NOTICE IS HEREBY GIVEN to the qualified voters of the Connetquot Central School District of Islip, Suffolk County, New York, that, pursuant to a resolution of the Board of Trustees of the Connetquot Public Library adopted on January 9, 2025, a Special District Meeting will be held in the Connetquot Public Library, 760 Ocean Avenue, Bohemia, New York, on Tuesday, April 8, 2025, for the purpose of: (1) voting upon the 2025/2026 Connetquot Public Library Budget and authorizing the requisite portion thereof to be raised by taxation on the taxable property of the Library District; (2) the election of two (2) Library Trustees; and (3) the transacting of any other business which may legally come before said meeting. NOTICE IS FURTHER GIVEN that personal registration of voters is required either pursuant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law. All persons who have been previously registered for any annual or special meeting or election of the said School District or conducted at any time within four (4) calendar years prior to the current calendar year or who are otherwise qualified to vote under the provisions of Article 5 of the Election Law, are not required to register again for said annual election and budget vote to be held on April 8, 2025. In addition, all those who are registered to vote with the Board of Elections of Suffolk County prior to Friday March 28, 2025, shall be entitled to vote at this Special School District meeting, notwithstanding their failure to have previously registered with the Library or School District. All other persons who wish to vote must register.

NOTICE IS FURTHER GIVEN that the Board of Registration of the Connetquot Central School District of Islip will meet at the Connetquot Public Library, 760 Ocean Avenue, Bohemia, New York on April, 1, 2025, between the hours of 3:00 P.M. and 8:00 P.M., prevailing time, to prepare the register of the Library District and any person shall be entitled to have his or her name placed upon such Register provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of the members of the Board of Registration, to be then and therefore entitled to vote at the said meeting on April 8, 2025. The Register will thereafter be filed in the Administrative Office of the Connetquot Public Library, where it will be open for inspection on each of the five (5) days prior to April 8, 2025, excluding Saturday (when available only between the hours of 9:00am –5:00pm), Sundays and holidays.

NOTICE IS FURTHER GIVEN that applications for early mail and absentee ballots for the election of a Library Trustee and voting on the budget may be applied for at the Connetquot Public Library during regular business hours. Such applications must be received by the Connetquot Public Library seven (7) days prior to the vote if the ballot is to be mailed to the voter, or

by 5:00 P.M., prevailing time, on the day prior to the vote if the ballot is to be personally delivered to the voter. No early mail or absentee voter’s ballot shall be canvassed, unless it shall have been received in the Administration Office of the Connetquot Public Library no later than 5:00 P.M., prevailing time, on the day of the election. A list of all persons to whom early mail and absentee ballots shall have been issued will be available at the Connetquot Public Library on each of the five (5) days prior to the date of the vote, excluding Saturday (when available only between the hours of 9:00am – 5:00pm), Sundays and holidays.

NOTICE IS FURTHER GIVEN that a qualified voter whose ability to appear personally at the polling place is substantially impaired by reasons of permanent illness or physical disability and whose registration record has been marked “permanently disabled” by the Board of Elections pursuant to the provisions of the Education Law shall be entitled to receive an absentee ballot pursuant to the provisions of the Education Law without making separate applications for such absentee ballot.

FURTHER NOTICE IS GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the Library District. Military voters who are qualified voters of the Library District may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application or ballot. Military voter registration forms and military ballot applications must be received in the Administration Office no later than 5:00 p.m. on Friday, March 14, 2025. No military ballot will be canvassed unless it is received by the Administration Office by no later than 5:00 p.m. on the day of the election.

Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by coastal storms that caused severe damage and dangerous conditions, for which the State of New York has offered financial assistance to bring the emergency under control, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

• Chapters 1065 and 189 Article IV sections A 4-13 and 14

• Article V sections A5-1

• Charter section C5-2 (C) and (L)

Section A5-8, Chap. 575, Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance

• all related procurement laws, rules, and regulations required to comply with this Order; and further

Order, that the County Executive or his designees shall continue to have the authority to enter into any contract deemed necessary to address the threat posed by these storms; and further

Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.

I, Edward P. Romaine, Suffolk County Executive, in accordance with a Proclamation of a Local State of Emergency last issued on January 10, 2025 and February 7, 2025 do hereby find and order as follows:

Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico;

Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and

Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.

Now, therefore, I, Edward P. Romaine, Suffolk County Executive by the power vested in me by the Suffolk County Charter and the Laws of the State of New York and pursuant to Section 24 of Article 2-B of the New York State Executive Law, do hereby temporarily suspend or modify any statute, local law, resolution, order, rule or regulation or parts thereof, if compliance with such statute, local law, resolution, order, rule or regulation would prevent, hinder or delay action necessary to assist, aid or cope with the aforementioned State of Emergency, and I hereby order the following:

A. The formation of an intergovernmental team (the “intergovernmental team”) that includes the Chief Deputy County Executive, which shall coordinate to assist in meeting the needs of the County as a result of any potential housing crisis in the County.

