Peter’s building for the future

Co-founder and director Peter Mintern is described as the cornerstone of the Development Edge team, a fitting title for the former second-generation builder.

Peter and his family operated their own home improvement business for 10 years and he expanded into an operations manager role for a further 10 years at the business.

“I didn’t have a passion for the building as such, more the building administration,” he said.

“I did, however, have a passion for development, not necessarily land at that point of time, but development in general.”

Peter connected with Michael Lewis through mutual friends with both parties believing there was ample opportunity

“Michael had a lot of contacts and a significant connection with the industry, and by chance Russell Allen was my accountant and Peter Johnson, who’s a former project board member and solicitor at Camerons Lawyers, was heading up the Boulevard development,” Peter said.

“What evolved was Michael and I taking the lead on looking for opportunities — it really grew out of a conversation.”

“I think it’s going to be the one that’s most recognised by the community that we’ve been involved with in Shepparton,

Michael’s in good company

At certain times in life, the stars align and everything falls into place. One can make the argument that this is how Development Edge came to be.

What started as a chat between acquaintances quickly snowballed into a vision — to realise the full potential of property and become a high-quality development business in the region.

“I’d always had the idea to do something like this at some stage,” co-founder and director Michael Lewis said.

“When Peter Mintern and I were introduced we quickly realised our shared passion for development and we were both ready to undertake the challenge. It kicked off from there.”

As a previous director of Spiire Australia, Michael was no stranger to the development game.

“I was with the company for more than 20 years, starting as a project manager,” he said.

Three of us eventually purchased Spiire Australia through a management buyout and expanded the business from 120 staff to almost 400 staff

with offices in Melbourne, Shepparton, Canberra, Bendigo, Albury, Geelong, Brisbane, Adelaide, Ballarat and Gipsland to become one of the country’s largest employee-owned property and infrastructure consultants.

Michael’s knowledge of civil engineering and infrastructure facilitation, combined with his innate ability to problem solve, has been the key to success.

“With my career background, I’ve been able to work with tier one developers across Australia,” he said.

“That knowledge and skill set is where my value comes from, particularly in regards to working out how you go about developing land.”

Michael’s involvement has grown the success of the business’ portfolio and

enabled Development Edge to successfully source development opportunities and acquisitions and see them through to completion.

“My role is often identifying the opportunities and working out how we might pursue that opportunity,” he said.

When project opportunities present, I am wellpositioned to consider how a site can be developed efficiently and consider the feasibility of the site.

Michael said each team member was highly valued and it was their combined effort that delivered the diverse projects, with each development providing “different needs for the community and different types of living”.

The growing success of Development Edge gave Michael the opportunity for full-time involvement, a change of direction that took place nearly three years ago.

“It’s a passion of mine and

it felt like the logical thing to do.

“It’s become a decent-sized business with the number of projects that we’ve got and a hectic few years with land sales — we’ve probably delivered about six years of subdivisions in two years due to COVID demand.”

Michael said the team members at Development Edge take enormous pride in their work.

It is our aim to deliver profitable projects for our clients and shareholders, but we also take enormous pride in making a difference in our communities by delivering quality and sustainable developments.

“I like to think our projects offer a bit more. For example we invested significantly into the parklands and playground facility at Sevens Creeks estate.

“To see that we’ve created this space that people can enjoy is truly rewarding beyond just a job.”

Russell’s right on the money

As a former partner of Chartered Accounting firm Metzke + Allen, Russell Allen holds a wealth of accounting knowledge, the kind that any development business can consistently count on.

Using his 40 years of experience in the industry, Russell provides the accounting and auditing expertise to Development Edge to assess the financial viability of projects, projected returns and cash flows, and address the multitude of tax issues associated with property developments.

“I’ve been involved throughout the whole 10 years at Development Edge, but became more heavily involved in the past three to four years,” he said.

Russell is now one of the directors at Development Edge — a change of direction from his previous

accounting role and what he described as a “fresh venture”.

“I’ve always had interest in property development, so it was very much on the back of a new phase and a new stage of my life,” he said.

