The National External Diploma Program offers adults 21 and over, the opportunity to receive credit for their life experiences, and earn a high school equivalency diploma without the challenge of taking lengthy timed examinations.
NEDP, is a competency based program for students who are unable to attend classes or who prefer to work at home. Successful candidates for NEDP include former ESL students, students who have been out of school for prolonged periods of time, or students who fare better without the structure of tests.
This program is an alternative to other programs.

UNDER SECTION 24 OF ARTICLE 2-B OF THE EXECUTIVE LAW
A State of Emergency is hereby proclaimed in Suffolk County, New York for a period of time beginning at or about 12:01 a.m. on August 19, 2024 and continuing in effect for a period not to exceed thirty (30) days.
The State of Emergency has been declared as a result of the effects of a severe storm on August 19, 2024 which brought torrential rain, strong winds, flash flooding, sinkholes, road buckling and closures, erosion, dam failure, downed trees and power lines, severe property, vehicle and equipment damage, collapse of residences and evacuation of impacted residents.
Such conditions threaten or imperil the public safety of citizens of Suffolk County.
As Chief Executive of Suffolk County, I, Edward P. Romaine, have exercised the authority given to me under New York State Executive Law, Article 2-B, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the County.

Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and
Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.
Now, therefore, I, Edward P. Romaine, Suffolk County Executive by the power vested in me by the Suffolk County Charter and the Laws of the State of New York and pursuant to Section 24 of Article 2-B of the New York State Executive Law, do hereby temporarily suspend or modify any statute, local law, resolution, order, rule or regulation or parts thereof, if compliance with such statute, local law, resolution, order, rule or regulation would prevent, hinder or delay action necessary to assist, aid or cope with the aforementioned State of Emergency, and I hereby order the following:
A. The formation of an intergovernmental team (the “intergovernmental team”) that includes the Chief Deputy County Executive, which shall coordinate to assist in meeting the needs of the County as a result of any potential housing crisis in the County.
B. All County Departments are required to work with the County Executive’s office to effectuate any emergency measures that need to be addressed as a result of this Order.
C. No hotel, motel, owner of a multiple dwelling, or shelter in Suffolk County is permitted to contract or otherwise engage in business with any other municipality (an “external municipality”) for the purpose of providing housing or accommodations for asylum seekers without the permission or coordination of Suffolk County. This prohibition extends to any person or entity participating in an external municipality’s government program, or a contract or service funded by an external municipality or acting on behalf of any external municipality or the State of New York.
D. In order to effectuate Suffolk County’s role in this emergency, all procurement policies for the purchase of equipment, supplies or contracts, relating to this emergency, are suspended, specifically: Suffolk County Code Chapters 1065 and 189;
Article IV sections A 4-13 and 14; Article V section A5-1; Charter section C5-2 (C) and (L); and Section A5-8, Chap. 575, Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance; and all related procurement laws, rules, and regulations required to comply with this Emergency Order.
E. Regardless of any other remedy or relief brought by the County for any violation, the County Executive is authorized to direct the County Attorney to commence actions or proceedings in the name of the County, in a court of competent jurisdiction, to abate any violation of, or to enforce any provision of this Emergency Order.
F. Remedies Not Exclusive.
a. No remedy or penalty specified in this Emergency Order shall be the exclusive remedy or remedy available to address any violation described in this Executive Order.
b. Each remedy or penalty specified in the Emergency Order shall be in addition to, and not in substitution for or limitation of, the other remedies or penalties specified in this Emergency Order or in any other applicable law.
c. Any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any other remedy or penalty specified in the Emergency Order or in any other applicable law.
d. In particular, but not by way of limitation, each remedy and penalty specified in this section shall be in addition to, and not in substitution for or limitation of, the penalties specified in New York Executive Law Section 24, and any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any penalty specified in New York Executive Law Section 24.
G. Effective Date
This Executive Order shall take effect immediately.

Smithtown Central School District today announced a free and reduced price meal policy for Smithtown Central School District area school children. Local school officials have adopted the following family eligibility criteria to assist them in determining eligibility: 2024-2025 INCOME ELIGIBILITY GUIDELINES FOR FREE AND REDUCED PRICE MEALS
* Students in New York State that are approved for reduced price meals will receive breakfast and lunch meals at no charge.
