‫ﺗﻤﺪﻳﺪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﻧﻮﻳﺪ ﺑﺨﺶ اداﻣﻪ ﻫﻤﻜﺎري ﺟﺎﻣﻌﻪ ﺑﻴﻦ اﻟﻤﻠﻠﻲ ﺑﺮاي ﻣﻘﺎﺑﻠﻪ ﺑﺎ ﻳﻜﻲ از‬ ‫ﺑﺰرﮔﺘﺮﻳﻦ ﭼﺎﻟﺸﻬﺎي زﻳﺴﺖ ﻣﺤﻴﻄﻲ دﻧﻴﺎ در ﺻﺪه اﺧﻴﺮ‪ ،‬ﻳﻌﻨﻲ ﮔﺮﻣﺎﻳﺶ ﺟﻬﺎﻧﻲ اﺳﺖ‪.‬‬ ‫ﻋﻠﻴﺮﻏﻢ ﻧﺎﻣﻼﻳﻤﺎت و ﻋﺪم ﻫﻤﺮاﻫﻲ ﺑﺮﺧﻲ از ﻛﺸﻮرﻫﺎ از ﺟﻤﻠﻪ ﻛﺎﻧﺎدا‪ ،‬ژاﭘﻦ و روﺳﻴﻪ در‬ ‫اﻳﻦ راه‪ ،‬ﺗﻮاﻓﻖ ﻛﻠﻲ ﺑﺮ اداﻣﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ اﺳﺘﻮار اﺳﺖ اﮔﺮ ﭼﻪ ﺗﻌﻬﺪات ﻛﺸﻮرﻫﺎي‬ ‫ﻣﺨﺘﻠﻒ در ﻗﺎﻟﺐ دور دوم ﺗﻌﻬﺪات ﻫﻨﻮز ﭼﻨﺪان ﻣﺸﺨﺺ و ﺷﻔﺎف ﻧﻴﺴﺖ‪.‬‬ ‫ﺷﺎﻳﺪ ﺑﺘﻮان ﮔﻔﺖ ﺗﻮاﻓﻖ ﻣﻬﻤﺘﺮي ﻛﻪ ﻧﺴﺒﺖ ﺑﻪ ﺗﻤﺪﻳﺪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺑﺮاي ﻳﻚ دوره ﭘﻨﺞ‬ ‫ﺳﺎﻟﻪ در اﺟﻼس ﻫﻔﺪﻫﻢ اﻋﻀﺎء ﻛﻨﻮاﻧﺴﻴﻮن ﺗﻐﻴﻴﺮ آب و ﻫﻮا در دورﺑﺎن آﻓﺮﻳﻘﺎي ﺟﻨﻮﺑﻲ‬ ‫ﺑﺪﺳﺖ آﻣﺪه ﺗﻌﻬﺪ اﻋﻀﺎء ﺑﻪ ﺗﺪوﻳﻦ ﻳﻚ ﻗﺎﻟﺐ ﻫﻤﻜﺎري ﺟﺪﻳﺪ ﺗﺎﺳﺎل ‪ 2015‬ﺑﻮد ﻛﻪ ﻃﻲ‬ ‫آن ﻫﻤﻪ ﻛﺸﻮرﻫﺎي ﺟﻬﺎن )ﻋﻀﻮ ﻛﻨﻮاﻧﺴﻴﻮن( ﺑﻪ ﻧﺤﻮي ﻣﺘﻌﻬﺪ ﺑﻪ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي‬ ‫ﮔﻠﺨﺎﻧﻪ اي ﺑﻌﺪ از ﺳﺎل ‪ 2020‬ﮔﺮدﻧﺪ‪.‬‬ ‫ﺗﻮاﻓﻘﺎت دﻳﮕﺮي ﻧﻴﺰ در اﺟﻼس دورﺑﺎن ﺣﺎﺻﻞ ﺷﺪ ﻛﻪ در ﺟﻬﺖ ﺗﻘﻮﻳﺖ و ﺗﺴﻬﻴﻞ‬ ‫دﺳﺘﺮﺳﻲ ﺑﻪ اﻫﺪاف ﻛﻨﻮاﻧﺴﻴﻮن ﺑﻮده اﺳﺖ‪ ،‬ﻟﻴﻜﻦ اﻫﻤﻴﺖ اﺛﺮ ﮔﺬاري دو ﻣﻮرد ﭘﻴﺶ ﮔﻔﺘﻪ‪،‬‬ ‫اوﻟﻲ در ﻛﻮﺗﺎه ﻣﺪت و دوﻣﻲ در ﺑﻠﻨﺪ ﻣﺪت‪ ،‬ﺑﻴﺶ از ﺳﺎﻳﺮﻳﻦ اﺳﺖ‪.‬‬ ‫آﻧﭽﻪ ﺑﺮاي ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ ) از ﺟﻤﻠﻪ ﻛﺸﻮر ﻣﺎ اﻳﺮان( ﺣﺎﺻﻞ ﺷﺪ ﺗﺮﻳﺎﻗﻲ ﺑﻮد‬ ‫ﻛﻪ در ﻛﻮﺗﺎه ﻣﺪت ﺧﺎﺻﻴﺖ ﻣﺴﻜﻦ دارد ﻟﻴﻜﻦ در دراز ﻣﺪت ﺗﻠﺨﻲ و ﻋﻮارض و ﻫﺰﻳﻨﻪ‬ ‫ﻫﺎﻳﻲ را در ﭘﻲ دارد ﻛﻪ ﻣﻲ ﺑﺎﻳﺴﺖ ﻣﺪﻳﺮان ﺗﺼﻤﻴﻢ ﮔﻴﺮ ﺑﺎ دوراﻧﺪﻳﺸﻲ و آﻣﺎده ﺳﺎزي زﻳﺮ‬ ‫ﺳﺎﺧﺖ ﻫﺎ‪ ،‬ﺗﻬﺪﻳﺪﻫﺎي ﻣﺬﻛﻮر را ﺑﻪ ﻓﺮﺻﺖ ﺗﺒﺪﻳﻞ ﻧﻤﺎﻳﻨﺪ‪.‬‬

‫اﻛﻨﻮن ﻣﺎ ﻓﺮﺻﺖ دارﻳﻢ ﻛﻪ ﺗﺎ ﺳﺎل ‪ ) 2017‬و ﺷﺎﻳﺪ ﺗﺎ ‪ (2020‬ﺑﺪون ﻫﺰﻳﻨﻪ ﺑﺮ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي‬ ‫ﮔﻠﺨﺎﻧﻪاي اداﻣﻪ دﻫﻴﻢ و اﮔﺮ ﻓﻌﺎﻟﻴﺘﻲ در ﺟﻬﺖ ﻛﺎﻫﺶ اﻧﺘﺸﺎر در ﻗﺎﻟﺐ ﻣﻜﺎﻧﻴﺰم ﺗﻮﺳﻌﻪ ﭘﺎك‬ ‫ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ اﻧﺠﺎم دادﻳﻢ ﺣﺘﻲ ﻣﻲﺗﻮاﻧﻴﻢ در آﻣﺪي ﻧﻴﺰ داﺷﺘﻪ ﺑﺎﺷﻴﻢ )ﻛﻪ ﻋﻘﻞ ﺳﻠﻴﻢ ﺣﻜﻢ ﻣﻲ‪-‬‬ ‫ﻛﻨﺪ( ﻟﻴﻜﻦ ﺑﺎ ﺷﺮوع ﺳﺎل‪ 2020‬ﻣﻴﻼدي و ﺗﻌﻬﺪاﺗﻲ ﻛﻪ ﺑﺮ ﻛﺸﻮر ﻣﺎ ﻣﺤﺘﻤﻞ ﺧﻮاﻫﺪ ﺑﻮد‪ ،‬دردي‬ ‫ﺟﺎﻧﻜﺎه ﺑﺮ اﻗﺘﺼﺎد ﻛﺸﻮر وارد ﺧﻮاﻫﺪ ﺷﺪ‪ .‬در ﺣﺎل ﺣﺎﺿﺮ اﻳﺮان ﺑﺎ اﻧﺘﺸﺎر ﺑﻴﺶ از ‪600‬ﻣﻴﻠﻴﻮن ﺗﻦ‬ ‫ﮔﺎز ﮔﻠﺨﺎﻧﻪ اي در رده ﻧﻬﻢ ﺟﻬﺎﻧﻲ و در رده ﺳﻮم ﺑﻴﻦ ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ )ﺑﻌﺪ از ﭼﻴﻦ و‬ ‫ﻫﻨﺪ( ﻗﺮاردارد و ﻣﻄﺎﺑﻖ ﮔﺰارش ﻣﻠﻲ دوم ﺗﻐﻴﻴﺮ اﻗﻠﻴﻢ اﻳﺮان ﺑﺎ اداﻣﻪ روﻧﺪ ﻓﻌﻠﻲ وﺿﻊ اﻳﺮان در ﺳﺎل‬ ‫‪ 2020‬ﺑﺴﻴﺎر ﻧﮕﺮان ﻛﻨﻨﺪه ﺗﺮ از وﺿﻌﻴﺖ ﻛﻨﻮﻧﻲ ﺧﻮاﻫﺪ ﺑﻮد‪ .‬ﻳﻌﻨﻲ اﻧﺠﺎم ﻫﺮ ﮔﻮﻧﻪ ﺗﻌﻬﺪ ﻛﺎﻫﺶ‬ ‫اﻧﺘﺸﺎر ﺑﺮاي اﻳﺮان ﻫﺰﻳﻨﻪ ﻣﻀﺎﻋﻔﻲ ﺧﻮاﻫﺪ داﺷﺖ و ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻣﻴﺰان اﻧﺘﺸﺎر ﻛﺸﻮرﻣﺎن در ﻣﻴﺎن‬ ‫ﺳﺎﻳﺮ ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ‪ ،‬اﺣﺘﻤﺎل ﺗﻌﻬﺪ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺑﺮاي اﻳﺮان ﺑﺴﻴﺎر ﻣﺤﺘﻤﻞ ﻣﻲﻧﻤﺎﻳﺪ‪.‬‬ ‫از آﻧﺠﺎ ﻛﻪ ﺗﻌﻬﺪات ﺟﻬﺎﻧﻲ ﻣﺘﻮﺟﻪ دوﻟﺖ اﻳﺮان ﺧﻮاﻫﺪ ﺑﻮد ﻟﺬا ﺗﻮﺟﻪ ﻣﺪﻳﺮان ﺑﻪ اﻳﻦ ﻣﻘﻮﻟﻪ اﻟﺰاﻣﻲ‬ ‫اﺳﺖ و دوﻟﺖ ﺑﺎﻳﺪ ﺿﻤﻦ ﭘﻴﺶ ﺑﻴﻨﻲ اﻳﻦ اﺣﺘﻤﺎل و ﺗﺪوﻳﻦ اﺳﺘﺮاﺗﮋي راﻫﺒﺮدي در اﻳﻦ زﻣﻴﻨﻪ‪،‬‬ ‫اﻗﺪاﻣﺎت ﺟﺪي ﺑﺮاي ﻣﻘﺎﺑﻠﻪ و ﻳﺎ ﺣﺪاﻗﻞ ﻛﺎﻫﺶ اﺛﺮات اﻳﻦ روﻳﺪاد ﺟﻬﺎﻧﻲ ﺷﺮوع ﻧﻤﺎﻳﺪ‪.‬‬ ‫ﺑﺪﻳﻦ ﻣﻨﻈﻮر ﻣﻮارد زﻳﺮ ﭘﻴﺸﻨﻬﺎد ﻣﻲﺷﻮد‪:‬‬ ‫‪ ‬ﺗﺪوﻳﻦ ﺳﺎﺧﺘﺎر ﻣﺮﺟﻊ ﺻﻼﺣﻴﺘﺪار ﻣﻠﻲ ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك و ﻓﻌﺎل ﻧﻤﻮدن آن در اﺳﺮع‬ ‫وﻗﺖ‬ ‫‪ ‬ﺗﺸﻜﻴﻞ و ﻓﻌﺎل ﺳﺎزي ﻛﻤﻴﺘﻪﻫﺎي ‪ CDM‬در وزارﺗﺨﺎﻧﻪﻫﺎي ﻣﺨﺘﻠﻒ ﻣﺮﺗﺒﻂ‬ ‫‪ ‬ﺗﺪوﻳﻦ ﺑﺮﻧﺎﻣﻪ ﺟﺎﻣﻊ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺗﺤﺖ ﻣﺎده ‪ 193‬ﻗﺎﻧﻮن ﺑﺮﻧﺎﻣﻪ‬ ‫ﭘﻨﺠﻢ ﺗﻮﺳﻌﻪ ﻛﺸﻮر و اﺑﻼغ ﺑﻪ دﺳﺘﮕﺎﻫﻬﺎ و ﺗﺎﻛﻴﺪ ﺑﺮ اﺟﺮاي آن‬ ‫‪ ‬ﺗﺸﻜﻴﻞ ﻛﻤﻴﺘﻪ ﺗﺪوﻳﻦ اﺳﺘﺮاﺗﮋي راﻫﺒﺮدي ﺟﻤﻬﻮري اﺳﻼﻣﻲ اﻳﺮان در ﻣﻘﻮﻟﻪ ﺗﻐﻴﻴﺮ اﻗﻠﻴﻢ‬ ‫‪ ‬ﻣﺸﺎرﻛﺖ ﻓﻌﺎل در اﺟﻼسﻫﺎي ﺟﻬﺎﻧﻲ و ﻣﺬاﻛﺮات ﺑﻴﻦ اﻟﻤﻠﻠﻲ ﺑﺮاي ﺣﻔﻆ ﻣﻨﺎﻓﻊ ﻣﻠﻲ اﻳﺮان‬

‫ﺧﻼﺻﻪ ﻧﺘﺎﻳﺞ ﻫﻔﺪﻫﻤﻴﻦ ﻛﻨﻔﺮاﻧﺲ اﻋﻀﺎء ﻣﺘﻌﻬﺪﻳﻦ ﻛﻨﻮاﻧﺴﻴﻮن ﺗﻐﻴﻴﺮات آب و ﻫﻮا و‬ ‫ﻫﻔﺘﻤﻴﻦ ﻧﺸﺴﺖ ﻣﺘﻌﻬﺪﻳﻦ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ‬ ‫دورﺑﺎن‪ ،‬آﻓﺮﻳﻘﺎي ﺟﻨﻮﺑﻲ – ‪ 28‬ﻧﻮاﻣﺒﺮ اﻟﻲ ‪ 11‬دﺳﺎﻣﺒﺮ ‪2011‬‬