“It enabled me a little bit more flexibility for worklife balance in that regard as well.”

A balance necessary to thrive in the fast-paced endeavour of projects and proposals of a large multidisciplined business.

“Day-to-day tasks can differ

“My role is very much about managing the property development projects that we are involved with and then assessing new projects.

“This means looking at the feasibility from an accounting point of view, assessing the viability of potential projects, and then managing them from a cash flow perspective.

“I look forward to the future as to what the cash flow requirements are as the project develops.”

An innovative company like Development Edge is behind some of Shepparton

completed and upcoming residential developments.

Russell said it was impressive to see Development Edge grow in conjunction with the City of Greater Shepparton.

“To look around and see projects we’ve completed is truly rewarding,” he said.

“Shepparton in particular, but we’re also involved in Bendigo and personally managed a project in Echuca.

“Just to see the developments as I drive past after it’s been established for a few years is very satisfying.”

From law-abiding to retiring

Despite stepping back, Peter Johnson remains passionate about great residential development and the growth of the Shepparton community.

After 50 years of taking the law into his own hands, eight of which included being on the board of Development Edge, Peter Johnson has officially retired.

Notwithstanding that retirement, Peter has kept some order in the development court as an ongoing investor in current and future projects initiated by Development Edge.

“It has been a great experience for me to have participated with other industry professionals in land development projects and to witness the remarkable expertise that has been developed by Development Edge,” he said. Peter commended the Development Edge management for their community connectedness, high respectability and innate productivity.

“The success of the projects that have been undertaken over that period has been due to the skill of the Development Edge team in assessing the potential of land for development, the risks and viability of intended projects, and the negotiations for acquisition of land,” he said.

“Followed by the engagement of skilled contractors and consultants and the maintenance of strict financial controls.”

During his time working with the company, Peter’s

legal expertise contributed to the completion of some of Development Edge’s biggest project undertakings, invoking a shared sense of pride with the company’s personnel.

“I look at Development Edge initiated projects such as Seven Creeks Estate, The Vines, Providence Field and Sanctuary Park and see the excellence of the finished product — residential estates of which the Goulburn Valley can be very proud,” Peter said.

“This has been replicated in its residential estate developments in Bendigo and Echuca.”

When asked what he believes the future may hold for Development Edge, Peter communicated the company’s aspirations with the utmost respect and admiration for his team.

“I believe that the company has played a leading role in the provision of quality residential land developments in the last decade, which has been a major factor in the growth of Shepparton and of great importance to Bendigo and Echuca,” he said.

“I am confident that its influence in the growth of these

communities will continue to develop and become increasingly important and relevant to their futures.”

New office, same passion

Development Edge moved into a new office at 122 High St, Shepparton, indicating the company’s growth as it sets out to expand and broaden its business’ locality.

“We renovated the space, utilising local businesses and services to do so, and commissioned Shepparton’s Sign Creature to put up signage,” Michael said.

The company’s decision to contract Sign Creature is an essential move to get the Development Edge name out and create a brand presence and awareness. Development Edge has previously focused on property development and hasn’t put much effort into promoting itself.

However, the move into a new office space and the

installation of signage is a sign itself that Development Edge is looking to expand and broaden its business recognition.

“A lot of what we’re looking to do is let landowners in particular and people looking to do projects themselves know that we can help them,” Michael said.

“We don’t just buy land and we’re not seen as

competition. We can work with the landowners in different ways to help them — Development Edge can help fund projects and have access to funding, have the skill set to deliver it for them, and we’ve got relationships with the authorities and are connected to industry.

“That’s where the value comes from working with us.”

However, for the team at Development Edge, utilising local businesses, trades and services is of the utmost importance for their own business to soar.

The Shepparton-based company prides itself on providing an economic boost to the area by engaging only local contractors for the various stages of each project.

Development Edge director Peter Mintern said the employment of local businesses stretched across a broad spectrum of services — accounting firms, conveyancers, legal firms, engineering businesses, civil contractors and landscaping.

