MEET THE CANDIDATES

NEIL CANTOR

Starting off as a renter, I have been a proud member of this community since 2011. I was lucky enough to be able to purchase my home in the summer of 2019, but it wasn’t until my own sanctity was threatened with a gas station across from my house that I truly realized how special this community was. As I gathered at meetings with my devoted neighbors, I got to see what a community fighting for its right to decide looks like up close. The individuals I met along the way inspired me to join an effort to keep the village beautiful while some municipalities across the state continue to get crushed by unchecked greed. Do we have some areas that need development? Of course. Do we have a growing number of facilities that need modernizing? Definitely. All I ask is that we make these decisions as a community together. Listen to each other and work towards goals that protect what makes this place so special for so many of us. This is our home, we have that right. If you believe the future of the village can be better than its past then support me in this election. I urge all residents who have ideas for this community to reach out for a conversation.

ELECTION NEWS

JEROME CHARLES

Jerome Charles is a current Councilmember of Miami Shores Village and is running for re-election. As a 47-year resident of Miami Shores, he appreciates the distinct residential character of the Village and understands the challenges it faces. Since he was elected in April 2023, Jerome’s voting record reflects his commitment to preserving the unique qualities of Miami Shores and planning responsibly for the Village’s current and future needs. His voting record includes adopting the Comprehensive Plan Amendment, adopting Community Residential District zoning regulations, initiating several master plans for parks, stormwater, and septic to sewer, and taking initial steps to renovate the Miami Shores Country Club & Golf Course. Jerome’s platform is centered around residents' needs. He will continue to actively seek community input, listen to the residents, and turn their priorities and concerns into actionable results that will enhance and protect the Village. Jerome and his wife Tabitha have raised their two children here and are deeply rooted in and genuinely care about Miami Shores Village. Re-electing Jerome Charles will ensure continuity on the Council and will help the Village continue moving in the right direction.

PATRICK DEVANEY

My name is Patrick Devaney, and I am running for Miami Shores Village Council. I have lived in Miami Shores for all of my life, having attended both St. Rose of Lima and Doctor’s Charter School. I later received degrees at the University of Florida and Florida International University. I’m running to ensure our village remains a great place to live while making thoughtful, necessary updates to address future challenges. My approach balances preserving the character of Miami Shores with practical improvements. I support carefully planned business growth in key areas to strengthen our tax base while maintaining the "community feel" that residents value. I also want to work with Miami-Dade County on long-term solutions for sea-level rise and flooding to protect property values. Additionally, I’ll push for better access to parks and public spaces to strengthen community engagement and use technology to streamline services like permitting and zoning. With experience in sustainability initiatives, a background in the technology industry, and a strong connection to civic service, I will bring a thoughtful, proactive approach to the Council. My goal is to keep Miami Shores a thriving, welcoming community while ensuring it adapts to the needs of the future.

MSV COUNCIL ELECTION TAKES PLACE APRIL 8, 2025

The Village Council election will proceed as scheduled to determine the ranking and corresponding term lengths of the three (3) remaining candidates. Although the fourth candidate, Stephanie Roberts Darring has withdrawn her candidacy, the voters will decide the term lengths based on vote totals:

• Top two candidates / Serve four-year terms (Historically, serving as Mayor and Vice Mayor depending on who receives the highest number of votes).

• Third-place candidate / Serves a two-year term A vote cast for Stephanie Robertsdarring will not count.

AUTISM AWARENESS

April is Autism Awareness month and April 2nd is World Autism Awareness Day. Your MSPD celebrates the differences of our diverse community and residents. We are proud to support and promote Autism Awareness and to serve the needs of all of our community.

HISTORIC HOUSE DESIGNATION BY VILLAGE COUNCIL

On March 18th, 2025, the Village Council unanimously voted to designate the property at 9328 NE 9th Avenue as a locally recognized historic home. Built in 1939, this English Cottage-Style residence, also known as a “Cape Cod Cottage,” aligns with the neighborhood’s traditional architectural character. The 1,980-square-foot home features three bedrooms, two-and-a-half bathrooms, and a steep gable roof with a prominent chimney.

The colonial-style windows, blue shutters, and shingle roof add to its charm. This designation further safeguards the Village’s cultural identity by forever preserving this property while allowing for a connection to the past and sense of place.

