Articles/Posts Another Rock Island District project complete Ensley Engineer Yard Skilled Tradesmen recently completed a second survey vessel project for the Mississippi Valley Division’s Rock Island District. The Survey Boat “Dubuque” had repairs done to include items such as replacing the deck hatches with watertight hatches, servicing outboard engines and generator, replacing of the lower unit on both engines, replacing all interior and exterior screws on the vessel, and installing those screws using Loctite to prevent loosening.

Social distancing, the MVM mission The Center for Disease Control and Prevention has several recommendations in place to try and stop the spread of this monstrous virus, to include such measures as wearing a face mask when out in public and practicing what has become mandated in many states: social distancing. While social distancing and other precautions are in place for the right reasons, they can unfortunately have a challenging impact on business operations. Especially difficult is when your employees cannot do their job behind a computer. So what do they do?

Corps of Engineers issues construction Notice to Proceed for COVID-19 Alternate Care Facility Working at the direction of the State of Tennessee and the Federal Emergency Management Agency (FEMA), the Memphis District, U.S. Army Corps of Engineers (USACE) issued a “Notice to Proceed” for the conversion of the former Commercial Appeal building today, located at 495 Union Ave. in Memphis to a COVID-19 Alternate Care Facility (ACF). The overall contract was awarded to AECOM Technical Services of Los Angeles, California.

Big Island, Below Senath seepage remediation projects awarded The Memphis District U.S. Army Corps of Engineers recently awarded Task Orders to construct two seepage remediation projects in Arkansas and in Missouri.

Corps, multiple teams ready to construct Memphis ACF As the U.S. Army Corps of Engineers Memphis District continues to work in support of the Federal Emergency Management Agency (FEMA) - and in coordination with other federal, state, local, tribal partners, and our prime contractor AECOM – to build Memphis' Alternate Care Facility and to synchronize the interagency response to the COVID-19 Pandemic, multiple teams came together yesterday to meet and prepare for a very busy month ahead.

Power of the pump, no telework While many people are at home working in front of a computer, the U.S. Army Corps of Engineers have people out in the field operating equipment and facilities that, at this point in time, cannot be controlled from a workstation at home. The Graham Burke Pumping Plant is one of those “pieces” of equipment that requires people to be onsite for safe operation. Pumping Plant Operator Leaderman William “Billy” Ray and Pumping Plant Operator John “Brady” Foran are two of those valuable employees who are called upon to run one of the Corps’ most valuable facilities. CONGRATULATIONS to Memphis District Project Manager Brian Schneider for being named “USACE Hero of the Day!” Brian deployed to Wisconsin to assist with the state’s COVID-19 emergency response.


Articles/Posts Corps electric engineer ‘makes’ much needed shields It’s no secret our country is experiencing a shortage of face masks. Ever since this virus was declared a pandemic, even those working in hospitals can’t seem to get their hands on the very medical supplies they need to do their day-to-day job. Some hear of the shortage and scramble to get their hands on whatever masks they can find, but not Navigational Electrical Engineer Jeffrey Farmer and the nonprofit group he’s apart of called the “Midsouth Makers.”

Rich shared this picture of him making time in his busy day to get a haircut at the Wisconsin National Guard and Wisconsin Emergency Management Headquarters. Ensley staying safe: Spray, wait, wipe Engineer Equipment Operator Leader Dennis Lewis with the Yards and Dock Unit is practicing what he preaches to his fellow teammates. "I could not help it, I had to take a picture of Dennis taking the necessary steps to help reduce the risk of spreading COVID-19,” Physical Support Branch Chief Lawrence "LT" Thomas said as he was passing by. “This snapshot serves as one of the examples of the necessary steps Ensley Engineer Yard employees are taking to reduce the risk of spreading this unforgiving, infectious disease to our workforce." Due to COVID-19 many in the District are completing mission requirements from home. However, some of our teammates at Ensley Engineer Yard, like the crew of the Dredge Hurley and the Yards and Docks team, are on the ground continuing the mission working under COVID-19 safety guidelines. Moore family welcomes new arrival CONGRATULATIONS to John Moore and his wife, Latasia! On Saturday, April 25th, they welcomed their son, John Anthony Moore, Jr., into the world.

Thank you: Building a facility of hope The team of people building a facility made to care for people who contract the COVID-19 virus are working around the clock to make sure that if our local hospitals can't handle the caseload at that time, no one gets turned away. We want to thank all of our workers out there making this alternate care center ha reality. No matter what part of the team a worker is on, each is important and contributes an invaluable knowledge and skill to this facility of hope and care.

Memphis Builders: Behind the mask Walking around the Alternate Care Facility construction site, people are usually focused on what workers are doing, not so much the people themselves. And if you’re like me, you’re also very focused on the ground as you don’t want to trip and fall over something as simple as a little cord. But, it’s important to know the people doing the work.

By workday it's driving toward RTA's, by night it's completing a move Civil Engineer Laurie Green said, "Thanks to teleworking, I'm able to continue operations as normal. We're pushing for RTA (ready to advertise contract milestones) tomorrow on a channel clean-out project, and we're kicking-off design on other projects to repair scour and erosion at various locations in Missouri and Kentucky." She said she was able to continue work on the projects without an interruption for leave during her recent move. That's dedication.


Articles/Posts Memphis Builders: Behind the Mask II Building this FEMA-assigned Alternate Care Facility requires a great variety of skill sets; that’s quite obvious to most people. What isn’t so obvious is just how many of one skill set a person can find in a matter of two days and two floors worth of construction workers. After meeting Anthony Bell on Tuesday this week, the Low Voltage Technician from Memphis, I thought that was a pretty unique job title to be honest. I’d actually never heard of it before.

Memphis Builders: Behind the Mask III This next builder of the care facility really stood out to me – and it wasn’t the side by side braids either. It was her presence. Have you ever just met someone who gives off a certain type of aura or energy that makes you feel a little more calm or at ease? This person had it. Here from St. Joseph, Missouri, her name is Jonna Henry, and she works for a subcontractor in Safety.


