The Superintendent advises the Board on all matters concerning management of the schools.

Board Powers and Duties

The School Board and District staff appreciate your interest in the New Castle County Vocational-Technical School District.

Regular meetings are held the fourth Monday of each month at 7:00 p.m. unless other provision is made by the Board. Meetings will be held in our four high schools on a rotation basis during the school year; June through August they will be held at the Marshallton Education Building/Sharp Center, unless otherwise noted in the official notice of meeting.

The New Castle County VocationalTechnical School Board of Education has the authority to determine policy and adopt rules and regulations for the general administration and supervision of the three public vocational-technical schools of the district.

Such administration and supervision shall be conducted in accordance with Delaware law; the policies, rules, and regulations of the State Board of Education; and the Federal law and guidelines as applicable.

Public participation and communication are vital to a successful educational environment for District students.

How You Can Be Involved Citizen participation is one of the keys to our vocational-technical education program’s success. Every year, over four hundred (400) volunteers contribute their time and expert advice on district career program review committees.

Parents also contribute immeasurably to various school activities including booster clubs and parent/teacher organizations.

The community is our greatest resource. Get involved with the vocational-technical school system. Call the principal at one of our four schools to find out what you can do to help.

Recognition of the Public Individuals or groups that wish to address the Board during the public comment period must sign up to do so on the appropriate form at least 15 minutes prior to the call to order.

Each person will be allotted up to 3 minutes.

Each person addressing the Board will give his/her name, address, and topic of discussion or comments. Questions addressed to the Board at this time may be deferred for later response.

No business will be transacted at any School Board meeting without a quorum, which consists of at least (4) School Board members. No motion or resolution shall be declared adopted without the concurrence of a majority of the whole School Board.

Notification of Board Meetings All meetings--regular, special, rescheduled, or emergency--will be open to the general public. Notices of the above-named meetings (including agendas) will be posted in the lobby of the central administrative office at 1417 Newport Road within the time requirements prescribed by law.

Regular Meeting – Seven (7) days prior to the meeting.

Special or Rescheduled Meeting – Twenty-four (24) hours prior to the meeting.

Emergency Meeting – No prior notice requirement.

Board Member Qualifications Members must be citizens of Delaware, residents of the school district, and qualified to vote at a school election at the time of appointment. Not more than four School Board members can be of the same political party.

School Board Appointment The seven members of the School Board are appointed by the Governor from the residents of the Vo-Tech District that encompasses New Castle County, Delaware.

The Governor appoints one member for a sevenyear term to fill the vacancy caused by the expiration of another member’s term.

Special Board Meetings Special meetings of the School Board may be held as the duties and business of the School Board require.
