VALLEJO — Politicians, veterans and residents gathered Tuesday at the Vallejo Veterans Memorial Park to honor the 80th anniversary of Japan’s attack on Pearl Harbor, which launched our country into World War II and the world into history’s bloodiest battles. News of the attack came to Mare Island via morse code: “Air raid on Pearl Harbor. This is not a drill.” The hour-long ceremony Tuesday featured presentations from a Mare Island Navy Yard Association representative as well as officials from the offices of U.S. Rep. Mike Thompson and Assemblyman Tim Grayson. State Sen. Bill Dodd read a proclamation on behalf of Gov. Gavin Newsom, asserting that the relationship today between Japan and the U.S. is one of friendship. “We are allies,” Dodd said. Indeed, Hiroshi Kawamura of the Consul General of Japan, San Francisco, addressed the crowd. He rose, took two respectful bows to the audience and said he was “deeply honored” to commemorate the occasion. “We offer condolences to those who lost their lives on Dec. 7, 1941,” he said, adding that World War II remains one of the “most tragic” chapters of his nation’s history.

Kawamura expressed gratitude to the U.S. for not only delivering supplies to its people in the chaotic days after the war’s end, but for helping the country shift to democracy and thrive under it. “Once bitter enemies,” he said, the two countries now share an alliance that is “rarely found anywhere else in history.” Vallejo Mayor Robert McConnell also spoke. “Today the world is faced with challenges where diplomacy must succeed,” he said, pointing to current tensions in Taiwan and Ukraine.

“During our moment of silence, remember that the attack crippled or destroyed nearly 20 American ships and more than 300 airplanes; 2,403 sailors, soldiers and civilians were killed and about brown 1,000 people were wounded,” Brown said, reading off a prepared statement. She also called on her

World War II veteran E. Paul Ball took the stage to say a few words as well. Ball said that the “day of infamy” should also be called the “day of bravery” as eight U.S. battleships were destroyed and 2,403 Americans died. He pointed out that remains from sailors killed that day are still being identified to this day. Vallejo resident Marilyn McElhaney came to the memorial to pay her respects. She told the Daily Republic a story about her own family’s experience on that day.

Bob Dole, wounded in Italy during the war, worked to pass the Americans with Disabilities Act,” Brown said. “He led the effort to raise funds to build the World War II Memorial in

the division of the city “outrageous,” saying it will weaken the residents’ voice at the county level. It is an assertion Spering disagrees with, arguing it is “a real advantage to having two supervisors.” He noted his experience as Suisun City mayor, and particularly during redevelopment of the downtown area. The disagreement was the only spark during the public hearing, which ended with the supervisors introducing the ordinance setting the new district boundaries. The board will take final action next Tuesday. Suisun City was included in a single district in one of the earlier versions of the map, but Spering objected to a border that did not follow the entirety of Air Base Parkway, which See District, Page A9

FAIRFIELD — Suisun City Councilwoman Wanda Williams is not very happy, but one of her constituents is thrilled with the new Board of Supervisors district map that is set for approval. The new boundaries keep Suisun City divided between the 3rd and 5th Districts – and George Guynn Jr. could not be happier. He even managed to take a jab at Supervisors Erin Hannigan and Monica Brown in expressing his delight that the city will continue to be represented by both Supervisor Jim Spering (3rd District) and Supervisor Mitch Mashburn (5th District). “(Districts) 1 and 2, I don’t think I would be as happy with. I don’t think I would get the things I’m looking for,” Guynn said. the 1st District is Hannigan’s turf, while Brown represents the 2nd District. But Williams called

Top Democrats and Republicans signaled Tuesday they had clinched a deal to raise the country’s debt ceiling, settling on a complicated legislative maneuver to help them stave off another high-stakes battle and prevent the U.S. government from experiencing a catastrophic default. The apparent compromise arrived eight days before a critical fiscal deadline, averting what would have been another political and economic crisis. Senate Majority Leader Charles Schumer, D-N.Y., and Senate Minority Leader Mitch McConnell, R-Ky., each expressed a measure of confidence that they had the votes to proceed with their plans, while Speaker Nancy Pelosi, D-Calif., put the House on track to adopt the measure Tuesday evening. The deal itself does not directly raise the debt

ceiling but rather sets up a smoother process that allows Democrats in the narrowly divided Senate to accomplish the task without GOP support. The two sides had been at loggerheads over the issue for months, with Republicans refusing to lend their must-have votes to raise the borrowing cap, in protest of President Joe Biden’s economic agenda. Democrats decried stance, Republicans’ especially since the party provided the votes necessary to address the debt ceiling even when President Donald Trump pursued policies they disliked. In the end, though, GOP lawmakers at least paved the way for Democrats to meet the fiscal deadline without risk of disruption or delay, potentially by raising the cap high enough to last through the 2022 midterms. “We feel very good about where we are headed,” Schumer told
