MAYOR’S MESSAGE Greetings Merriam Residents,

Summer is just around the corner, and with it comes change to our beautiful city!

The Merriam Police Department recently completed $2.4 million in renovations to expand its property room, put in a new HVAC system, and construct a new garage, among several other modifications to the facility (see more on page 6). Many of you may know I was the police chief in 2004 when this building was originally constructed. Due to budget restraints, the facility was scaled down to what our needs were at that time. You can imagine how the demands of our police department have grown since then. I’m very happy with what Chief Michael Daniels and all those involved with this remodel have done to bring this building up to current standards for safety and function.

In other news, City staff continues to work with the design-build team to construct our new $30 million community center. I recently appointed a design committee made up of Merriam residents and stakeholders to provide input through the design phase. We will have two public open houses on May 9 and June 21 for you to see the design and get updated on the project. We're really excited to see construction start this fall!

I urge you to attend as many City events as you can throughout summer.

We have our annual Turkey Creek Festival on May 19, Flags 4 Freedom event on June 30 through July 7, and National Night Out on Aug. 7. These programs are what make our community feel more like family, and make Merriam feel like your home.

New Community Center Updates At the beginning of the year, the City of Merriam hired McCarthy Building Companies, Inc. as its design-build team to construct our new community center. The center will be located at Vavra Park, 6040 Slater St., and will feature a variety of amenities, including indoor and outdoor pools, an indoor walking track, and a full-size gym.

Mayor Ken Sissom appointed residents and stakeholders to be part of the design committee. This group will provide input through the design phase. You can also be part of the process and attend two public open houses on May 9 and June 21 from 6:30-8 p.m. at Merriam City Hall. On May 9, you’ll see the entire facility’s projected site layout and building feel, and on June 21, the team will share the interior layout. You can also at any time share an idea with City staff at mcc@merriam.org.

What’s Next:

The City is starting a traffic study around Vavra Park. We’re also talking with the Johnson County Library Board to see what opportunities exist to relocate the Antioch Branch to the community center site.

The $30 million new community center will sit on Vavra Park once construction is complete in 2020. The first section of the park was established in 1959 after Merriam city leaders realized how important recreation services were to its residents. Below is a timeline showing how the now 7.5 acre park has grown over the past 58 years.

Merriam // Community

A History of Vavra Park

1959 City acquired first piece of land known today as the Municipal Complex. Residents then passed a general obligation bond for a Park Improvement Project.

1960 The City used the bond money to buy about 2.5 acres

of land that led to the very first pool in Merriam. Construction started in 1960 and was completed a year later.

The complex included a main pool, wading pool, and bath house.

1969 City acquired an acre on the Ikea Way side of park. courts were added on this site.

Tennis

1981 City obtained more than a half-acre along Ikea Way next to

the pool. Block grant funding was used to purchase playground equipment, picnic tables, benches, and a grill.

1984 City bought more than a half-acre on Slater St. side of park next to the pool.

This connected all acquired properties.

2005 City bought a home on

Slater St. for park and parking expansion. Swings were also added to the park.

2017 City purchased a second home to add an acre of land to

the park. In September, residents approved a quarter-cent sales tax to construct a new community center at Vavra Park with indoor and outdoor aquatics.

2018 City bought a third home on Slater St., making the entire

park nearly 7.5 acres.

Merriam Police Department Building Renovated Merriam Police officers recently moved back home to 9010 W. 62nd St. after contractors completed $2.4 million in building renovations.

Construction started in June and officers had to work out of Merriam City Hall and the Irene B. French Community Center for the duration of the project, which was completed in February. Merriam Police needed the upgrade to fix three main concerns: property room space and ventilation, locker room space to accommodate a more diverse workforce that includes multiple women officers, and an inefficient HVAC system.

“The old HVAC system was ineffective and in constant need of repair, and our property room was not properly ventilated or large enough for our operations, which was a safety issue that needed attention,” Police Chief Michael Daniels said. “Now our officers will be able to operate more efficiently and safely.”

