The following description summarizes the aforementioned ordinances to be adopted by the City Council:

Affordable Housing Ordinance. The proposed Ordinance will amend Davis Municipal Code Section 18.05.060(B) (10) To Add Text That Allows Greater Flexibility In Considering Affordable Housing Proposals That Provide Transitional, Supportive, Or Other Services. The purpose of the proposed ordinance amendment is to allow the City Council the ability to adjust the amount of required affordable housing units for projects that provide an alternative that includes transitional, supportive housing or related housing services that help serve low income-households and address or reduce housing insecurity, as determined by the City Council. The amendment is intended to support the Plaza 2555 project’s proposal to provide approximately 1-acre land contribution to the Yolo Crisis Nursery (YCN).

Rezone for Planned Development. The proposed Ordinance will amend Davis Municipal Code section 40.01.090 for the the approximately 7.34 acres of parcels located at the northern corner of Research Park Drive and Cowell Boulevard (APNs: 069-530-030 AND 069-530-031), and rezones it to Planned Development (P-D) #1-17. The purpose of Planned Development #1-17 (R-HD) is to establish a planned development district with the base zone of Residential High Density that principally allows Plaza 2555 multi-family residential uses, which would serve the following goals:

a) Provides for a portion of the city’s housing by providing market-rate and affordable housing units of various sizes and designs near existing mobility infrastructure; b) Satisfies a portion of the City’s need for market-rate and on-site affordable housing units through infill development; c) Stabilizes and protects the residential character of the district and the surrounding area; d) Promotes and ensures that the new residential uses will be in harmony with the existing and surrounding neighborhoods; e) Respects the privacy of adjacent uses and properties through reasonable setbacks, architectural design and general landscaping plan; and f) Encourages alternative modes of transportation and promotes energy and resource conservation.
