$304 MILLION BUDGET FOR FRANKSTON CITY

■ Frankston City Council has adopted its $304.82 million 2025-26 Annual Budget.

A $1.7 million Local Support Package that encapsulates a diverse range of targeted initiatives to ease the financial burden for many residents, community groups and businesses.

“The Budget reflects the continued transformation of Frankston City, underpinned by the Frankston Metropolitan Activity Centre Structure Plan and driven by key public and private sector investment such as the Federal Government’s $50 million investment in Nepean Highway and major housing developments,” said a Council representative.

Frankston City Mayor Cr Kris Bolam said Council overhauled its budget process by kicking off community consultation earlier than ever, engaged directly with over 350 sporting clubs, community groups, businesses and residents. It reviewed 53 formal submission.

“This is a budget for everyone - delivering real support where it’s needed most, while investing in the people, places and services that make Frankston City a great place to live. That’s what makes us Stronger Together,” Cr Bolam said.

LOCAL CATTLE AGENT POCKETED $235,000

■ Pakenham livestock agent Nathan Gibbon will be sentenced this month after falsely claiming cattle were bred on Gippsland properties.

Mr Gibbon pleaded guilty in the County Court to two counts of obtaining financial advantage by deception amnd one count of handling stolen goods.

Journalist Jack Colantuono of the HeraldSun reported that Mr Gibbon, 50, dishonestly obatined $209,955 by falsely representingt to Australian Global Exports that 185 cattle were vendor bred on property belonging to either Aaron Thomas or Erin Horton.

“It was later revealed that the cattle were not from that farm and Mr Thomas id not sign a National Vendor Declaration,” the newspaper said.

Mr Gibbon fraudulently gained a total of $24,750 by falsely represernting to Yarra Corporation that 25 cattle were vendor based at Mr Thomas’s Longwarry property.

Mr Gibbon’s legal representative said that his client had entered an early plea. Mr Gibbon has been bailed.

“In 2024, we gathered community feedback and ideas for the area, to understand what matters most,” said a Council representative.

“This feedback has helped shape the updates to the structure plan to support growth and development while preserving and enhancing the area for years to come.”

City of Casey Mayor Cr Stefan Koomen said: “The Berwick Village Activity Centre’s beloved village character remains at the heart of its future.

“I’m confident that the draft structure plan will ensure that improvements can be made to benefit the Casey community, while protecting the charm and unique feel of Berwick Village

“I encourage residents to participate in the next step of this engagement process and share their feedback.”

The community can see how their initial feedback helped shape the draft plan and have a say in refining the final structure plan.

The first session was hled at Pioneers Park Berwick last Saturday afternoon (June 28).

A second pop up will be held in high St, Berwick from 12 Noon-2pm on Wednesday, July 9.

■ The contract award to upgrade the Thompsons Rd and Berwick-Cranbourne Rd intersection has been announced.

Victorian family owned and operated Whelans Group Investments was the successful bidder for the project that will cut congestion and improve traffic flow for the 47,000 motorists that use the busy intersection every day.

The upgrade will remove the current roundabout and replace the intersection with traffic lights, and enhance bus infrastructure– improving driving conditions and motorist safety.

Walking and cycling paths will also be built along the intersection upgrade, offering safer travel options for all road users.

Over the coming months, crews will undertake site investigations, utility relocation and site establishment works, paving the way for major construction to begin later in the year and to be completed in

The upgrade will benefit local jobs, creating 120 direct jobs and 297 indirect jobs during these works.

The project is in addition to already completed projects in Melbourne’s south east, including upgrades to Narre Warren-Cranbourne Rd, Pound Rd West and Healesville-Koo Wee Rup Rd and Hall Rd – which have all helped to cut congestion for motorists and busy families.

Catherine King, Federal Minister for Infrastructure, Transport, Regional Development and Local Government, said: “This busy roundabout will be transformed with traffic lights, bus bays and footpaths which will have a significant flow

Sonya Kilkenny, Acting Victorian Minister for Transport Infrastructure, said: “As Melbourne’s south east continues to grow, we are continuing to make critical investments on our road and rail networks to cut congestion and slash travel times for families.”

Julian Hill, Bruce MHR, said: “Victoria was totally screwed for a decade by the Liberals on infrastructure funding. The Federal Labor Government is treating Victorians fairly by investing in infrastructure projects that are priorities for local communities."

Business hits red-tape hurdle

MLC ASKS MINISTER FOR EXEMPTION

■ Problems faced by a local Carrum Downs business have been raised in Parliament by South-Eastern Metropolitan MLC David Limbrick.

“My question today is for the Minister for Planning [Sonya Kilkenny],” Mr Limbrick told the Legislative Council.

“Shaylan, in my electorate, had started her dream business running a beauty salon in Carrum Downs called Beauty by Shaylan.

“Unfortunately, due to an oversight, it turned out that this area was zoned for hospitality only.