With the addition to a new garage, the property and locker rooms were expanded, the briefing room was relocated to the lower level, and an improved HVAC system was installed. Merriam Police held an open house in March for residents to check out the Department’s updated facility and meet officers over coffee and donuts.

Merriam Municipal Court Cases Now Available Online You can now look up any Merriam Municipal Court case online. The Court’s public access data is available for all customers with cases dating back to July 2012.

The Municipal Court is the judicial branch of the City, handling all traffic and city ordinance violations. The public access data allows offenders to find their court date, balance due, or other court information. They can search their case by name, date of birth, citation number, or police case number.

In addition to finding their court cases, offenders can continue to pay their fines online and possibly avoid coming to Court. Find the Court's public access site and fine payments online at merriam.org/court.

Officer Matthew Hirsch received the 2017 Officer of the Year Award.

The Merriam Police Department gives out the award to an officer who best demonstrates a distinct pattern of teamwork, community service, community policing, and promotes the department’s core values of “courage, sacrifice, and compassion.”

His peers describe him as reliable, teamoriented, and having a passion for police work.

Officer Hirsch has served with the department since 2016.

Merriam Police Officer Receives Life Saving Award Merriam Police Officer Kristin Hannabass recently received the Life Saving Award.

In January, Officer Hannabass was first on scene during a medical emergency call. She used an automated external defibrillator (AED) to revive 59-year-old Merriam resident Terry Spruk after he suffered a heart attack.

Officer Hannabass said receiving the Life Saving Award was a very humbling experience and was pleased Spruk was present for the award ceremony.

Call him Mel. The Pittsburg, Kansas native was a Korean War veteran who lived in Topeka before he moved to Overland Park and later Merriam. He married his second wife, Connie, in 1990 and formed AEGIS, Inc. the same year, making elevator electric parts. The company still operates today. The 85-yearold said Merriam’s central location and closeness to downtown Kansas City is an asset.

Merriam Police Officer of the Year

You served in the Navy for four years in the 1950s.

What was it like?

I joined the Navy to avoid the Army in 1951. I served until 1955. I was trained to be a hospital corpsman and ended up attached to the Marines as a combat medic in Korea. I was familiar with all kinds of minor surgery.

Navy corpsmen do a lot of medical treatment because Navy ships and stations don’t have doctors. I was on two different ships that had 170 crewmembers and no doctor. Four corpsmen took care of the crews’ needs.

But, you didn’t become a doctor after you served?

I came back to Topeka and attended Washburn University and earned a degree in business majoring in accounting and economics. I married Joann Dyer in 1959. Her family operated four IGA supermarkets, and after her father died I stopped working for a CPA firm and did accounting for the stores. After the stores sold, I was a disability examiner for the State of Kansas. One of the doctors got me lined up with a pharmaceutical firm, and we and our four children moved to Overland Park. Joann passed away at age 63 from lung cancer. I moved to Merriam in 1976.

What do you like to do in Merriam?

We have a 1954 Ford Sunliner convertible that we take to the Turkey Creek Car Show every September.

What’s a hidden gem in Merriam?

Shawnee Mission Medical Center (SMMC) is our hidden gem. In 2011, I was diagnosed with multiple myeloma (bone cancer). In 2015, I had to go to SMMC and the care has been great. I have been in remission for over two years and feel good.

Merriam Receives Coveted “AAA” Rating from Standard & Poor’s Global In January, Standard and Poor’s Global (S&P) gave the City of Merriam the desired “AAA” credit rating. It’s S&P’s highest rating assigned and implies the City’s credit risk is very low and it “has extremely strong capacity to meet its financial commitments.”

It translated to lower interest costs for the City when it issued $24 million in bonds for the new community center. It’s estimated the rating saved Merriam taxpayers about $118,000.

“We are extremely pleased to receive the ‘AAA’ bond rating,” Mayor Ken Sissom said. “It’s an accreditation of what we do on a daily basis. It confirms we are financially healthy, able to pay back debts, and have great financial management.”

When it last issued bonds in 2012, the City of Merriam received an “Aa2” credit rating with Moody’s Investor Service. The City’s current “AAA” rating is a two-score upgrade. You can view the complete S&P ratings report online at merriam.org.