CR REGULATIONS PASSED BY VILLAGE COUNCIL

On March 4, 2025, the Village Council approved an ordinance creating regulations for the Division 25 Community Residential (CR) District. This update, part of Ordinance No. 2023-09, amends the Village’s Comprehensive Plan and Land Use Map, designating specific parcels as CR District. The newly enacted zoning code follows four months of public meetings which included seven meetings with workshops and public meetings all designed to facilitate community input discussions. The regulations include standards for parking, lot size, setbacks, landscaping and building heights. These regulations aim to preserve the character of Miami Shores by promoting green spaces, diverse housing options, and smaller building footprints, ensuring development aligns with the community’s vision and maintains consistency with the surrounding neighborhood.

VILLAGE UPDATES VULNERABILITY STUDY TO MEET STATE REQUIREMENTS

The Village has completed an updated vulnerability study to align with new state requirements, ensuring better preparedness for natural disasters and emergencies. The study, prepared by Coastal Risk Consulting LLC, assesses risks such as flooding, severe storms, and infrastructure weaknesses, providing a roadmap for mitigation efforts. Officials incorporated updated climate data, community feedback, and state-mandated resilience measures to strengthen emergency response and planning. The revised study enhances the Village’s eligibility for state funding. Residents are encouraged to review the findings at the Village’s official website www.msvfl.gov.

2025 MIAMI SHORES VILLAGE CITIZENS ACADEMY KICKOFF

The Miami Shores Citizen’s Academy is off to a great start. Beginning on March 10, participants were greeted by Vice Mayor Jesse Valinksy and Councilmembers Jerome Charles and Sandra Harris. Village Manager Scott began the opening night presentation by providing an overview of the overall Citizen’s Academy program, the Council Manager form of government and insight into how decisions and policies are made in Village Hall. In week two, participants received an informative presentation from Chief Golt and his team from the Miami Shores Police Department. As we look forward to the remaining sessions, we are confident that the Academy will continue to provide valuable insights and foster stronger connections within our community.

HISTORIC HOUSE OF THE MONTH APRIL 2025

As part of the Historic Preservation Board’s 2025 Historic House of the Month program, which highlights homes from the 1930s and 1940s, April’s featured residence is the distinguished Eden House. Built in 1932 for Lieutenant-Colonel J.R. Musgrave, this stately home was masterfully designed by architect E.P. Friis in the Southern Colonial Revival style. Constructed with native Dade County Pine, the home exemplifies the craftsmanship of its era. Its most striking features include an elegant two-story entry veranda, evoking classic Southern charm, and a spacious lot graced by majestic live oak trees. The Southern Colonial Revival style, widely favored in the 1930s and 1940s, is frequently represented in Miami Shores. (Jeffrey Saadeh, MSV Historic Preservation Board).

NEIGHBORHOOD SERVICES

We would like to remind you of the important regulations regarding the timing and removal of campaign signs.

• Signs Must Be removed within 7 Days: Political signs are permitted to remain up for no longer than 7 days after the election. Please ensure that all signs are taken down within this timeframe.

• Forfeiture of Cash Bond: If campaign signs are not removed within the required 7-day period, they will be removed by the village and a possible fine placed.

• Responsibility of the Candidate: It is the candidate's responsibility to remove all campaign signs after the election. Failure to comply could result in the forfeiture of the cash bond.

SWIMMING POOL SAFETY REMINDER

Summer is just around the corner, and soon our families will be spending more time by the pool. While swimming is a great way to stay active and cool off, it’s important to prioritize water safety. Unfortunately, Florida continues to lead the nation in swimming pool drownings, and accidents can happen in just seconds—even in as little as two inches of water.

To keep everyone safe, consider these essential precautions:

• Limit or block access to the pool when it’s not in use. A secure barrier or pool cover can help prevent accidents.

• Use proper flotation devices for children and inexperienced swimmers.

• Encourage swimming lessons for both kids and adults to build confidence in the water.

• Always assign a responsible water watcher—someone who remains alert and focused on swimmers at all times.

There are many online resources available for pool safety and drowning prevention. Taking a few minutes to educate yourself and your family could save a life.