Articles/Posts Team advances five levee road resurfacing projects to RTA milestone Hard work pays off for Project Delivery Team members Jairus Stroupe, Bio Dambo, Lindsay Barrios and the teams from the Wynne and Caruthersville area offices. They successfully advanced five levee road gravel resurfacing projects to the “Ready to Advertise” milestone. The projects consist of levee road resurfacing in St. Francis Basin, White River Backwater, and three Mississippi River levees. Levee road gravel resurfacing projects are performed every five to 10 years to maintain access roads along levees. These important projects maintain primary road access for flood fighters, pump station refueling, and routine inspections. Some of the roads are used by residents and some are part of school bus routes. Our great Levee District and Drainage District partners maintain these roads between resurfacing projects.

Project Delivery Team celebrates contract award Football teams celebrate touchdowns, baseball teams celebrate homeruns, and our Project Delivery Teams (PDT) celebrate contract awards. The PDT consisting of Construction Contract Specialist Judy Stallion, Lead Engineer Preston Snyder, Cost Engineer Conrad Stacks, Civil Engineer Del Warwick, Project Manager Zach Cook, and the entire Wynne Area Office, responsible for construction administration, had reason to celebrate yesterday when they completed the award of a $45 million base contract for dike and revetment repairs. The contract, awarded to Midwest Construction Company, is part of the Channel Improvement Program and provides for maintenance of the portion of the Mississippi River from Cairo, Ill. to Rosedale, Miss. This important contract work maintains the integrity and path of the river.

The Caruthersville Floodwall PDT is excited because they're Ready to Advertise! The Caruthersville Floodwall PDT consists of Marneshia Richard (Technical Lead/Structural Engineer), Nikko Aleman (Geotechnical Engineer), Daniel Bowling (Civil Design), Jeromy Carpenter (Cost), Brian Johnson (Real Estate), Tom Morgan (Construction), Don Davenport (Hydraulics & Hydrology), Kevin Pigott (Environmental), Steve Suber (Geospatial), Nick Bidlack (Levee Safety/PM), Brian Johnson (Real Estate), Judy Stallion (Contracting Specialist), Jason Dickard (Project Manager), Lyndsey Sutton (Program Analyst), Martamara Richard (Program Analyst), and Neal Newman (Value Engineering Officer). The Caruthersville Floodwall project replaces approximately 3,000 linear feet of floodwall in Downtown Caruthersville, Missouri and raises the floodwall one foot along its entire length. The floodwall helps keep the town of Caruthersville safe during intermittent high-water events, and is an important part of the MR&T system.

Contract awarded to repair Elk Chute west levee slide The Memphis District recently funded levee slide repairs to a portion of the Elk Chute west levee in Missouri. The task order modification repairs levee slides that threaten levee access roads used for flood fighting and routine maintenance. The slides create a safety concern for people traveling on the levee road, but also threaten the integrity of the flood protection system.


Articles/Posts Knowlton seepage remediation project RTA Milestones mark specific points to reach along a project timeline. For our Project Delivery Teams (PDT), “Ready to Advertise” is a significant point on their project timeline and a reason to celebrate. They celebrate the team’s achievement, but also the fact that they are that much closer to delivering a benefit for the people and communities we serve. The PDT’s seepage remediation project in Knowlton, Ark. protects the Mississippi River levee. The project constructs three earthen berms to remedy water seepage under the levee that can causes sand boils and possible levee failure. The PDT advancing this project to the Ready to Advertise milestone consist of Ben Tatum (technical lead and geotechnical), Grayson Holt (civil design engineer and hydraulics and hydrology), Jeremy Carpenter (cost engineer), Sequoria Wilson (contracting), Kevin Pigott (environmental), Ken Bright (project manager), John Wilburn (real estate), David Slocum (counsel), and Conrad Stacks (relocations/storm water). Contract award is the next significant milestone for the PDT.

Memphis District assisting Wisconsin with COVID-19 emergency response Memphis District Technical Support Branch Chief Rich Ott is deployed to Wisconsin to assist the state with its COVID-19 emergency response. Ott is currently assisting with the Milwaukee County House of Corrections Alternate Care Facility (ACF) build-out in Franklin, Wisconsin. Current plans include replacement of the existing backup generator with a higher capacity unit and transfer switches to accommodate the upgrade required for the ACF.


Articles/Posts Farrenburg Levee Renovation Phase 5 Project Readyto-Advertise If you think of project milestones as rungs on a ladder to accomplishing a goal, then the Ready-to-Advertise milestone is a rung high-up on our Project Delivery Teams’ (PDT) ladder of success. That being the case, our Farrenburg Levee Renovation Phase 5 PDT members are feeling pretty good today because yesterday they advance their project to the lofty Ready-to-Advertise rung. The Farrenburg Levee Renovation Phase 5 project, located in New Madrid County, Missouri, replaces two culverts, raises sections of the levee to authorized grade elevation, and fills in a gap where an abandoned railroad once crossed the levee. Cofferdams will provide flood protection during the replacement of the culverts. Appropriation is under Flood Control, Mississippi River and Tributaries project. Our much appreciated local partner on the project is the St. John’s Levee and Drainage District. PDT members on this project are Sequoria Wilson (contracting), Kevin Keller (cost engineer), Conrad Stacks (storm water), Joshua Neisen (real estate), Sean Pezeshk (structural engineer), Jeff Glass (civil engineer/technical lead), Leon Birmingham (construction), Sabrina Gell (geotechnical), Cody Isbell (geotechnical), Andrea Carpenter (environmental), Josh McLarty (hydraulics & hydrology), Roddy Marsalis (mechanical engineer), and Eric White (project manager).

Marcia Newton is Memphis District Employee of the Month for April Congratulations to Marcia Newton on her selection as Memphis District’s April Employee of the Month! Memphis District Commander Col. Zachary Miller presented Newton with the award today via Skype, while her team members, also on the call, joined in congratulating her.