City Partners with Neighborhoods to Improve Common Areas Want to help spruce up your neighborhood? The City is partnering with residents with the Neighborhood Island Grant. It’s a 100 percent reimbursement grant, up to $350, to purchase preapproved plants and upkeep for one of 20 islands identified for this pilot program.

The City will give out one grant per common area per year.

All plants must be installed before June 15.

You’ll be reimbursed after City staff performs a post-installation inspection and verifies ongoing maintenance through Aug. 31.

Dave Smothers has served as Merriam’s Parks and Recreation assistant director since 2012. Prior to working this position, he was the Department’s recreation supervisor for nine years. You’ve probably seen Smothers at the Merriam Farmers’ Market or the Tim Murphy Art Gallery. His other responsibilities include managing the City’s parks and playgrounds. He’s a University of Iowa graduate and relocated from Iowa to the area with his wife and five children.

What’s it like being in charge of the Merriam Farmers' Market?

It's fun and challenging. I really enjoy working with all of the Merriam Marketplace (MMP) vendors. I work with farmers, bakers, arts and crafters, specialty vendors, food truck operators, and musicians. The challenging aspect is placing them in the various stalls, hopefully not next to “like” vendors.

Why do you look forward to it each year?

I look forward to providing a marketplace where the community can buy fresh

produce, bakery, and arts and craft items. We recently started some fun events like planting a flower pot, making vegetable robots, and food fear factor to engage kids and the whole family at the market.

What can you tell us about Merriam Marketplace?

We are in our 18th year of operation as the Merriam Farmers' Market. September will be our 18th Annual Turkey Creek Car and Motorcycle Show.

We have seasonal special events like Summer Sundays food truck events and Flags 4 Freedom in July.

What’s something the average person doesn’t know about it?

The Merriam Farmers' Market is funded through the Transient Guest Tax, so people staying in Merriam hotels help fund the Merriam Farmers' Market. Also, many don't realize that we rent out the MMP for gatherings and special events.

Anything else about the Farmers' Market or MMP? The MMP just received some new public art. “Planting the Seeds” is three stainless steel spheres that look like they are sprouting out of the front lawn. It's a very cool photo opportunity!

Flags 4 Freedom: June 30 – July 7 More than 1,500 United States flags will greet you in downtown Merriam for the weeklong Flags 4 Freedom event June 30-July 7. Stop by Merriam Marketplace, the Irene B. French Community Center, and along Merriam Drive and Johnson Drive to view an astonishing patriotic display.

Don’t miss a free concert on Tuesday, July 4, at 1 p.m. at Merriam Marketplace – limited seating provided; lawn chairs welcomed.

The Tim Murphy Art Gallery's mission is to increase public awareness of the visual arts by providing a setting for exhibition and education. Now in its 22nd year, the space features fully restored 1911 hardwood floors, acoustic fabric walls, LED lighting, and dedicated reception space.

Classes are held in the zero-depth entry pool and are designed for children 6 months to 3 years of age and their parents to familiarize and orient young children to the water. Parents will also learn valuable water safety information to keep little ones safe.

Skill prerequisites for this class involve the child being able to jump into the water unassisted. Students will learn front crawl, elementary backstroke, survival float, scissor kick, dolphin kick, headfirst entry into water from seated position, and treading water fundamentals.

Classes are held in the zero-depth entry pool and are designed for children 4–5 years old to promote fundamental water safety and aquatic skills for children who do not need assistance in the water with an adult.

Skill prerequisite for this class involve the child being able to comfortably tread water for two minutes. Students will improve their skills and increase endurance by swimming basic strokes of front crawl and elementary backstroke for greater distance. Students learn the arm movements with scissor kick for sidestroke, the back crawl, breaststroke, butterfly basics, and turning at a wall basics. Diving from standing is introduced.

Level 1 – Introduction to Water Skills

Class is held in the 3–foot-deep area of the pool and is recommended for children 6 years old. Students will learn basic personal water safety information and elementary aquatic skills to help them feel comfortable in the water.