B. All County Departments are required to work with the County Executive’s office to effectuate any emergency measures that need to be addressed as a result of this Order.

C. No hotel, motel, owner of a multiple dwelling, or shelter in Suffolk County is permitted to contract or otherwise engage in business with any other municipality (an “external municipality”) for the purpose of providing housing or accommodations for asylum seekers without the permission or coordination of Suffolk County. This prohibition extends to any person or entity participating in an external municipality’s government program, or a contract or service funded by an external municipality or acting on behalf of any external municipality or the State of New York.

D. In order to effectuate Suffolk County’s role in this emergency, all procurement policies for the purchase of equipment, supplies or contracts, relating to this emergency, are suspended, specifically: Suffolk County Code Chapters 1065 and 189; Article IV sections A 4-13 and 14; Article V section A5-1; Charter section C5-2 (C) and (L); and Section A5-8, Chap. 575,

Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance; and all related procurement laws, rules, and regulations required to comply with this Emergency Order.

E. Regardless of any other remedy or relief brought by the County for any violation, the County Executive is authorized to direct the County Attorney to commence actions or proceedings in the name of the County, in a court of competent jurisdiction, to abate any violation of, or to enforce any provision of this Emergency Order.

F. Remedies Not Exclusive.

a. No remedy or penalty specified in this Emergency Order shall be the exclusive remedy or remedy available to address any violation described in this Executive Order.

b. Each remedy or penalty specified in the Emergency Order shall be in addition to, and not in substitution for or limitation of, the other remedies or penalties specified in this Emergency Order or in any other applicable law.

c. Any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any other remedy or penalty specified in the Emergency Order or in any other applicable law.

d. In particular, but not by way of limitation, each remedy and penalty specified in this section shall be in addition to, and not in substitution for or limitation of, the penalties specified in New York Executive Law Section 24, and any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any penalty specified in New York Executive Law Section 24.

G. Effective Date

This Executive Order shall take effect immediately.

The KINGS PARK FIRE DISTRICT maintains a Capital Reserve Fund for Equipment under Section 6(g) of the General Municipal Law in which account there is sufficient funds to accomplish the purposes hereinafter set forth; namely, the purchase of a new rescue truck and associated equipment, and it is proposed to contract for the purchase in order to maintain the high standards of performance of the KINGS PARK FIRE DEPARTMENT in the discharge of its duties in preserving the lives and property of the residents of the community and said purchase is deemed in the best interests of the residents of the KINGS PARK FIRE DISTRICT. The resolution further provides that there be transferred from the present Section 6(g) Capital Reserve Account for Equipment of the KINGS PARK FIRE DISTRICT a sum not to exceed One Million four hundred thousand ($1,400,000.00) Dollars, and the District Treasurer is authorized to affect such transfer from time to time to affect such purchase.

A. i) No building, structure, driveways or any appurtenances connected or attached to such building or structure, or any other changes to the premises, shall be erected, altered, constructed, moved, enlarged, modified, replaced, structurally repaired, removed or demolished until a building and/or plumbing permit therefore has been issued by the Building Inspector.

ii) It shall be unlawful for any person, corporation, firm, partnership, limited liability company, trust, trustee, estate, estate fiduciary or representative or other entity to commence work for the construction, alteration, movement, enlargement, modification, replacement, structural repair, removal or demolition of any building or structure or driveway or any appurtenances connected or attached to such building or structure without having first obtained a building permit and/or plumbing permit for such work.

iii) Altering size or shape or addition of parking areas/driveways on the premises requires the issuance of a building permit. The maximum amount of area consisting of asphalt, gravel, stone, or dirt or other non-vegetative material to be used primarily for the parking of vehicles or as a driveway shall not exceed 25% of the area of the primary front yard of any residential lot.”

Severability.

In the event that any portion of this Local Law of 2025 should be determined to be invalid or unenforcedable, the remaining provisions of this Local Law of 2025 shall remain in full force and effect.

A. No goods, wares, merchandise, garden or nursery stock, produce or other materials shall be displayed, stored or sold outside of any fully enclosed and roofed structure in any nonresidential district or nonconforming commercial property within a residential district, unless otherwise approved by a special permit from the Village Board. Automobile dealers, as defined in Subsection B below, may display automobiles for sale outside of a structure.

[Except that] Automobile dealers not existing at the time of adoption of this section shall be subject to a one-time fee as set forth in the fee schedule of the Village of Lake Grove.

1) Special permit approvals to display outside for sales of merchandise shall be limited to areas of approval not to exceed fifteen feet from the front or sides of the building and whereas not to obstruct pedestrian traffic.

a) The front shall be considered the furthest point forward, closest to the parking lot.

b) Special permit fees for limited time seasonal use are subject to a fee of $250.00, while permits for annual displays or longer are subject to a $2,500.00 fee.
