It has been my pleasure to serve as your City of Leavenworth Mayor for 2022. My year has been a proud one, full of great partnerships and celebrations. I look forward to continuing to serve on the Leavenworth City Commission for 2023. Here are some highlights of our successes:
- City Commission voted to pass a balanced budget for 2023 with a 1 mill reduction for residents and businesses.
- Secured more than $2 million in state and federal grants for future road and sidewalk projects.
- Opened a new Splash Pad at Hawthorn Park.
- Welcomed new businesses, including Culver’s Restaurant and MAPS Inc.
- Hosted more than 7,000 attendees at Camp Leavenworth including 250 walkers and runners in the inaugural Camp 5K.
- Appointed 7 members to a new advisory committee to oversee the new public transit program in the City.
- Invested $2 million to repave key streets, including Vilas from 10th to 15th, 7th from Metropolitan to Dakota and Cherokee and 5th streets in the downtown.

Now in its fifth year, the City of Leavenworth stormwater program continues to fund necessary infrastructure projects. These projects serve to channel stormwater during a rain event and help eliminate unexpected sinkholes from forming. In 2018, the City Commission adopted the Stormwater Utility Fee as a dedicated revenue source to address the maintenance, repair, and replacement stormwater infrastructure. Failures to stormwater pipes were causing sinkholes throughout the community, some in residential backyards. City staff have identified more than 100 future projects -- valued in 2018 at a total of $83 million -- throughout the City of Leavenworth. Stormwater infrastructure collapse can affect any area of the city, on public or private property. Here's a list of projects, which can also be found on the City's website.

Beginning November 1, 2022, the City of Leavenworth launched a new program to help businesses meet accessibility and fire suppression improvements to existing buildings. The purpose of this grant is to provide financial assistance to help businesses overcome the potentially prohibitive costs for adding fire suppression and accessibility improvements to existing buildings. This program is funded through federal dollars provided by the American Rescue Plan Act. Funds will be available on a first-come, first-served basis until program dollars have been expended. To enroll, please review the program guidelines and fill out the application online.
Goals of the Business Improvement and Expansion Grant are to:
• Provide financial assistance to help overcome the initial high cost of fire suppression and ADA accessible improvements.
• Encourage better utilization of existing business spaces.
• Increase the quality of available business spaces to draw new business to Leavenworth.
• Support Community Risk Reduction (CRR) fire safety efforts.
• Lower building insurance premiums. See more information and an application on our website, leavenworthks. org.
The City of Leavenworth has a program that helps fund home repairs for low to moderate income homeowners who live within the corporate bounds of the City of Leavenworth. This program aims to make safety repairs or sanitary repairs and help homeowners make necessary improvements to their residences. The program is funded by the Community Development Block Grant program, a federal program administered through the Department of Housing and Urban Development (HUD) and is subject to federal guidelines and rules.
Guidelines for the program are as follows:
1. The applicant must meet the income guidelines adopted by HUD for low/moderate income clients.
2. The applicant must be the homeowner and occupant.
3. The applicant must have lived in the house and owned it for a minimum of one year before any grant is awarded.
4. Prior assistance from the City of Leavenworth to the homeowner or the property disqualifies the applicant from receiving further grant funds for 10 years. However, if the original
grant is under $2,000, the applicant may apply for a grant up to the grant category balance before the 10-year period.
5. The property must meet program guidelines.
6. The property cannot be in a flood plain.
7. Manufactured homes may be considered if the resident is the owner of the home and it is skirted or attached to a permanent foundation.
8. A lien will be filed on the property for a three-year period that starts once the project is complete.
Applications will be disqualified if there are plans to sell, rent or refinance the property in the next three years. This program can provide a maximum of $10,000 per applicant to assist with repairs based on income guidelines. Those in the low income tier can receive up to $10,000, those in the moderate tier can receive up to $8,000.

The City requires registration for all dogs 3 months of age and older that reside in the City of Leavenworth. The 2023 Dog License/Tags will be available to purchase starting February 1, 2023. Proof of rabies vaccination and proof of spay or neutering is required. License fees are $10 for spayed or neutered dogs and $20 if unaltered. After March 31st a late fee will apply.

