In 2018, the state Supreme Court imposed strict limits on classifying workers as indepen dent contractors, rather than payroll employees, giving unions a huge win. The Legislature took up the issue in 2019, haggling for months over which industries would be exempted from the Supreme Court’s standards. Most notably, legislators refused to exempt drivers for delivery and ride-share companies such as Uber and Lyft.

Is this really a moonshot, though? The cost of the Gemini program

The California Legislature, at times dom inated by progressive Democrats, and Gov. Gavin Newsom enact legislation that targets specific industries and the industries respond with ballot measures to overturn or modify what the politicians have wrought.

That’s why public support for generous K-12 educa tion, college loans and grants and Social Security and Medicare remains so Traditionalstrong.conservative think ing fights against these sentiments rather than works with them. Work ing-class voters enjoy tax cuts, but they like generous programs that help them more. They would not be anywhere near as well off without the social insurance and social welfare programs initiated by the New Deal. They have never been willing to go back on that innova tion, as shown by Barry Goldwater’s crushing 1964 defeat and the continu ing unpopularity of former House speaker Paul D. Ryan’s proposed entitlement

We’re about to see a third ballot clash over progressive legislation and it could be even moreOnexpensive.LaborDay, Newsom signed Califor nia labor unions’ highest priority bill, creating a 10-member Fast Food Council to regulate working conditions in fast food outlets and raise workers’ wages to as high as $22 an hour with cost-of-living adjustments thereafter. Newsom said it “empowers our workers.”

Biden chose Monday to make this speech because it was 60 years to the day that President John F. Kennedy made his famous speech calling for America to land a man on the moon and bring him home within a decade.

CALMATTERS COMMENTARY

Some conservatives get it. Two groups founded by Trump admin istration alumni, the America First Policy Institute and Center for Renewing America, are on board with Cotton’s bill. But the traditional heavyweights remain on the side lines. The Heritage Foundation has not yet taken a position, and schol ars from the American Enterprise Institute and the Hoover Institution have not yet commented. Their seals of approval would signify that the party’s traditional sources for exper tise understand the need for change.

A day after Newsom signed the legisla tion, Assembly Bill 257, a coalition called Protect Neighborhood Restaurants filed paper work with the attorney general’s office to place a referendum on the ballot that, if successful, would overturn the law.

Idea could make GOP a working-class party

Conservativereforms.successes, such as the 1996 welfare reform bill and Ronald Reagan’s presidency, have arisen only when they work within the New Deal consensus to intro duce more freedom and personal responsibility.Therecentexperience in Alaska makes this point crystal clear. Republican Gov. Mike Dunleavy took office in 2019 facing a massive budget deficit. He proposed to close it by slashing government spending, something one might expect redstate voters to like. He also offered voters a huge carrot: He restored full funding for the permanent fund div idend, an annual payment funded by the state’s oil revenue that goes to every Alaska resident regardless of age. That would have increased the yearly check by $1,400 per Alaskan, or $5,600 for a family of four. But Alaskan legislators refused to go along because of the proposed spending cuts, and four years later,

Cotton’s American Workforce Act is an idea that’s time has come. Let’s hope other Republicans see the light.

The United States has a history of huge world-changing achievements. We laid the first trans-oceanic cable in 1858, were first in flight in 1903, completed the Panama Canal in 1914, built the world’s first nuclear reactor in 1942, invented and arrayed 24 sat ellites for GPS from 1973 to 1993, laid the groundwork for the internet, invented cellphones in 1973 and yes, there was that moon landing in 1969. Since the moon landing, we’ve refer enced it as a metaphor for American will and ingenuity.

Two Washington-based groups, the Interna tional Franchise Association and the National Restaurant Association, co-chair the coalition.

Cotton’s bill would do that while adhering to traditional conserva tive values. It would funnel the new voucher to employers rather than government-run community colleges. And it would provide enor mous flexibility for businesses to design appropriate training pro grams. No top-down, one-size-fits-all approach here.

The stakes are high. If the law survives the industry challenge, it could have far-reaching effects on other franchised industries by estab lishing a new assumption that franchises are merely outlets for their parent companies, not stand-alone businesses.

The thing that is most troubling is the portion of Biden’s speech that dealt with bipartisanship. Can we do anything devoid of partisanship? As he pointed out, cancer respects no man, woman, child, religion, politics, race, sexual identity, socio-eco nomic status or country. According to the National Cancer Institute, 4 in 10 of us will develop cancer in ourYearslifetimes.ago, when I had to go in for weekly iron infusions, I’d share the room with many people undergoing chemotherapy for cancer.
