness, and bipartisan governance. The longest serving member of Congress in Indiana history, Senator Lugar is a Presidential Medal of Freedom recipient as well as the 2016 recipient of the J. William Fulbright Prize for International Understanding.

Erica Lutes is Executive Director of the Commission for Educational Exchange Between the United States and Belgium. She is a lecturer in intercultural communications at the University College of Brussels since 2012. Terhi Mölsä has been the Chief Executive Officer of the Fulbright Finland Foundation since 2016, and Executive Director of the Finland-U.S. Educational Exchange Commission since 2002. She has nearly 30 years of professional experience in higher education internationalization, and hosted the European Fulbright Conference in 2016 in Helsinki.

Nancy Neill is the President of the Fulbright Association Board of Directors, and has been part of the board and executive team for several years. Early in her career, she served as a consultant in communication for McKinsey & Company. She then established her own firm, the Atlanta Communications Group, LLC, which served NGOs and corporate clients in the U.S. and abroad for over 20 years.

Former U.S. Senator Larry Pressler served in the Senate for 18 years, and was the first Vietnam veteran elected to the Senate. He also served in the House of Representatives from 1975-79. Senator Pressler was a Fulbright professor in Italy and France, and has taught or lectured at over 20 universities. He recently published a book, Senator Pressler: An Independent Mission to Save Our Democracy.

Mark Pryor is an attorney and former Attorney General of Arkansas, who served as a U.S. Senator for 12 years. Currently, he is a partner at Venable LLP in Washington, D.C., serving as the Legislative and Government Affairs and State Attorneys General Practice Group’s chair. He was appointed by President Barack Obama in January 2017 to the J. William Fulbright Foreign Scholarship Board.

Arnaud Roujou de Boubée has been the Executive Director of the FrancoAmerican Fulbright Commission since 2000. He is an elected member of the Conference of Fulbright Executive Directors from Europe and serves on several boards and committees on FrancoAmerican exchanges. “Agrége” in French literature, he also holds degrees in History and Business.

Charity Tillemann-Dick is an American-born soprano and top-selling classical recording artist. She is also the recipient of two double lung transplants. She has performed across the U.S., Europe, and Asia and for numerous presidents, prime ministers, and world dignitaries. She studied music at Johns Hopkins University and the Franz Liszt Academy of Music, where she was a Fulbright Scholar. Her book, “The Encore: A Memoir in Three Acts,” was published in 2017.

John Boozman is Arkansas’ senior U.S. Senator and the dean of the state’s Congressional delegation. Prior to serving in the Senate, he represented the Third District of Arkansas in the U.S. House of Representatives. He is a graduate of the University of Arkansas and the Southern College of Optometry. He serves on five committees in the 115th Congress: Agriculture, Nutrition and Forestry; Appropriations; Budget; Environment and Public Works; and Veterans’ Affairs.

Kim LaScola Needy was named Dean for the Graduate School and International Education at the University of Arkansas in 2014. Prior to this appointment she was Department Head and 21st Century Professor of Industrial Engineering at the University of Arkansas. She received her B.S. and M.S. degrees in Industrial Engineering from the University of Pittsburgh, and her Ph.D. in Industrial Engineering from Wichita State University.

David G. Bradley Chairman, Atlantic Media 2017 Fulbright Lifetime Achievement Awardee

David G. Bradley is Chairman of Atlantic Media, whose holdings include The Atlantic, Quartz, National Group, and Government Executive Media Group. At the age of 26, he launched his first company, the Advisory Board Company, a for-profit think tank ultimately serving 4,000 corporations, financial institutions, and medical centers around the world. The Advisory Board Company and its sister enterprise, the Corporate Executive Board, today are public companies listed on NASDAQ. During his early twenties, Mr. Bradley was a Fulbright Scholar in the Philippines. He graduated from Swarthmore College, and holds an MBA from Harvard Business School, a J.D. from Georgetown University, and, more recently, an Honorary Doctorate of Letters from Swarthmore. He is a member of the American Academy of Arts and Sciences, and his board memberships include the Council on Foreign Relations, General Assembly, Kipp DC, and New America Foundation. He is based in Washington, D.C.

The German Academic Exchange Service and the US Alumni Association of the German Academic Exchange Service congratulate the Fulbright Association for serving the cause of international exchange of students and scholars for the last 40 years. Just as the Fulbright Program primarily brings students and scholars to and from the US, DAAD programs primarily bring students and scholars to and from Germany. Founded in Heidelberg in 1925 on the initiative of a single student, DAAD has funded nearly 2 million students and scholars. It is the largest organization of its kind.
