North Carolina man arrested for alleged robbery

A North Carolina man was arrested last week GOFLIN for allegedly robbing a local convenience store.

Christopher Michael Goflin, 34, has been charged with aggravated robbery, a first-degree felony punishable up to 99 years in prison, or life, and a fine not to exceed $10,000, according to a press release from the Crockett County Sheriff’s Office.

Around 11 p.m. on Jan. 20, Goflin entered the Stripes convenience store on Sheffield Road and demanded money from the clerk, according to a complaint affidavit from the Crockett County Justice of the Peace Office.

Goflin then pulled a knife from his right pocket, which was around 6-8 inches long, the affidavit stated. The clerk cooperated and gave Goflin $141.35 from the cash register. Goflin then demanded money underneath the register and PLEASE SEE ROBBERY, PAGE 8

El Chato's catches fire

Ozona Firefighters responded to a fire at El Chato's restaurant around 6:30 p.m.

Jan. 22.

The fire was contained to the front part of the building, which houses the restaurant's party and storage rooms.

The main part of the restaurant only suffered smoke damage. No one was injured.

Fire Marshal Steve Kenley said cause of fire is still being determined, but that it appears the fire did start in the storage room.

Kenley also said insurance representatives were coming this week to also investigate.

Owners Danny and Irma Moran said the restaurant is closed until clean up is finished.

"We will start the process of trying to get things going.

We did have smoke damage and the smell is pretty bad in the dining side. We hope our customers are patient and God willing we can open as soon as we get busy cleaning," said Irma Moran. "A big thank you to everyone for keeping our staff and us in your prayers.

Material stuff comes and goes, but someone's life you can't get back. Thank you Jesus that no one was injured. How in the world do you thank firefighters? There is no way we can thank each one of you enough for putting your lives on the line. You guys have a special place in our hearts and always will."

Superintendent files waiver due to illness-related absences Illness has taken its toll on school attendance.

At the Jan. 21 CCCCSD School Board meeting, Superintendent Raul Chavarria said he will be applying for a waiver from the Texas Education Agency, which will not allow the district to be affected for funding.

The State of Texas calculates the amount of funding a school district receives by the number of students that attend each day.

Flu and pink eye have hit the Ozona Elementary campus the hardest with an attendance rate of 86.87 percent during the week of January 12-16. Overall attendance rate for the district was 92.22 percent.

A new Ozona health care clinic is in the works for a November bond election.

During a Jan. 22 special meeting between the Crockett County Commissioners’ Court and the Crockett County Care Center, Health and Emergency Services Board, it was agreed that a new Ozona clinic is needed and needs to be voted on by the people.

After discussion, the commissioners approved to take action on hiring an architect to prepare plans for a clinic.

The Care Center board approved to start the processes talking to an architect, Shannon Medical Center officials and getting approval for the building.

“I was excited about the possibility of the community looking at this situation, looking at our needs. I think it may be time. This benefits everybody in this town,” said Commissioner Pleas Childress III. Ozona High School Teacher Dottie De Leon has been named the Texas Council of Teachers of English Language Arts High School Teacher of the Year.

De Leon was presented the award last week at the organization’s annual convention in Houston.

She was also honored at the Jan. 21 CCCCSD School Board meeting.

"I strive to set high expectations for both myself and my students, and I am blessed to get to work with the students at OHS,” DeLeon said.

De Leon is very active at Ozona High School, serving not only as ELA teacher, but also as JV Cheerleader Sponsor, National Honor Society Sponsor, Junior Class Sponsor, UIL High School Coordinator and UIL One-Act Play Director.

Board members showed little interest, after that meeting, of pursuing the project until the Jan. 22 meeting.

“Regardless of what the cost is, it’s my opinion, I think, that this community needs this facility. We can’t keep kicking this can down the road,” said Dr. Marcus Sims.

Sims said while he does not plan on retiring soon, he said he is looking to future where a new, modern clinic can attract a new doctor to Ozona.

Sims also said the new clinic would have room for specialists, such as cardiologists, to take care of patients during the week.

“I think it’s a necessary evil for us. I know oil prices aren’t the best, but we didn’t build the current one when the oil prices were the best. I don’t know the perfect time to build it,” Sims said. “I think a nice facility is attractive to bring that special person here.”

Care Center Board President John L. Henderson said he sees the clinic as want, rather than a need.

Henderson said the board tabled it at the September meeting because they didn’t think it was good time to present this to the commissioners because of other county needs and wants, one being a new jail that the commissioners are working on for a November bond election.

“If I sat here and told you we needed this thing I wouldn’t be telling you the truth. There are certainly other things that will probably take priority over this issue. However, this project certainly carries the potential of helping every person in our community,” Henderson said.

Henderson then asked for the rest of the care center and the commissioners to voice their opinion on the project.

“This is too big for us to make the decision it’s up to the people and let them make some of the choices. This is obviously bigger than some of us are comfortable here making,” Deaton said.

Commissioner Eligio Martinez said he believes the project will get a lot of support from the community.

He suggested keeping the trauma center where it is for care center residents, and build the new clinic where the old north swimming pool was located across from Lion Stadium.

“I think we have an opportunity here and we need to present it to them as soon as possible,” Martinez said.

Commissioner Randy Branch said a decision on location can’t be decided until actual costs are presented.

“I hate to take down a facility that’s currently being used to build a new facility somewhere else. I don’t like the thought of tearing down a facility that’s currently being used,” Henderson said.

Also, many spoke about the cost of the facility and how it should be presented to the public.

