WHEREAS, the Town of Islip (“the Town”) owns and operates Long Island MacArthur Airport (“the Airport”), a FAA Part 139 certificated airport with over one (1) million passengers each year; and
WHEREAS, Hyannis Air Service Inc., operating as Cape Air (“Airline”), is a corporation primarily engaged in the business of air transportation with respect to the carriage of persons, property, cargo and mail; and
WHEREAS, the Town of Islip Department of Aviation and Transportation recommends entering into an Airline Use and Lease Agreement with Hyannis Air Service Inc for a period of one (1) year with four (4) one (1) year options and fees that are consistent and set by the Airport’s Signatory Rates with annual rent increases for rates and charges: and
WHEREAS, the Town of Islip held a public hearing on July 15, 2025, at 2pm (EST) to hear all matters relating to the Hyannis Air Service Inc. Airline Use and Lease Agreement.

c. That the reason for selecting this location is that a study and analyses by the Suffolk County Department of Public Works disclosed the following deficiencies with the subject intersection:
1) Recurring traffic congestion resulting in long delays and increased motor vehicle emissions.
2) Sidewalk conditions that do that not meet current highway standards.
3) Traffic control devices and roadway signage that do not meet current highway standards.
4) Accident rates that are higher than desired standards.
e. That the general effect of the proposed project will not result in any significant adverse environmental impacts and is therefore acceptable from an environmental impact standpoint because:
1) The proposed action will not exceed any of the Criteria in Section 617.7 of Title 46 NYCRR which sets forth thresholds for determining significant effect on the environment, as demonstrated in the Environmental Assessment Form;