Articles/Posts Oldtown Seepage Remediation Project Ready-toAdvertise Working remotely from their separate homes but in concert towards the same goal, the Oldtown Seepage Remediation PDT successfully reached their Ready-to-Advertise milestone. When the COVID-19 pandemic hit, the team kept the project on track and moving forward while successful pivoting to telework. A noteworthy accomplishment.

The $6 million Oldtown Seepage Remediation Project, located near Helena, Arkansas, will extend the current berm as a barrier against water moving under the levee and threatening its integrity. This will provide continued protection for the towns and communities of Lambrook, Wabash, Modoc, Elaine, Mellwood, and Lake View, Arkansas, and agricultural lands in Phillips County, Arkansas. Our much appreciated local partner for the project is the Cotton Belt Levee District Number 1. Completion is expected around the end of October 2021. The Oldtown Seepage Remediation PDT consist of Biologist Milton Beverly (project manager), Civil Engineer Cody Isbell (geotechnical), Civil Engineer Ashley Evans (hydraulics and hydrology), and Civil Engineer Daniel Bowling (civil design). Akins Family welcomes new arrival CONGRATULATIONS to Technical Services Support Branch’s (GIS Team) Jerry Akins and his wife, Hannah! On May 5th, they welcomed their son, Ethan Oliver Akins, into the world. Ethan arrived weighing 6 pounds, 3 ounces, and 20 inches long.

Contract awarded for West Basin Scour Repair Phase 3 project PDT stands for Project Delivery Team. A lot of emphasis is put on “Delivery” and “Team” because their ultimate goal is to deliver, through teamwork, value and benefits for the people and communities we serve. On May 4, the West Basin Scour Repair Phase 3 PDT successfully reached the Contract Award milestone which means their hard work will soon payoff in value and benefits. The West Basin Scour Repair Phase 3 project, located in Bollinger County, Missouri, St. Francis Basin, repairs several bank scours along a four-mile stretch of Caster River Diversion Channel and provides some embankment armoring with riprap. This work helps maintain the integrity of the diversion channel and protects the stability and function of the West Basin Levee. The contract was awarded to SYTE Corporation. Our much appreciated local partner on the project is the Little River Drainage District. The West Basin Scour Repair Phase 3 PDT members are Vickie Watson (project manager), Jeff Glass (technical lead), Sarah Girdner (hydraulics and hydrology), Ben Tatum (geotechnical), Kevin Keller (cost engineering), Mike Clark (construction), Josh Neisen (real estate), Bobby Porter (real estate), Kevin Pigott (environmental), and Kimberly Daniel-Ray (contracting). Articles/Posts Big Slough Channel Restoration project Ready-toAdvertise The Big Slough Channel Restoration project delivery team (PDT) is happy about successfully reaching the Ready-to-Advertise milestone in their project’s timeline ahead of schedule. Reaching this milestone means they’ll soon hit the Contract Award milestone and their goal of delivering value to the customer.

The project consist of Highway 139 bridge channel restoration and armoring the channel with riprap to reduce erosion. The project helps ensure the integrity of the Highway 139 bridge that serves communities in the Clay County, Ark. region. The St. Francis Drainage District is our much appreciated local partner on this contract. Articles/Posts Duckett selected by MVD for Enterprise Emerging Leaders Program A Mississippi Valley Division (MVD) panel chaired by MVD Commanding General Maj. Gen. R. Mark Toy selected Memphis District Paralegal Specialist Alex Duckett to participate in the Enterprise Emerging Leaders (EEL) Program. USACE competitively selects well-qualified Corps employees (GS-11 through GS-12 or equivalent) to participate in the 2020 EEL Program in order to build the bench of the next generation of USACE leaders. The EEL Program is a developmental experience, with a focus on growing the U.S. Office of Personnel Management Executive Core Qualifications, thereby providing EEL participants a path for success (increased breadth, increased responsibility, etc.). Participants complete self- development courses, formally establish a mentoring relationship, complete a developmental assignment, and participate in a team-based problem solving project. Reacting to her selection, Duckett said, “I am very surprised and appreciative for this opportunity.” Her selection didn’t surprise Memphis District Counsel Suzy Weil. “Alexandria Duckett's selection for the Enterprise Emerging Leaders (EEL) Program is a testament to what is possible—starting as a GS1 to recognition as a ‘next generation of USACE leaders,’ while Alex already possesses leader skills sets, this opportunity will certainly enable a path for success, increase her breadth of the enterprise, and open up unlimited opportunities. Articles/Posts Ditch 251 Upper Channel Cleanout project is RTA Successfully meeting project milestones is usually the result of careful planning and the talent, dedication, and collaboration of a Project Deliver Team’s members. The Ditch 251 Upper Channel Cleanout PDT has successfully pooled their talents and collaborated to reach the Readyto-Advertise milestone on May 8. The Ditch 251 Upper Channel Cleanout project, located in Pemiscot and New Madrid Counties in Southeast Missouri, cleans out dirt and sediment build-up from approximately 30 miles of the channel and restores it to authorized design grade. The cleanout is necessary to maintain the drainage capacity of the channel. Also, dirt and sediment build-up can cause water to flow out of the channel’s banks. This channel maintenance reduces the flood damage risk to adjacent agricultural areas, nearby roads, and communities. The Ditch 251 Upper Channel Cleanout PDT consist of Jairus Stroupe (project manager), Laurie Green (technical lead), Don Davenport (hydraulics and hydrology), Chris Billingsley (survey manager), Andrea Carpenter-Crowther (biologist), Jeromy Carpenter (cost engineering), Jonathan Fili (geotechnical engineering), Brian Cagle (construction), Brian Johnson (real estate). Ditch 1 Upper Channel Cleanout project is RTA A lack of clarity and direction are often cited as challenges for virtual teams to overcome. That’s not the case for our Ditch 1 Upper Channel Cleanout Project Delivery Team (PDT). When COVID-19 made it necessary to make a quick pivot to telework and virtual team collaboration, clarity and direction never suffered as they pushed forward to successfully meet their Ready-to-Advertise milestone on May 8.