No pass for driver

■ A part-time bus driver has been disallowed a free pass to get to work, says Rachel Payne, South-Eastern Metropolitan MLC.

“My constituency question is for the Minister for Public and Active Transport [Gabrillee Williams]. My constituent is a resident of Clyde North. He works 30 hours per week as a bus driver.

“My constituent spends many hours and takes four car trips to get to and from work.

“Public transport would help him get to work quicker and stress free. Victorian bus drivers can apply for a free public transport travel pass; however, my constituent was dismayed to discover that he does not qualify because he is not considered a fulltime employee.

“In 2023 New South Wales changed their laws to provide free travel on public transport to all bus drivers, supporting the industry and incentivising more drivers to get behind the wheel.

■ A petition with 1258 signatures about Chelsea has been presented to State Parliament by Rachel Payne MLC.

“The petition of certain citizens of the State of Victoria draws the attention of the Legislative Council the following regarding access between Chelsea Station and the shops on Nepean Hwy:

■ Most Chelsea residents live east of the Station St/Frankston line/Nepean Hwy corridor. The shopping strip and beach are west of this corridor.

■ Chelsea station was rebuilt in 2021 as part of level crossing removals in the area.

■ The new station features a bus interchange, footbridge, lifts and central exits.

A pedestrian crossing near these on the Station St side was built.

■ However a pedestrian crossing adjacent to the footbridge, lifts and central station exit on the Nepean Hwy side was not built.

■ Instead people must backtrack via a narrow, unsheltered and unshaded fenced path to alternative pedestrian crossings well to the south or north.

■ Some people do not feel safe on this path or are physically unable to walk the added distance. Others jump the fence to avoid backtracking.

■ A direct crossing would increase visits to the shops, encourage activity especially amongst seniors and reduce risky fencejumping.

“The Petitioners therefore request that the Legislative Council calls on the Government to build a signalised pedestrian crossing on Nepean Hwy Chelsea near the station’s lift and footbridge to provide direct access to shops and services that residents and visitors need.”

PENINSULA YOUTH AWARDS

“As Libertarians we think that this kind of micromanaging of what businesses should be where is fundamentally flawed, but on this particular occasion it seems like madness.

“This business is popular and doing well, being surrounded by empty shops.

“There are opportunities for other businesses to operate there, and the residents can continue to enjoy the convenience of their favourite beauty salon.

“My question for the minister is: will you consider granting an exemption to the zoning requirements to allow Shaylan to continue operating her popular business?”

The awards also highlighted the power of youth-led community partnerships. Frankston Youth Services’ Nex Gen Leadership Group worked with Mornington Peninsula YAC to score nominations and select winners – an approach that ensured impartiality and fostered collaboration between the neighbouring regions.

The event featured a live performance from young local musician Corey Hoogendoorn, who is involved with the Shire’s Amplify program. Catering was provided by local business Happiness First. The Mornington Peninsula Youth Advisory Committee played a key role in planning and running the event, from hosting to presenting awards.

“Council's commitment to recognising the contributions of young people and celebrating inclusion is highlighted in the We All Belong Strategy,” said a Council representative.

“So my constituent asks: will the minister take New South Wales’s lead and provide free travel passes to all bus drivers?” Ms Payne said.

Casey Plan passes

■ The City of Casey has announced that the Council Plan 2025-29, the updated Long Term Community Vision 2025-35, Budget 2025-26 and other key documents were endorsed at the Council meeting on Tuesday, June 17.

Mayor Cr Stefan Koomen said: “The adoption of these documents marks a significant milestone for our new council group.

“I’d like to thank the 4600 Casey residents who took the time to share their thoughts, suggestions and feedback as part of our Shape Your City community engagement.

“Back in 2022, as the then candidate for Nepean, I met with locals who were deeply committed to protecting the public land behind the Seawinds Community Hub, and together we fought to ensure this land was not lost to overdevelopment.

“I was pleased when the Mornington Peninsula Shire ultimately resolved to leave the land untouched.

“But the work is not over, and just recently I visited the site with now-councillor Cam Williams, the Federal member for Flinders Zoe McKenzie, local residents, staff from Eastbourne Primary and other community groups. I urge the Mornington Peninsula Shire to explore every possible avenue to secure the land as designated parkland.”

■ Eastern Victoria MLC Rnee heath has spoken about the ambulance that never came to help Pakenham assaultvictim ‘Jack’.

“My adjournment matter tonight is for the Minister for Victims [Anthony Carbines]. The action that I seek is for the minister to meet with the family of Jack, the 18-year-old who was brutally assaulted in Pakenham, and explain what immediate steps the Government is taking to stop this consistent pattern of youth gang attacks.

“Jack was recently at a birthday party. He was about to head home, which he should be able to do, and he was grabbed, dragged away and bashed by a group of masked youths.

“Not only was he beaten unconscious – they filmed it, they celebrated it and they posted it online like it was a massive achievement.

“His eye socket was fractured, and he is awaiting some surgery. He now has double vision and ongoing trauma. His parents were forced to drive him to hospital themselves because they waited over two hours for an ambulance which never came.

