Estonia has made a name for itself for the innovative application of communications technology, where state-of-the-art technologies are a way of life. Tartu has been at the forefront of building the virtual infrastructure – the city had the world’s first mobile-phone payment for car parking. By now the m-Tartu project extends to many other m-services, plus applications for MPS (mobile positioning system). Skype branch office is located in Tartu, home town of its managing director. Free wireless Internet (WiFi) is widespread in the cafés and parks and it is planned to cover the whole of Estonia with a wireless Internet connection in the near future. E-services (e-government, e-voting, e-tax board, etc.) are greatly facilitated by almost everyone carrying an ID chipcard and widespread use card readers linked to computers. ID cards also carry a certificate for allowing the use of digital signature and e-mail address Name.Family@eesti.ee. Many in “old Europe” are not yet aware of how they are being overtaken by the “younger” Europeans. The small population, tech-smart in a leading edge IT environment makes Estonia a great test-bed for new and innovative technologies. A new generation of high-tech entrepreneurs

and workforce are attracting foreign investments notably from Scandinavian countries and beyond. With the regular flight connections from Tartu to Riga and Stockholm the possibilities are even wider.

Fast growing sector with a high potential A cluster of around 125 IT companies. Software sector turnover exceeds 70 million euros. More than 1000 employees. There are about 125 IT companies in Tartu – the growth has been fast and it continues. The estimated turnover exceeds 70 million euros and the number of employees is well over 1000. The IT sector, which includes creation of software, providing services and production of hardware, is in the phase of rapid development. Orders from abroad play an important role for the Estonian IT sector. Such subcontracting usually involves assembling various telecommunications equipment or providing software services. Processing, telecommunications, banking, wholesale and retail and government structures are important stimuli for the development of the Estonian IT as these are the main users of its products. Already in 1992, the innovation center for IT companies in Tartu - Tartu Science Park was set up. The organization is offering a variety of high quality services needed in the process of R&D commercialization, including: office space, business and management consultancy. Recent years have shown vast growth in the number of start-up IT companies in the region, providing a growing number of promising business opportunities.

Tartu has a lot of potential concerning the IT education also. The University of Tartu is the only Baltic member of the Coimbra Group, uniting reputable European research universities of longstanding traditions. The university plays a significant role educating IT competitiveness for Estonian IT sector. The main research fields in Institute of Computer Science: bioinformatics and data mining, language technology, cryptography, distributed systems, semantics of programming languages, educational software, and software engineering. About 400 students are studying in the Institute of Computer Science in different academic levels.

The software sector in Tartu is by its nature very diversified and includes companies with very different profiles. The main players are active internationally, but there are also a number of small companies focusing only on local clients. Several companies have their own portfolio of products, but most are developing software according to customers’ needs. The companies are active in a wide range of services: from mobile solutions to database management, applications, etc.

Webmedia Group is a leading system integrator and software solutions provider in New Europe, the Middle East and Africa, serving the most demanding customers in the areas of government, healthcare, financial services and telecom. Founded in 2000, the group employs over 350 specialists in 6 countries (Estonia, Lithuania, Romania, Serbia, Qatar, Egypt). Playtech Estonia is a branch of one of the world’s leading Internet gaming software producers Playtech. 40 service providers and more than 100 gaming environments all over the world are using gaming platforms produced in Tartu by Playtech.

Regio was the first Estonian Map publisher and is at the moment active in mapping, geospatial data, geographical information systems (GIS) and mobile positioning. Regio has run the biggest Internet map server in the Baltic States since 1997. Skype Estonia is dealing with the development of worldwide communications software Skype which is available in 28 languages and is used in almost every country around the world. Mobi Solutions focuses on development and provision of mobile services to businesses and is a leader in the Baltic mobile services market. Their solutions include m-marketing, m-business, m-voting at events, m-payments and m-ticketing, m-governance, m-consultancy, etc. Nutiteq is a leading mobile software development company in the niche of open mobile mapping solutions. Nutiteq’s focus is on white-labeled customized mobile client-based mapping applications. Their client focus is on location-based service providers, mobile operators and mobile developers in all over the world. LawTime includes time tracking, managing customers and employees, reporting, integration with MS SharePoint, etc. In addition Van Zoig offers the assistance on getting started with MS SharePoint. Combining work and hobby, the company also develops and administers small weather stations, meant for windsurfers and other “windaddicts” all over Estonia. Indilo Wireless offers software development services for 21st century companies seeking to leverage next generation smartphone technology today. The company develops mainly for Apple iPhone and Google Android platforms. The team includes some of the best, most experienced iPhone and Mac OS X developers in all of Baltics. The ambitious Tartu hardware sector has its roots from as far back as 1907 when a telephone factory EdissonKompagnie was created. In 1924 they started to produce also radio receivers. Later on the company was bought by Ericsson and then nationalised in 1940. Today, the offspring of this company is called Hanza Tarkon Ltd. Hanza Tarkon is a mainly Swedish capital based company from metal and machinery sector, but the company also assembles a large variety of mechanical, electromechanical and electronic units and cables for telecommunication, industrial equipment, climate systems, automotive

industry, energy, medical equipment sectors. One of the largest electronics manufacturing services (EMS) companies in the industrial and medical electronics field is Enics who provides end-toend solutions consisting of designsupport, NPI, manufacturing, supply chain management and after-sales services for the whole lifecycle of its customers’ products. Enics has total of 8 production plants in Finland, Sweden, China, Switzerland and Estonia with the headquarters in Baden, Switzerland.

Ordi produces computers and laptops for home usage as well as for small to medium-sized companies and for state institutions. In addition to these the company assembles computers according to customers’ design. 98% of Ordi’s assembled computers are sold under their own trademark – Ordi. Evikon MCI is specialised on design, manufacturing and marketing of sensor based measurement and control instrumentation. Their main competence areas are temperature, pressure and level, humidity and moisture, gas concentration.
