MSPD Scores A+ in VP Visit!

On September 28, Vice President Kamala Harris was a guest of an event hosted by former Miami Shores Mayor, Crystal Wagar, and former U.S. Ambassador Kirk Wagar. Chief David Golt was contacted by the Secret Service to help coordinate security measures prior to the event. The Miami Shores Village Police Department worked diligently with the Secret Service on-site during the event. The security and traffic measures put in place by the MSPD team were carried out successfully, in a deliberate manner, and without incident. The Secret Service told Chief Golt that they were impressed by the professionalism and dedication of our department. The lead agent expressed to Captain Herbert that, “It was a great experience working with Miami Shores PD. Our site could not have been successful without your department.” The Chief stated that he is proud that our police department is a strong partner with the Secret Service.

NEW NEIGHBORHOOD SERVICES TEAM

We are excited to share new updates from our Neighborhood Services Department. Mike Orta, who has devoted 19 years of service as the Village’s Code Compliance Officer, was recently promoted to Neighborhood Services Manager. Mike is supported by new staff members, Valeria Alladio, Administrative Assistant, and Everett Coll, Code Officer performing field operations. Both possess extensive public sector experience, knowledge, skills and abilities that make them welcomed assets to the Miami Shores Village team.

The Neighborhood Services Department is responsible for maintaining the Village’s quality of life, by ensuring compliance with certain provisions contained in our Code of Ordinances. The Department works closely with residents and business owners to ensure all violations are addressed in a timely professional manner. Our friendly, hard working Neighborhood Services staff provides support and helps maintain our aesthetic appeal that has earned Miami Shores the coveted honor of being The Village Beautiful. COMMISIONER MICKEY STEINBERG HOSTS DISTRICT 4 MANAGERS

At a meeting held on Friday, October 20, newly elected Commissioner Mickey Steinberg welcomed area Managers in District 4 to a meet-and-greet breakfast at her new office located at 2124 NE 123 St. Miami Shores Village is one of 13 cities located in District 4 which encompasses the northeastern corner of Miami-Dade County. 2023 MAYOR’S CONSORTIUM

On Oct 5, Mayor George Burch, Village Manager Esmond Scott, and Deputy Manager Tanya Wilson, gathered with a room full of Mayors and Managers from various cities across the region at the 2023 Mayor’s Consortium hosted Dr. Pablo Ortiz, Vice Provost of Florida International University. The event, designed to encourage dialog between area Cities and FIU, in an effort to inform, collaborate and identify opportunities to partner in addressing regional issues was held at FIU’s Biscayne Bay Campus. Discussion included topics concerning: affordable housing, economic development, climate change and the health of the Biscayne Bay.

FY 2023-2024 Adopted Budget FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2023 AND ENDING SEPTEMBER 30, 2024

The Miami Shores Village Council approved the Fiscal Year 2024 budget at the final budget hearing on September 19, 2023. The budget is a journey of financial planning with a combined fund budget of $41.23 million representing the Administration and Council commitment to resiliency, sustainability and investment. This fiscal roadmap serves as a compass, guiding the economic trajectory of Miami Shores Village based upon our adopted Strategic Management Plan. The budget is a reflection of the local government’s commitment to fostering economic growth, social welfare and infrastructure development. Included in the budget are priorities that shape the collective future of our community such as the Seawall Replacement, Septic to Sewer Conversion, a Park’s Master Plan, and funding for Downtown Development.

The budget process began with a pre-budget workshop in June, when the Council and Administration held a public workshop to discuss the Village’s direction, needs, and wants in the upcoming years. The adopted budget can be viewed at www.msvfl.gov.

NEIGHBORHOOD SERVICES Know Your Flood Zone Everyone should know their flood zone. No matter where you live or work, some risk of flooding exists. Contact the Village’s Neighborhood Services Department at (305) 762-4861 to find: • In which flood zone a property is located • If it is in an area that has had local drainage problems • If it is in a mapped repetitive flood loss area • If it is near an area that should be protected due to its natural floodplain functions The Village has Elevation Certifications on file for some properties in the Special Flood Hazard Area (SFHA).

