I, Edward P. I, Edward P. Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico; and Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and

I personally started smoking marijuana in middle school. I was barely even a teenager when I took my first drag. I was a sports kid during the week but hung out with the kids who liked to fight, smoke, and drink on Friday and Saturday nights. My young body was resilient enough to be able to live between both worlds and still somewhat excel. Yet, as I look back in hindsight, if I could do it all over again, I would have stayed in one world. The world of discipline, scholastics, sports, and complete sobriety. Our brain is going through major changes from childhood right up until twenty-five years old. The frontal lobe and wiring of the brain go through monumental changes that determine the way we learn, memorize, react, feel, and process information and handle emotions. Much of our impulse control, decision making, and mental health all circles around this region of the brain. This area of the brain controls executive functions including the ability to plan, organize, initiate, self-monitor, and control our own response in order to

learn and memorize information which has a profound effect on performance in school. This in turn has caused many students to become discouraged with school, lose ambition, and drop out. Due to the fact that marijuana also has an effect on a young person’s frontal cortex directly stunting decision making ability, they may honestly feel that leaving school is the best decision for them. Studies have also shown high levels of THC in a developing brain are directly linked with sleep issues, social isolation, mental health decline, and even serious bouts of psychosis. CONTRACT NO. 2: HUNTINGTON STATION HUB

WASTEWATER COLLECTION AND CONVEYANCE SYSTEM

CAPITAL PROJECT NO. 8195

The work consists of the following:

The installation of a combined gravity and low pressure collection system including service laterals in the Huntington Station area, and a force main between the future Huntington Hub Pump Station (to be installed under Contract 1) and the existing Walt Whitman Pump Station. Work in this area includes roads owned by NYS DOT (New York Avenue), Suffolk County (Pulaski Road), and the Town of Huntington. Following is a summary of the work.

1. Installation of a gravity collection system consisting of a sewer main of approximately 7,200 LF of 8-inch PVC pipe and 3,600 LF of 10-inch PVC pipe, and 173 6-inch service laterals and all associated manholes. Approximately 4,200 LF of the gravity main length will be installed on NY Avenue (Route 110) a New York State DOT (NYSDOT) owned Road. The remaining gravity main length will be installed on roads owned by the Town of Huntington and on Pulaski Rd owned by the County. All work on NYSDOT right of way including the installation of the sewer main and road restoration will require night work and need to follow NYSDOT specifications and requirements.

2. Installation of a low pressure sewer system to serve 13 parcels. The system consists of 13 Grinder Pump Units (GPU), approximately 1,100 LF of 2-inch HDPE pipe, 550 LF of 3-inch HDPE pipe, 13 lateral assemblies and cleanouts. The system includes the installation of controls and power to each GPU but will not connect the GPU to the existing home’s sanitary pipe.

3. Installation of approximately 9,000 LF of 10-inch HDPE force main from the new HSH pump station (to be installed under Contract 1) to the Walt Whitman Pump Station, complete with all necessary manholes. Installation of the force main within NYS DOT roads (approximately 3,800 LF) must be completed via trenchless technologies.

4. Installation of the sewer gravity and force main will include but is not limited to providing complete utility markout and test holes as required, work zone traffic control, tracer wire, testing, and all permitting.

5. Obtain approvals for construction from all agencies having jurisdiction including the Town of Huntington, NYS DOT, and Suffolk County of Public Works.

6. Restore impacted NYSDOT roads consisting of composite paving, 8-inch concrete plates, and asphalt overlay as shown on the Contract Drawings.

7. Installation of the force main via jack and bore under Jericho Turnpike.

8. Resurfacing (mill and overlay) curb to curb all non-dot roads.

9. Installation of handicap ramps on non-dot roads where shown.

10. Prepare redlines as work progresses and as-built drawings at the completion of the job.

Note: This project is a PLA project. The Project is to be bid as a single prime project. Allowing the County to Quickly Respond to the Potential Arrival of Asylum Seekers

I, Edward P. Romaine, Suffolk County Executive, in accordance with a Proclamation of a Local State of Emergency issued on January 5, 2024, February 4, 2024, March 5, 2024, April 4, 2024, May 3, 2024, May 31, 2024, June 28, 2024, July 26, 2024, August 23, 2024, September 20, 2024 and October 18, 2024 do hereby find and order as follows:

Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico; and

Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and

Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.

Now, therefore, I, Edward P. Romaine, Suffolk County Executive by the power vested in me by the Suffolk County Charter and the Laws of the State of New York and pursuant to Section 24 of Article 2-B of the New York State Executive Law, do hereby temporarily suspend or modify any statute, local law, resolution, order, rule or regulation or parts thereof, if compliance with such statute, local law, resolution, order, rule or regulation would prevent, hinder or delay action necessary to assist, aid or cope with the aforementioned State of Emergency, and I hereby order the following:

A. The formation of an intergovernmental team (the “intergovernmental team”) that includes the Chief Deputy County Executive, which shall coordinate to assist in meeting the needs of the County as a result of any potential housing crisis in the County.

B. All County Departments are required to work with the County Executive’s office to effectuate any emergency measures that need to be addressed as a result of this Order.