“When Jack’s mother contacted the Premier, she heard nothing back – not a call, not even a reply. But she did hear from Victims of Crime, who told her to expect a call back within three to five days. This is not justice. This is an absolute joke,” Ms Heath said.

“From taking part in our surveys, being part of our community panel, and those who spoke to their submissions at our Special Council Meeting, I truly appreciate your time and effort.

“The vision represents our community’s aspirations and will guide everything we do – from planning new infrastructure to looking after our natural environment and designing public spaces for everyone to enjoy.”

During the final public submission period, Casey Council received 60 submissions from the community. All submissions were considered and the documents updated to reflect this feedback. This includes removing funding for a carpark at Kramer Drive, with further community consultation planned instead.

“Our community have told us what services, infrastructure and initiatives they want, and need and we listened. Our Budget 2025-26 delivers to our community in a responsible and efficient way,” Cr Koomen said.

10% rise

■ Services currently receiving an Operational and Partnership Grant from Kingston City Council will see their funding boosted by 10 per cent for the next two years, before a new tiered funding model comes into effect from July 2027.

$100,000 bonanza

■ A Black Rock man has confessed it felt like he was floating on cloud nine after discovering his entry into the Lucky Lotteries Super Jackpot draw scored him a dazzling $100,000.

The City of Bayside resident held the First Prize winning entry in Lucky Lotteries Super Jackpot draw 11012, drawn Wednesday June 25. He looks forward to a neat $100,000.

The stunned winner was in the middle of his workday when an official from The Lott broke the thrilling news.

“How about that,” he cheered. “That’s bloody great news. I’m happy I’m working from home today, as I’m so excited right now.

“It feels like I’m floating on cloud nine. I’ve been playing Lucky Lotteries on and off for years now.

“I can’t believe I’ve won the big prize.”

With $100,000 soon to boost his bank account, the elated winner had a few ideas top of mind for how he’d spend his newfound treasure.

“First priority will be taking a significant chunk out of the mortgage,” he shared.

“I wouldn’t mind upgrading my car too.”

It is alleged the occupants of the Commodore drove aggressively and forced the driver of the Porsche to take evasive action and leave the highway.

Officers attended and a car matching the Commodore’s description was spotted at a service station on Nepean Hwy, Chelsea

The Commodore drove off and police attempted to intercept the car on Nepean Hwy.

Officers stopped following the car and a cordon was put in place and vehicle immobilisation devices were successfully used on Station St, Edithvale

The car was dumped near Eulinga Avenue, Aspendale and the Air Wing was able to direct members of the Dog Squad and Critical Incident Response Team to where the alleged offenders were hiding.

A 20-year-old man from Cranbourne West and a 19-year-old man from Carrum Downs were interviewed by police and were released pending further enquires.

Cop blows .085

■ An off-duty police officer was allegedly detected drink driving in Beaconsfield on Thursday evening (June 26).

The 36-year-old female officer from eastern region entered a booze bus site on O’Shea Rd about 10.40pm.

The officer underwent a preliminary breath test, returning a positive result.

She underwent an evidentiary breath test, returning an alleged reading of .085.

She was issued a penalty notice and has had her licence suspended for six months. Professional Standards Command have been notified as is standard practice.

Fire at Springvale

■ Police will prepare a report for the Coroner following a fatal house fire in Springvale on Friday (June 27).

Emergency services were called the fire at a home on Nullawil Rd about 7.30am. A neighbour noticed smoke coming from the property and attempted to access the home.

The body of a male was found inside the property when the fire was extinguished. The body was believed the deceased to be that of the resident of the home.

Officer charged

■ A detective sergeant from southern region has been charged following an internal investigation.

The 46-year-old man has been charged with recklessly cause injury, unlawful assault and unauthorised disclosure of police information.

The charges relate to an alleged incident while off-duty in June last year.

He will appear before a magistrates’ court at a later date.

Season launched

■ The launch of the Winter-Spring season was held at Cardinia Cultural Centre last month.

“The CCC’s 2025 Winter-Spring season promises to captivate and engage audiences of all ages with a range of showstopping theatre performances, events and workshops taking over the theatre and exhibition space in the next few month,” said a Council representative.

“Cardinia Cultural Centre is our region’s leading arts and entertainment centre, and there really is something for everyone to enjoy” says Cardinia Shire Council Deputy Mayor Cr Alanna Pomeroy

“We are so pleased to be able to offer this platform for incredible local and touring artists to showcase their work and bring community together to enjoy the arts and culture alive, here in Cardinia,” Cr. Pomeroy says.

Some of the 2025 programmed artists attended the launch, including Miss Lulu Lipstick, the Drag Queen from this season’s variety show, Euphoric and The Sassy Strummers, who performed as guests arrived. Also in attendance was Robert Michael Young, a Gunnai, Wiradjuri, Gunditjmara, Yorta Yorta, Bunurong man and established artist.