The contract was awarded to C&M Constructors to repair levee slides at four locations. Levee slides typically occur as a result of heavy rains or water rapidly receding after a flood and can lead to levee failure if unaddressed. This project will repair levee slides on the White River Backwater levee and three locations along the Mississippi River levee. Our much appreciated local partners for this project are the White River Drainage and Levee District of Phillips and Desha Counties, St. Francis Levee District of Arkansas, Cotton Belt Levee District, Dyer County Levee & Drainage District No. 1, St. Francis Levee District of Missouri, Lake County Levee and Drainage District, City of Mound City, Levee District No. 3 of Mississippi County Missouri, and St. John Levee and Drainage District of Missouri. The outstanding Levee Slide Repair PDT members are Eric White (project manager), Cody Isabell (geotechnical), Jeff Glass (technical lead), Chase Kesner (civil design), Jeromy Carpenter and Kevin Keller (cost engineering), Conrad Stacks (storm water), Ben Pitcock (regulatory), Jennifer Hilton-Smith (environmental), John Green (real estate), and Kim Daniel-Ray and Judy Stallion (contracting).

Today, representatives from the Memphis Veteran Affairs Medical Center toured the Memphis COVID-19 Alternate Care Facility under construction at the old Commercial Appeal building. The work is being done on behalf of the State of Tennessee under a FEMA Mission Assignment.

Metal Shop makings... Even though the world, including the U.S. Army Corps of Engineers, is laser-focused on responding to the COVID-19 virus, Memphis District’s Ensley Engineer Yard continues to execute all of its other very important missions, including navigation and flood risk management. Navigation is one of our oldest missions. We’re mandated by Congress to keep the Mississippi River open for commercial navigation by maintaining a 9-foot-deep and 300-foot-wide channel, and we do that by dredging on an annual basis. This brings us to the project Machinist Brandon Almeida is working on – it’s something the Dredge Hurley uses called “propeller rope guards.” He’s also making the mount needed to make the rope guards on – talk about complex work.

Successive interim achievements have propelled the Fisk Scour Repair Project Delivery Team (PDT) to successfully reach its important RTA milestone on May 15. The project, formally named “Fisk Scour Repair South of Railroad Bridge,” located in Fisk, Missouri, repairs a scour site downstream of State Highway 51 Bridge. Unaddressed, the scour will continue eroding the river’s banks and threaten adjacent land, and a railroad and highway bridge serving Stoddard and Butler Counties. The PDT members advancing this critical project are Vickie L. Marneshia Richard new Structures Section Chief Please join me in congratulating Ms. Marneshia Richard on her selection as our Structures Section Chief. Daniel Rocha will be vacating this position on May 23rd as he transfers to the Galveston District and Marneshia will start work in this position the following week. Marneshia has been with the Memphis District Structures Section since 2015 where she has been involved with many of the complex structural projects within the district and the division. During her time in Structures she also served a two year temporary reassignment to this position and will be bringing that very applicable experience with her. Congratulations Marneshia!

Virtual PDT reaches Contract Award milestone ahead of schedule When the COVID-19 pandemic required the Memphis District to mass telework, our Project Delivery Teams (PDT) suddenly became virtual teams. With the sudden pivot to virtual teamwork, you might expect a lag in PDT performance. However, despite their lack of experience as a virtual team, the Mellwood Seepage Remediation PDT quickly adjusted to remote teamwork and reached their Contract Award milestone, on May 19, ahead of schedule.

Memorial Day: Remembering Memphis District employees who made the ultimate sacrifice Today is Memorial Day. For 152 years, America has set aside a day to pay tribute to our Patriots who gave their last full measure of devotion for this country. This Memorial Day, we remember three Memphis District employees who were among the 405,399 who made the ultimate sacrifice while fighting in World War II. 1st Lt. Reeves S. Carper, 2nd Lt. John F. McIntyre, and 1st Lt. Arch R. Ponder left their jobs, co-workers, families, and friends here to train and travel overseas to join the fight.

A look back: Marshall’s 40 years of service “First and foremost, what inspired me was the veterans,” Marshall said. “While serving as a purchasing agent in the Prosthetics Department of the VA, I enjoyed helping the veterans get the products, medicines, home alterations, and equipment they needed. Providing equipment for the blind and handicapped, and seeing their appreciation for the small things filled my heart with joy. I enjoyed having input in the selection of the equipment provided, and enjoyed informing them of products or services they were unaware that they may have qualified for.” Contract Specialist Valerie Marshall recently celebrated 40 years of federal service, so we decided to step back and take a look at how she spent those years, as we are very grateful for her service to the Memphis District as well as to this nation.

Future leaders during COVID-19 The Memphis District U.S. Army Corps of Engineers is known for executing many different tasks, projects and missions all at the same time. Even when COVID-19 presented itself, this district didn’t stop doing everything it’s normally charged to do. Like many other organizations around the world, the Coronavirus altered how some projects were carried out within the district; this included how the Leadership Development Program (LDP) continued on as well.

A look back: Nadler's 40 years of service Ensley Engineer Yard (EEY) Pipefitter Guy Nadler recently celebrated 40 years of federal service with 20 of them being with the Memphis District. Nadler started his exciting career with the government in 1978 when he joined the U.S. Air Force. He attended Basic Training and Technical School before going into the security police career field in Italy.

Harbor dredging contract awarded Congratulations to the Harbor Dredging Project Delivery Team (PDT) for awarding the contract to dredge four local harbors: Elvis Stahr Harbor in Hickman, Ky.; Memphis Harbor-McKellar Lake and Wolf River Harbor in Memphis, Tenn.; and Helena Harbor in Phillips County, Ark.

Following in dad's footsteps: A tour of MVM Cpt. Alex Burruss was supposed to move to Ft. Hood, Texas, but due to the Coronavirus situation, Army priorities quickly shifted and the captain found himself moving to Tennessee instead. “I was excited, but also a little frustrated,” he explained. “However, I saw Lt. Gen. Semonite discussing the Alternate Care Site mission on the news and knew that we were -are- living in a unique time in history and that it would take a national-level effort to beat COVID-19.”

