County joins Solano cities’ 2x2 Homeless Committee Todd R. Hansen

THANSEN@DAILYREPUBLIC.NET

FAIRFIELD — Solano County Supervisors Mitch Mashburn and Jim Spering on Tuesday were officially appointed to the Regional 2x2 Homeless Committee created by various cities to address shared issues on the MASHBURN houseless problem. By all intent and purposes, Mashburn and Spering – with the endorsement of board Chairman John Vasquez – had already self-appointed themselves as a kind of ad hoc committee, and have moved forward on turning the Community Action Partnership of Solano JPA into the SPERING policy board. One of the big policy changes being considered is authorizing the CAP Solano board to construct shelters and related housing, See County, Page A8

FAIRFIELD — Supervisor Mitch Mashburn was not on the board the last time the issue of how long the Pride flag should be allowed to fly at county sites was addressed. He wondered Tuesday why the board would recognize the full month of June as Lesbian, Gay, Bisexual, Transgender and Queer Pride Month, but only fly the rainbow flag for a week. “2022 is the 24th year of the Solano County LGBTQ Community coming together to show our pride in Solano County through service and support of the LGBTQ community, in the organization known as Solano Pride Center,” the resolution adopted by the board states.

HOUSTON — A gunman walked into a Texas school Tuesday and killed at least 19 people, including 18 children, in another mass shooting in an America that daily buries victims of gun violence amid divisive political debates over Second Amendment rights and the gaze of disbelief from the outside world. The killings in the predominately Latino city of Uvalde were – as happens so often – the work of a lone man who took unsuspecting lives in a barrage of gunfire. Officials say Salvador Ramos, 18, carrying a handgun and possibly a rifle, entered Robb Elementary School in the working-class city of about 16,000 people approximately 80 miles west of San Antonio. policy,” Spering said at the time, adding, “And, you know, the objection is not that we fly the flag, but the length of time.” Supervisors Erin Hannigan, who presented the resolution Tuesday, and Monica Brown, voted against the limitations four years ago and seemed eager to lift the restriction if the opportunity is presented. The 2018 decision was not received well by some of the gay community leadership. “I would ask that you would reconsider flying the flag and not yield to bigots who may have approached you earlier, because that is nothing but an approach of bigotry in our county that we are trying so hard to fight,” said Thomas

KYIV, Ukraine — As the conflict in Ukraine enters its fourth month, Russian troops appeared Tuesday to be on the cusp of a breakthrough in the disputed Donbas region, with Ukrainian President Volodymyr Zelenskyy warning of difficult weeks ahead. Russian forces have launched a campaign to encircle Severodonetsk – the easternmost point of the Donbas still under Ukrainian control – along with its sister city, Lysychansk,

just to the south. By Tuesday morning, after days of withering artillery duels along the eastern front, Russian troops were reported to have seized portions of Lyman, a town roughly 30 miles west of Severodonetsk, and blitzed into the village of Zolote, south of Lysychansk. Those attacks and a Russian stab from north of Severodonetsk form a three-pronged offensive to take the city. “The intensity of fire on Severodonetsk has increased by multiple times – they are simply destroying the

city,” Luhansk Gov. Serhiy Haidai said in a TV interview. He echoed Zelenskyy’s overnight

The resolution notes some of the history, progress that has been made and some of the challenges left to overcome. Flag ceremonies are scheduled for 9 a.m. Wednesday at the county government center, 675 Texas St., in Fairfield, and at noon June 1 at Fairfield City Hall, 1000 Webster St. The board agreed to bring back the flag policy in the future. There was a heated debate the last time it was considered, and on a 3-2 vote in May 2018, with current Supervisors John Vasquez and Jim Spering joining former Supervisor Skip Thomson in limiting how long the Pride flag can be displayed. “We don’t do it for the MIAs (Missing in Action), we don’t do it for veterans, we don’t do it for public safety and we really don’t have a