SNAP/TANF/FDPIR Households: Households that currently include children who receive the Supplemental Nutrition Assistance Program (SNAP) but who are not found during the Direct Certification Matching Process (DCMP), or households that currently receive Temporary Assistance to Needy Families (TANF), or the Food Distribution Program on Indian Reservations (FDPIR) must complete an Application for Free and Reduced Price School Meals, listing the child’s name, a valid SNAP, TANF, or FDPIR case number and the signature of an adult household member. Eligibility for free meal benefits based on participation in SNAP, TANF or FDPIR is extended to all children in the household. When known to the School Food Authority, households will be notified of their children’s eligibility for free meals based on their participation in the SNAP, TANF or the FDPIR programs. No application is necessary if the household was notified by the SFA their children have been directly certified. If the household is not sure if their children have been directly certified, the household should contact the school Other Source Categorical Eligibility: When known to the School Food Authority, households will be notified of any child’s eligibility for free meals based on the individual child’s designation as Other Source Categorically Eligible, as defined by law. Children are determined Other Source Categorically Eligible if they are Homeless, Migrant, Runaway, a foster child, or Enrolled in Head Start or an eligible pre-kindergarten program.
Foster children that are under the legal responsibility of a foster care agency or court, are eligible for free meals. Any foster child in the household is eligible for free meals regardless of income. A separate application for a foster child is no longer necessary. Foster children may also be included as a member of the foster family if the foster family chooses to also apply for benefits for other children. Including children in foster care as household members may help other children in the household qualify for benefits. If non-foster children in a foster family are not eligible for free or reduced price meal benefits, an eligible foster child will still receive free benefits If children or households receive benefits under Assistance Programs or Other Source Categorically Eligible Programs and are not listed on the notice of eligibility and are not notified by the School Food Authority of their free meal benefits, the parent or guardian should contact the school or should submit an income application.
Other Households: Households with income the same or below the amounts listed above for family size may be eligible for and are urged to apply for free and/or reduced price meals. They may do so by completing the Application for Free and Reduced Price School Meals sent home with the letter to parents.
One application for all children in the household should be submitted. Additional copies are available at the principal’s office in each school. Applications may be submitted any time during the school year to the Smithtown CSD Child Nutrition Director. Please contact the Child Nutrition Director at 631-382-5500 with any questions regarding the application process.
Households notified of their children’s eligibility must contact the School Food Authority if they choose to decline the free meal benefits. Households may apply for benefits at any time throughout the school year. Children of parents or guardians who become unemployed or experience a financial hardship mid-year may become eligible for free and reduced price meals at any point during the school year. Children in households receiving Women, Infants and Children (WIC) benefits may be eligible for free or reduced price meals through the application process.
For up to 30 operating days into the new school year (or until a new eligibility determination is made, whichever comes first) an individual child’s free or reduced price eligibility status from the previous year will continue within the same School Food Authority. When the carryover period ends, unless the household is notified that their children are directly certified or the household submits an application that is approved, the children’s meals must be claimed at the paid rate.
Though encouraged to do so, the School Food Authority is not required to send a reminder or a notice of expired eligibility. The information provided on the application will be confidential and will be used for determining eligibility. The names and eligibility status of participants may also be used for the allocation of funds to federal education programs such as Title I and National Assessment
of Educational Progress (NAEP), State health or State education programs, provided the State agency or local education agency administers the programs, and for federal, State or local meanstested nutrition programs with eligibility standards comparable to the NSLP. Eligibility information may also be released to programs authorized under the National School Lunch Act (NSLA) or the Child Nutrition Act (CNA). The release of information to any program or entity not specifically authorized by the NSLA will require a written consent statement from the parent or guardian.
The School Food Authority does, however, have the right to verify at any time during the school year the information on the application. If a parent does not give the school this information, the child/children will no longer be able to receive free or reduced price meals (free milk).
Under the provisions of the policy, the designated official will review applications and determine eligibility. If a parent is dissatisfied with the ruling of the designated official, he/she may make a request either orally or in writing for a hearing to appeal the decision. Hearing procedures are outlined in the policy. However, prior to initiating the hearing procedure, the parent or School Food Authority may request a conference to provide an opportunity for the parent and official to discuss the situation, present information, and obtain an explanation of the data submitted in the application or the decisions rendered. The request for a conference shall not in any way prejudice or diminish the right to a fair hearing.
Only complete applications can be approved. This includes complete and accurate information regarding: the SNAP, TANF, or FDPIR case number; the names of all household members; on an income application, the last four digits of the social security number of the person who signs the form or an indication that the adult does not have one, and the amount and source of income received by each household member. In addition, the parent or guardian must sign the application form, certifying the information is true and correct. In the operation of child feeding programs, no child will be discriminated against because of race, sex, color, national origin, age, disability or limited English proficiency.