“The choice to utilise local knowledge and expertise

is very much deliberate,” Peter said.

“By creating those connections we’re well aware of what a big subdivision can do to benefit the local economy, and making sure it’s in-house is very important to us.”

“THE PROCESS OF BUYING LAND SHOULD BE EASY”

How long does the process take to buy a block?

Generally, it takes a few weeks from when you have chosen your preferred block. Once you make the formal commitment with a Real Estate Agent, then signing contracts will only take a couple of weeks. Keep in mind that the time frame for financial approval can vary from bank to bank. Depending on your settlement terms (when the bank transfers the full amount your borrowing), your settlement date can be 30, 60 or 90 days from when your finance is approved.

What does “Taking an Option” mean?

“Taking an Option” means to put a block on hold, generally for 7 days. This gives you time to arrange and confirm your pre-approved finance, find a solicitor/ conveyancer, obtain quotes from a few builders, arrange a house sighting on your preferred block with your builder, or simply give yourself time to think if you would like to live in that estate.

How much deposit do I generally need to purchase land in an estate?

Normally around 10 per cent. This may differ due to different bank requirements. It’s important to note, that if you borrow under 80 per cent of the value of the land, generally you won’t incur lenders mortgage insurance.

What is the time frame for Settlement on a block?

Settlement takes place once your block is titled. You then have the option of a 30, 60 or 90 day settlement. If it is not yet titled, settlement will take place 14 days from title release.

When are titles released?

Titles are released after civil works have finished. Then it needs to go through local and State Government regulations, which generally take a month after civil

Preferably from the very start! As soon as you want to purchase your block, the Real Estate Agent will ask who your solicitor is. Don’t worry if you don’t have one, you can take an option to find a solicitor to review your contracts and look after your best interest, or the Real Estate Agent can recommend some for you to consider.

As long as you have enough for a deposit, you can put an option on it while you see a bank / broker and get pre-approval. Bear in mind, the banks have many requirements that need to be satisfied.

Do I need any insurance once I buy a block?

It depends! If you are not wanting to build straight away it could be helpful to get public liability insurance, which would cover you if anyone were to hurt themselves on your long-term vacant block. If you are building straight away, it wouldn’t be essential to obtain any.

Are there any extra costs when buying land?

There will be legal fees, stamp duty and potentially fencing contribution, on top of the purchase price of the block.

What is a Covenant?

A Covenant is an agreement between the purchaser and the developer that have strict guidelines or restraints on how you build your home. A Covenant dictates the following; the size of your building, shed size, colours and materials of your house, extensions and fencing colour and height, even how many pets you can have. It’s very important to read and discuss this with your builder and solicitor / conveyancer as they can vary across different Estates.

What is an Easement?

Easements are a section of land registered on your property title, which normally gives a government body like GV Water the right to access that section of the land for a specific purpose (even though they are not the land owner). Generally, this will only be drainage Easements that you will worry about on a block of land as that’s the only thing going into the ground, but another reason could be a shared driveway. You can build over Easements, but there are strict guidelines to what you can build, and you also need permission to do so. You’ll need to clarify these Easements with your solicitor prior to signing, as it may restrict you from building what you want. Although normally it isn’t a problem as Easements are very common and required in Estates that are connected to town sewerage.

The project, which began in 2015, has been a labour of love for the developers and investors who had the vision to transform the area into a thriving community. The original development, comprising Stages 1 to 17, was a resounding success. It provided a mix of affordable and premium housing options, catering to the needs of diverse households.

The community’s popularity drew the attention of Ross and Heather Gange, who entered a joint venture in 2019 to add Sevens View.

The addition of this stage, with its 15 lots, provided a spectacular view of the surrounding landscape and

was quickly snapped up by eager buyers.

Family in ‘Seven’ heaven

As the plastered walls ascended upward from the stability of its foundation, so too did Poppy Heggart. The now two-year-old has grown in perfect synchronisation with her family’s “forever” home, and the anticipation of it all is not lost on her.