Let’s make safety a priority while enjoying a fun and refreshing summer with family and friends! Stay safe and happy swimming!

POLICE DEPARTMENT

CHIEF DAVID GOLT ELECTED MDCACP TREASURER

MSPD Chief David Golt has been elected onto the Miami Dade County Association Chiefs of Police (MDCACP) board as treasurer.

He will then ascend through the ranks to become president of the Association in four years.

The MDCACP is a premier organization with over 500 members; the purpose of which is to promote efficient law enforcement services through the cooperation and coordination of all law enforcement agencies and public safety stakeholders throughout Miami-Dade County and plays a vital role in shaping the role of law enforcement in the county and serving the greater community at large.

We congratulate Chief Golt on this auspicious honor.

WAKO USA KICKBOXING NATIONAL CHAMPIONSHIPS

Our ITF Taekwon-Do program, Blue Dragon Taekwon-Do, brought several competitors to the 2025 WAKO USA Kickboxing National Championships in Columbus, Ohio Feb 28-March 2.

Head Instructor Master Aaron Fruitstone competed in Light Contact, and won gold in -63kg, as well as went up in weight and won silver in -74kg.

2nd Degree Mateo Nicolucci, and Red Belt Leo Forsberg both competed in both Light Contact and KickLight. Mateo won gold in both divisions in -69kg, and Leo won gold in both divisions in +94kg. Mateo secured his 3rd National Title, and Leo his 2nd.

Junior winners at USA Kickboxing Nationals make the USA Team and will have the opportunity to compete in Punta Cana, DR at the WAKO Pan American Championships. Senior winners make the USA Team and will have the chance to compete in Abu Dhabi, UAE at the WAKO World Championships.

FINE ARTS COMMISSION CONCERT

On March 21st the Athletic fields became a hub of excitement and country charm as Ricky Valido and the Hialeah Hillbillies took the stage.

Known for his electrifying performances and heartfelt lyrics, Ricky delivered a show that combined his unique sound with masterful storytelling, captivating fans of all ages.

FINE ARTS COMMISSION  CONCERT

The Fine Arts Commission presents a multi-talented Cuban-born artist, Magela Herrera will perform her brand of sensual, vibrant, rhythmically diverse, and downright fun music for all to enjoy. Join us at the Miami Shores Recreation Fields for our Annual Marshmallow Drop. Thousands of Marshmallows will be dropped from a helicopter to be turned in for a bag full of goodies. Live entertainment will follow. Grab your baskets and get ready to catch some marshmallows!

THE IMPORTANCE OF TRIMMING TO ANSI A300 STANDARDS

One of the most important guidelines for tree pruning is the ANSI A300 standard, which provides a set of best practices developed by the Tree Care Industry Association (TCIA) and the American National Standards Institute (ANSI). Trimming trees according to ANSI A300 is crucial for several reasons.

Enhancing Tree Health

Trimming trees to ANSI A300 standards promotes proper growth, reduces stress, and prevents disease. The guidelines ensure that cuts are made at the correct locations, preventing unnecessary damage to the tree. By removing dead, diseased, or structurally weak branches, arborists help trees allocate resources efficiently and promote stronger, healthier growth.

Ensuring Safety

Overgrown or improperly pruned trees pose safety risks to people, property, and infrastructure. • Adopted an Ordinance on second reading, amending Appendix A, Zoning, Article II, Definitions, Section 201, Tense And Number; Certain Words, Terms Defined To Update Definitions; Article III, Districts and district map, Section 300(2) And Article IV, Establishment Of Regulations, Section 411, Schedule Of Regulations, to include the Community Residential District; and creating Division 25, Community Residential District To Establish Regulations For The (CR) Community Residential District.

• Approved a Resolution, designating 9328 NE 9th Avenue as a Village Historic Landmark.

• Approved a Resolution and the Off-System Construction and Maintenance Agreement FM# 447827-1-52-01 with the state of Florida Department of Transportation (FDOT) for the maintenance and improvement of off-system roadways.

• Approved a Resolution, adopting an Amendment to the 401 (a) plan to allow enrollment of Charter Officers, executive management and directors.

• Approved a Resolution, accepting the Vulnerability Report prepared by Coastal Risk Consulting, LLC.