Zachary Miller recently presented Bradley with a certificate for his outstanding job performance during the month of May. Memphis Revetment Season in full swing The Memphis District Revetment season officially began this year on June 11, with District Commander Col. Zachary Miller hosting a kickoff meeting at the Ensley Engineer Yard to get things started. “Protecting the Mississippi River banks keeps the channel in place, which maintains the necessary depth and alignment that allows the thousands of tows to travel up and down the river year round,” the commander said. “Without this work, the river would shift resulting in new, shallow cutoffs that could not be safely traveled.”

On June 17, PDT members met on-site with contractor Southern Contracting to inspect construction work and develop a punch list of remaining items required to finish construction.

District holds virtual preconstruction conference for West Basin Scour repairs Learning to love virtual meetings and conferences in the age of COVID -19 is a challenge that takes adaptability, professionalism, and a keen focus on the task at hand. That’s what the Caruthersville Area Office team learned on June 19 as they worked through a few technical issues to successfully host the West Basin Scour Repair project virtual preconstruction conference with contractor SYTE Corporation.

Slide repairs contracted in four states The Memphis District's Caruthersville Area Office team successfully held a virtual preconstruction conference to discuss contracts awarded for future levee slide repairs in Arkansas, Missouri, Illinois, and Tennessee. “The contracts furnish all plant, labor, equipment, and any incidental-related work according to the plans and specifications for repairing 18 slides under Work Area Three and 14 slides under Work Area Four for a total of 32 slides,” Lead Civil Engineer Jack Ratliff said.

Providing solutions worldwide The U.S. Army Corps of Engineers’ vision is, “Engineering solutions for our Nation’s toughest challenges.” Not only does this vision relate to challenges here in the United States, but it applies to those encountered all over the world.

Keeping a commitment to the environment The Memphis District has a team of scientific divers experienced in qualitative and quantitative freshwater mussel surveys and aquatic habitat investigations. The team conducts surveys in large and small rivers and various aquatic habitats throughout the country. On July 7, the dive team performed a survey in Iron Mines Creek in Marked Tree, Ark. as part of an environmental impact assessment for a cleanout project.

Zachary Miller recently visited Island 68, a project site in Arkansas, where he met with the district’s hardworking Bank Grading Unit and reviewed progress made at the site thus far. According to Project Manager and River/Civil Engineer Cole Stonebrook, we have done work here before as this area is particularly erosive and scours easily in moving water.

Dredge Hurley crew coined for exceptional work Memphis District Deputy Commander Lt. Col. Nathan Molica recently visited the Dredge Hurley crew working near Baton Rouge, Louisiana. Adrian Pirani, the leader of the Dredge Hurley, met with the deputy commander prior to taking him on a tour of the dredge, showing him the facility and introducing him to several of the workers.

During the tour, several dredge workers were “coined” for their exceptional service while aboard the Dredge Hurley. Those coined included Steward/CDSO Andrew Williams, First Assistant Engineer/Chief Engineer Tom Schmidt, Shipkeeper Curtis Williams, Deck Leader Garyck Hayes and Second Mate Ed Fox. Memphis District leaders aren’t the only ones happy about the crews’ performance; the dredge’s leader, Adrian Pirani also had this to say at the end of the visit, “Special thanks to the Hurley and her crew. One million cubic yards dredged already! Very fortunate to have an amazing piece of equipment!” We agree with Pirani in saying that we are very lucky to have such an amazing piece of equipment, but not only that – we are also very fortunate to have the crew that operates it. Without them, the Memphis District couldn’t execute one of its most important missions. Thank you, Dredge Hurley crew!


Articles/Posts Williams Family welcomes new arrival CONGRATULATIONS to Regulatory Division Chief Gregg Williams’ son John and his wife Rachel for having their second child on July 15! Kimber Williams weighed 10 pounds and came out at 21.5 inches long. Kimber was born at home using a midwife and Wesson already seems to like being a big brother. All are doing great!

District reaches important milestone on Ditch 251 cleanout project While we humans are not that fond of change, we have an amazing ability to adapt to change. Adaptability is a strength the Caruthersville Area Office (CAO) and our Project Delivery Teams (PDT) quickly leveraged when they had to switched to virtual pre-construction conferences to continue pushing projects forward. Five months into COVID19 pandemic working conditions, virtual pre-construction conferences are the new normal—for now. On July 15, the CAO and PDT members held a virtual pre-construction conference to kick-off work on the Ditch 251 Lower Channel Cleanout project. The purpose of preconstruction conferences is to kick-off the project with a “face-toface” meeting of key members from the contractor, Federal Government, and project partner to achieve a clear and mutual understanding of all contract requirements and to identify and resolve problems.