No skill prerequisites for this class.

Level 2 – Fundamental Aquatic Skills

Private Lessons

Skill prerequisites for this class involve the child being able to comfortably put their face into water. Students will learn fundamental aquatic skills, including floating without support and recover to vertical, foundation for future strokes, and stepping or jumping into the water. This level marks the beginning of true swimming skills.

This facility is perfect for corporate picnics, family reunions, and other gatherings. Amenities include a bridge to Turkey Creek Streamway Park Trail, electrical hookups, playground equipment, and a sand volleyball court across the street at the community center. Tables and chairs aren't provided.

This shelter is great for family gatherings.

Nestled in a wooded area, the pavilion contains eight picnic tables and a large grill. Park amenities include new playground equipment, walking paths, open green space, and is next to the Merriam Aquatic Center. Only available until Aug. 7.

ID Card Admission

The Merriam Parks and Recreation Advisory Board meets on the fourth Tuesday of each month at 6 p.m. at the Irene B. French Community Center. The Board is comprised of one representative from each of the four City wards, three at-large positions, and one youth representative. Contact Anna Slocum by email aslocum@merriam.org or call 913-322-5550 for more information.

Fitness center patrons must furnish a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Register Early!

Please register at least three (3) working days prior to the start date of the class to prevent cancellation due to low enrollment.

Many of our classes fill early due to popularity.

A limited number of recreation scholarships are available to help defray the cost of class and membership registration fees.

Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance in these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Refunds of less than $10 will be reimbursed with cash and will require a signature from the person eligible for the refund.

Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the IBFCC front desk.

Program Instructors Needed

Turn your hobby or skill into a part-time job by teaching a class at the community center. Contact Sara Thompson at 913-322-5550 to discuss your idea for a new program!

Facility users are expected to respect community center property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked.

The use of tobacco products is prohibited in the community center and within 10 feet of all entrances.

Sharing in Your Community’s Future

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. The Foundation also supports the arts in Merriam, annually donating a piece from the Heartland Artist Exhibition to the permanent collection hanging at the Irene B. French Community Center. Recent programs include scholarship assistance for Merriam Parks and Recreation programs and memberships; sponsorship of Summer Sundays in Merriam; new benches at all playgrounds; and assistance in the renovation and expansion of the Tim Murphy Art Gallery.

Family and individual fitness center memberships are available to both Merriam residents and non-residents, with no contracts required. Youth ages 13-15 must complete a mandatory equipment orientation with a fitness specialist and be accompanied by a person at least 18 years old.

Arthritis Foundation Exercise Program (AFEP) Formerly Flexercise

Pickleball

Pickleball combines skills used in playing tennis, badminton, and ping-pong. It's a fun, easy-to-learn game that provides a new way to be active. Equipment available.

Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability.

Senior Wii® Bowling

Join us and try your hand at Wii® bowling.

No special shoes required – just a remote game controller and big screen TV. If bowling is “right up your alley,” you'll have fun whether you are a semi-pro or a newbie.

▶▶Don’t Block the Trail – use only half the trail if in a group or with pets.

▶▶Dogs Must Remain on Leash – please clean up after your pet;

waste stations are located along the trail for your convenience.

▶▶Obey All Traffic Signs and Signals – use extra caution where the trail crosses the street and use cross signals when available.

▶▶Give Audible Warning BEFORE Passing – use voice, bell, or horn and allow person you are passing time to respond.

▶▶Keep Right – except when passing. ▶▶Stopping – move off the trail and beware of others approaching from behind.

▶▶Pass on the Left – yield to slower and oncoming traffic, pass with

ample separation, and move back to the right when at a safe distance. REMEMBER KIDS AND PETS CAN BE UNPREDICTABLE.

▶▶Always Exercise Due Care and Caution. ▶▶No Motorized Vehicles.

MERRIAM PARKS

The section of trail that follows Turkey Creek in Merriam is approximately four miles of paved, multi-use trail running from 75th St. to Antioch Road.

The trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. The trail continues into Overland Park by traveling along Antioch Road.