Property Protection If you would like ideas for protecting your home or business and your personal belongings from flood damage, please visit the Village’s website at MSVfl.gov and click on “Flood Information.”

Village staff can offer advice regarding property protection measures for your property and make a site visit if necessary. Call the Neighborhood Services Department at (305) 762-4861 for assistance.

Only Rain Down the Drain It is illegal to dump anything into the Village’s canals, ponds, lakes, and streams. Dumping materials pollutes our waters, clogs our storm drains, and leads to flooding in our neighborhoods. For questions, or to report obstructions or violations, please contact the Neighborhood Services Department at (305) 762-4861.

Flood & Hurricane Warning We coordinate with the Miami-Dade County Division of Emergency Management and the National Weather Service in issuing public warnings concerning expected floods and storms. VICE MAYOR VALINSKY on Flood Mitigation and CRS Rating To further advance our sustainability efforts, Miami Shores Village has elevated flood mitigation as one of its top priorities as evident it our active participation in the National Flood insurance Program’s (NFIP) Community Rating System (CRS).

Within the last year, the village has employed various mitigation strategies that resulted in our CRS rating moving from an 8 (5% flood discount) to a 5 (25% flood discount). Beginning in 2024, these improvements will in turn reduce the rates that residents pay for their flood insurance, while carrying out flood management measures designed to protect life and property from future flooding. The Village continues to examine best practices from other communities and is committed to lowering the CRS rating through greater education and by investing in innovative flood mitigation strategies.

Only a few inches of water can cost thousands of dollars in damage to walls, floors, furniture, carpets, and appliances. This damage, resulting from rising waters, typically is not covered by homeowner’s, business owner’s or renter’s policies. For many of us, our home and its contents represent our greatest investment. I would like to encourage you to consider flood insurance for your property whether you are an owner or a renter, for your building and/or the contents. With flood insurance, you’re able to recover faster and more fully.

NE 96TH ST ROADWAY IMPROVEMENTS We are pleased to announce the commencement of Phase 2 of the 96th Street Roadway Improvement project, which covers the stretch from NE 6th Ave to NE 10th Ave along the 96th Street main corridor. This phase marks a significant stride to enhancing local transportation infrastructure.

The project has been a long-standing commitment to improve traffic flow, advance drainage, bolster safety, and enhance the aesthetic appeal of our streets. After a brief hiatus to finalize the project's details and ensure alignment with our community's needs, we are eager to welcome the contractor back to the site in the coming weeks to initiate Phase 2.

We understand that roadwork can be inconvenient, but we appreciate the patience and support of our community. The Public Works Department remains committed to efficient project management, open communication, and minimizing disruptions during this phase. We look forward to the successful completion of Phase 2, which will undoubtedly enhance the quality of life for all residents and visitors to Miami Shores Village. Shakespeare’s Midsummer Nights Dream

On Saturday, October 7, nearly 30 local artisans and craftspeople welcomed more than 400 visitors to this annual favorite – the biggest numbers this event has seen to date! A fundraiser for the Library, the Library Board offered a book sale booth that raised over $200.

Together with participation fees, the Library raised more than $1000 for special projects and initiatives. See you all next year!

On Saturday, September 23, Brockway Library offered a new intergenerational program designed to address the need of seniors to become comfortable with the world of tech that surrounds them. Senior Tech Connect is a program founded by Nicolas Jachtchenco, a high school student who identified a need that his grandmothers had with technology and figured that other seniors must be having similar issues. Senior Tech Connect’s mission is to improve the quality of life of senior citizens by breaking down technology and age barriers to give them the tools and skills they need to access today’s digitally-driven world.

Amended the time limit affecting item-specific public comments to three minutes per speaker.