‫ﻣﻘﺪﻣﻪ‪:‬‬

‫در ﻃﻲ اﻳﻦ ﻧﺸﺴﺖ ﻛﻪ از ‪ 28‬ﻧﻮاﻣﺒﺮ اﻟﻲ ‪ 11‬دﺳﺎﻣﺒﺮ ‪ 2011‬ﺑﻪ ﻃﻮل اﻧﺠﺎﻣﻴﺪ اﻋﻀﺎء ﻧﻈﺮات و درﺧﻮاﺳﺘﻬﺎي ﺧﻮد را اﻋﻼم ﻛﺮدﻧﺪﻛﻪ‬ ‫ﻣﻬﻤﺘﺮﻳﻦ ﺗﺼﻤﻴﻤﺎت اﺗﺨﺎذ ﺷﺪه ﺷﺎﻣﻞ ﻣﻮارد زﻳﺮ ﻫﺴﺘﻨﺪ‪:‬‬

‫ﻫﻤﻜﺎرﻳﻬﺎي ﺑﻠﻨﺪ ﻣﺪت ﺗﺤﺖ ﻛﻨﻮاﻧﺴﻴﻮن‪:‬‬ ‫دﻳﺪﮔﺎه ﻣﺸﺘﺮك‪ ،‬ﻣﺴﺌﻮﻟﻴﺘﻬﺎي ﻣﺘﻔﺎوت‬ ‫ﻣﻘﺮر ﺷﺪ ﻛﻪ ﻛﻨﻔﺮاﻧﺲ اﻋﻀﺎء ﺑﺎ ﻳﻚ ﺑﺮﻧﺎﻣﻪ ﺟﻬﺎﻧﻲ ﺑﺮاي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺗﺎ ﺳﺎل ‪ 2050‬ﺑﻄﻮرﻳﻜﻪ اﻓﺰاﻳﺶ دﻣﺎي ﻛﺮه‬ ‫زﻣﻴﻦ از ‪ 2OC‬ﺑﻴﺸﺘﺮ ﻧﺸﻮد‪ ،‬ﺗﻮاﻓﻖ ﻧﻤﺎﻳﻨﺪ و ﺳﺎل ﻣﺎﻛﺰﻳﻤﻢ اﻧﺘﺸﺎر را ﺑﺮاي ﻛﺸﻮرﻫﺎي ﻣﺨﺘﻠﻒ در اﺟﻼس ﻫﻴﺠﺪﻫﻢ در ﻗﻄﺮ ﻣﺸﺨﺺ ﻧﻤﺎﻳﻨﺪ‪.‬‬ ‫ﺗﻌﻴﻴﻦ ﺳﺎل ﻣﺎﻛﺰﻳﻤﻢ اﻧﺘﺸﺎر ﺑﺮاي ﻫﺮ ﻛﺸﻮر ﺑﺮاﺳﺎس دﺳﺘﺮﺳﻲ ﻋﺎدﻻﻧﻪ ﺑﻪ ﺗﻮﺳﻌﻪ ﭘﺎﻳﺪار ﺧﻮاﻫﺪ ﺑﻮد‪ .‬ﺑﻪ اﻳﻦ ﻣﻌﻨﻲ ﻛﻪ ﻛﺸﻮرﻫﺎي ﺻﻨﻌﺘﻲ‬ ‫ﻫﺮ ﭼﻪ ﺳﺮﻳﻌﺘﺮ ﺳﺎل رﺳﻴﺪن ﺑﻪ ﻣﺎﻛﺰﻳﻤﻢ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي را ﻃﻲ ﻛﻨﻨﺪ و ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ ﻓﺮﺻﺖ ﺑﻴﺸﺘﺮي داﺷﺘﻪ‬ ‫ﺑﺎﺷﻨﺪ‪.‬‬

‫ﺗﻤﺪﻳﺪ دوره دوم ﺗﻌﻬﺪات ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺗﻮﺳﻂ ‪ 35‬ﻛﺸﻮر ﺻﻨﻌﺘﻲ ﺑﻪ اﺳﺘﺜﻨﺎء ژاﭘﻦ‪،‬ﻛﺎﻧﺎدا و روﺳﻴﻪ ﺑﻬﻤﺮاه ﻛﻠﻴﻪ ﻣﻜﺎﻧﻴﺰﻣﻬﺎي‬ ‫ﻣﺮﺑﻮﻃﻪ ﻧﻈﻴﺮ ﻣﻜﺎﻧﻴﺰم ﺗﻮﺳﻌﻪ ﭘﺎك)‪ ،(CDM‬ﺗﺠﺎرت اﻧﺘﺸﺎر و اﺟﺮاي ﻣﺸﺘﺮك و ﻧﻴﺰ ﺗﺮﺗﻴﺒﺎت ﺳﺎزﻣﺎﻧﻲ ﺑﻬﺘﺮ ﺑﺮاي اﺟﺮاي ﭘﺮوژه‬ ‫ﻫﺎي ‪ CDM‬و ﻫﻤﻜﺎرﻳﻬﺎي دو ﺟﺎﻧﺒﻪ‬ ‫ﻣﻘﺮر ﺷﺪﻛﻪ ﺗﻤﺎﻣﻲ اﻳﻦ ﻛﺸﻮرﻫﺎ ﺗﺎ اول ﻣﺎه ﻣﻲ ‪ 2012‬ﻣﻴﺰان ﺗﻌﻬﺪات ﻛﻤﻲ ﻛﺎﻫﺶ اﻧﺘﺸﺎر )‪ (QELROs‬ﺧﻮد در دور دوم‬ ‫ﺗﻌﻬﺪات در ﺗﻤﺎﻣﻲ زﻳﺮﺑﺨﺸﻬﺎي اﻗﺘﺼﺎدي را ﺑﻪ دﺑﻴﺮﺧﺎﻧﻪ اﻋﻼم ﻧﻤﻮده‪ ،‬و ﺣﺪاﻛﺜﺮ از ﻇﺮﻓﻴﺘﻬﺎي داﺧﻠﻲ ﺧﻮد ﺑﺮاي ﻋﻤﻞ ﺑﻪ ﺗﻌﻬﺪات‬ ‫ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺣﺪاﻛﺜﺮ اﺳﺘﻔﺎده را ﺑﻨﻤﺎﻳﺪ‪.‬‬

‫ﺷﺮﻛﺖ اﻧﺮژﻳﻬﺎي ﺗﺠﺪﭘﺬﻳﺮ ﻣﻬﺮ‬

‫ﻛﻨﻔﺮاﻧﺲ ﺳﺎﻻﻧﻪ اﻋﻀﺎءﻛﻨﻮاﻧﺴﻴﻮن ﺗﻐﻴﻴﺮ آب وﻫﻮا )‪ (COP‬و اﺟﻼس ﺳﺎﻻﻧﻪ اﻋﻀﺎء ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ )‪ (CMP‬ﻋﺎﻟﻲ ﺗﺮﻳﻦ ﻣﺮﺟﻊ ﺗﺼﻤﻴﻢ‬ ‫ﺳﺎزي در ﺧﺼﻮص ﻣﻮﺿﻮﻋﺎت ﺗﻐﻴﻴﺮات آب و ﻫﻮاﻳﻲ اﺳﺖ‪ .‬ﺳﺎﻻﻧﻪ ﻳﻜﺒﺎر ﺑﻪ ﻣﻨﻈﻮر ﺗﺪوﻳﻦ راﻫﺒﺮدﻫﺎ‪ ،‬ﻗﻮاﻧﻴﻦ‪ ،‬ﻣﻘﺮرات و روﻳﻪ ﻫﺎ و ﻧﻴﺰ ﺑﺮرﺳﻲ‬ ‫ﻛﻔﺎﻳﺖ ﺗﻌﻬﺪات و اﺛﺮﺑﺨﺸﻲ اﺟﺮاي آﻧﻬﺎ ﺑﺮﮔﺰار ﻣﻲ ﮔﺮدد‪ .‬اﺟﻼس ﻫﻔﺪﻫﻢ ﻛﻨﻮاﻧﺴﻴﻮن و ﻫﻔﺘﻤﻴﻦ ﺟﻠﺴﻪ ﭘﺮوﺗﻜﻞ ﻧﻴﺰ ﺑﻪ ﻣﻨﻈﻮر ﺗﺼﻤﻴﻢ‬ ‫ﺳﺎزي در ﺧﺼﻮص دو ﻣﻮﺿﻮع ﻣﻬﻢ زﻳﺮ ﺗﺸﻜﻴﻞ ﮔﺮدﻳﺪ‪ .‬اﻳﻦ ﻣﻮﺿﻮﻋﺎت ﻋﺒﺎرﺗﻨﺪ از‪:‬‬ ‫• اﺟﺮاي ﻛﺎﻣﻞ اﻫﺪاف ﻛﻨﻮاﻧﺴﻴﻮن )‪ (UNFCCC‬و ﺑﺨﺼﻮص ﺑﺮﻧﺎﻣﻪ اﻗﺪام ﺑﺎﻟﻲ )‪ (BAP‬ﺑﺎ ﺗﺸﻜﻴﻞ ﻛﺎرﮔﺮوه وﻳﮋه ﻫﻤﻜﺎرﻳﻬﺎي‬ ‫ﺑﻠﻨﺪ ﻣﺪت )‪(AWG-LCA‬‬ ‫• ﺗﻌﻴﻴﻦ دور دوم و دوره ﻫﺎي ﺑﻌﺪي ﺗﻌﻬﺪات ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺑﺮاي ﻛﺸﻮرﻫﺎي ﺗﻮﺳﻌﻪ ﻳﺎﻓﺘﻪ ﺻﻨﻌﺘﻲ ﺗﻮﺳﻂ ﻛﺎرﮔﺮوه وﻳﮋه ﭘﺮوﺗﻜﻞ‬ ‫ﻛﻴﻮﺗﻮ )‪ (AWG-KP‬و ﺗﺄﻳﻴﺪ ﻣﺼﻮﺑﺎت آن‬

‫اﻳﻦ ﻛﺎرﮔﺮوه ﻣﻲ ﺑﺎﻳﺴﺖ ﺗﺎ ﺳﺎل ‪ 2015‬ﻳﻚ رژﻳﻢ ﺣﻘﻮﻗﻲ ﻻزم اﻻﺟﺮا ﻛﻪ ﺗﻤﺎم ﻛﺸﻮرﻫﺎ را ﻣﻮﻇﻒ ﺑﻪ ﻛﺎﻫﺶ اﻧﺘﺸﺎر‬

‫ﻣﻲ ﻧﻤﺎﻳﺪ‪ ،‬ﺗﻨﻈﻴﻢ ﻛﻨﺪ‪.‬‬ ‫ﻫﻤﭽﻨﻴﻦ ﻣﻘﺮر ﮔﺮدﻳﺪ ﻣﻜﺎﻧﻴﺴﻢ ﻫﺎي ﻣﺒﺘﻨﻲ ﺑﺮ ﺑﺎزار ﺟﺪﻳﺪي ﺑﻤﻨﻈﻮر ﻛﻤﻚ ﺑﻪ ﻛﺸﻮرﻫﺎي ﺗﻮﺳﻌﻪ ﻳﺎﻓﺘﻪ در رﺳﻴﺪن ﺑﻪ اﻫﺪاف‬ ‫ﻛﺎﻫﺶ اﻧﺘﺸﺎر اﻳﺠﺎد ﮔﺮدد‪.‬‬ ‫ﭼﻨﺎﻧﻜﻪ از ﻧﺘﺎﻳﺢ اﺟﻼس ﺑﺮ ﻣﻲ آﻳﺪ اﺣﺘﻤﺎل اﻳﺠﺎد ﺗﻌﻬﺪات در دور آﺗﻲ ﺑﺮاي اﻗﺘﺼﺎد ﻫﺎي ﻧﻮ ﻇﻬﻮر و ﻛﺸﻮرﻫﺎي اﭘﻚ دور از‬ ‫اﻧﺘﻈﺎر ﻧﻴﺴﺖ‪.‬‬

‫ﻳﻜﻲ از ﻧﺘﺎﻳﺞ ﻣﻬﻢ اﺟﻼس‪ ،‬اﻳﺠﺎد ﻳﻚ ﻛﺎرﮔﺮوه وﻳﮋه ﺑﺎ ﻧﺎم ‪ Durban Platform‬اﺳﺖ ﻛﻪ از اﺑﺘﺪاي ﺳﺎل ‪ 2012‬ﻛﺎر ﺧﻮد را‬ ‫ﻼ ﺟﺎﻳﮕﺰﻳﻦ ﻛﺎرﮔﺮوه وﻳﮋه ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺧﻮاﻫﺪ ﺷﺪ‪.‬‬ ‫ﺑﻤﻨﻈﻮر ﺗﺪوﻳﻦ ﺳﺎﺧﺘﺎر ﺣﻘﻮﻗﻲ رژﻳﻢ ﺑﻌﺪ از ﻛﻴﻮﺗﻮآﻏﺎز ﺧﻮاﻫﺪ ﻛﺮد و ﻋﻤ ٌ‬

