reclamation Dive shop and resort owners in Negros Oriental are apprehensive over the possible negative impacts of the proposed 174-hectare offshore reclamation project in this capital city on the diving and tourism industry. Glenn Carballo, president of the Negros Oriental Dive Association (NOrDA), said in an interview they decided to conduct an initial dive on Tuesday to determine the current state of the corals and sea grass beds in the area. Carballo said more or less 40 divers joined the dive Tuesday morning along Escaño Beach in barangay Piapi to also show their solidarity to the “No to 174 Reclamation” movement which has been calling for the scrapping of the project for more than two months now. NOrDA, comprising some 30 resorts and dive shops in Negros Oriental, and owned by some of the “most experienced people in the diving industry in the Visayas”, noted that Dumaguete is the gateway to some of the most famous dive spots in the Province and in the world, including the renowned Apo Island in Dauin town. Earlier, Carballo wrote Mayor Felipe Antonio Remollo inviting him and the City’s representatives to join NOrDA in the dive, and to participate as well in a number of programs on understanding marine life and how people here benefit from it. “As an organization, we are deeply concerned about the grave impact of the proposed to page 2

Guv vetoes ordinance banning reclamation

In a veto message to the Sangguniang Panlalawigan, Degamo described their Ordinance as ultra vires, or beyond the power of the Provincial Legislature. Some lawyers have said that the Fisheries Act already bans reclamations in MPAs, five of which were set up in Dumaguete City. Vice Gov. Mark Macias said the Governor’s veto message will be brought to the attention of the Sanggunian when it meets on Monday, and the Board Members will decide whether or not to override the veto. The Ordinance seeks to include all MPAs in the Province in one network for “better inter-LGU cooperation when it comes to protection and preservation of our environment,” Macias said. In a previous resolution passed in July, the Provincial Board urged the Dumaguete City Council to “defer and re-evaluate” the authority given to Mayor Felipe Remollo to sign a contract with proponent EM Cuerpo Inc. to reclaim 174 hectares of the Dumaguete coastline.

The resolution cited the lack of prior consultation, and the absence of a technical study. The National Academy of Science & Technology, in a statement issued last month, said Dumaguete’s MPAs are “part of a system of protected coral reefs, seagrass beds, and soft-sediment ecosystems that are meant to boost fisheries productivity, conserve marine biodiversity, and support tourism in Negros Oriental and the Central Visayas area.” An MPA site or an MPA network may contribute to “longterm productivity of shallowwater fisheries” where small-scale fisherfolk thrive through proper protection of critical marine habitats, a book on managing MPAs in the Philippines explained. In this process, the scientists said, coral reefs and ecosystems support and sustain the fish production which serves as important subsistence and livelihood for local fisherfolk communities around the country.