“I don’t think we would be doing our job if we presented a false pretense that it’s not going to cost anything. I would like for the average taxpayer and homeowner to understand what the worst could be and what the best could be,” Henderson said.

Care Center Board Member Russell Crenwelge said he was for the new clinic as long as it doesn’t put the county into a bind with the new jail.

“I would like to see a new clinic. I would like to see a permanent doctor here after Dr. Sims retires,” Crenwelge said.

Deaton said the jail and the clinic would be two separate ballot items, that way neither project hinged on each other.

He also said the process will take from now until November to get all the information. Preliminary costs for a new jail is $5 million.

“I’m not very much on borrowing money, but I think if there’s an opportunity, and it’s feasible for the taxpayers, we need to make sure the money is there and to be able to do it comfortable and not burden the taxpayers,” said Jim Skehan, care center board member.

Henderson said taxpayers should be presented both best and worst case scenarios when it comes to a bond election.

“I’m worried about the man who could possibly lose his job trying to keep his home. I would hate to drag this thing out. I hope there is some financially responsible

‘THREE-FIFTHS RULE’ ADOPTED On Jan. 21, the Texas Senate voted on procedural rules for the current legislative session.

Notably, the body dispensed with the traditional “two-thirds rule” requiring that at least 21 members of the 31-member body agree to bring up a bill before it could be debated on the Senate floor. All 20 Republican members of the Senate and one Democrat, Sen. Lucio of Brownsville, voted in favor of adopting a “three-fifths rule” so that as few as 19 members of the body need agree on whether to bring a bill to the Senate floor for debate.

“The school just keeps throwing out bond after bond after bond. The county needs to do something. We need to upgrade our facilities,” Bird said. “The volume at the clinic is a lot. It’s busy. I think the people would be in favor of a new clinic here.”

Deaton said the public would be informed fully of the bond election. He also said another joint meeting between the two boards is needed next month to keep the process moving.

“If the people are losing their jobs and they are having trouble, they are going to vote against a bond. They are not going to vote for anything if they are in a bind.

Where we will fail, if we fail at all, is if we don’t inform the people of exactly what we have on the jail, the clinic on anything. We need to let them know there can be some pain and there can be some benefit.”

EARLIER MEETING The commissioners also held a noon special meeting on Jan. 22.

During that meeting they approved moving the balance of estimated $334,000 from the paving, equipment and equipment pavements fund into the equipment replacement fund, and moving $158,553.99 from the health service center fund into the health service center improvement fund.

They also approved the hiring of Carlos Colinas Vargas as management firm and Hibbs and Todd Inc. as engineering firm for the Hampton Inn project, which has received a $239,940 grant from the Texas Community Development Block Grant Program for water and sewer line improvements.

Deaton was also given authorization to enter into service contracts with the selected firms, in accordance with state rules and program guidelines.

JAN. 28 MEETING The commissioners’ court will hold a special called meeting at 6 p.m. tonight at the courthouse annex. Items on the agenda: Interlocal agreement between Crockett County and Ozona Volunteer Fire Department and discuss fire fighting for 2015.

The meeting is open to the public.

UNEMPLOYMENT RATE FALLS Job growth continued with an upward trend in December and Texas saw an increase of 457,900 seasonally adjusted total non-farm jobs over calendar year 2014.

December was the fifth straight month of recordbreaking annual job growth for the Lone Star State “and over the month, the state gained 45,700 jobs, marking 51 straight months of employment growth,” the Texas Workforce Commission reported on Jan. 23.

In addition, the seasonally adjusted unemployment rate fell to 4.6 percent in December, down from 4.9 percent in November and down from 6.0 percent a year ago. This was the lowest Texas unemployment rate since May 2008, Texas Workforce Commission said.

Andres Alcantar, chairman of the state agency, said, “Every major industry added jobs over the year, benefiting from a strong business climate and a growing, competitive and high quality Texas workforce.”

•Sheriff's Deputies arrested Ryan Earl Miller of Ozona, on an assault/family violence.

Miller was booked into Crockett County Jail, arraigned, then transported to Upton County where he later posted bail.

•Sheriff's Deputies arrested Anderson Johnson of Farmington, NM on a Gonzales County warrant. Subjected was booked in Crockett County Jail, arraigned, then released on bond.

•Sheriff's Deputies made a report of an attempted break in at the Triple C storage facility. The front door was damaged but no other damage was reported.

•Sheriff's Deputies investigated an aggravated robbery at the Stripes on Sheffield road.

Subject left the scene and was spotted at the Circle Bar truck stop and a similar incident is being investigated. Christopher Goflin of Conover, North Carolina, was later apprehended in Junction, Texas. The subject has been transported back to Crockett County, arraigned, then sent to Upton County for holding.

Subject was transported to Crockett County Jail and released to the U.S. Border Patrol.

•Sheriff's Deputies responded to the Hillcrest Inn in regards to an unruly tenant. Tenant later agreed to leave the property and was refunded his money.

The clerk told the sheriff deputy that Goflin mentioned that his mother died recently and that his girlfriend was cheating on him, the affidavit stated.

The suspect then left the Stripes store and then headed to the Circle Bar Truck Stop, where he entered the store out there but did not take anything, the sheriff’s office stated.

Sheriff’s deputies and DPS Troopers searched for Goflin and sent out bulletins to area law enforcement officials.

Goflin was arrested in Junction on Jan. 21 after he was found by a Kimble County Sheriff’s Deputy, the affidavit stated.

The Crockett County Sheriff’s Office is asking that anyone who saw Goflin anywhere in Ozona on Jan. 20 should contact the deputies with that information at (325) 392-2661.