‫اﻧﺘﻘﺎل ﺗﻜﻨﻮﻟﻮژي ﺑﺮاي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي و ﺳﺎزﮔﺎري ﺑﺎ ﺷﺮاﻳﻂ ﺗﻐﻴﻴﺮ آب و ﻫﻮاﻳﻲ ﻳﻜﻲ از ﻣﺒﺎﺣﺚ اﺻﻠﻲ‬ ‫ﻛﻨﻮاﻧﺴﻴﻮن اﺳﺖ ﻛﻪ ﻋﻤﻼ ﺗﺎﻛﻨﻮن اﻗﺪام اﺳﺎﺳﻲ در اﻳﻦ زﻣﻴﻨﻪ ﺻﻮرت ﻧﮕﺮﻓﺘﻪ اﺳﺖ‪ ،‬در اﺟﻼس دورﺑﺎن ﻛﻤﻴﺘﻪ ﺗﻜﻨﻮﻟﻮژي وﺳﺎﺧﺘﺎر‬ ‫ﻣﺮاﻛﺰ و ﺷﺒﻜﻪ ﺗﻜﻨﻮﻟﻮژي ﺷﻜﻞ ﮔﺮﻓﺖ ﻛﻪ ﻗﺮار اﺳﺖ زﻳﺮ ﻧﻈﺮ ﻛﻨﻔﺮاﻧﺲ اﻋﻀﺎء ﻓﻌﺎﻟﻴﺖ ﻧﻤﺎﻳﺪ‪.‬‬ ‫اﻋﻀﺎء ﻛﻤﻴﺘﻪ از ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ و ﺗﻮﺳﻌﻪ ﻳﺎﻓﺘﻪ از ﻧﻮاﺣﻲ ﻣﺨﺘﻠﻒ ﺟﻐﺮاﻓﻴﺎﻳﻲ اﻧﺘﺨﺎب ﺷﺪﻧﺪ‪ .‬ﻣﻘﺮر ﺷﺪ از ‪ 16‬ژاﻧﻮﻳﻪ‬ ‫‪ 2012‬ﻣﻴﻼدي دﺑﻴﺮﺧﺎﻧﻪ ﻛﻨﻮاﻧﺴﻴﻮن ﺿﻤﻦ ﺗﻌﻴﻴﻦ ﻓﺮآﻳﻨﺪ اﻧﺘﺨﺎب ﻛﺸﻮرﻫﺎي ﻣﻴﺰﺑﺎن‪ ،‬ﻳﻚ ﻓﺮاﺧﻮان ﻋﻤﻮﻣﻲ ﺑﺮاي اﻧﺘﺨﺎب‬ ‫ﻛﺸﻮرﻫﺎي ﻣﻴﺰﺑﺎن ﺷﺒﻜﻪ ﺗﻜﻨﻮﻟﻮژي اﻋﻼم ﻧﻤﺎﻳﺪ و ﻛﺸﻮرﻫﺎ ﺧﻮد را ﺑﺮاي ﻋﻀﻮﻳﺖ در اﻳﻦ ﺷﺒﻜﻪ ﻛﺎﻧﺪﻳﺪ ﻧﻤﺎﻳﻨﺪ‪.‬‬ ‫از ﻣﻨﻄﻘﻪ ﻏﺮب و ﺟﻨﻮب ﻏﺮب آﺳﻴﺎ ﻧﻤﺎﻳﻨﺪه اﻳﺮان و اﻣﺎرات ﻣﺘﺤﺪه ﻋﺮﺑﻲ ﺑﻄﻮر ﻣﺸﺘﺮك ﺑﺮاي ﻳﻚ دوره ﺳﻪ ﺳﺎﻟﻪ ﺑﺮاي ﻋﻀﻮﻳﺖ در‬ ‫ﻛﻤﻴﺘﻪ اﻧﺘﻘﺎل ﺗﻜﻨﻮﻟﻮژي اﻧﺘﺨﺎب ﺷﺪﻧﺪ‪.‬‬

‫اﻳﻦ ﺻﻨﺪوق ﺑﻤﻨﻈﻮر ﻛﻤﻚ ﺑﻪ ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ در اﺟﻼس ﻛﭙﻨﻬﺎگ ﺑﻨﺎ ﻧﻬﺎده ﺷﺪ و ﻣﻘﺮر ﺷﺪه ﺑﻮد ﻛﻪ ﻛﺸﻮرﻫﺎي‬ ‫ﺻﻨﻌﺘﻲ ﺳﺎﻻﻧﻪ ‪ 30‬ﻣﻴﻠﻴﺎرد دﻻر ﺑﻪ ﻋﻨﻮان آﻏﺎز ﺳﺮﻳﻊ‪ ،‬ﻣﻨﺎﺑﻊ ﻣﺎﻟﻲ ﺻﻨﺪوق را ﺗﺎﻣﻴﻦ ﻛﻨﻨﺪ‪ .‬ﻟﻴﻜﻦ ﺗﺎﻛﻨﻮن اﻳﻦ ﺗﻌﻬﺪات ﺗﻮﺳﻂ‬ ‫ﻛﺸﻮرﻫﺎي ﺗﻮﺳﻌﻪ ﻳﺎﻓﺘﻪ ﻋﻤﻠﻲ ﻧﺸﺪه و ﻗﺮار اﺳﺖ ﻃﻲ ﺳﺎل ‪ 2012‬ﻣﺤﻘﻖ ﮔﺮدد‪ .‬ﺑﻌﻼوه ﻃﺒﻖ ﭘﻴﻤﺎن ﻛﭙﻨﻬﺎگ ﻗﺮار ﺑﻮد ﺗﺎ ﺳﺎل‬ ‫‪2020‬اﻳﻦ ﺻﻨﺪوق ﺳﺎﻻﻧﻪ ﺗﺎ ‪ 100‬ﻣﻴﻠﻴﺎرد دﻻر ﺗﺎﻣﻴﻦ ﻣﺎﻟﻲ ﮔﺮدد‪.‬‬ ‫اﻳﻦ ﺻﻨﺪوق زﻳﺮ ﻧﻈﺮ ﻛﻨﻔﺮاﻧﺲ اﻋﻀﺎء )‪ (COP‬اداره ﺧﻮاﻫﺪ ﺷﺪ و دﺑﻴﺮﺧﺎﻧﻪ و اﻋﻀﺎء ﻫﻴﺎت اﻣﻨﺎي آن ﻣﺘﺸﻜﻞ از ‪ 20‬ﻋﻀﻮ ﺑﻪ‬ ‫ﻃﻮر ﻣﺴﺎوي از ﻛﺸﻮرﻫﺎي ﺻﻨﻌﺘﻲ و در ﺣﺎل ﺗﻮﺳﻌﻪ ﺗﻌﻴﻴﻦ ﺧﻮاﻫﺪ ﺷﺪ‪.‬‬

‫ﻣﻘﺮر ﮔﺮدﻳﺪ ﻛﻪ ﻋﻼوه ﺑﺮ ﺳﻴﺴﺘﻢ ﮔﺰارش دﻫﻲ ﻛﻨﻮﻧﻲ ﺑﻪ دﺑﻴﺮ ﺧﺎﻧﻪ ﻛﻨﻮاﻧﺴﻴﻮن ﺗﻮﺳﻂ ﻛﺸﻮرﻫﺎي در ﺣﺎل‬ ‫ﺗﻮﺳﻌﻪ )‪ 4‬ﺳﺎل ﻳﻜﺒﺎر( و ﺗﻮﺳﻌﻪ ﻳﺎﻓﺘﻪ )‪ 2‬ﺳﺎل( ﻛﻪ در ﺣﺎل ﺣﺎﺿﺮ از ﻃﺮﻳﻖ ﮔﺰارﺷﺎت ﻣﻠﻲ ﺻﻮرت ﻣﻲ ﮔﻴﺮد‪ .‬از اﻳﻦ ﭘﺲ‬ ‫ﮔﺰارﺷﺎت دو ﺳﺎﻻﻧﻪ در ﺧﺼﻮص اﺟﺮاي ﺑﺮﻧﺎﻣﻪ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺗﻮﺳﻂ ﺗﻤﺎﻣﻲ اﻋﻀﺎء اراﻳﻪ ﮔﺮدد )‪.(NAMAs‬‬ ‫در اﻳﻦ ﮔﺰارﺷﺎت ﻗﺮار اﺳﺖ ﭘﺮوژ ﻫﺎي ﻣﺮﺗﺒﻂ ﺑﺎ ﻛﺎﻫﺶ ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي و ﺳﺎزﮔﺎري ﺑﺎ ﺗﻐﻴﻴﺮات آب و ﻫﻮا ﺑﻪ ﻫﻤﺮاه ﺑﺮآورد‬ ‫ﺑﻮدﺟﻪ و ﻧﻴﺎز ﻫﺎي ﻓﻨﻲ ﮔﺰارش ﺷﻮﻧﺪ‪ .‬ﻫﻤﭽﻨﻴﻦ ﻣﻘﺮر ﺷﺪ ﻛﻪ ﺗﺎ دﺳﺎﻣﺒﺮ ‪ 2014‬ﻳﻚ ﺳﻴﺴﺘﻢ ﺛﺒﺖ ﺑﺮاي ﭘﺮوژه ﻫﺎي ﻛﺎﻫﺶ اﻧﺘﺸﺎر‬ ‫ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ در دﺑﻴﺮﺧﺎﻧﻪ اﻳﺠﺎد ﮔﺮدد‪ .‬ﻧﻴﺎزﻫﺎي ﻣﺎﻟﻲ ﻣﺮﺑﻮط ﺑﻪ ﭘﺮوژه ﻫﺎي ﻣﺬﻛﻮر از ﻃﺮﻳﻖ ﺻﻨﺪوق زﻳﺴﺖ‬ ‫ﻣﺤﻴﻄﻲ ﺟﻬﺎﻧﻲ )‪ (GEF‬و ﻧﻴﺰ ﺻﻨﺪوق ﺳﺒﺰ و اﻧﻄﺒﺎق ﺗﺎﻣﻴﻦ ﺧﻮاﻫﺪ ﺷﺪ‪ .‬اﻳﻦ اﻗﺪاﻣﺎت ﺑﺮ دو ﻧﻮع اﺳﺖ‪:‬‬ ‫ ﺑﺮﻧﺎﻣﻪ ﻫﺎي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻣﺒﺘﻨﻲ ﺑﺮ ﻛﻤﻜﻬﺎي ﻣﺎﻟﻲ و ﻓﻨﻲ ﺑﻴﻦ اﻟﻤﻠﻠﻲ ﻛﻪ ﺑﺎﻳﺴﺘﻲ ﻗﺎﺑﻠﻴﺖ اﻧﺪازه ﮔﻴﺮي‪ ،‬ﺻﺤﻪ ﮔﺬاري و‬‫ﮔﺰارش دﻫﻲ را داﺷﺘﻪ ﺑﺎﺷﻨﺪ )‪(MRV‬‬ ‫‪ -‬ﺑﺮﻧﺎﻣﻪ ﻫﺎي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺑﺎ ﻣﻨﺎﺑﻊ داﺧﻠﻲ‬

‫ﭘﻴﺸﻨﻬﺎدات اﺻﻼﺣﻴﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ‪:‬‬ ‫ﻣﻬﻤﺘﺮﻳﻦ ﭘﻴﺸﻨﻬﺎدات در زﻣﻴﻨﻪ اﺻﻼﺣﻴﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﻋﺒﺎرﺗﺴﺖ از‪:‬‬ ‫در ﻧﺸﺴﺖ اول اﻋﻀﺎء ﻣﺘﻌﻬﺪﻳﻦ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﻣﻮارد ﻣﻄﺮح ﺷﺪه در اﺳﻨﺎد ‪ FCCC/KP/CMP/2010/3‬و‬ ‫‪ FCCC/KP/CMP/2009/2-13‬را ﻣﻮرد ﺑﺮرﺳﻲ ﻗﺮار دادﻧﺪ‪ .‬ﺑﺮﺧﻲ از ﻛﺸﻮرﻫﺎ ﺑﺎ ﺗﻐﻴﻴﺮ ﻟﻴﺴﺖ ﻛﺸﻮرﻫﺎي ﻋﻀﻮ ﺿﻤﻴﻤﻪ ‪ B‬ﻣﺨﺎﻟﻔﺖ‬ ‫ﻛﺮدﻧﺪ ﻣﮕﺮآﻧﻜﻪ دوره دوم ﺗﻌﻬﺪات ﻣﻮرد ﻗﺒﻮل ﻗﺮار ﮔﻴﺮد‪ .‬ﺑﺮﺧﻲ از ﻛﺸﻮرﻫﺎ ﻫﻢ ﺑﺎ ﺳﺎده ﺗﺮ ﻛﺮدن روﻳﻪ ﻫﺎي اﺻﻼﺣﻴﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ‬ ‫ﻣﻮاﻓﻘﺖ ﻛﺮدﻧﺪ و در روز آﺧﺮ ﻧﺸﺴﺖ اﻋﻀﺎء ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻨﺪ ﻛﻪ ﺑﺮرﺳﻲ اﻳﻦ ﻣﻮارد در ﻧﺸﺴﺖ ﺑﻌﺪي ﻳﻌﻨﻲ ‪ CMP8‬اداﻣﻪ‬ ‫ﭘﻴﺪا ﻛﻨﺪ و ﻫﻤﭽﻨﻴﻦ اﻳﻦ ﻣﻮارد در ﺳﻨﺪ ﻧﻬﺎﺋﻲ ﮔﺮوه ﻛﺎري وﻳﮋه ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ در ﺿﻤﻴﻤﻪ ﻫﺎي دو و ﺳﻪ‬ ‫ﺗﺼﻤﻴﻢ ‪ FCCC/KP/CMP/2011/L.3 Add.1‬اراﺋﻪ ﺷﺪه اﺳﺖ ﻛﻪ اﻫﻢ اﻳﻦ ﺗﺼﻤﻴﻤﺎت ﺷﺎﻣﻞ ﻣﻮارد زﻳﺮ اﺳﺖ‪:‬‬ ‫ ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻛﺸﻮرﻫﺎي ﻋﻀﻮ ﺿﻤﻴﻤﻪ ﻳﻚ ﻣﻴﺰان اﻧﺘﺸﺎرات ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺧﻮد را ﺣﺪاﻗﻞ ﺑﻪ ‪ 25-40‬درﺻﺪ زﻳﺮ ﺳﻄﺢ‬‫اﻧﺘﺸﺎرات ﺳﺎل ‪ 1990‬ﺗﺎ ﺳﺎل ‪ 2020‬ﻛﺎﻫﺶ دﻫﻨﺪ‪.‬‬ ‫ ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﺗﺎ دور دوم ﺗﻌﻬﺪات ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ از ‪ 1‬ژاﻧﻮﻳﻪ ‪ 2013‬آﻏﺎز و ﺗﺎ ‪ 31‬دﺳﺎﻣﺒﺮ ‪ 2017‬ﭘﺎﻳﺎن ﻳﺎﺑﺪ‪.‬‬‫ در ﺧﺼﻮص اﻫﺪاف ﻛﺎﻫﺶ ﻣﻴﺰان اﻧﺘﺸﺎر ﻛﻪ ﺗﻮﺳﻂ اﻋﻀﺎء ﻋﻀﻮ ﺿﻤﻴﻤﻪ ﻳﻚ اﺟﺮا ﻣﻲ ﮔﺮدﻳﺪ ﻣﻘﺮر ﺷﺪ ﺗﺎ اﻳﻦ اﻫﺪاف در دور دوم‬‫ﺗﻌﻬﺪات ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺑﻪ اﻫﺪاﻓﻲ ﺗﺤﺖ ﻋﻨﻮان "اﻫﺪاف ﻛﺎﻫﺶ ﻛﻤﻲ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي در زﻳﺮﺑﺨﺸﻬﺎي اﻗﺘﺼﺎدي"‬ ‫)‪ (QELROS‬ﺗﻐﻴﻴﺮ ﻳﺎﺑﺪ و از اﻋﻀﺎء ﻋﻀﻮ ﺿﻤﻴﻤﻪ ﻳﻚ ﺧﻮاﺳﺘﻪ ﺷﺪ ﺗﺎ اﻃﻼﻋﺎﺗﺸﺎن را در ﺧﺼﻮص ‪ QELROS‬ﺑﺮاي دوره دوم‬