PLEASE TAKE NOTICE that the Legislature of the County of Suffolk New York will meet at the William H. Rogers Building, 725 Veterans Memorial Highway, Hauppauge, New York 11788 in the Rose Y. Notice of Cost
The total cost of the increase and improvement to the facilities of Sewer District No. 14 – Parkland (the “Project”) is estimated to be $650,000, as set forth in the Map, Plan and Report.
There will be no fiscal impact to the benefited properties within Suffolk County Sewer District No. 14 – Parkland as a result of the Project, since pursuant to the ASRF, all property owners in Suffolk County sewer districts experience a 3% annual increase regardless of any increases or improvements performed. In the case of Suffolk County Sewer District No. 14, the annual ASRF increase will result in an increase of approximately $15 per typical property within the District, regardless of additional funds necessary to complete the increase and improvement. The 2024 cost per typical property for all charges is $474.
Copies of the Map, Plan and Report are available in the Office of the Department of Public Works, located in Yaphank and the Office of the Clerk of the County Legislature where they can be reviewed during normal business hours Monday through Friday. Said trailer shall contain a copy of the approved site plan and approved construction plans, and be accessible to all Town personnel and contractors for review of plans and meetings. OPERATIONAL RESTRICTIONS
3. Hours of Operation:
The hours of operation for commercial uses on the subject property shall be limited from 8am to 12am. Any dumpster access, deliveries and/or garbage pickup shall not occur before 8 am daily. Outdoor storage, sales and display shall be prohibited.
4. Loitering:
Loitering shall be prohibited on the subject parcel. If substantiated complaints regarding loitering and/ or criminal activity at the site are received by the Town of Islip, the Commissioner of the Town of Islip Planning Department shall notify the property owner by certified mail to take appropriate security measures to deter loitering and/or criminal activity at the site. If the property owner fails to take appropriate security measures within fifteen (15) days of the date of such mailing, the Planning Board reserves the right, after due public hearing on 10 day notice in advance to owner sent certified mail to the address of the current owner according to the Town assessment rolls, to impose additional reasonable security conditions at the site including, but not limited to: the installation of fencing, lighting, and/or security cameras.
Should these methods prove ineffective and substantiated complaints regarding loitering and/or criminal activity are still received by the Town of Islip, the Planning Board reserves the right to require the Declarant/owner to contract with a private security company to monitor the site during the hours loitering is observed, and/or take other appropriate measures, after due public hearing. The Planning Board reserves sole responsibility of determining if the Declarant/ Owner is in compliance with this requirement.
5. Property Maintenance:
Declarant/owner further agrees to permanently maintain all improvements and landscaping to the reasonable satisfaction of the Planning Board. The Town or its designee reserves the right to enter onto the subject property after 15 days’ written notice sent certified mail, return receipt requested, to the address of the current owner according to Town of Islip assessment rolls, to remove litter, debris or maintain or replace any fencing or plantings if found that the improvements are not being maintained and shall bill the owner for any expense incurred. All costs associated with same shall be assessed to the owner’s next tax bill.
ARCHITECTURAL ELEVATION REVIEW & SIGNAGE
6. Architectural Elevation Review:
Prior to filing a building permit application, exterior architectural drawings of all proposed buildings shall be submitted to the Town of Islip Planning Department for review and approval in compliance with Town Code §68-500. The submitted architectural drawings shall be in substantial conformance to the plan(s) prepared by JFT Architectural Designs and which is dated July 27, 2023. Said plans shall show all sides of the structure and shall also show the following design elements:
a. All exterior mechanical equipment (rooftop and surface mounted) shall be screened from public view for aesthetic and sound attenuation purposes.
b. Use of EIFS and concrete block shall be limited to accent bands and shall not comprise more than 10% of the building’s façade.
c. No exterior-mounted steel security gates or shutters permitted. Only interior-mounted meshtype security gates permitted.
7. Signs:
Declarant shall obtain a sign permit from the Building Department for any exterior signs. Prior to the issuance of any sign permits, all exterior signs shall be subject to review and approval by the Town of Islip Planning Department. All internally illuminated signage shall
be decorative in nature and may include channellit, stencil-cut, or halo-lit designs. Light box signs shall be expressly prohibited. Freestanding signs shall be a monument style, unlit or indirectly lit only, with landscaping at its base to the reasonable satisfaction of the Planning Department. The Planning Department shall review the signs for design compatibility, color, materials, height, quantity and size. Declarant/owner agrees to waive the right to apply for signage variances from the Zoning Board of Appeals without the prior approval of the Planning Department, which shall not be unreasonably withheld or delayed.
