I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with Proclamations of a State of Emergency issued on October 12, 2025 (Proclamation 2025-22) and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by coastal storms that caused severe damage and dangerous conditions, for which the State of New York has offered financial assistance to bring the emergency under control, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

• Article IV sections A 4-13 and 14

• Charter section C5-2 (C) and (L)

Order, that the County Executive or his designees shall continue to have the authority to enter into any contract deemed necessary to address the threat posed by these storms; and further
Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.
This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24 (5).

4th RESOLVED, that the Contingency and Tax Stabilization Reserve Fund, heretofore established pursuant to Section 6-e of the NEW YORK GENERAL MUNICIPAL LAW, Article II of Chapter 1091 of the SUFFOLK COUNTY CODE and Section C4-10(F)(2) of the SUFFOLK COUNTY CHARTER, is hereby reaffirmed and extended for the purpose of accumulating and providing moneys to be used for those lawful purposes enumerated in law, and is hereby reestablished for fiscal year 2026 and for each and every subsequent fiscal year, if necessary, subject to the permissive referendum requirements of Sections 101-103 of the NEW YORK COUNTY LAW, the substantive effect of which shall be to moderate and stabilize real property taxes in Suffolk County; and be it further
NOTICE IS FURTHER GIVEN that the 6th Resolved clause of Resolution No. 887-2025 states:
6th RESOLVED, that the 4th RESOLVED clause of this proposed budget shall not take effect until forty-five (45) days after its adoption nor unless it is approved by the affirmative vote of a majority of the qualified electors of the County voting on a proposition therefore, if within forty-five (45) days after its adoption there be filed with the Clerk of the County Legislature a petition signed by qualified electors of the County in number of not less than ten (10) percent of the total vote cast for Governor in Suffolk County at the last general election held for the election of state officers; and be it further

PROCLAMATION OF A LOCAL STATE OF EMERGENCY UNDER SECTION 24 OF ARTICLE 2-B OF THE EXECUTIVE LAW
A State of Emergency is hereby proclaimed in Suffolk County, New York for a period of time beginning at or about 12:01 a.m. on November 10, 2025 and continuing in effect for a period not to exceed thirty (30) days.
The State of Emergency has been declared as a result of the effects of a severe storm on October 12, 2025 which brought torrential rain, strong winds, flash flooding, sinkholes, road buckling and closures, erosion, downed trees and power lines, severe property, vehicle and equipment damage, and evacuation of impacted residents.
Such conditions threaten or imperil the public safety of citizens of Suffolk County.
As Chief Executive of Suffolk County, I, Edward P. Romaine, have exercised the authority given to me under New York State Executive Law, Article 2-B, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the County.
I hereby authorize and direct all Suffolk County Departments, Agencies, and Divisions to take whatever steps necessary to protect life and property and public infrastructure, and to perform other such emergency assistance as deemed necessary.

LOCAL EMERGENCY ORDER NO. 141, EXTENDING LOCAL EMERGENCY ORDER Nos. 123, 126, 129, 132, 135 and 138 UNDER § 24 OF ARTICLE 2-B OF THE EXECUTIVE LAW
Local Emergency Order:
Suspending local procurement and contracting laws, rules and regulations
I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with Proclamations of a State of Emergency (Proclamation 2025-22) last issued on October 12, 2025, and November 10, 2025 do hereby find and order as follows:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by coastal storms that caused severe damage and dangerous conditions, for which the State of New York has offered financial assistance to bring the emergency under control, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

Chapters 1065 and 189
• Article IV sections A 4-13 and 14
• Article V sections A5-1
Charter section C5-2 (C) and (L)
• Section A5-8, Chap. 575, Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance all related procurement laws, rules, and regulations required to comply with this Order; and further
Order, that the County Executive or his designees shall continue to have the authority to enter into any contract deemed necessary to address the threat posed by these storms; and further

Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.
This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24 (5).