‫ﺷﺮﻛﺖ اﻧﺮژﻳﻬﺎي ﺗﺠﺪﭘﺬﻳﺮ ﻣﻬﺮ‬

‫ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻫﺪف ﮔﺬاري ﻛﻨﻮاﻧﺴﻴﻮن ﺑﺮﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺑﻄﻮرﻳﻜﻪ ﺗﺎ ﺳﺎل ‪ 2050‬ﻣﻴﻼدي ﻏﻠﻈﺖ ﮔﺎزﻫﺎي‬ ‫ﮔﻠﺨﺎﻧﻪ اي از ‪ 450ppm‬و اﻓﺰاﻳﺶ دﻣﺎي ﻛﺮه زﻣﻴﻦ از ‪ 2‬درﺟﻪ ﺳﺎﻧﺘﻲ ﮔﺮاد ﺑﻴﺸﺘﺮ ﻧﺸﻮد‪ ،‬ﻟﺬا ﺑﺮﻧﺎﻣﻪ ﻫﺎي وﺳﻴﻌﻲ در ﺳﻄﺢ‬ ‫ﺟﻬﺎﻧﻲ ﺑﺮاي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺗﺪوﻳﻦ و اﺟﺮا ﺧﻮاﻫﻨﺪ ﺷﺪ‪.‬‬ ‫اﻳﻦ ﺑﺮﻧﺎﻣﻪ ﻫﺎ ﻋﻤﺪﺗﺎ ﻣﺒﺘﻨﻲ ﺑﺮ ﺑﻬﺮه وري اﻧﺮژي و ﺑﻬﺮه ﮔﻴﺮي از اﻧﺮژﻳﻬﺎي ﺗﺠﺪﻳﺪﭘﺬﻳﺮ ﺻﻮرت ﺧﻮاﻫﺪ ﺑﻮد‪ .‬در اﻳﻦ ﻣﻮرد ﻛﺸﻮرﻫﺎي‬ ‫ﺻﻨﻌﺘﻲ ﻋﻀﻮ ﭘﺮوﺗﻜﻞ ﺗﻌﻬﺪ ﻛﺮده اﻧﺪ ﻛﻪ ﺗﺎ ﺳﺎل ‪ 2020‬ﻣﻴﺰان اﻧﺘﺸﺎر ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺧﻮد را ﺑﻴﻦ ‪ 25‬ﺗﺎ ‪ 40‬درﺻﺪ ﻧﺴﺒﺖ ﺑﻪ‬ ‫ﺳﺎل ﭘﺎﻳﻪ ‪ 1990‬ﻛﺎﻫﺶ دﻫﻨﺪ‪ .‬ﺑﻌﻼوه ﭘﺲ از ﺷﻜﻞ ﮔﻴﺮي ﭘﺮوﺗﻜﻞ ﺟﺪﻳﺪ ﭘﺲ از ﺳﺎل ‪ 2015‬و اﺟﺮاﻳﻲ ﺷﺪن آن ﺗﺎ ﺳﺎل ‪،2020‬‬ ‫ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺑﺴﻴﺎر ﺑﻴﺸﺘﺮ از اﻳﻦ ﺧﻮاﻫﺪ ﺑﻮد‪.‬‬ ‫ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻣﻮﺿﻮﻋﺎت ﻓﻮق‪ ،‬درآﻣﺪ ﻛﺸﻮرﻫﺎي ﺻﺎدر ﻛﻨﻨﺪه ﻧﻔﺖ ﺑﺸﺪت ﻣﺘﺎﺛﺮ از اﻳﻦ اﻗﺪاﻣﺎت ﺧﻮاﻫﺪ ﺷﺪ‪ .‬ﭼﻪ ﺑﺴﺎ ﻣﻮﺿﻮﻋﺎﺗﻲ‬ ‫ﻧﻈﻴﺮ ﻣﺎﻟﻴﺎت ﻛﺮﺑﻦ ﻧﻴﺰ ﻧﻘﺶ ﻣﻀﺎﻋﻔﻲ در آﺳﻴﺐ ﭘﺬﻳﺮي اﻗﺘﺼﺎد ﻛﺸﻮرﻫﺎي ﻣﺒﺘﻨﻲ ﺑﺮ ﺻﻨﺎﻳﻊ اﻧﺮژي ﺑﺮ داﺷﺘﻪ ﺑﺎﺷﺪ‪.‬‬

‫ﺗﺼﻤﻴﻤﺎت اﺧﺬ ﺷﺪه در اﻳﻦ ﻣﻮﺿﻮع ﺗﺤﺖ ﻋﻨﻮان ‪ FCCC/KP/CMP/2011/L.9‬آورده ﺷﺪه اﺳﺖ‪ .‬ﻃﺒﻖ اﻳﻦ ﺗﺼﻤﻴﻤﺎت و ﺑﺎ ﻳﺎدآوري‬ ‫اﻳﻨﻜﻪ ﻗﺰاﻗﺴﺘﺎن در ﺳﺎل ‪ 2009‬ﺑﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﻣﻠﺤﻖ ﺷﺪه‪ ،‬ﻣﻘﺮر ﺷﺪ ﺗﺎ اﻳﻦ ﻛﺸﻮر ﺟﺰو ﻛﺸﻮرﻫﺎي ﻋﻀﻮ ﻳﻚ ﻛﻨﻮاﻧﺴﻴﻮن ﻗﺮار ﮔﻴﺮد و‬ ‫اﻫﺪاف و اﺳﺘﺮاﺗﮋﻳﻬﺎي ﻛﺎﻫﺶ اﻧﺘﺸﺎر را دﻧﺒﺎل ﻧﻤﺎﻳﺪ ﻟﻴﻜﻦ ﺗﺼﻤﻴﻢ ﮔﻴﺮي در ﺧﺼﻮص ﻋﻀﻮﻳﺖ آن در ﺿﻤﻴﻤﻪ ‪ B‬ﭘﺮوﺗﻜﻞ ﺑﻪ اﺟﻼس آﺗﻲ‬ ‫ﻣﻮﻛﻮل ﺷﺪ‪.‬‬

‫ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك‬ ‫ﻫﻤﺎﻧﻄﻮر ﻛﻪ ﻣﻲ داﻧﻴﻢ در ﻃﻮل ﺟﻠﺴﺎت ﻏﻴﺮرﺳﻤﻲ اﻋﻀﺎء ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك‪ ،‬اﻫﺪاﻓﻲ را ﺗﺤﺖ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺑﻌﺪ از ‪ 2012‬ﭘﺬﻳﺮﻓﺘﻪ اﻧﺪ‬ ‫ﻛﻪ اﻳﻦ ﻣﻮارد ﺑﻪ ﻋﻨﻮان ﻣﺒﺎﺣﺚ ﻛﻠﻴﺪي و اﺻﻠﻲ در اﻳﻦ ﺟﻠﺴﺎت ﺛﺒﺖ ﺷﺪه اﺳﺖ‪ .‬ﺳﺎﻳﺮ ﻣﺴﺎﺋﻞ ﻋﺒﺎرﺗﻨﺪ از‪:‬‬ ‫ﻣﺴﺎﺋﻞ ﻣﺮﺗﺒﻂ ﺑﺎ دوﻟﺘﻬﺎ‪ ،‬روﻳﻪ ﺗﺠﺪﻳﺪ ﻧﻈﺮ در ﻗﻮاﻧﻴﻦ و ﻣﻘﺮرات‪ ،‬ﻣﺪﻳﺮﻳﺖ ﻣﺘﺪوﻟﻮژﻳﻬﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك‪ ،‬روﺷﻬﺎي ﺗﻮﺳﻌﻪ روﻳﻜﺮدﻫﺎي‬ ‫ﻣﻮﺟﻮد ﺑﺎ ارزﻳﺎﺑﻲ ﻣﻀﺎﻋﻒ و ﭘﺮوژه ﻫﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك ﺑﺨﺸﻬﺎي ﻋﻤﻮﻣﻲ و ﺧﺼﻮﺻﻲ‪ .‬اﻣﺎ در اداﻣﻪ ﮔﻔﺘﮕﻮﻫﺎ اﻋﻀﺎء در ﻣﻮرد ﻣﻮارد‪،‬‬ ‫ﻣﻜﺎﻧﻴﺴﻢ ﻫﺎي ﺗﻜﻤﻴﻠﻲ )ﻣﻜﻤﻞ(‪ ،‬ﺗﻐﻴﻴﺮ دوره دوم ﺗﻌﻬﺪات‪ ،‬ﺑﺎزﻧﮕﺮي روﺷﻬﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك و روﻳﻪ ﻫﺎ‪ ،‬ﻧﺤﻮه درج و ﺗﺮﺗﻴﺐ اﺛﺮ‬ ‫ﻧﻈﺮات ﻋﻤﻮﻣﻲ و ﻣﺸﻮرﺗﻲ ﺑﺎ ذﻳﻨﻔﻌﺎن و اداﻣﻪ ﺻﺪور ﮔﻮاﻫﻲ ﻫﺎي ﻛﺎﻫﺶ ﻧﺸﺮ اﻧﺘﺸﺎر ﺑﻪ ﺗﻮاﻓﻖ ﻧﺮﺳﻴﺪﻧﺪ‪.‬‬ ‫ﺗﺼﻤﻴﻤﺎت اﻋﻀﺎء ﻣﺘﻌﻬﺪ ﺑﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ )‪:(CMP‬‬

‫ﻃﺒﻖ ﺳﻨﺪ ‪ FCCC/KP/CMP/2011/L.11‬ﻣﻬﻤﺘﺮﻳﻦ ﺗﺼﻤﻴﻤﺎت اﺗﺨﺎذ ﺷﺪه در اﻳﻦ ﺗﺼﻤﻴﻢ ﻣﻮارد زﻳﺮ ﻫﺴﺘﻨﺪ‪:‬‬

‫‪ -1‬ﻻزم ﺑﻪ ذﻛﺮ اﺳﺖ ﻛﻪ ﺗﺮي ﻓﻠﻮرﻳﺪ ﻧﻴﺘﺮوژن ﻛﻪ اﺧﻴﺮا ﺑﻪ ﻟﻴﺴﺖ ﮔﺎزﻫﺎي ﮔﻠﺨﺎﻧﻪ اي ﺗﺤﺖ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ در دور دوم ﺗﻌﻬﺪات اﺿﺎﻓﻪ ﺷﺪه اﺳﺖ‪،‬‬ ‫ﮔﺎزي اﺳﺖ ﻛﻪ ﺑﺮاي اچ ﻛﺮدن ﭘﻼﺳﻤﺎﻳﻲ و ﺗﻤﻴﺰﻛﺎري راﻛﺘﻮرﻫﺎي ‪ CVD‬در ﺻﻨﺎﻳﻊ ﺗﻮﻟﻴﺪ ﻧﻴﻤﻪ ﻫﺎدي ﻫﺎ‪ ،‬ﻧﻤﺎﻳﺸﮕﺮﻫﺎي ﻛﺮﻳﺴﺘﺎل ﻣﺎﻳﻊ و ﺗﻮﻟﻴﺪ‬ ‫ﺻﻔﺤﺎت ﺧﻮرﺷﻴﺪي ﭘﺎﻳﻪ ﺳﻴﻠﻴﻜﻮن ﺑﻜﺎر ﺑﺮده ﻣﻲ ﺷﻮد‪.‬‬

‫ﺷﺮﻛﺖ اﻧﺮژﻳﻬﺎي ﺗﺠﺪﭘﺬﻳﺮ ﻣﻬﺮ‬

‫ﺑﺮ اﺳﺎس ﺗﺼﻤﻴﻤﺎت اﺟﻼس دورﺑﺎن و ﺗﻌﻬﺪات ﻛﺎﻫﺶ اﻧﺘﺸﺎر دور دوم ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ )‪ ،(2013-2017‬ﻣﺎده ‪ 3‬ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﻛﻪ‬ ‫ﻣﺮﺑﻮط ﺑﻪ ﺗﻌﻬﺪ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻛﺸﻮرﻫﺎي ﺿﻤﻴﻤﻪ ﻳﻚ در دور اول ﺗﻌﻬﺪات ﺑﻮده اﺳﺖ ﺑﻪ ﺷﻜﻞ زﻳﺮ ﺗﺼﺤﻴﺢ ﻣﻲ ﮔﺮدد‪:‬‬ ‫اﻟﻒ‪ -‬در ﻣﺎده ‪) 3.1‬ﻣﺎده ‪ ،3‬ﭘﺎراﮔﺮاف ‪ (1‬ﺗﻌﻬﺪات ﻛﻤﻲ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻛﺸﻮرﻫﺎي ﺗﻮﺳﻌﻪ ﻳﺎﻓﺘﻪ دور دوم ﺗﻌﻬﺪات اﺿﺎﻓﻪ ﻣﻲ ﮔﺮدد‪.‬‬ ‫ب‪ -‬ﻣﺎده ‪) 3.7‬ﻣﺎده ‪ ،3‬ﭘﺎراﮔﺮاف ‪ (7‬ﻣﻴﺰان اﻧﺘﺸﺎر ﺗﺨﺼﻴﺼﻲ )‪ (AAU‬ﻫﺮ ﻳﻚ از ﻛﺸﻮرﻫﺎي ﻋﻀﻮ در دور دوم ﺗﻌﻬﺪات از‬ ‫ﺣﺎﺻﻠﻀﺮب ﻣﻴﺰان اﻧﺘﺸﺎر ﻣﺠﺎز ﺑﺮاﺳﺎس ﺗﻌﻬﺪات ﻛﺎﻫﺶ اﻧﺘﺸﺎر دور دوم در ‪ 5‬ﺑﺪﺳﺖ ﻣﻲ آﻳﺪ‪.‬‬