Wide eyes scan her surroundings — a pile of bricks, spirals of wires rendering the fenceline, and, in the centre of it all, there it stands — the bones of the house she will call home very soon.

It’s been a long time coming for the family to call Seven Creeks Estate home, but they know it will be worth the wait.

Mitch and Cayla have been told their move-in date will be the end of May to the start of June, but after becoming experts in the waiting game, Cayla is happy for it to be the latter.

“I’m telling myself June, if it’s any earlier it would be fabulous,” she said.

“We purchased the lot before COVID and of course that pushed the timeline back.”

The couple said they went into settlement in June 2022 and waited in the wings in anticipation until October to begin the build.

Between their speedy advancement and simple process, the work by Development Edge, combined with Gagliardi Scott Real Estate, exceeded Mitch and Cayla’s expectations.

“I was really impressed. One of my friends has had an experience with a block of land that’s been sitting there for 12 months and still hasn’t been titled,” Mitch said.

“Whereas with us, when papers were finalised, it was titled straight away.”

Since then, progress has accelerated and will continue to do so until it reaches the family’s fully realised heavenly abode.

At present, the house is borderline bare, but it opens up a window of opportunity, or it will when all the windows are firmly secured.

“One of the main features is the ‘cove’ in the middle. You can use it for a courtyard, but we’ve envisioned a

pool for the area. That way, the house is based around it and you have the view of the water, something pretty to look at, from the bedrooms and the main area as well,” Cayla said. The couple said they went “full throttle” with the build, unafraid to make it their own notwithstanding tradition.

“The two smaller bedrooms are at the front of the house instead of the master suite,” Mitch said.

“Our master suite is positioned towards the back of the house, which confuses a lot of people because typically it’d be the opposite.”

The 3.2 m ceilings in the dining area make the space feel expansive, opening out to the aforementioned swimming pool on one side and the alfresco area on the other.

The couple’s backyard is up in the air, factoring in a mischievous puppy that may dig up the ground.

The word ‘puppy’ may be a slight understatement though — Cayla said it must be a backyard fit for their “size-of-a-horse” groodle.

Maybe grass? The couple agrees.

As for the front, “It’ll be brick, rendered and painted the same colour, with the rest weatherboard,” Mitch said.

Their block takes in views of serene parkland on one side and neighbouring estates on the other, and the proximity to Kialla’s Emerald Bank will prove advantageous for future breakfast dates and holiday activities.

“I don’t see us going anywhere,” Cayla said. “There’s no place like Sevens.” Poppy looks up at her little brother Diesel, nestled in Cayla’s arms with only a tiny coo or caa escaping his lips.

She’s ready to get in the car now, to drive past the playground her and her brother will have great use of I’m sure and come to the intersection of the Goulburn Valley Hwy.

They’ll leave the Hollywoodesque sign spelling SEVENS in the rear-view mirror for now, but it will be her calling card to home in no time.

“My interest in planning and land development began at a young age, sparked by my father’s work as a civil engineer and surveyor. I spent weekends and school holidays visiting sites with him and working in his office,” Jane says. “Combined with my love of geography and curiosity about social behaviours and movements, I gravitated towards planning as a natural fit.”

She has enjoyed the opportunity to contribute to the prosperity of the Goulburn and Murray regions since joining Spiire in 2000, from working on the development plans for Shepparton’s northern and southern growth corridors more than 20 years ago, to more recent work including integrated residential neighbourhoods, expanding Melbourne University’s local facilities for Rural Medicine students, and facilitating growth of key industrial and commercial businesses.

ITALIAN HERITAGE BROUGHT HOME BROUGHT

Development Edge worked with the Bolzonello family to negotiate a purchase of their property and at the same time celebrate the family’s history as part of the Sanctuary Park Estate by naming the stage of the development ‘The Bolzonello Release’. An entry statement has been incorporated into the development to celebrate the family’s original ownership of the site.

Dear Michael and Peter, Lino Bolzonello was born on August 20, 1934 in the small town of Montebelluna, Italy and was one of seven siblings.

