Former Quebec premier to head city rail relocation Braeden Jones

Metro | Winnipeg Premier Greg Selinger admits relocating rail lines in Winnipeg is a “big picture” job, and says “nobody is better suited” to tackle it than Jean Charest. Selinger announced Wednesday the former premier of Quebec will be heading Manitoba’s task force to develop the terms of reference and a feasibility study for rail relocation. “To me he’s the perfect candidate for this job,” Selinger said, lauding Charest’s tremendous experience in intergovernmental affairs” and noting its value in the job ahead. While he was premier of Quebec, Charest unveiled “the Plan Nord,” a major economic development strategy for capitalizing on the province’s industries and creating jobs.

Charest said managing the evolving rail industry is “extremely important” in doing the same for Winnipeg and Manitoba. “We want to get it right,” he said. “Moving the rail yards makes a lot of sense.” Charest said the project “will change the city of Winnipeg. When it’s done, this will not be the same city.” Selinger said the task force, which his government is kickstarting with a $400,000 investment, has to determine what lines can be moved soon and how best to move more in the long-term. “We have an option of looking how to move a rail line in North Winnipeg up on McPhillips Street called the Beach Line, and of course we have the big opportunity of looking at what can be done with the CPR rail yards in the centre of the city,” he said. No costs or hard time lines were floated during the announcement, but Selinger said the near-term projects could take place “within the next year” and the feasibility study “could take one to two years.” Local reaction, page 4