Memphis District Commander Col. Zachary Miller congratulated the two of them writing, “Congratulations on your selection as Mississippi Valley Division Emerging Leaders! I was very proud to endorse your nominations and know that you will represent the Memphis District in superb fashion. I know both of you are incredibly busy and are making important contributions to the mission every day, so it's even more impressive that you have committed yourself to this great leader development opportunity. Keep up the awesome work!” The ELP is a two-year program that allows employees to broaden their professional horizons through training, mentoring, shadowing senior leaders, developmental assignments, self-evaluation, and active participation. The program offers individuals opportunities to develop their regional perspective and gain insight into useful leadership traits, MVD leadership opportunities, and the Corps of Engineers Vision and Mission. Monahan has been with the U.S. Army Corps of Engineers since January of 2019, and to put it simply, she’s very excited about this opportunity. “The program boasts a diverse roster of accomplished alumni,” she explained. “The leadership skills and connections I gain will help me to provide better legal advice on the challenging issues that face USACE and its projects.” Giannini, like Monahan, is also pretty happy to be part of such a stellar program. “I am very excited to have been selected to participate in the ELP,” he said. “From what others have told me, it will be a very rewarding experience and help me to gain more insight into the higher-level funding and decision making processes in the organization.” He later joked about just figuring out how to score a 120-day developmental assignment in Hawaii. Articles/Posts Richard awarded for exceptional project contributions Memphis District Commander Col. Zachary Miller recently presented a Commander’s Award for Civilian Service to Structural Engineer Marneshia Richard for her role in the preparation of the Fargo-Moorhead Metropolitan Wild Rice Structure design. Col. Miller presented the award on behalf of St. Paul District Commander Col. Karl Jansen. Richard took part in designing a structure that will control the amount of water flow from the Wild Rice River, which passes through a dam and enters its benefitted area. The structure includes two 40-foot wide Tainter gates. Richard started working on this project in 2016 and was responsible for a variety of tasks. She designed crane pads, the vehicle service bridge, and the machinery platform for the Tainter gates. “The experience was awesome,” she exclaimed. “It was a national team comprised of engineers from several different districts. My communication with the team was mostly virtual; but, we utilized many tools to help us work efficiently. The virtual team was not that bad. We communicated very well together and stayed intentional with frequent meetings. The Lead Structural Engineer in St. Paul, Duane Perkins, did an amazing job coordinating and communicating with the team to ensure we had what we needed and made sure we had meaningful communication often.” Because of her work on this project, the Fargo-Moorhead Metropolitan area residents are now better prepared for floods in the future. Congratulations, Marneshia, and many thanks to your exceptional work and commitment to the Memphis District, U.S. Army Corps of Engineers, and the United States Army.

Zachary Miller virtually presented Dickard with a certificate for his outstanding job performance during June. To know Dickard is to recognize hard work. He was nominated and selected for many months of work, including a complex portfolio of projects comprising the Caruthersville and Helena Floodwalls, MRL SEIS, Lower Cache, and multiple MRL construction items. Additionally, Dickard temporarily took on the role of Branch Chief. His leadership commended him for grasping all active projects so quickly, especially considering COVID-19 complexities. Finally, during the past two months, Dickard was integral to reorganizing operations managers, project managers, and program analysts with the latest District re-organization. They awarded the contract to Polk & Associates, LLC.

Contract awarded for Old Town Seepage Remediation project Congratulations to the Old Town Seepage Remediation Project Delivery Team on reaching their Contract Award Milestone for their project located in Arkansas and Cotton Belt Levee District Number One. The project team awarded the $5,042,556 contract to the Sytes Corporation. The project involves extending the existing seepage remediation berm. The slated begin date for construction is Oct. 16 this year, with a tentative completion date of April 2023.

Levee in New Madrid getting resurfaced Conquering a milestone is a big deal for our project delivery teams (PDT). On July 28, the Missouri Levee Gravel Resurfacing PDT celebrated reaching the significant Contract Award project milestone. They awarded the $1,983,466 contract to Better by Design which will resurface approximately 22 miles of the mainline Mississippi River Levee in New Madrid, Missouri. This maintenance on the levee’s crown provides safe and reliable access for vehicles and levee monitoring.

110 miles of levee to be resurfaced in the St. Francis Basin Working with our local project Partner, the St. Francis Levee District of Arkansas, the St. Francis River Gravel Resurfacing Project Delivery Team (PDT) has advanced their project to the Contract Award milestone.

This maintenance of the levee’s crown provides safe and reliable access for vehicles and monitoring levee conditions.

Corps to resurface 15 miles of White River Backwater levee The White River Backwater Levee Gravel Resurfacing Project Delivery Team (PDT) recently celebrated reaching their project’s Contract Award milestone. They awarded the contract to A-Rock Construction which will resurface 15 miles of the White River Backwater levee in Phillips and Monroe Counties, Arkansas. District issues two task orders to ensure safe, reliable navigation on Mississippi River Working to ensure this lifeblood of American commerce flows uninterrupted, the Memphis District issued two Task Orders late last month to Midwest Construction Company for channel improvement work. These were for stone repairs to existing damaged dikes, hardpoints, revetments, and other river training structures and placement of riprap upper bank paving for stone protection above articulated concrete mattress (ACM). The work will take place at seven different river locations within the Memphis District.

"I grew up here in Wynne, where the (USACE) Area Office is located (and now where he works)," he said. "And I graduated from Arkansas State University in 1982."

District awards contract to safeguard railroad bridge on St. Francis River Two bridges crossing a major Arkansas waterway were under attack by scouring currents that threatened to undermine the safety of the structures. In response to this potentially dangerous situation, the Memphis District on July 30 issued a repair contract to Polk & Associates. The project consists of repairing a scour site downstream of State Highway 51 Bridge which crosses over the St Francis River at Fisk, Missouri, as well as a Union Pacific Railroad Bridge. These bridges serve communities in Stoddard and Butler Counties, Missouri.

Zachary Miller presented Anthony with a certificate for his outstanding job performance. Anthony is commended for rapidly progressing from welder to fitter while never turning down a task and completing every job set before him. According to his award, “During a trip to Morgan City to align the pump motors on the Motor Vessel Hurley’s ladder, Wes was an invaluable asset to the team even without having any prior experience performing with accomplishing the mission.” Finally, his leadership and coworkers say he is an extremely hard worker who always maintains a positive and professional attitude. The Memphis District is fortunate to have employees like Wesley. It is people like him who are vital to our district’s continued success. Diana Holland’s third and final day of touring the Memphis District was spent meeting with more of our District Partners and visiting some of our district's mission-essential facilities and projects.

Critical drainage channels to be maintained Throughout its history, the Lower Mississippi River Flood Plain has been besieged by floodwaters; that’s why flood risk management is one of the Memphis District's major mission areas. We serve as the first line of defense for the entire lower Valley. Working to execute this mission and serving as that first line of defense, a Memphis District Project Delivery Team awarded three major contracts to perform maintenance on drainage channels 1 and 251, which are located in the Little River Drainage District in Southeast Missouri.

