Almost two years ago, the Village embarked on a mission to cure issues relating to the Comprehensive Plan, especially within the Future Land Use Element (FLUE) and the Future Land Use Map (FLUM). The issues were magnified by an application for a gas station; densities that did not reflect the current building environment; historical errors within our documentation; redevelopment pressures, and countless other difficulties. The Village engaged the services of experienced consultants to assist us. We had over 20 open-to-the-public meetings, over 700 comments from residents, business owners, and other community stakeholders, and a unique webpage that received over 2,000 views. We were able to fine-tune and adapt proposals that were legally sufficient, correct most of the initially discovered issues, and encapsulate the majority of the heard voices. These tasks were accomplished by working along with two Village Councils and two Planning and Zoning Boards. On November 2, 2023, the Florida Commerce Department (DEO) issued a Notice of Intent to the Village of Miami Shores determining that the adopted ordinance No. 2023-09 was in compliance. This means that our adopted Future Land Use Element and Future Land Use Map have passed muster. This notice of compliance also brings the moratorium to an end. Applications for (re)development in areas other than single-family residential may now be processed. We are now left with updating the remaining Comp Plan elements. These updates are guided by statutory requirements, new policies and maps, and the comments staff received during the June 15 and June 20, 2023 Council meetings. It is anticipated that the updated elements will be presented to the Planning and Zoning Board and Village Council in early 2024. Thereafter, in 2024, we will need to update the Village Zoning Code. Such updates will need to be prepared within 12 months from the Comp Plan adoption, according to F.S. 163.3202.