‫ﺗﺼﻤﻴﻤﺎت ﻣﺮﺑﻮط ﺑﻪ ﻋﻤﻞ ﺑﻪ ﺗﻌﻬﺪات ﺷﺎﻣﻞ دو ﺗﺼﻤﻴﻢ ‪ FCCC/KP/CMP/2011/L.2‬و ‪ FCCC/KP/CMP/2011/L.3‬ﺑﻮده‬ ‫اﺳﺖ ﻛﻪ ﻣﻬﻤﺘﺮﻳﻦ ﻣﻮارد ﻣﻄﺮح ﺷﺪه در اﻳﻦ ﺗﺼﻤﻴﻤﺎت ﺷﺎﻣﻞ ﻣﻮارد زﻳﺮ ﻫﺴﺘﻨﺪ‪:‬‬ ‫ ﻣﻘﺮر ﺷﺪ ﺗﺎ ﺑﻪ ﻧﻈﺮات ﻛﻤﻴﺘﻪ ﻋﻤﻞ ﺑﻪ ﺗﻌﻬﺪات ﻛﻪ در ارﺗﺒﺎط ﺑﺎ اداﻣﻪ روﻧﺪ ﺑﺮرﺳﻲ ﻣﺎده ‪ 8‬ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ در ﺟﻠﺴﺎت آﺗﻲ اﺳﺖ‪،‬‬‫رﺳﻴﺪﮔﻲ ﺷﻮد‪.‬‬ ‫ ﻣﻘﺮر ﮔﺮدﻳﺪ ﻣﺼﻮﻧﻴﺖ ﺣﻘﻮﻗﻲ اﻋﻀﺎي اﺻﻠﻲ و ﻋﻠﻲ اﻟﺒﺪل ﻛﻤﻴﺘﻪ ﻋﻤﻞ ﺑﻪ ﺗﻌﻬﺪات در ﺧﺼﻮص ﺷﻜﺎﻳﺖ و اﺳﺘﻴﻨﺎف ﻫﺎي ﻣﻮرد‬‫اﻧﺠﺎم ﺗﻮﺳﻂ ﺷﺮﻛﺖ ﻫﺎ و ﻛﺸﻮرﻫﺎي ﻋﻀﻮ ﺑﻪ ﺗﺄﻳﻴﺪ رﺳﻴﺪه و روﻳﻪ ﻻزم اﺗﺨﺎذ ﮔﺮدد‪.‬‬ ‫ ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻧﻈﺮات ﻛﻤﻴﺘﺔ ﻋﻤﻞ ﺑﻪ ﺗﻌﻬﺪات در ﻣﻮرد ﮔﺴﺘﺮش ﻗﺎﺑﻠﻴﺖ ﺗﺄﻣﻴﻦ ﻫﺰﻳﻨﻪ ﻫﺎي ﻣﺮﺗﺒﻂ ﺑﺎ ﺳﻔﺮ و ﺷﺮﻛﺖ در ﺟﻠﺴﺎت‬‫ﺑﺮاي ﺗﻤﺎﻣﻲ اﻋﻀﺎء‪ ،‬ﻣﻮرد ﺗﻮﺟﻪ ﻗﺮار ﮔﻴﺮد‪.‬‬

‫ﻫﻴﺄت ﻣﺪﻳﺮه ﺻﻨﺪوق اﻧﻄﺒﺎق‪:‬‬ ‫در ﺧﺼﻮص ﺑﺮرﺳﻲ ﺻﻨﺪوق اﻧﻄﺒﺎق ﻣﻬﻤﺘﺮﻳﻦ ﺗﺼﻤﻴﻤﺎﺗﻲ ﻛﻪ ﺗﺤﺖ ‪ FCCC/KP/CMP/2011/L.6‬ﮔﺮﻓﺘﻪ ﺷﺪ ﻣﻮارد زﻳﺮ ﻣﻲ ﺑﺎﺷﻨﺪ‪:‬‬ ‫ ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻫﻴﺄت ﻣﺪﻳﺮه ﺻﻨﺪوق اﻧﻄﺒﺎق ﮔﺰارﺷﻲ از ﻋﻤﻠﻜﺮد ﺻﻨﺪوق و ﻧﻴﺰ ﻣﻴﺰان اﻋﺘﺒﺎرات اﻫﺪاﻳﻲ ﺑﻪ ﭘﺮوژه ﻫﺎي اﻧﻄﺒﺎق را ﺑﻌﺪ‬‫از اوﻟﻴﻦ ﺟﻠﺴﻪ ﺧﻮد ﺑﻌﺪ از ﻛﻨﻔﺮاﻧﺲ )در ﻣﺎرس ‪ (2012‬ﺑﻪ دﺑﻴﺮﺧﺎﻧﻪ ارﺳﺎل ﻧﻤﺎﻳﺪ‪.‬‬ ‫ ﻣﻘﺮر ﺷﺪ ﺗﺎ ارﻛﺎن ﻓﺮﻋﻲ اﺟﺮاﻳﻲ ﻛﻨﻮاﻧﺴﻴﻮن اوﻟﻴﻦ ﮔﺰارش ﺑﺎزﻧﮕﺮي ﺻﻨﺪوق اﻧﻄﺒﺎق را در ﺳﻲ و ﺷﺸﻤﻴﻦ ﺟﻠﺴﻪ ﺧﻮد ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ‬‫ﻧﺘﺎﻳﺞ ﺑﺪﺳﺖ آﻣﺪه از ﺑﻨﺪ ‪ 1‬ﻓﻮق و ﻣﻮارد ذﻛﺮ ﺷﺪه در ﭘﺎراﮔﺮاف ‪ 5‬از ﺿﻤﻴﻤﻪ ﺗﺼﻤﻴﻢ ‪ 6/CMP.6‬اراﺋﻪ دﻫﺪ ﺗﺎ ﭘﻴﺶ ﻧﻮﻳﺲ‬ ‫ﺗﺼﻤﻴﻤﺎت ﺣﺎﺻﻠﻪ ﺟﻪ اراﻳﻪ در ﻫﺸﺘﻤﻴﻦ ﻧﺸﺴﺖ )‪ (CMP8‬ﺑﺮرﺳﻲ و آﻣﺎده ﮔﺮدد‪.‬‬ ‫‪ -‬ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻧﺨﺴﺘﻴﻦ ﺑﺎزﻧﮕﺮي ﺻﻨﺪوق اﻧﻄﺒﺎق در ﻫﺸﺘﻤﻴﻦ ﻧﺸﺴﺖ ‪ CMP8‬ﺻﻮرت ﮔﻴﺮد‪.‬‬

‫ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﺗﺎ ﺻﺪور ﮔﻮاﻫﻲ ﻧﺸﺮ ﺑﻌﺪ از ‪ 31‬دﺳﺎﻣﺒﺮ ‪ 2012‬ﻓﻘﻂ در ﻣﻮرد ﻛﺸﻮرﻫﺎﻳﻲ ﻛﻪ دور دوم‬ ‫ﺗﻌﻬﺪات ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ را ﭘﺬﻳﺮﻓﺘﻪ اﻧﺪ‪ ،‬اﻧﺠﺎم ﭘﺬﻳﺮد‪) .‬در ﺧﺼﻮص ﻛﺸﻮرﻫﺎﻳﻲ ﻛﻪ دور دوم ﺗﻌﻬﺪات را ﻗﺒﻮل‬ ‫ﻧﻜﺮده اﻧﺪ ﺻﺪور ﮔﻮاﻫﻲ ﻛﺎﻫﺶ ﻧﺸﺮ و ﻳﺎ اﺳﺘﻔﺎده از ﮔﻮاﻫﻲ ﺻﺎدره ﺑﻌﺪ از ‪ ،2013‬در ﺻﻮرت ﻋﺪم اﺟﺮاي ﺗﻌﻬﺪات ﻛﺎﻫﺶ اﻧﺘﺸﺎر‬ ‫دوره اول ﻣﻴﺴﺮ ﻣﻲ ﺑﺎﺷﺪ(‬ ‫ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻛﻤﻴﺘﻪ اﺟﺮاﻳﻲ ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك ﺗﻤﺎﻣﻲ ﺗﺠﺮﺑﻴﺎت ﺧﻮد در ﻃﻮل ﻧﻈﺎرت ﺑﺮ ﭘﺮوژه ﻫﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك در‬ ‫ﻣﻮرد روﺷﻬﺎ و روﻳﻪ ﻫﺎي اﻳﻦ ﭘﺮوژه ﻫﺎ را ﻣﻄﺎﺑﻖ ﺗﺼﻤﻴﻢ ‪ 3/CMP.1‬ﺗﺎ ‪ 30‬ژوﺋﻦ ‪ 2013‬ﺑﻄﻮر ﻋﻤﻮﻣﻲ ﮔﺰارش دﻫﺪ ﺗﺎ ﺟﻬﺖ‬ ‫ﺗﺼﻤﻴﻢ ﮔﻴﺮي در ﺧﺼﻮص ﺑﻬﺒﻮد و ﻳﺎ ﺗﺼﺤﻴﺢ ﻣﻔﺎد آن در ﺟﻠﺴﻪ ﺑﻌﺪي )ﻫﺸﺘﻤﻴﻦ ﻧﺸﺴﺖ ‪ (CMP‬ﻣﻄﺮح ﺷﻮد‪.‬‬ ‫ﺗﺼﻤﻴﻢ ﮔﻴﺮي ﺷﺪ ﺗﺎ ﺟﻬﺖ ﻛﻤﻚ ﺑﻪ ﻛﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ ﻛﻪ ﺧﺼﻮﺻﺎ در ﻣﻌﺮض آﺳﻴﺐ ﭘﺬﻳﺮي اﺛﺮات ﻧﺎﻣﻄﻠﻮب ﺗﻐﻴﻴﺮات‬ ‫آب و ﻫﻮاﻳﻲ و اﺛﺮات ﻧﺎﺷﻲ از اﻗﺪاﻣﺎت ﻣﻘﺎﺑﻠﻪ اي )‪ (Impact of Response Measures‬ﻗﺮار دارﻧﺪ‪ ،‬ﻛﻪ در ﭘﺎراﮔﺮاف ‪ 8‬ﻣﺎده‬ ‫‪ 12‬ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ ﺑﻪ آن اﺷﺎره ﺷﺪه اﺳﺖ‪ ،‬ﻣﻘﺪار ﻛﺴﻮرات ﮔﻮاﻫﻲ ﻫﺎي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺟﻬﺖ وارﻳﺰ ﺑﻪ ﺻﻨﺪوق اﻧﻄﺒﺎق از ‪%2‬‬ ‫ﻛﻨﻮﻧﻲ ﺑﻪ ‪4 ]2‬ﻳﺎ ‪ [ 5‬درﺻﺪ در دوره ﺗﻌﻬﺪات اول‪ ،‬دوم و دوره ﻫﺎي آﺗﻲ اﻓﺰاﻳﺶ ﻳﺎﺑﺪ‪.‬‬ ‫ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﺗﺎ ﻛﺸﻮرﻫﺎي ﺿﻤﻴﻤﻪ ﻳﻚ ﺣﺪاﻛﺜﺮ ‪ %50‬از ﺗﻌﻬﺪات ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺧﻮد را از ﻣﺤﻞ اﺟﺮاي ﭘﺮوژه ﻫﺎي ‪CDM‬‬ ‫و ﻳﺎ ﺧﺮﻳﺪ ‪ CER‬ﺑﺪﺳﺖ آورﻧﺪ‪.‬‬ ‫ﺑﺎ ﺗﺄﻳﻴﺪ ﺻﻼﺣﻴﺖ ﺷﺮﻛﺖ ﻫﺎي ﺟﺪﻳﺪ ﺗﻌﺪاد ﻧﻬﺎدﻫﺎي ﻋﻤﻠﻴﺎﺗﻲ ﺑﻴﻦ اﻟﻤﻠﻠﻲ ﺑﻪ ‪ 55‬ﻣﻮﺳﺴﻪ اﻓﺰاﻳﺶ ﻳﺎﻓﺘﻪ و ﻣﺤﺪوده ﻛﺎري ﭼﻨﺪﻳﻦ‬ ‫ﻧﻬﺎد ﻋﻤﻠﻴﺎﺗﻲ ﺟﻬﺖ اﻋﺘﺒﺎردﻫﻲ و ﺻﺤﻪ ﮔﺬاري اﻓﺰاﻳﺶ ﻳﺎﻓﺘﻪ اﺳﺖ‪.‬‬

‫ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﻛﻪ در ﺻﻮرﺗﻴﻜﻪ ﻣﻴﺰان ﺑﺮآورد دﺳﺖ ﺑﺎﻻي ﻛﺎﻫﺶ اﻧﺘﺸﺎر )‪ (over estimate‬ﻧﺎﺷﻲ از ﻋﺪم ﻗﻄﻌﻴﺖ در‬ ‫ﺻﺤﺖ اﻃﻼﻋﺎت و ﻳﺎ ﺣﺬف آﻧﻬﺎ از ﺣﺪود ﻣﺬﻛﻮر در ذﻳﻞ ﭘﺎﻳﻴﻦ ﺗﺮ ﺑﺎﺷﺪ‪ ،‬ﺗﺄﺛﻴﺮ ﺻﺤﺖ اﻃﻼﻋﺎت در زﻣﺎن اﻋﺘﺒﺎردﻫﻲ ﭘﺮوژه ﻳﺎ‬ ‫ﭘﺎﻳﺶ آن ﺗﻮﺳﻂ ﻧﻬﺎدﻫﺎي ﻋﻤﻠﻴﺎﺗﻲ و ﺻﺪور ﮔﻮاﻫﻲ ﺗﻮﺳﻂ ﻫﻴﺌﺖ اﺟﺮاﻳﻲ ﻣﺪﻧﻈﺮ ﻗﺮار ﻧﮕﻴﺮد‪ .‬اﻳﻦ ﻣﻮارد ﻋﺒﺎرﺗﻨﺪ از‪:‬‬ ‫‪ ./5 -1‬درﺻﺪ از ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب ﺑﺮاي ﭘﺮوژه ﻫﺎﻳﻲ ﻛﻪ ﻛﻞ ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب آﻧﻬﺎ ﻣﺴﺎوي ﻳﺎ ﺑﻴﺸﺘﺮ از‬ ‫‪ 500‬ﻫﺰارﺗﻦ ﻣﻌﺎدل دي اﻛﺴﻴﺪﻛﺮﺑﻦ در ﺳﺎل ﺑﺎﺷﺪ‪.‬‬ ‫‪ 1 -2‬درﺻﺪ از ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب ﺑﺮاي ﭘﺮوژه ﻫﺎﻳﻲ ﻛﻪ ﻛﻞ ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب آﻧﻬﺎ ﺑﻴﻦ ‪ 300‬ﻫﺰار و‬ ‫‪ 500‬ﻫﺰار ﺗﻦ ﻣﻌﺎدل دي اﻛﺴﻴﺪﻛﺮﺑﻦ در ﺳﺎل ﺑﺎﺷﺪ‪.‬‬ ‫‪ 2 -3‬درﺻﺪ از ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب ﺑﺮاي ﭘﺮوژه ﻫﺎي ﺑﺰرگ ﻣﻘﻴﺎس ﻛﻪ ﻛﻞ ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب آﻧﻬﺎ ‪300‬‬ ‫ﻫﺰارﺗﻦ ﻣﻌﺎدل دي اﻛﺴﻴﺪﻛﺮﺑﻦ در ﺳﺎل ﻳﺎ ﻛﻤﺘﺮ ﺑﺎﺷﺪ‪.‬‬ ‫‪ 5 -4‬درﺻﺪ از ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب ﺑﺮاي ﭘﺮوژه ﻫﺎي ﻛﻮﭼﻚ ﻣﻘﻴﺎس ﻛﻪ ﺷﺮاﻳﻂ ﻛﻞ ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب‬ ‫آﻧﻬﺎ ﺷﺒﻴﻪ ﺑﻪ ﺑﻨﺪ زﻳﺮ )ﺑﻨﺪ ‪ (5‬ﺑﺎﺷﺪ‪.‬‬ ‫‪ 10 -5‬درﺻﺪ از ﻣﻴﺰان ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﻳﺎ ﺟﺬب ﺑﺮاي اﻧﻮاع ﭘﺮوژه ﻫﺎﻳﻲ ﻛﻪ در ﭘﺎراﮔﺮاف ‪ 38‬از ﺗﺼﻤﻴﻢ ‪ 3/CMP.6‬ﺑﻪ آﻧﻬﺎ اﺷﺎره‬ ‫ﺷﺪه اﺳﺖ‪) .‬ﭘﺮوژه ﻫﺎي ﺗﺠﺪﻳﺪﭘﺬﻳﺮ ﺑﺎ ﻇﺮﻓﻴﺖ ﻛﻤﺘﺮ از ‪ 5‬ﻣﮕﺎوات و ﺑﻬﺮه وري اﻧﺮژي ﺑﻪ ﻣﻴﺰان ‪ 20‬ﮔﻴﮕﺎوات ﺳﺎﻋﺖ در ﺳﺎﻋﺖ(‬