Tucker is describing Curtis Williams, who is also known by many on the dredge as "Lil Wolf". Williams is the Dredge Hurley's ship keeper and has been with the U.S. Army Corps of Engineers for a little more than 30 years.

Memphis Team deployed to Louisiana in support of Hurricane Laura relief efforts The U.S. Army Corps of Engineers, Memphis District deployed a 13member Emergency Power Planning and Response Team (PRT) to support Federal Emergency Management Agency's Hurricane Laura response, on Aug 26. IN THE PHOTOS, Memphis District Power Team members get a start on the day's activities. Wednesday, ahead of the storm, the Memphis District deployed a 13-member Emergency Power Planning and Response Team (PRT) to Louisiana to provide support for FEMA's Hurricane Laura response if necessary. Memphis District Power PRT members provide support ranging from technical expertise to "turn key" installation of FEMA’s emergency generators at critical public facilities, such as hospitals and shelters.


Articles/Posts District conducts successful ditch cleanout project pre-construction conference While they’d rather have the face-to-face variety, the Caruthersville Area Office (CAO) team is highly successful at conducting effective virtual pre-construction conferences made necessary by the COVID-19 pandemic. On August 25, CAO successfully conducted a virtual preconstruction conference for the Ditch 251 Upper Channel Cleanout project. This critical $8,890,292 cleanout project is to return a 30-mile reach of Ditch 251 to its authorized level of flood protection.

FEMA has assigned the temporary roofing mission to the US Army Corps of Engineers in support of Hurricane Laura disaster response. The program is termed “Operation Blue Roof” because of the durable blue material (much stronger than a standard tarp) used to construct the expedient roof. This is always a tough mission - we have the best team on it!

District awards contract for Farrenburg Levee Phase 5 project Congratulations to the Farrenburg Levee Phase 5 Project Delivery Team (PDT) for advancing their project to the important Contract Award milestone. The team awarded the contract to VuCon, LLC. on August 30. Work the contractor will perform consists of replacing two culverts, which have reached their life expectancy, that cross under the Farrenbeurg Levee, closing a gap in the levee and raising sections of the levee to the authorized grade. Drainage infrastructure like this is a vital part of the overall levee protection system.

First temporary ‘Blue Roof’ a success “The governor happened to have a news conference and my wife said, well what about the blue roofs?” Duhon said. “She gave me the information and I got online and registered and here we are today.” The purpose of the program is to provide homeowners in disaster areas with fiber-reinforced sheeting to cover damaged roofs until permanent repairs can be made.

USACE provides power to hard-hit Louisiana Living in the 21st century, most Americans have electricity on demand. When it isn’t working, it usually doesn’t take longer than a day to get it turned back on. But what happens when a storm like Hurricane Laura hits? Close to 200,000 residents living in southwestern Louisiana lost power on Aug. 27. Many of them are still without it, weeks after the storm has come and gone. Delivering power to southwest Louisiana is one of the U.S. Army Corps of Engineers' top priorities. USACE is installing generators in several critical facilities like water pump stations, sewage lift stations, hospitals, radio towers, and corrections facilities, to name a few. The 23-person team responsible for installing these generators ensured they were in Louisiana before Hurricane Laura even made landfall.


Articles/Posts PDT awards drainage channel cleanout contract Congratulations to the Iron Mines Creek Channel Cleanout Project Delivery Team (PDT). The PDT recently reached its contract award milestone, awarding the contract to small business contractor Innovative Performance Construction. Work on the contract includes the cleanout of 3.9 miles of the Iron Mines Creek channel located in Marked Tree, Poinsett County, Arkansas.

Corps, Samaritan's Purse go above and beyond for Laura survivor "The day I met Mr. Williams, I was looking for his house and drove past it because I didn't see it; all I saw were trees," Roofing Quality Assurance Specialist George Hayes recalled. "Honestly, I wasn't expecting anyone to be home. So many folks evacuated after the storm, I just figured no one was home. As I got closer to the door, I heard his little dog bark. I yelled, "Is anyone home?" and I saw a movement through the window. The door opened, and he drove his wheelchair out onto the front porch. My heart just sank." At that moment, Hayes knew he needed to go above and beyond to help this man.

System 12 Slope Flattening Project contract awarded Congratulations to the System 12 Slope Flattening Project Delivery Team for reaching its Contract Award milestone. The PDT awarded the contract to SYTE Corporation on September 22. The work consists of furnishing all plant, labor and materials for flattening the slope for a 5,700-foot section of levee by placement of compacted fill.

Memphis District awards several critical service contracts The U.S. Army Corps of Engineers Memphis District recently awarded five service contracts in Missouri and Arkansas to maintain and improve upon the Mississippi River and Tributaries (MR&T) Project.

A USACE father, son built strong Children often want to make their fathers proud, and an involved father promotes inner growth and strength. Studies have shown that when fathers are affectionate and supportive, it mostly affects a child's development. It also instills an overall sense of well-being and self-confidence in the child over time. After speaking with a U.S. Army Corps of Engineers father/son duo, the evidence is clear; this father was absolutely present in his son's life. And in turn, both father and son reap the benefits while working together at the Memphis District Ensley Engineer Yard (EEY).

Articles/Posts Giving back where it matters most According to the U.S. Department of Labor, the percentage of Americans without work skyrocketed from a little over 4 percent to a fullblown 14 percent between March and April this year. While that number has dwindled down in percentage points from month to month, it's still nowhere near where we were before our country was hit with COVID-19 and consequently suffered a significant collapse in the job market. This is part of what motivated U.S. Army Corps of Engineers Memphis District's Brian Schneider. Schneider is the district's Outreach Coordinator and has been with the Memphis District for just over a year. As his title suggests, he's passionate about reaching out, and that's just what he did when this opportunity presented itself.

Articles/Posts Hurley another successful dredging season After almost eight months of dredging the Mississippi River, the Dredge Hurley and crew are now home where the Hurley is docked at Ensley Engineer Yard for some much-needed repairs and maintenance.