Lino was a hard worker and after travelling throughout Europe as an apprentice carpenter, ventured overseas via ship to Australia in 1956 at the age of 22.

Without understanding a word of English, Lino ported

in Cairns before travelling on to Innisfail, Queensland to work on the sugarcane plantations. The money was good but the work was very hard.

After years of cutting cane, Lino travelled to Melbourne to work on the sewerage pipes and then finally caught a taxi to Shepparton where he met and married his beautiful wife, Iolanda.

Together they worked hard and raised a family

of three daughters while saving money to buy and build their two-storey home on an 11 acre property in Marlboro Dve, Kialla in 1980.

Lino and Iolanda took great pride and joy in developing this once barren property into what became an escape to paradise with an established garden, a mini orchard comprising of various types of fruit and nut trees and, more importantly, a mini enclosed vineyard in which Lino

grew an abundance of red and green grape varieties, those predominantly being Cabernet, Merlot and Shiraz.

Lino spent a lot of his spare time making and perfecting his own wine with a custom-made wine press and enjoyed his own private collection of fine wines which he generously shared with family and good friends.

This with the extensive

vegetable garden, free-range chickens, beef cattle and the occasional sheep or two, the property was not only beautiful but self-sufficient.

It was always Lino’s dream to have his home and his cherished empire respected and appreciated for years to come and although he sadly passed away on September 27, 2009 at the early age of 75, it became his wife’s and daughter Louise’s legacy to have Lino remembered as the kind

and generous man that he was and the Italian heritage that he brought to Australia and to the Sanctuary Park Estate.

Without the patience and the assistance of Michael and the dedicated team at Development Edge, this dedication and appreciation of The Bolzonello Release could not have become a reality.

They not only listened and understood our emotional attachment to the property,

but promised to give this development the respect and tribute that it and my father deserved.

Not only has The Bolzonello Release been developed with class and style, but it is located adjacent to Bolzonello Park overlooking scenic bushland filled with Australian flora and fauna. I would have no hesitation in dealing with Development Edge again in the future should the situation arise, not

Creating opportunities for families to enjoy a relaxed, rural lifestyle was the motivation behind retired dairy farmers developing a portion of their land for residential housing.

John and Mien Tielen, both long-serving members of various community groups in Tallygaroopna, entered into a partnership agreement with Development Edge to establish Woodlands Estate in the small town.

All 15 Lots have been sold with a number of houses now constructed.

The Tielens have owned their 283 ha property for 26 years and the balance is still used for agriculture, offering the residents of Woodlands a unique rural outlook.

“Over the years people have approached us, wanting to buy a block of land, but we

were busy running the farm and didn’t really have time for that,” John said.

“We have a friend in Shepparton who has been involved in residential development and he helped us by pointing out all the positives and negatives and suggested we approach Development Edge.

“When we first met with Peter (Mintern) and Michael (Lewis) there was open communication and trust, we felt really comfortable with them.”

The Tielens said they would never have contemplated the development on their own, as the thought of dealing with design engineers, council and other utilities was time consuming and daunting.

Development Edge allowed them to retain some level of involvement in the project. Named after the stands of mature trees that are dotted around the property, Woodlands offers large blocks of 2000 square metres-plus allowing plenty of space for children to play, a large shed and even a vegie patch.

What is a soil test?

Soil testing or residential site classification is essential for residential dwellings in order to understand the subsurface conditions before foundations can be designed. BM Civil Engineers brings decades of experience to its soil testing services, providing peace of mind for homeowners that foundations will be appropriately designed for the site. What is a footing design?

The couple is proud the development is contributing to the growth of Tallygaroopna.

“If nothing happens in a small country town for 20 or 30 years the town will just bleed to death,” John said.

“They where really passionate about helping get the event back up and running.

The event was a spectacle of athleticism, drawing crowds of cheering fans and showcasing the best the community had to offer.

Overall, Development Edge has been a true ally of the Shepparton community, consistently stepping up to support worthy causes and events.