‫ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﺗﺎ ﻧﻬﺎدﻫﺎي ﻋﻤﻠﻴﺎﺗﻲ ﻣﻨﺘﺨﺐ ﻣﺮﺣﻠﻪ ﺻﺤﻪ ﮔﺬاري ﭘﺮوژه ﻫﺎ را در ﺳﻄﺤﻲ ﻣﻌﻘﻮل و ﻗﺎﺑﻞ اﻃﻤﻴﻨﺎن اﻧﺠﺎم دﻫﻨﺪ‬ ‫ﺗﺎ ﻣﺸﺨﺺ ﺷﻮد ﻛﻪ آﻳﺎ ﻧﺤﻮه اﻏﻤﺎض ﻣﻮارد ﻋﺪم ﻗﻄﻌﻴﺖ اﻃﻼﻋﺎت در ﻧﻈﺮ ﮔﺮﻓﺘﻪ ﺷﺪه اﺳﺖ‪.‬‬

‫ﺟﺬب و ذﺧﻴﺮه ﺳﺎزي دي اﻛﺴﻴﺪﻛﺮﺑﻦ ﺗﺤﺖ ﭘﺮوژه ﻫﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك‬ ‫ﺗﺼﻤﻴﻤﺎت اﻋﻀﺎء ﻣﺘﻌﻬﺪﻳﻦ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ در ﺧﺼﻮص اﻳﻦ ﻣﻮﺿﻮع ﺗﺤﺖ ﺗﺼﻤﻴﻢ ‪ FCCC/SBSTA/2011/L.4‬اراﺋﻪ ﮔﺮدﻳﺪ ﻛﻪ‬ ‫ﻣﻬﻤﺘﺮﻳﻦ ﻣﻔﺎد آن ﺷﺎﻣﻞ ﻣﻮارد زﻳﺮ اﺳﺖ‪:‬‬ ‫● روﻳﻪ ﺛﺒﺖ ﭘﺮوژه ﻫﺎي ﺟﺬب و ذﺧﻴﺮه ﺳﺎزي دي اﻛﺴﻴﺪﻛﺮﺑﻦ ‪ CCS‬ﺗﺤﺖ ‪ CDM‬ﻣﻮرد ﺗﺄﻳﻴﺪ ﻗﺮار ﮔﻴﺮد و ﻣﻘﺮر ﮔﺮدﻳﺪ ﻛﻪ ﻫﺮ‬ ‫‪ 5‬ﺳﺎل ﻳﻜﺒﺎر ﻣﻮرد ﺑﺎزﺑﻴﻨﻲ ﻗﺮار ﮔﻴﺮد‪.‬‬ ‫‪7‬‬

‫ﺗﺼﻤﻴﻤﺎت ﻣﺘﻌﻬﺪﻳﻦ ﺑﻪ ﭘﺮوﺗﻜﻞ ﻛﻴﻮﺗﻮ در ﺧﺼﻮص روﻳﻪ ﻫﺎي ﺗﺼﻤﻴﻢ ﮔﻴﺮي در زﻣﻴﻨﻪ ﻧﺤﻮه اﻏﻤﺎض )‪ (Materiality‬ﻣﻮارد ﻋﺪم ﻗﻄﻌﻴﺖ‬ ‫ﭘﺮوژه ﻫﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك ﺗﺤﺖ ‪ FCCC/KP/CMP/2011/L.10‬اراﺋﻪ ﮔﺮدﻳﺪ ﻛﻪ ﻣﻬﻤﺘﺮﻳﻦ ﻣﻮاردي ﻛﻪ در اﻳﻦ ﺗﺼﻤﻴﻢ آورده‬ ‫ﺷﺪ اﺳﺖ ﻋﺒﺎرﺗﺴﺖ از‪:‬‬ ‫ ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﺗﺎ ﺟﺰﺋﻴﺎت ﻣﺮﺑﻮط ﺑﻪ ﺗﺼﻤﻴﻢ ﮔﻴﺮي در ﺧﺼﻮص ﻧﺤﻮه اﻏﻤﺎض ﻣﻮارد ﻋﺪم ﻗﻄﻌﻴﺖ اﻃﻼﻋﺎت ﻣﺮﺗﺒﻂ ﺑﺎ ﭘﺮوژه‬‫ﻫﺎي ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك در زﻣﺎن اﻋﺘﺒﺎردﻫﻲ و ﺻﺤﻪ ﮔﺬاري و ﺻﺪور ﮔﻮاﻫﻲ ﺑﺎﻳﺴﺘﻲ ﺑﺎ ﺷﻴﻮه اي ﻣﺘﻨﺎﺳﺐ ﺑﺎ ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ‬ ‫ﭘﺎك ﺑﻜﺎر ﺑﺮده ﺷﻮﻧﺪ‪.‬‬ ‫‪ -‬ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻣﺤﺪوده ﻣﻮارد ﻋﺪم ﻗﻄﻌﻴﺖ ﺷﺎﻣﻞ ﻣﻮارد زﻳﺮ ﺑﺎﺷﺪ‪:‬‬


‫ﺧﺒﺮﻧﺎﻣﻪ ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك‪ ،‬وﻳﮋه ﻧﺎﻣﺔ ‪ ،COP17/CMP7‬ﺳﺎل ﺳﻮم‪ ،‬ﺷﻤﺎره ‪ -18‬آذر و دﻳﻤﺎه ‪1390‬‬

‫ﻣﺴﺎﺋﻞ اداري‪ ،‬ﺳﺎزﻣﺎن و ﻣﺎﻟﻲ ﻛﺸﻮرﻫﺎ ﺗﺤﺖ ﺗﺼﻤﻴﻢ ‪ FCCC/SBI/2011/L.27/Add.2‬اراﺋﻪ ﺷﺪه اﺳﺖ ﻛﻪ ﺗﺼﻤﻴﻢ ﻣﻬﻤﻲ در‬ ‫اﻳﻦ زﻣﻴﻨﻪ ﮔﺮﻓﺘﻪ ﻧﺸﺪه اﺳﺖ و ﻣﻬﻤﺘﺮﻳﻦ ﻣﻄﻠﺐ ﻋﻨﻮان ﺷﺪه ﻋﺒﺎرﺗﺴﺖ از‪:‬‬ ‫ ﻣﻘﺮر ﺷﺪ ﺗﺎ ﻛﺸﻮرﻫﺎﻳﻲ ﻛﻪ در ﺗﺄﻣﻴﻦ ﺑﻮدﺟﻪ اﺻﻠﻲ ﻣﺸﺎرﻛﺖ ﻧﻜﺮده اﻧﺪ و ﻫﻤﻴﻨﻄﻮر وارد ﻣﻌﺎﻣﻼت ﺑﻴﻦ اﻟﻤﻠﻠﻲ ﻧﺸﺪه اﻧﺪ ﺑﺪون‬‫ﺗﺄﺧﻴﺮ اﻳﻨﻜﺎر را اﻧﺠﺎم دﻫﻨﺪ و از ﻛﺸﻮرﻫﺎﻳﻲ ﻛﻪ در ﻛﻤﻚ ﻣﺎﻟﻲ ﺑﻪ ﺻﻨﺪوق اﻣﺎﻧﻲ ﻫﻤﻴﻨﻄﻮر ﺑﻪ ﺻﻨﺪوق اﻣﺎﻧﻲ ﻣﻜﻤﻞ )ﺗﻜﻤﻴﻠﻲ(‬ ‫ﻣﺸﺎرﻛﺖ داﺷﺘﻪ اﻧﺪ ﺗﻘﺪﻳﺮ ﺷﺪ‪.‬‬

‫● ﻣﻮاﻓﻘﺖ ﺷﺪ ﺗﺎ ﺷﺮاﻳﻂ ﺷﻤﻮل ﭘﺮوژه ﻫﺎي ‪ CCS‬ﺗﺤﺖ ‪ CDM‬در ﺧﺼﻮص ذﺧﻴﺮه ﮔﺎه ﻫﺎي زﻣﻴﻦ ﺷﻨﺎﺳﻲ‬ ‫ﻣﺸﺘﺮك ﺑﻴﻦ ﭼﻨﺪ ﻛﺸﻮر ﻛﻪ ﻣﻮﺟﺐ اﻧﺘﻘﺎل دي اﻛﺴﻴﺪﻛﺮﺑﻦ ﺑﻴﻦ اﻳﻦ ﻛﺸﻮرﻫﺎ ﻣﻲ ﮔﺮدد در اﺟﻼس آﺗﻲ در ﻗﻄﺮ‬ ‫ﻣﻮرد ﺑﺮرﺳﻲ ﻗﺮار ﮔﻴﺮد‪.‬‬ ‫● ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ روﻳﻪ ﻫﺎي آﺗﻲ ﻣﺼﻮب ﺷﺪه در ﺧﺼﻮص ﭘﺮوژه ﻫﺎي ‪ CCS‬ﺗﺤﺖ ‪ CDM‬ﭘﺮوژه ﻛﻨﻮﻧﻲ را ﺗﺤﺖ ﺗﺄﺛﻴﺮ ﻗﺮار‬ ‫ﻧﺪﻫﺪ‪.‬‬ ‫● ﺗﺼﻤﻴﻢ ﮔﺮﻓﺘﻪ ﺷﺪ ﺑﻪ ﻣﻨﻈﻮر ﻣﺤﺎﺳﺒﻪ ﻣﻴﺰان ﺧﺎﻟﺺ ﮔﻮاﻫﻲ ﻫﺎي ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺑﺮاي ﭘﺮوژه ﻫﺎي ‪ CCS‬ﻳﻚ ﺣﺴﺎب ذﺧﻴﺮه‬ ‫ﺑﺮاي ﻫﺮ ﭘﺮوژه اﻳﺠﺎد ﮔﺮدد‪.‬‬ ‫● ﺷﺮاﻳﻂ ﺳﺎﻳﺖ ﺟﻬﺖ ﺗﺰرﻳﻖ دي اﻛﺴﻴﺪﻛﺮﺑﻦ ﺗﺪوﻳﻦ ﺷﺪه اﺳﺖ و در ﺿﻤﻴﻤﺔ ‪ B‬اﻳﻦ ﺗﺼﻤﻴﻢ‬ ‫)‪ (FCCC/KP/CMP/2011/L.4‬آﻣﺪه اﺳﺖ‪ .‬اﻳﻦ ﺷﺮاﻳﻂ ﻋﺒﺎرﺗﻨﺪ از‪:‬‬ ‫ ﺳﺎﻳﺖ ﺑﺎﻳﺴﺘﻲ داراي ﺣﺪاﻗﻞ رﻳﺴﻚ ﻧﺸﺖ دي اﻛﺴﻴﺪﻛﺮﺑﻦ را داﺷﺘﻪ ﺑﺎﺷﺪ و ﺷﻮاﻫﺪ و دﻻﻳﻞ ﻗﻮي ﺑﺮ ذﺧﻴﺮه دي‬‫اﻛﺴﻴﺪﻛﺮﺑﻦ در اﻳﻦ ﺳﺎﻳﺖ در درازﻣﺪت ﻣﻮﺟﻮد ﺑﺎﺷﺪ‪.‬‬ ‫ اﺛﺮات ﺳﻮء زﻳﺴﺖ ﻣﺤﻴﻄﻲ آن ﻗﺎﺑﻞ ﭼﺸﻢ ﭘﻮﺷﻲ ﺑﻮده و ﻣﺨﺎﻃﺮات ﺑﻬﺪاﺷﺘﻲ ﺑﺮ ﺳﺎﻛﻨﻴﻦ اﻃﺮاف ﺳﺎﻳﺖ و ﻧﻴﺰ ﻣﻨﺎﺑﻊ‬‫ﻃﺒﻴﻌﻲ و اﻛﻮﺳﻴﺴﺘﻢ ﻫﺎ ﻧﺪاﺷﺘﻪ ﺑﺎﺷﺪ‪.‬‬ ‫ ﺳﺎﻳﺖ اﻧﺘﺨﺎب ﺷﺪه ﺑﺎﻳﺴﺘﻲ ﺑﻄﻮر ﻛﺎﻣﻞ ﺗﺤﺖ ﻗﻮاﻧﻴﻦ ﻛﺸﻮر ﻣﻴﺰﺑﺎن ﺑﺎﺷﺪ‪.‬‬‫ ﺳﺎﻳﺖ اﻧﺘﺨﺎب ﺷﺪه ﻧﺒﺎﻳﺴﺘﻲ در ﻣﺠﺎورت آﺑﻬﺎي ﺑﻴﻦ اﻟﻤﻠﻠﻲ ﺑﺎﺷﺪ‪.‬‬‫ ﻣﻄﺎﻟﻌﺎت ارزﻳﺎﺑﻲ زﻳﺴﺖ ﻣﺤﻴﻄﻲ و ﺗﺤﻠﻴﻞ رﻳﺴﻚ زﻳﺴﺖ ﻣﺤﻴﻄﻲ و اﻳﻤﻨﻲ ﺑﺮاي ﺳﺎﻳﺖ ﺻﻮرت ﮔﺮﻓﺘﻪ ﺑﺎﺷﺪ‪.‬‬‫‪ -‬ﺑﺮﻧﺎﻣﻪ ﺗﻮﺳﻌﻪ و ﻣﺪﻳﺮﻳﺖ ﺳﺎﻳﺖ ﻗﺒﻞ از اﺟﺮاي ﭘﺮوژه ﺗﺪوﻳﻦ ﮔﺮدد‪.‬‬