The City of Leavenworth’s request for safety and accessibility funding was approved by the Kansas Department of Transportation for a $1.27 million Transportation Alternatives Grant. The grant will be used for roadway improvement projects on Vilas Street from 20th to 22nd streets and sidewalk and accessibility ramp projects on Vilas from 10th Avenue to 20th Street. The funding is available in Kansas State fiscal year 202324, with construction scheduled to begin May 2024. The project would include sidewalk repair and installation on Vilas from 10th Avenue to 20th Street. Other features of this project include:
• Installation of 13 ADA-compliant ramps at intersections on Vilas from 10th Avenue to 20th Street
• Reconstruction of Vilas Street from 20th Street to 22nd Street, including curbs, gutters and sidewalks
• Various pedestrian improvements, including crosswalks and enhanced safety measures
The grant requires a 20% cost share match, so the City of Leavenworth’s estimated portion is $316,460. Vilas Street is a major east-west road and serves pedestrian traffic to four local schools: Henry Leavenworth Elementary School, Leavenworth Intermediate School, Richard Warren Middle School and Leavenworth High School.
One two-block section of Vilas Street between 22nd Street and 20th Street Trafficway is adjacent to Henry
Leavenworth Elementary. This stretch of road is an open ditch and has extremely high traffic during school morning drop-off and afternoon pickup. The road is narrow and has crumbling edges caused by school traffic. The KDOT-funded project would improve the road to modern standards including curb, stormwater structures and gutters, sidewalks on both sides of the road and accessibility and walking ability for children and families traveling to and from Henry Leavenworth Elementary School.
The City of Leavenworth’s Senior Rebate Program will waive monthly sewer and refuse charges for persons 62 or older who meet these qualifications:
• Must be 62 years of age or older at the time of application
• Must be the primary occupant of your residence
• Water bill must bear applicant’s name
• Must reside within the City of Leavenworth
• Meet income limits for the entire household
Residents may sign up at the City Clerk’s
Office, Leavenworth City Hall, 100 N. 5th Street. Applications will be accepted February 1 through April 14. Income verification for the year 2022 from all sources is required, such as income tax returns, Homestead Claim or Social Security Statements and 1099 forms. The program requires reapplication each year to verify income and qualification. Please contact the City Clerk’s Office at 913-682-9201 if you have any questions.
The City of Leavenworth held its first Business Symposium October 17 at the Riverfront Community Center with subject-matter experts from the Workforce Partnership, University of Kansas Small Business Development Center, U.S. Small Business Administration and local business support agencies. A few Leavenworth small businesses even shared their success stories with other business owners and entrepreneurs. More than 60 attendees joined the City for this free event.
Snow safety meeting: Successfully treating roads and addressing other winter-weather issues requires cooperation from throughout Leavenworth County. Each year the City hosts a meeting with our partners including the City of Lansing, local school districts, Leavenworth County Public Works and Fort Leavenworth to discuss changes in policy and new procedures.
The City of Leavenworth handles all snow and ice events as quickly as possible. The Snow and Ice Policy Manual is available for review online. The policy of the City of Leavenworth is to clear snow and ice in the following priority:
• Emergency Snow Routes
• Public Safety Facilities
• School Loading Zones on City Right of Way
• Leavenworth Central Business District Residential streets removal and de-icing will be conducted as expeditiously as possible during and after the storm and will be achieved through a combination as necessary, of mechanical (plowing) and chemical means (salt/calcium chloride). The City does not have a bare pavement policy, meaning streets will not be plowed to the bare pavement. Residents should move their vehicles if they are parked along an Emergency Snow Route before a snow or ice storm.

The City Commission authorized $2 million for the 2022 Pavement Management Program. It is funded by general obligation bonds and sales tax for the annual maintenance of public streets. These projects are in addition to the regular repair, patching and pothole repair that City of Leavenworth Streets Division staff conduct on a regular basis throughout the year. Local contractors warned that the high price in construction materials and significant worldwide inflation could affect some of the projects, so some of the construction was completed in November. Seventh Street from the alley north of Dakota Street to Metropolitan Avenue leading into Fort Leavenworth's Grant Gate also had mill and overlay work, in addition to new sidewalks, curbs and accessibility ramps.
Newman Street is shown here after a new microsurfacing procedure. "Microsurfacing" applies a thin layer to the driving surface and is intended as a road treatment program to extend the life of the road. Cheaper than mill and overlay, this process was used on 24 streets in Leavenworth in 2022.
Each year, the City re-paves one public parking lot. This year the Leavenworth Public Library west lot was completed. Workers here are replacing concrete.
Cherokee Street from Broadway Street to Fourth Street was included in the mill and overlay portion of the 2022 Pavement Management Program. Mill and overlay is a process during which the top 2" of driving surface is scraped away and replaced with asphalt.

Legacy Trees - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. Haymarket Square - An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. The Men’s Waiting Room - Impressive 30-foot woodpaneled ceilings soar above the original woodwork and fireplace. This lovely room also boasts a river view to the east and historic downtown Leavenworth to the west.
The South Wing - This comfortable room overlooks Leavenworth Landing Park and the Missouri River. This room is perfect for baby showers, bridal showers, birthday parties, meetings and classes.
The Activity Room - This small room downstairs by the basketball gym is perfect for kids’ birthday parties, fitness classes, study sessions, and other smaller events.

The Riverfront Community Center is a charming former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this depot was restored in 1988 as a multi-functional facility. This classic facility provides an ideal atmosphere for all types of special events with picturesque views in Leavenworth Landing Park, located right behind the center.
The Riverview Room - aptly named for its beautiful views of the majestic Missouri River. It is an elegant room to host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio with a river overlook.
The Women’s Waiting Room - Adjacent to the Riverview Room, this cozy room has a working fireplace, woodpaneled ceilings, and versatile side doors that can be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown.