C. No hotel, motel, owner of a multiple dwelling, or shelter in Suffolk County is permitted to contract or otherwise engage in business with any other municipality (an “external municipality”) for the purpose of providing housing or accommodations for asylum seekers without the permission or coordination of Suffolk County. This prohibition extends to any person or entity participating in an external municipality’s government program, or a contract or service funded by an external municipality or acting on behalf of any external municipality or the State of New York.

D. In order to effectuate Suffolk County’s role in this emergency, all procurement policies for the purchase of equipment, supplies or contracts, relating to this emergency, are suspended, specifically: Suffolk County Code Chapters 1065 and 189;

The National External Diploma Program offers adults 21 and over, the opportunity to receive credit for their life experiences, and earn a high school equivalency diploma without the challenge of taking lengthy timed examinations.

NEDP, is a competency based program for students who are unable to attend classes or who prefer to work at home. Successful candidates for NEDP include former ESL students, students who have been out of school for prolonged periods of time, or students who fare better without the structure of tests.

This program is an alternative to other programs.

Anyone interested should call Western Suffolk BOCES to meet with a counselor.

PROCLAMATION OF A LOCAL STATE OF EMERGENCY

UNDER SECTION 24 OF ARTICLE 2-B OF THE EXECUTIVE LAW

A State of Emergency is hereby proclaimed in Suffolk County, New York for a period of time beginning at 5:00 p.m. on October 18, 2024 and continuing in effect for a period not to exceed thirty (30) days as required by Section 24 of the New York State Executive Law.

This State of Emergency has been declared as a result of the expiration on May 11, 2023 of 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”), which prohibited the migration into the United States by “covered noncitizens” traveling from Canada or Mexico, resulting in a surge of migration into the United States and into New York State. As a consequence of such, some states have dispersed and delivered asylum seekers to various states throughout the country and, subsequently some municipalities have dispersed and delivered asylum seekers to various counties within New York State. Accordingly, the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.

As the Executive of Suffolk County, I, Edward P. Romaine exercise the authority given me under Section 24 of the New York State Executive Law, to preserve the public safety and hereby render all required and available assistance vital to the well-being and health of Suffolk County.

I hereby direct all departments and agencies of Suffolk County to take whatever steps necessary to provide emergency assistance as deemed appropriate.

A State of Emergency is hereby proclaimed in Suffolk County, New York for a period of time beginning at or about 12:01 a.m. on October 18, 2024 and continuing in effect for a period not to exceed thirty (30) days.

The State of Emergency has been declared as a result of the effects of a severe storm on August 19, 2024 which brought torrential rain, strong winds, flash flooding, sinkholes, road buckling and closures, erosion, dam failure, downed trees and power lines, severe property, vehicle and equipment damage, collapse of residences and evacuation of impacted residents.

Such conditions threaten or imperil the public safety of citizens of Suffolk County.

As Chief Executive of Suffolk County, I, Edward P. Romaine, have exercised the authority given to me under New York State Executive Law, Article 2-B, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the County.

I hereby authorize and direct all Suffolk County Departments, Agencies, and Divisions to take whatever steps necessary to protect life and property and public infrastructure, and to perform other such emergency assistance as deemed necessary.

UNDER SECTION 24 OF ARTICLE 2-B OF THE EXECUTIVE LAW

A State of Emergency is hereby proclaimed to continue in Suffolk County, New York for a period of time beginning at 12:01 a.m. on October 18, 2024 and continuing in effect for a period not to exceed thirty (30) days.

The State of Emergency has been declared as a result of a storm that began on January 12, 2024 and which brought rain, strong winds up to 35 mph with gusts up to 45 mph, downed trees, coastal flooding and erosion, which was compounded due to the cumulative effects of a severe wash over in December 2023 and a severe storm system that touched down in the County on January 9, 2024.

Such conditions threaten or imperil the public safety of the citizens of Suffolk County.

As Chief Executive of Suffolk County, I, Edward P. Romaine, have exercised the authority given to me under New York State Executive Law, Article 2-B, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the County.

The State of Emergency has been declared as a result of the effects of a severe storm on January 9, 2024 which brought rain, strong winds of 40-50 mph gusting up to 60 mph, coastal flooding, erosion, downed trees and power lines, and property damage.

Such conditions threaten or imperil the public safety of the citizens of Suffolk County.

As Chief Executive of Suffolk County, I, Edward P. Romaine, have exercised the authority given to me under New York State Executive Law, Article 2-B, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the County.

Local Emergency Order:

Suspending local procurement and contracting laws, rules and regulations

I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with Proclamations of a State of Emergency issued on August 19, 2024 (Proclamation 2024-33), September 20, 2024, and October 18, 2024 for a storm occurring on or about August 19, 2024, and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:

Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors as a result of a storm that caused severe damage and dangerous conditions, including torrential rain, strong winds, flash flooding, sinkholes, road buckling and closures, erosion, dam failure, downed trees and power lines, severe property, vehicle and equipment damage, collapse of residences and evacuation of impacted residents, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

Suffolk County Code:

• Chapters 1065 and 189

• Article IV sections A 4-13 and 14

Article V sections A5-1

• Charter section C5-2 (C) and (L)

Section A5-8, Chap. 575, Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance

• all related procurement laws, rules, and regulations required to comply with this Order; and further

Order, that the County Executive or his designees shall continue to have the authority to enter into any contract deemed necessary to address the threat posed by these storms; and further

Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.

This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24 (5).