‫از اﺑﺘﺪاي ﺳﺎل ‪ 2011‬ﻣﻴﻼدي ﺗﺎﻛﻨﻮن ) ژاﻧﻮﻳﻪ ‪ (2012‬در ﺣﺪود ‪ 990‬ﭘﺮوژه ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك در ﻫﻴﺌﺖ اﺟﺮاﻳﻲ ﺳﺎزﻣﺎن ﻣﻠﻞ ﻣﺘﺤﺪ‬ ‫ﺑﻪ ﺛﺒﺖ رﺳﻴﺪه اﺳﺖ ﻛﻪ ازآن ﺑﻪ ﺗﺮﺗﻴﺐ ‪ 185‬ﭘﺮوژه در ﻣﺎﻫﻬﺎي دﺳﺎﻣﺒﺮ و ژاﻧﻮﻳﻪ‪ 74 ،‬ﭘﺮوژه در ﻣﺎه ﻧﻮاﻣﺒﺮ و ‪ 95‬ﭘﺮوژه در ﻣﺎه اﻛﺘﺒﺮ ﺛﺒﺖ‬ ‫ﺷﺪه اﺳﺖ در ﺻﻮرﺗﻴﻜﻪ در ﻣﺎه ﺳﭙﺘﺎﻣﺒﺮ ﺗﻨﻬﺎ ‪ 5‬ﭘﺮوژه ﺛﺒﺖ ﺷﺪه ﺑﻮد‪ .‬ﺑﺎ ﺛﺒﺖ اﻳﻦ ﭘﺮوژه ﻫﺎ در ﻫﻴﺌﺖ اﺟﺮاﻳﻲ‪ ،‬ﺗﻌﺪاد ﭘﺮوژه ﻫﺎي ﺛﺒﺖ ﺷﺪه‬ ‫در دﻧﻴﺎ ﺑﻪ ‪ 3812‬ﭘﺮوژه رﺳﻴﺪ‪ ،‬ﻛﻪ اﻳﻦ اﻣﺮ ﻣﻨﺠﺮ ﺑﻪ اﻓﺰاﻳﺶ ﻣﻴﺰان ﮔﻮاﻫﻲ ﻛﺎﻫﺶ اﻧﺘﺸﺎر ﺳﺎل ‪ 2011/12‬از ‪ 543‬ﻣﻴﻠﻴﻮن ﮔﻮاﻫﻲ در ﻣﺎه‬ ‫ﻧﻮاﻣﺒﺮ ﺑﻪ ‪ 563‬ﻣﻴﻠﻴﻮن ﮔﻮاﻫﻲ در ﻣﺎه ژاﻧﻮﻳﻪ ﺷﺪه اﺳﺖ‪ .‬در ﻫﻤﻴﻦ دوره ﻣﻘﺪار ﮔﻮاﻫﻲ اﻧﺘﺸﺎر ﻣﻮرد اﻧﺘﻈﺎر از اﻳﻦ ﺗﻌﺪاد ﭘﺮوژه ﺛﺒﺖ ﺷﺪه ﺗﺎ‬ ‫اﻧﺘﻬﺎي ﺳﺎل ‪ ،2012‬ﺑﻪ ‪ 2.11‬ﻣﻴﻠﻴﺎرد ﮔﻮاﻫﻲ رﺳﻴﺪه اﺳﺖ‪ ،‬ﻛﻪ ﺣﺎﻛﻲ از اﻓﺰاﻳﺶ ﻣﻘﺪار ﮔﻮاﻫﻲ ﻫﺎي ﺗﺠﻤﻌﻲ ﺻﺎدره ﻣﻮرد اﻧﺘﻈﺎر ﺗﺎ ﺳﺎل‬

‫ﻣﻜﺎﻧﻴﺴﻢ ﺗﻮﺳﻌﻪ ﭘﺎك و ﺑﺎزار ﻛﺮﺑﻦ‬

‫‪ 2012‬ﺑﻪ ﻣﻴﺰان ‪ 20‬ﻣﻴﻠﻴﻮن ﮔﻮاﻫﻲ در ﻣﺎﻫﻬﺎي دﺳﺎﻣﺒﺮ و ژاﻧﻮﻳﻪ اﺳﺖ ﻛﻪ درآﻣﺪي در ﺣﺪود ‪ 200‬ﻣﻴﻠﻴﻮن دﻻر ﺑﻪ ﻛﺸﻮرﻫﺎي در ﺣﺎل‬ ‫ﺗﻮﺳﻌﻪ از ﻣﺤﻞ ﻓﺮوش اﻳﻦ ﮔﻮاﻫﻲ ﻫﺎ در ﻣﺎه دﺳﺎﻣﺒﺮ‪ -‬ژاﻧﻮﻳﻪ ﺣﺎﺻﻞ ﻣﻴﮕﺮدد‪ .‬ﻫﻤﭽﻨﻴﻦ در ﻣﺎه ژاﻧﻮﻳﻪ ﺑﺮاي ‪ 47‬ﭘﺮوژه درﺧﻮاﺳﺖ ﺛﺒﺖ ﺷﺪه‬ ‫در ﻣﺎه ژاﻧﻮﻳﻪ ﺗﺎﻛﻨﻮن در ﺣﺪود ‪ 850‬ﻣﻴﻠﻴﻮن ﮔﻮاﻫﻲ ﺻﺎدر ﺷﺪه اﺳﺖ‪ ،‬ﻛﻪ ﺣﺎﻛﻲ از اﻳﺠﺎد درآﻣﺪ ‪ 8.5‬ﻣﻴﻠﻴﺎرد دﻻري ﺑﺮاي ﻛﺸﻮر ﻫﺎي در‬ ‫ﺣﺎل ﺗﻮﺳﻌﻪ اﺳﺖ ﻛﻪ ﺑﻴﺶ از ﻧﻴﻤﻲ از آن ﻧﺼﻴﺐ ﭼﻴﻦ ﺷﺪه اﺳﺖ‪.‬‬ ‫‪ ‬‬

‫ﻧﺎﻣﺸﺨﺺ ﺑﻬﻤﺮاه ﺑﺤﺮان اﻗﺘﺼﺎدي اروﭘﺎ ‪ ،‬ﻣﻨﺠﺮ ﺑﻪ ﺳﺮرﻳﺰ ﮔﻮاﻫﻲ ﻫﺎي ﻛﺮﺑﻦ ﺑﻪ ﺑﺎزار و ﻓﺰوﻧﻲ ﻋﺮﺿﻪ ﺑﺮ ﺗﻘﺎﺿﺎ ﺷﺪه اﺳﺖ‬ ‫ﻛﻪ ﺑﺎﻋﺚ ﻛﺎﻫﺶ ﻗﻴﻤﺖ ﻫﺎي ﻛﺮﺑﻦ در ﺑﺎزار ﮔﺮدﻳﺪه اﺳﺖ‪.‬‬ ‫ﺑﺮرﺳﻲ وﺿﻌﻴﺖ ﺧﺮﻳﺪ ﻓﺮوش ﮔﻮاﻫﻲ ﻛﺮﺑﻦ در ﺑﺎزار اﺗﺤﺎدﻳﻪ اروﭘﺎ در ﻣﺎﻫﻬﺎي ﺳﭙﺘﺎﻣﺒﺮ ‪ 2011‬ﺗﺎ ژاﻧﻮﻳﻪ ‪ ،2012‬ﺣﺎﻛﻲ از آن اﺳﺖ ﻛﻪ‬ ‫ﻗﻴﻤﺖ ﻫﺎ روﻧﺪ ﻧﺰوﻟﻲ از ﺧﻮد ﻧﺸﺎن داده اﺳﺖ ﺑﻄﻮرﻳﻜﻪ ﭘﻴﺶ ﺧﺮﻳﺪ ﻫﺎي ﺻﻮرت ﮔﺮﻓﺘﻪ ﺑﺮاي ‪ CER‬در ﻣﺎه ﺳﭙﺘﺎﻣﺒﺮ‪ ،‬اﻛﺘﺒﺮ‪ ،‬ﻧﻮاﻣﺒﺮ‪ ،‬دﺳﺎﻣﺒﺮ‬ ‫ﻳﻮرو ﻫﺮ واﺣﺪ ‪ CER‬ﺑﺮاي ﭘﻴﺶ ﺧﺮﻳﺪ ﻫﺎي ﺻﻮرت ﮔﺮﻓﺘﻪ در ﻣﺎه ژاﻧﻮﻳﻪ ‪ 2012‬ﻧﺴﺒﺖ ﺑﻪ ﻣﺎه ﺳﭙﺘﺎﻣﺒﺮ ‪ 2011‬ﻣﻲ ﺑﺎﺷﺪ‪ .‬از ﻃﺮف دﻳﮕﺮ‬ ‫ﻗﺮاردادﻫﺎي ﭘﻴﺶ ﻓﺮوش ﺛﺒﺖ ﺷﺪه در ﺑﺎزار اروﭘﺎ ﻧﺸﺎن ﻣﻲ دﻫﺪ ﻗﻴﻤﺖ ﻣﻌﺎﻣﻼت ﭘﻴﺶ ﺧﺮﻳﺪ ﺑﺮاي ﺗﺤﻮﻳﻞ ﺗﺎ ﻣﺎرس ‪ ،2013‬ﺗﻘﺮﻳﺒﺎ ﺛﺎﺑﺖ‬ ‫ﺑﻮده و ﮔﻮاﻫﻲ ﻫﺎي ﺗﺤﻮﻳﻠﻲ ﺑﻌﺪ از ﻣﻲ ‪ 2013‬اﺳﺖ ﻛﻪ روﻧﺪ اﻓﺰاﻳﺸﻲ از ﺧﻮد ﻧﺸﺎن ﻣﻲ دﻫﺪ‪ ،‬ﺑﻄﻮرﻳﻜﻪ ﻗﻴﻤﺖ ﮔﻮاﻫﻲ ﻓﺮوﺧﺘﻪ ﺷﺪه در‬ ‫ژاﻧﻮﻳﻪ ‪ 2012‬ﺑﺮاي ﺗﺤﻮﻳﻞ در دﺳﺎﻣﺒﺮ ‪ 2020‬ﺑﺎ‪ 2.7‬ﻳﻮرو اﻓﺰاﻳﺶ ﺑﻪ‪ 6.4‬رﺳﻴﺪه اﺳﺖ‪ ،‬در ﺣﺎﻟﻴﻜﻪ در ﻣﺎه اﻛﺘﺒﺮ اﻳﻦ ﭘﻴﺶ ﻓﺮوﺷﻬﺎ ﺑﺎ ‪3.5‬‬ ‫ﻳﻮرو اﻓﺰاﻳﺶ ﺑﻪ ‪ 10.2‬ﻳﻮرو در دﺳﺎﻣﺒﺮ ‪ 2020‬ﭘﻴﺶ ﻓﺮوش ﺷﺪه ﺑﻮد )ﺷﻜﻞ زﻳﺮ(‪ .‬ﺗﺤﻠﻴﻞ روﻧﺪ ﻗﻴﻤﺖ ﮔﻮاﻫﻲ ﻫﺎ در ﻣﻌﺎﻣﻼت اﻧﺠﺎم ﺷﺪه در‬ ‫ﻣﺎﻫﻬﺎي ﺳﭙﺘﺎﻣﺒﺮ ‪ 2011‬ﺗﺎ ژاﻧﻮﻳﻪ ‪ 2012‬ﻧﺴﺒﺖ ﺑﻬﻢ ﻧﺸﺎن از ﻛﺎﻫﺶ ﻣﺘﻮﺳﻂ ‪ 0.95‬ﻳﻮرو در ﻫﺮ ﻣﺎه ﺑﻮده اﺳﺖ ﺑﻄﻮرﻳﻜﻪ ﻣﺘﻮﺳﻂ ﻗﻴﻤﺖ ﻫﺎ‬

The seventh meeting of the Conference of the Parties serving as the Meeting of Parties to the Kyoto Protocol (CMP7) opened on Monday morning, 28 November, with Maite Nkoana-Mashabane elected CMP 7 President by acclamation. Parties adopted the agenda and agreed to the organization of work (FCCC/KP/CMP/2011/1), and referred a number of issues to the subsidiary bodies (FCCC/SBSTA/2011/3 and FCCC/SBI/2011/8). In opening statements, Argentina, for the G-77/China, reaffirmed the need for a second commitment period under the Kyoto Protocol, calling for a higher level of ambition by Annex I parties. Switzerland, for the EIG, called for, inter alia: further clarity on the AWG-LCA outcome; maintaining a rules-based system; and enhancing the environmental integrity of the regime in areas such as land use, land-use change and forestry (LULUCF) and the flexible mechanisms. Australia, for the Umbrella Group, supported a new climate change framework that builds on the Kyoto Protocol, when appropriate, and takes operationalizing the Cancun Agreements as a foundation for future action. The EU supported a multilateral, ambitious rules-based system with broad participation, notably from major economies. He said a second commitment period of the Kyoto Protocol could be considered as part of a transition to a wider legally-binding framework, provided there is an agreement for a robust roadmap for a new legally-binding framework with a clear timeline and engaging all parties. The Democratic Republic of the Congo, for the African Group, said the two negotiating tracks should remain separate and expressed concern over countries not willing to commit to a second commitment period. Grenada, for AOSIS, said the Protocol is central to the future of the climate change regime. The Gambia, for LDCs, called for a second commitment period under the Kyoto Protocol and on Annex I parties to reduce their greenhouse gas emissions by at least 45% below 1990 levels by 2020 and at least 95% below 1990 levels by 2050. Saudi Arabia, for the Arab Group, rejected attempts to marginalize the Kyoto Protocol. China, for the BASIC countries, said defining a second commitment period should be the main priority for Durban. He opposed “unilateral measures” on international aviation under the EU’s Emissions Trading Scheme. Papua New Guinea, for the Coalition of Rainforest Nations, supported an agreement on a second commitment period, the introduction of a REDD+ mechanism on a voluntary basis, and eliminating loopholes in the rules on LULUCF. Venezuela, for ALBA, condemned the “selfishness” of predatory economies that are destroying the existing climate regime to replace it with a voluntary approach that will be lethal for the planet.