Boxing - $50/month of $10/class - Youth and Adult classes available. Participants will learn basic boxing skills and techniques. The one-hour class offered twice a week will include cardio calisthenics, shadow boxing, bag work and basic self-defense. Classes are scheduled for Mondays and Wednesdays. Youth ages 5-12 starts at 5 p.m. Adult ages 13 and up starts at 6 p.m.
General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in at the front desk. Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed in the weight room or cardio room or
on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen.
Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food or soft drinks are allowed in the

This class is suitable for all fitness levels. Bring your own mat and plenty of water for this fun class for teens and adults. Class is held Wednesday evenings at 5:45 p.m. and Saturday mornings at 9 a.m.
Yoga - $5/class - Instructor Carol Turner will teach students to release stress and fatigue, increase strength, balance and flexibility and restore energy. Class is held Tuesday and Thursday mornings starting at 9 a.m.
Women and Girls Self Defense – FREE - Learn how to protect yourself with martial arts instructor Master Frank Hannon. This free program is offered quarterly. Pre-registration is required. Minimum age is 13. The next class is February 18, 2023 from 9:30 a.m. to 11 a.m. This class fills up fast so register quickly.
Riverfront Tae Kwon Do - Cost is $55/month for the first family member and $35/month for each additional family member - This popular martial art combines combat techniques, self-defense, sport and exercise. Recreation Activity Scholarship Program for City Residents - Qualifying citizens who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department programs. Tumbling Tots Gymnastics - $50/month – Designed to teach spatial awareness for children utilizing gymnastics as the conduit for learning. The class is based on a parent/ child model meaning a parent is required to actively participate with their child. Children ages 3-5 may enroll for the program. Youth Baseball and Softball – $45/player (ages 5-8) or $50/player (ages 9-13) – discount for third childLeagues for boys and girls ages 5 through 13 (birth date as of May 1 – no exceptions). Children MUST play in their appropriate age group. Practices start in
May. Season runs June through the second weekend in July. Registration is March 1 – 31. Late registration is available only until April 15 for an additional $25/player. Eligible for scholarship use. Scholarship does not cover late fee.

Aquacise - This popular water aerobics workout is a swimming blend of cardio and resistance training. One Aquacise pass is valid for ALL Aquacise classes. Passes may be purchased at the Riverfront Community Center’s front desk and do not expire. Classes are offered Monday, Wednesday, and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available. Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. Class is offered Monday, Wednesday, and Friday mornings at 10:05 a.m. Cost is $4 per class or $40 for a 10-punch pass.
Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards nonstop using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. Student must complete all classes per session. Minimum age is 15. Cost is $180 for residents or $200 for non-residents. Certified instructors will teach children in a supportive environment in which to learn and obtain skills. Students must be registered for Tuesday-Thursday sessions by noon the Friday before the session is scheduled to begin, and by noon on Wednesdays for the Saturday sessions. Cost is $40 per child for residents or $45 per child for non-residents. Families with 3 or more children will pay half-price for the third and subsequent children in the same household. No one under the age of 14 admitted into the pool during lap swim unless authorized by the Aquatic Supervisor. Lap swimmers must be able to swim the length of the pool, unassisted, using the front crawl. Available on a first-come, first-served basis.

A recreational swim team that competes with 7 other teams in our region. Swimmers ages 5-18 compete in their own age group against other swimmers of equal ability. Must be able to swim the length of the pool unassisted to qualify for the team. Registration begins March 1. Season begins on Memorial Day and ends in July. Scholarships available. Pre-Spring Flea Market – February 4 - Join us for our Pre-Spring Fling at the Riverfront Community Center Gym, 123 S. Esplanade St. General admission is free. The event is from 10 a.m. to 4 p.m. Vendor booths are available starting at $20. All sites include one 6-foot table and two chairs. Daddy & Me Sweetheart Tea – February 5 - 1 p.m. - 3 p.m. Little girls 9 and under and their daddies or big brothers, uncles, grandfathers, etc., will enjoy an
afternoon of fun and refreshments. Come to the Riverfront Community Center, 123 S. Esplanade St. dressed in your best and have a photo taken with your favorite date. You may pre-register online (convenience fees apply) at www. leavenworthks.org/parksrec or in person at the Riverfront Community Center through February 2. No event day walk-ins accepted. Cost is $25 per couple, $5 for each additional guest.
Easter Festival and Egg Hunt – April 1 - Join us at 10th Avenue Park, 3500 10th Avenue, for this free event. Easter festivities including games, activities, face painting, music, food vendors and of course the Easter Bunny. Bring your Easter Basket for the Egg Hunt. If you find a Golden Egg, turn it into the Parks and Recreation table for a special prize. Specially geared for children 12 and under. Event starts at 1 p.m., and the egg hunt begins at 2:30 p.m. sharp.
Arbor Day Celebration – April 28 - On the last Friday in April, Parks staff plants a tree to honor a local individual or group. Tree planting time and location will be announced on the City’s website.
Touch-A-Truck – May 3 - Bring the kids to this free event at Leavenworth Landing Park, 301 South Esplanade St., and see the many kinds of trucks working in and around our community. Stop in the gym at Riverfront Community Center (south entrance) and check out the toys, music and free popcorn. Then visit the C.W. Parker Carousel Museum across the street for a free ride on the carousel. Event is from 10 a.m. to 11:30 a.m.