November Employee of the Month Congratulations to Mr. Steve Suber, Geospatial Branch, Engineering and Construction Division, for his selection as the Memphis District November Employee of the Month. Serving as the EC-G Survey Manager, Suber recently completed the single most extensive A-E Survey and mapping task order in the district’s history. The project requirements involved topographic and bathymetric surveys of seven reaches throughout the St. Francis Basin, totaling more than 112 miles of ditches and streams. Suber conducted all the necessary fieldwork and historical investigations to develop an accurate estimate, scope of work, and control plan. The final negotiations resulted in a $230,000 reduction to their proposal. His outstanding effort allowed for the task order’s award despite its short suspense date. Suber’s focus and professionalism on this project cannot be understated. He successfully navigated recently imposed changes made to the task order contractor selection, new A-E contracts, and end-of-year deadlines. His hard work, dedication, and technical expertise are vital to the continued success of the district. It is employees like Suber that make this district as great as it is. Congratulations and thank you, Suber, for all you do!

Memphis dry dock back in action The largest dry dock north of New Orleans, Louisiana, is back in action at the Memphis District's Ensley Engineer Yard after spending 14 months in Morgan City, Louisiana. The Memphis District dry dock, known as ‘5801', was shipped to the Conrad Shipyard in Louisiana for repairs and maintenance in June 2019. The dock has been operating since 1958.

To celebrate him, we will take a look back at his life and career to recognize him for everything he's done, not just for the Memphis District but also for our nation. Clark first started working for the federal government with the Nashville District in 1978 as a summer hire in the Environmental Analysis Branch. There he worked on Cultural Resources for the Tennessee Tombigbee Waterway.

Articles/Posts January Employee of the Month Congratulations to General Attorney David Slocum for his selection as the Memphis District January Employee of the Month. Serving as the Memphis District General Attorney, Slocum is recognized for his tireless efforts to support the successful negotiation and acquisition of multiple, critical land tracts for the St. Francis Basin, Below Kennett Phase 1, Seepage Remediation Project. Slocum’s significant accomplishments during the months leading up to January 2021 include going above and beyond to coordinate the finalization of two key land acquisitions. The first acquisition included a primary 160-acre borrow-pit necessary for the construction of approximately ten miles of seepage berm for this critical flood damage project. The second included working with a very difficult landowner to coordinate the signature and approval of the deed and offer to sell contract for a tract along the levee of which a portion of the berm will be constructed. Slocum’s diligent efforts include working with various landowners’ attorneys, working through title and appraisal issues, seeking assistance and support from the U.S. Attorney’s Office to prepare for condemnation/ eviction for said property if necessary, and working with outside third parties to help resolve non-governmental contractual matters necessary to reach an acceptable resolution for the landowner and government. Slocum has been resolute in his dedication over the past year with substantial effort over the past few months on both of these properties, going above and beyond the norm through constant coordination and communication required to finalize these transactions, despite numerous obstacles encountered, including COVID-19 impacts. His efforts culminated in the month of December with the completion of these two key actions, which allowed the Memphis District to conduct the solicitation bid opening as scheduled. It is employees like Slocum that make this district as great as it is. Congratulations and thank you, David, for all you do.

To celebrate and recognize her for all she's done, we look back at her life and career. "I grew up in Indiana -- a few years in Wolcottville, but most years were in Marion," Newton started. Eight Mile Creek Levee Culvert Replacement Project Ready to Advertise The U.S. Army Corps of Engineers Memphis District recently met a tasker milestone known as “Ready to Advertise” for the Eight Mile Creek Levee Culvert Replacement Project in Greene County, Arkansas, Feb. 5, 2021.

West Basin Scour Repairs Phase 3 Construction Project complete The U.S. Army Corps of Engineers Memphis District successfully completed a construction project in partnership with the Little River Drainage District in Bollinger County, Missouri. The West Basin Scour Repairs Phase 3 Construction contract was awarded to SYTE Corporation for $4,613,864 to repair multiple bank scours along four miles of the Castor River Diversion Channel.

Associated General Contractors of America Event a success The Mississippi Valley Associated General Contractors of America (MVAGC) and the U.S. Army Corps of Engineers, Mississippi Valley Division (MVD) met for an event known as the Mississippi Valley Construction Roundtable, which was held in downtown Memphis, Tennessee, this year on Feb. 18 and 19.

White River Backwater Levee Gravel Resurfacing a success Imagine it’s pouring rain for days on end, and you live near the Mississippi River. Not a far-fetched idea for many. With rain comes rising river waters and possible flooding. To prepare for such events, monitoring the river is essential but much harder to do if the levee surface isn’t safe for travel. That’s why projects like this one are important to the people living near and around the White River Backwater Levee.

Maj. Gen. Graham visits notable Memphis District Grand Prairie Project Memphis District Commander Col. Zachary Miller and other district leaders hosted the Senior Official Performing the Duties of the Assistant Secretary of Army (Civil Works), Mr. Vance Stewart, and USACE's Deputy Commanding General for Civil and Emergency Operations, Maj. Gen. William (Butch) H. Graham, on March 11, 2021. During his tour, Graham stopped by the Grand Prairie Project to learn more about conserving groundwater resources throughout the region.

2021 Channel Improvement Team Meeting a success In a virtual get-together held mid-February, members of the U.S. Army Corps of Engineers Engineering and Construction Department, operations leaders from the Memphis, Vicksburg, and New Orleans Districts, project managers, regional team members, environmental partners, and other representatives from the St. Louis District, all came together for their annual Mississippi River Channel Improvement meeting to discuss environmental projects and other current channel improvement issues.

Revetment Team returns after historic season The Senior Official Performing the Duties of the Assistant Secretary of Army (Civil Works) Vance Stewart and the U.S. Army Corps of Engineers Deputy Commanding General for Civil and Emergency Operations Maj. Gen. William (Butch) Graham visited the Memphis District last week. While visiting, they had the opportunity to welcome home and congratulate the Revetment Team after completing one of the district's longest seasons in history.