Implementation Supervisory Committee. They also elected Madeleine Diouf (Senegal) and Yukka Uosukainen (Finland) as Chair and Vice-Chair of the AWGKP.

This item (FCCC/KP/CMP/2010/3 and FCCC/KP/ CMP/2009/2-13) was first addressed by the CMP plenary on 30 November. India said it will not agree to changes to Annex B unless a second commitment period is agreed. Belarus, the EU and Ukraine favored simplifying amendment procedures. During the 11 December closing plenary, the CMP decided consideration of this item will continue at CMP 8. This issue is also addressed under the AWG-KP Outcome Document (FCCC/KP/CMP/2011/L.3 Add.1) Annexes II and III, which include proposed amendments to the Kyoto Protocol.

KAZAKHSTAN’S PROPOSAL TO AMEND ANNEX B On 30 November, the issue was briefly considered in CMP plenary. An informal group co-chaired by Philip Gwage (Uganda) and Ositadinma Anaedu (Nigeria) was established to address the item. The CMP adopted a draft decision on 11 December. CMP Decision: In the decision (FCCC/KP/CMP/2011/L.9), the CMP agrees to include this item on the provisional agenda for its next session in order to continue its consideration of this proposal.

Clean Development Mechanism & Carbon Market

PROPOSALS FOR AMENDMENTS TO THE KP

On 30 November, the issue was considered in the CMP plenary. CDM Executive Board Chair Martin Hession (UK) reported on efforts to improve the Board’s work, including strengthening additionality guidance and standardized baselines, as well as guidelines on “suppressed demand,” and urged a clear signal on the CDM’s future. The item was referred to a contact group co-chaired by Carolina Fuentes Castellanos (Mexico) and Kunihiko Shimada (Japan). During informal consultations, some developing countries sought to specifically link participation in the CDM after 2012 to accepting a target under the Kyoto Protocol, which proved to be a major point of discussion. Other contentious issues included: governance-related issues; an appeals process; monitoring methodologies; ways to improve the current approach to assessment of additionality; and public and private sector CDM projects. Following lengthy consultations, parties were unable to agree on: supplementarity of the mechanism; transition to a second commitment period; review of CDM modalities and procedures; stakeholder consultations; and share of proceeds for certified emission reduction (CER) issuance. The bracketed text was forwarded to the CMP plenary. On 11 December, parties agreed to delete bracketed text and adopted the decision as amended. CMP Decision: The decision on further guidance relating to the CDM (FCCC/KP/CMP/2011/L.11), inter alia: takes note of the annual report for 2010-2011 of the CDM Executive Board; welcomes the launch of the CDM policy dialogue; designates operational entities to carry out sector-specific validation specified in an annex; and requests the Executive Board to develop appropriate voluntary measures, and to continue its work to improve the procedures on programmes of activities. On governance, the decision, inter alia: encourages the Executive Board to make technical reports publicly available; and requests the Board to continue its work on improving the consistency, efficiency and transparency of its decision-making, and to revise the draft procedure. 18

CLEAN DEVELOPMENT MECHANISM


On baseline and monitoring methodologies and additionality, the decision, inter alia: encourages the Executive Board to extend the simplified modalities for the demonstration of additionality to a wider scope of project activities; requests the Board to continue ensuring environmental integrity when developing and revising baseline and monitoring methodologies, and to conduct further work to develop simplified top-down baseline and monitoring methodologies, tools and standardized baselines. The decision also contains some provisions on registration of CDM project activities and issuance of CERs; and regional and subregional distribution and capacity building.

APPEALS AGAINST CDM EXECUTIVE BOARD DECISIONS: On 29 November this agenda item was briefly considered in SBI plenary and forwarded for further consideration to a contact group co-chaired by Yaw Bediako Osafo (Ghana) and Kunihiko Shimada (Japan). The contact group addressed procedures, mechanisms and institutional arrangements for appeals against the decisions of the CDM Executive Board. Parties made progress on the form but did not agree on the mandate to establish an appeals process. On 3 December, SBI adopted conclusions on the item. SBI Conclusions: SBI conclusions (FCCC/SBI/2011/L.30) take note of: the progress on reaching an agreement on the form and some of the features of the possible appeals body, and the revised Co-Chairs’ text annexed to the conclusions. SBI agreed to continue the consideration of this item at SBI 36, with a view to forwarding a draft text to CMP 8.

On 30 November, this issue was briefly considered in the CMP plenary, which established an informal group co-chaired by Amjad Abdulla (Maldives) and Richard Tarasofsky (Canada) to address the report of the Compliance Committee and the appeal by Croatia against a final decision of the enforcement branch of the Compliance Committee in relation to the implementation of Decision 7/CP.12 (level of emissions for Croatia’s base year). Parties agreed on two draft decisions on the two sub-items to be forwarded to the CMP for adoption. On 11 December the CMP adopted the two decisions. CMP Decisions: The decision on the Compliance Committee (FCCC/KP/CMP/2011/L.2) notes the continued interest of the Compliance Committee in ensuring privileges and immunities for its members and alternate members, and takes note of the Committee’s proposal to extend the eligibility for funding related to the costs of travel and participation in the Committee’s meetings to all its members and alternate members. The decision on the appeal by Croatia (FCCC/KP/CMP/2011/ L.3) takes note of: the withdrawal by Croatia of its appeal and the termination of the appeal’s consideration by the Compliance Committee.

ADAPTATION FUND BOARD The Report of the Adaptation Fund Board (AFB) and Review of the Adaptation Fund (FCCC/KP/CMP/2011/6 and FCCC/KP/CMP/2011/MISC.1) were first addressed in the CMP plenary on 30 November. A contact group was established, co-chaired by Ruleto Camacho (Antigua and Barbuda) and Stefan Schwager (Switzerland). Addressing the CMP, Adaptation Fund Board Chair Ana Fornells de Frutos (Spain) provided an update on the work of the Adaptation Fund, indicating that institutional progress has been overshadowed by falling prices of CERs.

CMP Decisions: The decision on the report of the Adaptation Fund Board (FCCC/KP/CMP/2011/L.5) looks forward to the organization of the two regional workshops to assist in the accreditation of national implementation entities.The decision on the review of the Adaptation Fund (FCCC/KP/CMP/2011/L.6): requests the Adaptation Fund Board to submit to the Secretariat, as soon as possible, after its first meeting in March 2012, its views on the report on the Review of the Interim Arrangements of the Adaptation Fund for inclusion in an information document; requests SBI 36 to consider the initial review of the Adaptation Fund; and decides to complete at CMP8 the initial review of the Adaptation Fund.

INTERNATIONAL TRANSACTION LOG This matter was first considered in the SBI plenary on 29 November. The SBI adopted draft conclusions on 3 December, which were confirmed by the CMP on 11 December. SBI Conclusions: In the conclusions (FCCC/SBI/2011/L.23), the SBI takes note of the annual report of the administrator of the International Transaction Log under the Kyoto Protocol for 2011.

COMPILATION AND ACCOUNTING REPORT FOR ANNEX B PARTIES This agenda item was considered by the SBI. On 3 December, SBI adopted draft conclusions, which were confirmed by the CMP on 11 December. SBI Conclusions: In the conclusions (FCCC/SBI/2011/L.26), SBI takes note of the annual compilation and accounting report for Annex B parties under the Kyoto Protocol for 2011.

CAPACITY BUILDING This issue was first addressed in the SBI plenary on 29 November. During Saturday’s closing plenary, the SBI forwarded a draft CMP decision, which was then adopted by the CMP on 9 December. CMP Decision: This decision (FCCC/SBI/2011/L.38) refers to the importance of taking into account gender aspects and acknowledging the role and needs of youth and persons with disabilities in capacity-building activities. The CMP invites continued provision of financial and technical resources to support capacity-building activities for the implementation of the Kyoto Protocol, addressing the following challenges: 20

Bahamas, for the G-77/China, stressed the comparatively small amount of money made available for adaptation. Several others said the accreditation process should be simplified to facilitate access. Throughout the week, parties addressed aspects of the Report of the Adaptation Fund Board and Review of the Adaptation Fund jointly. On the Report of the Adaptation Fund Board, a group of countries said that the operationalization of the Adaptation Fund has proceeded with agreed plans and with the available level of funding. Parties noted the regional workshops held recently in Senegal and Panama were viewed as “very productive” and two remaining workshops were noted for 2012, one in Asia and the other in the Pacific. Several countries expressed concern over the fallen price of CERs. On the Review of the Adaptation Fund, one country requested greater independence of the Adaptation Fund Board Secretariat. Parties agreed to forward the initial review of the Adaptation Fund to SBI 36, with a view to recommending a draft decision for adoption by CMP 8. On 9 December, the CMP adopted decision on this matter and Bahamas expressed his satisfaction with the decisions adopted under this agenda item.

ARTICLES 2.3 AND 3.14 Article 3.14 was first taken up under the SBI on 29 November, and Article 2.3 was first taken up under the SBSTA on 28 November. This issue (FCCC/SB/2011/INF.6) concerns the adverse impacts of response measures. Parties established a joint contact-group for Article 2.3 and Article 3.14 under both subsidiary bodies, co-chaired by Eduardo Calvo Buendia (Peru) and José Romero (Switzerland). SBSTA adopted conclusions and agreed to further consideration of the issue at SBSTA 36. The SBI adopted draft conclusions on the item and agreed to continue discussions of the item at SBI 36. The CMP took note of the conclusions on 9 December. SBI/SBSTA Conclusions: The conclusions of the SBI and SBSTA (FCCC/SBI/2011/L.29, FCCC/SBSTA/2011/L.21) welcome the organization of the joint workshop to address matters relating to Article 2.3 and Article 3.14; acknowledge the lessons learned from the joint workshop; and agree to continue to discuss related matters.

OTHER MATTERS REFERRED TO THE CMP BY THE SBS MATERIALITY STANDARD UNDER THE CLEAN DEVELOPMENT MECHANISM: This issue (FCCC/SBSTA/2011/MISC.13) was first taken up in the SBSTA plenary on 29 November and in informal consultations facilitated by Peer Stiansen (Norway). On 3 December, SBSTA adopted conclusions and forwarded a draft decision to the CMP. SBSTA Conclusions: In its conclusions (FCCC/SBSTA/2011/L.18), SBSTA recommends that the elements contained in the annex of its decision be incorporated into a decision on further guidance relating to the CDM for consideration and adoption by the COP/MOP. CMP Decision: In its decision (FCCC/KP/CMP/2011/L.10), the CMP, inter alia: decides that the concept of materiality should be applied in a consistent manner under the CDM; defines material information; decides on elements under the scope of materiality; and decides that the scope of the concept of materiality and the materiality thresholds shall be reviewed, based on data reported, by the Executive Board of the CDM, no later than one year after their implementation. 21

• geographical distribution of CDM project activities; • lack of technical expertise to estimate changes in carbon stock in soils; and • the need to train and retain experts to plan and implement project activities. The CMP, inter alia, decides that further implementation of the capacity-building framework should be improved at the systematic, institutional and individual levels by: • ensuring consultations with stakeholders; • enhancing integration of climate change issues and capacitybuilding needs into national development strategies, plans and budgets; • increasing country-driven coordination of capacity-building activities; and • strengthening networking and information sharing among developing countries, through SouthSouth and triangular cooperation. The CMP further: • encourages cooperative efforts between developed and developing country parties to implement capacity-building activities relating to participation in the CDM; • encourages relevant intergovernmental and non-governmental organizations to continue enhancing and coordinating their capacity-building activities under the Nairobi Framework; and • decides to conclude the second comprehensive review and to initiate the third comprehensive review of the implementation of the capacity-building framework, with a view to completing the review at CMP 12.

SBSTA Conclusions: In its conclusions (FCCC/SBSTA/2011/L.24), the SBSTA takes note of the views submitted on CCS and of the related documents prepared by the Secretariat. CMP Decision: In its decision (FCCC/SBSTA/2011/L.4), the CMP, inter alia: • adopts the modalities and procedures for CCS as CDM project activities, to be reviewed no later than five years after the adoption of this decision; • agrees to consider at CMP 8 the eligibility of CCS involving the transport of carbon dioxide from one country to another or which involves geological storage sites that are located in more than one country; • requests SBSTA 36 to consider provisions for the type of project activities referred, including a possible dispute resolution mechanism with a view to forwarding a draft decision for consideration by CMP 8; and • invites submissions by 5 March 2012 on views by parties and observers and requests the Secretariat to compile the submissions into a miscellaneous document. An annex contains modalities and procedures for CSS in geological formations under the CDM. Appendix A contains additional requirements for the CDM registry to address CCS and Appendix B includes additional requirements for CCS. ADMINISTRATIVE, FINANCIAL AND INSTITUTIONAL MATTERS: On 29 November, this item was taken up in SBI plenary for the first time. Discussions were held throughout the week and a decision was adopted by the CMP on 11 December. CMP Decision: The CMP Decision (FCCC/SBI/2011/L.27/Add.2), inter alia, calls upon parties that have not made contributions to the core budget and the international transaction log to do so without delay and expresses appreciation for contributions received from parties to the Trust Fund for Participation and the Trust Fund for Supplementary Activities.

This agenda item (FCCC/SBSTA/2011/4, FCCC/SBSTA/2011/MISC.10 and 11) was taken up in the SBSTA plenary on 29 November and then addressed in a contact group co-chaired by Pedro Martins Barata (Portugal) and Andrea García Guerrero (Colombia). On 3 December, the SBSTA adopted conclusions and forwarded a draft decision for consideration by CMP. On 8 December, during an informal stocktaking plenary, SBSTA Chair Muyungi said that after consultations, compromise had been reached on carbon capture and storage (CCS) in the CDM, while project-specific reserve and transboundary issues were referred to SBSTA 36. On 9 December the CMP adopted a decision.
