Building better floodwalls The Memphis District recently held two kick-off ceremonies for major projects funded by recent Congressional supplemental funding legislation. On Aug. 20, the Hon. R.D. James, Assistant Secretary of the Army for Civil Works, members of the Mississippi River Commission and its president, Maj. Gen. Richard Kaiser, Memphis District commander Col. Michael Ellicott, and officials from the St. Francis Levee District of Missouri, and the City of Caruthersville, Missouri, met to celebrate the beginning of work to replace the city’s 86-year-old floodwall. The Memphis District expects to award a contract in fiscal year 2020, with a cost of approximately $20-$25 million. On Aug. 29, officials from Helena-West Helena, Arkansas, and the Memphis District, met to kickoff work to replace a significant portion of the Mississippi River floodwall there. Built in 1933, the 3,300-feet-long floodwall has a number of problems including cracks and some shifting. This work is expected to run around $10-$15 million. The Corps of Engineers plans to award a contract for this work in fiscal year 2020.

Using funds from the President’s Budget and USACE Work Plan, we are dredging all 10 Mississippi River harbors in the District. Inland Dredging Co. submitted the winning bid that came in just under $9 million. Inland has completed dredging the mouth of Memphis Harbor, and will return to complete work there before the end of the season.

Contractors are now in the process of installing 42 relief wells near Cape Girardeau, Missouri. The wells are designed to reduce seepage of water and potential weakening of levees during periods of high water or flooding. Work on this project is approximately 18 percent complete.

The Memphis District hired labor force is performing clearing & snagging and bank grading work along the Mississippi River to prepare riverbanks for the placement of articulated concrete mattress, used for bank stabilization. We awarded contracts for mattress casting, riprap stone placement, and other work associated with this mission. The total cost is approximately $63 million.

The Memphis District will perform repairs on 10 areas of levee slides and scours along the Mississippi River and St. Francis River basin. In the St. Francis basin, we expect to do repair work valued at just over $6.5 million. Additional work will be performed along the Mississippi River banks and we expect to award soon. This newsletter is published approximately once a month.
