PRESIDENT’S LETTER “GROWTH IS THE BIGGEST PIECE OF OUR STORY LAST YEAR.”

Donors and Friends, This past fiscal year was marked by significant growth, both planned and unexpected, that led Metropolitan Family Services to substantially expand its footprint as a leader in human services in the Chicago area. We are fortunate to be in a position to sustain growth in the current economic climate, in an industry increasingly shaped by pared public sector budgets and a shift to fee-for-service payment structures. This year, the human services sector saw a rash of consolidations and closings. Perhaps the most notable of these locally was the shuttering of the historic, 122-year-old Jane Addams Hull House. In a high profile move that saw one renowned Chicago institution coming to the aid of another, Metropolitan answered the call for help. We integrated a considerable amount of Hull House programming into our service framework, including the Center for Working Families, Family Works economic stability programs, and the Domestic Violence Court Advocacy Program. For services that did not fit Metropolitan’s agency platform, we recommended their transfer to other respected organizations. From the beginning conversation with Hull House leadership, the goal was to ensure the majority of services remained intact for clients and former staff. We are proud of the role we played in this momentous undertaking and commend staff, volunteers and supporters for accomplishing a successful transition and accommodating this unexpected growth opportunity. In another substantial development, Metropolitan was awarded competitive grants to provide Head Start and Early Head Start programming for 629 children in DuPage County. Key findings from our research showed a burgeoning need for Head Start services as the number of young children living in poverty has more than doubled in the last decade. We are providing a combination of center-, school-, and home-based services in an innovative approach that will transform Head Start services in the sprawling 336-square-mile county. But we are not new to Head Start. The strategic addition of Head Start programming in DuPage joins our three Head Start programs in Chicago to further strengthen and expand our core capabilities in early childhood education. The impact of launching DuPage Head Start services, assuming Hull House programming, and partnering in Woodlawn’s New Choice Neighborhood Initiative led to a swift 30 percent growth in both revenue and expenses.

“WE ADDED 10,000 NEW CLIENTS . . .” In the process we added 10,000 new clients to our roster, hired nearly 100 new employees, and significantly expanded our services in Chicago and the suburbs – collectively the biggest piece of our story last year. As we look ahead to next year, there will be targeted areas of growth. However, our main focus will be to develop our internal infrastructure, making essential investments in our people and systems that are most critical to executing our strategies. We will grow opportunistically, as dictated by our Strategic Plan we updated this year. We also will aggressively pursue new private philanthropic resources to offset continued pressure on public funding streams. We thank our generous supporters, devoted staff, caring volunteers and active, distinguished boards for their inspiring commitment to the 53,000 deserving families we serve each year. It is through your belief in our mission that Metropolitan Family Services can continue its 155-year tradition of giving hope and opportunity to Chicago’s low-income families. We know families are the heart of strong communities. After being out of work for six years, 39-year-old Lenetta followed a friend’s recommendation and contacted Metropolitan’s Family Works program for help. What she got was much more than assistance finding a job. She got the guidance and support she needed to get her future back on track. Lenetta attended several job readiness trainings and employment workshops offered through Family Works. Metropolitan then helped her find a job as a Mentor Coordinator for Thornton Township. “I love going to work every day,” says Lenetta, who is proud to be a role model for her children. “My kids see their mom working again. They motivate me.” Lenetta also is working with an Education Specialist at Metropolitan to complete her GED. She plans to continue on and earn a degree in education. “The program was a great opportunity for me.”

Robert is a 56-year-old Vietnam veteran who has been battling depression for the past year and-ahalf. About a year ago, he developed medical issues and lost his job. “That was a big blow to who I am,” said Robert. “I became more depressed and my health got worse.” Robert sought help from Metropolitan’s Mental Health services. With the support of a counselor from Metropolitan and a psychiatrist in his community, he has made great gains. “Metropolitan has been nothing but good for me,” says Robert, who credits Metropolitan for giving him the tools to cope with his depression. “I have one of the best counselors.” Robert is now inspired to become a peer mentor and help others with their depression. “I really feel like I could help someone else who has gone through what I have.”

Peggy knows about hard work and perseverance. The 28-year-old mother of two wanted out of her violent marriage. She sought help from the Legal Aid Society, which secured an order of protection and divorce from her abusive husband, and won her custody of the children. After the divorce, her husband “dropped out of the picture,” and never paid child support. Peggy, determined to move forward, returned to school, earned her degree from Northeastern University and eventually remarried. Thanks to recent Legal Aid Society efforts, Peggy has been awarded more than $150K for years of unpaid support, health insurance, medical costs, and college expenses for her children. “Metropolitan Family Services advocates for you. They protected me, fought for me when no one else would. What else would I have done?”

Felipe works in shipping and receiving for a company in Bensenville. The widower and father of 4-year-old Emily strongly believes in the merits of early education. That’s why he enrolled Emily in Metropolitan’s North Center Head Start program. “Education is very important,” says Felipe. “I’m proud of what they are teaching her at Metropolitan. She is going to start kindergarten prepared.” Along with giving children from low-income families quality child development and school readiness services, Metropolitan’s Head Start programs encourage parent involvement to further foster success. Felipe is on the Parent Policy Committee at the North Children’s Center. “I want to be involved as a parent, to know what‘s going on with the kids, know what she is learning. Emily is very happy to see me there.”

The Chicago Relief and Aid Society is founded and incorporated by the Illinois State legislature.

1871 Mayor Mason appoints the Chicago Relief and Aid Society to administer all relief, nearly $10 million in money and goods, to victims of the Great Chicago Fire.

CPS STUDENTS

Our Upward Bound program helps at-risk youth graduate from high school and go on to college. Last year 100% of youth enrolled graduated from high school on time (vs. 45% of CPS youth) and 100% successfully enrolled as first-generation college bound students in fall 2012.4

Metropolitan Family Services mourned the passing of long-time Board member Judith R. Bissell, who died in June 2012. Mrs. Bissell’s contributions to Metropolitan Family Services spanned more than three decades, beginning as a member of the United Charities Women’s Auxiliary in 1957. Her compassionate, hands-on approach touched the lives of countless disadvantaged children, families and seniors from across greater Chicago. Among many meritorious duties, Mrs. Bissell had the distinction of chairing Metropolitan’s 125th Anniversary Celebration as well as the agency’s 100th Anniversary of Camping Services. Metropolitan expresses deep gratitude to her for making arrangements for a generous, unrestricted gift of $100,000 to be sent to the Agency immediately upon her passing. This final act of devotion provided Metropolitan with the utmost flexibility to identify and deploy her gift to address unforeseen and priority needs.