SITE PLAN REQUIREMENTS & MODIFICATIONS
8. Site Plan:
Prior to filing a building permit application, an approved site plan is required. Application for site plan approval shall be submitted to the Town of Islip Engineering Division for review and subject to approval of the following items. The site plan shall show improvements specified in the Subdivision and Land Development Regulations (SLDR) including but not limited to building locations, parking, curbs, sidewalks, curb cuts, landscaping, and drainage. The submitted plan shall be in substantial conformance to the plan(s) prepared by JFT Architectural Designs and which is dated August 18, 2022. Said plan shall also show the following elements:
a. A minimum of 28 parking stalls shall be provided on-site. Additional parking beyond these 28 stalls may be designated as landbanked parking as directed by the Town Engineer and shall not be constructed without the review and approval of the Planning Board.
b. Brentwood style decorative pedestrian scale street lights to be installed 100” on center along Brentwood Road and Second Avenue. Spacing may be increased upon review and approval of the Town of Islip Department of PublicWorks.
c. Any proposed garbage dumpster shall be located at the direction of the Town Engineer and shall be enclosed within a decorative or split faced concrete block enclosure with opaque gates and screened with evergreen plantings. Dumpsters shall be emptied on a regular basis to prevent overflow. Multiple tenants within the building shall be required to use a common dumpster and shall not cause additional or multiple dumpsters to be located on the subject property that are not enclosed in an approved location and as described above. A hose bibb shall be installed adjacent to the dumpster to allow routine rinsing of the dumpster area on a daily basis. The subject site shall be maintained in a neat, clean, and litter free condition.
d. All stormwater drainage shall be contained onsite in accordance with the current SLDR. In addition, Declarant/owner agrees to incorporate non-point source pollution mitigation into the overall drainage plan by incorporating one or more of the following stormwater mitigation techniques:
i. Natural retention area(s) such as vegetated swales and bioretention cells/rain gardens.
ii. Permeable/porous pavement surfaces.
iii. Manufactured treatment devices, i.e. catch basin inserts designed to filter hydrocarbons and other pollutants from stormwater runoff.
e. A single bike rack (“Inverted U” or “Post and Loop” in design) shall be installed reasonably near the entrance to the building.
f. Fire Apparatus Access shall be designed and installed to the satisfaction of the Division of Fire Prevention.
g. All onsite lighting shall be in conformance with Article LII of Town of Islip Zoning Code. The Planning Board reserves the right to further limit or shield lighting fixtures if it is determined that light is not being contained on the subject property. The Planning Board reserves the sole responsibility of determining if lighting is properly contained on the subject property.
h. A brick paver/stamped colored concrete treatment shall be installed in the verge strip along Brentwood Road and Second Avenue.
i. Declarant agrees to install a marker plaque on the subject parcel visible from Brentwood Road which provides the history of the former structure consistent with Islip Town Code §68400 E. Said plaque design, content and materials used shall be subject to the review and approval of the Commissioner of Planning.
Declarant/owner acknowledges that the plans prepared in association with this application are conceptual in nature and that the site plan submitted to the Division of Engineering for review must meet the requirements
in the SLDR and Town Code unless specific waivers are identified in these covenants or subsequently obtained from the Planning Board or Zoning Board of Appeals. The Planning Board reserves the right to modify any site plan requirements referenced in this covenant with the consent of the Declarant/owner after due public hearing. The Commissioner of Planning is hereby authorized to waive the requirement for such public hearing if any future site plan modification is reasonable, is evident within the documentation submitted as part of this application, and is within the spirit and intent of this grant. No permits or approvals shall be granted prior to the effective date of this application.
9. Traffic Improvements:
Declarant agrees to pay a mitigation fee in the amount of $2,000 in lieu of installing traffic markings along Brentwood Road and Second Avenue prior to the issuance of any building permits.
10. Parking:
No parking space shall be exclusive for any use or purpose except those designated as handicapped spaces or electric vehicle charging.
11. Landscaping:
A landscaping plan shall be submitted indicating in detail the proposed landscaping treatment in accordance with the SLDR. Chain link fencing shall be prohibited within the front yards. Said plan shall be prepared by a licensed landscape architect and shall indicate the maintenance or installation of native plant species to the greatest extent possible. Said landscaping shall be designed to the reasonable satisfaction of the Planning Board, or its designee and shall include the following plantings/design elements:
a. Street trees shall be installed and maintained 25’ on center along all road frontages. Spacing may be adjusted in consideration of the species selection after consultation with the Planning Department. Declarant/owner shall replace any diseased or dead trees.

Shade trees within parking lots with substantial coverage of asphalt area may offset the fee by $375 per tree. Landbanked stalls may be provided to offset on a square foot for square foot basis.
