BY L A R A F R IE D L A N D E R A t a m e e tin g last Saturday, th e F édération d e s É tu d ian tes et É tudiants d u Q u eb ec (FEEQ) u n a n im o u sly v o te d to s u e the g o v e r n m e n t o f Q u é b e c for im p o sin g tu ition fee h ik es last year.

T he core o f FEEQ's case w ill b e that th e g o v e r n m e n t is im p e d in g stu d en ts' right to an ed u ca tio n as ex p ressed b y the C h a r te r of R ig h t s and F reed om s.

"Our a rg u m en ts are v alid e n o u g h to h a v e a c h a n c e [t r a n s la t e d ] ," s a id FE E Q President N ico la s P lou rd e to the d e le g a te s rep resen tin g several u n iv ersities in c lu d in g M cG ill, l'U n iversité d e M ontréal and l'U n iv e r s it é d e Q u é b e c à C hicoutim i.

P lo u rd e e x p la in e d to the t w e n t y - f iv e d e le g a t e s a n d ob servers that la w y e r s from M c G ill, l'U n iv e r s ité de M ontréal and the p riv a te sector had b een co n su lted and that

th e ca se w o u ld n o t b e throw n o u t o f co u rt. H e sa id the e c o n o m ic r ig h t s o f th e in d iv id u a l h a v e n o t y e t been ex p lo red b y the S u p rem e C ourt a n d th e c a se w o u ld h a v e "enorm ous" ram ifications in su ch areas a s social serv ices and co n stitu tio n a l law .

"There co u ld b e a p o ssib ility o f b a r g a in in g [ w it h th e g o v e r n m e n t ] b e c a u s e th is d e c i s i o n m ig h t lim it th e g o v e r n m e n t's p o w e r in other areas," sa id P lou rd e.

T h e leg a l firm , R obinson, S h e p p a r d , B o r e n s te in a n d Shapiro, offered to rep resen t FEEQ in it s s u it .

"W e then m u ltip lied th ese 2,000 stu d en ts b y the actual increase this year, w h ich is $450, an d cam e u p w ith a n eed ed fig u re o f $900,000. T his a m o u n t r e c e iv e d u n a n im o u s verb al con sen t from the com m ittee, but n o w SSM U h a s w ith d ra w n its support," sa id Darier.

A ccord in g to M orisset h o w ­ ev er, the c o m m ittee c o n clu d ed that m ore than 2,000 stu d en ts w o u ld n eed financial a ssistan ce after the fee in crease and there­ fore agreed to a con trib u tion o f $1.2 m illio n . "$900,000 is w h a t it takes to m ain tain the sa m e lev el o f fi­ n ancial aid. W hat w e h a v e to a ssu m e is that m ore than 2,000 stu d e n ts w ill require so m e fi­ n ancial a ssista n ce a s a resu lt o f th e fee increase. A fter y ea rs o f n eg o tia tio n s, C an ad a's n a tiv e p e o p le h a v e g o n e to the barricades (in th e grand rev o lu tio n a ry sty le) to force a reso lu tio n to their d isc u ssio n s o f n a tio n h o o d . M eech Lake w a s stalled b eca u se the p ro cess b y w h ich the accord had b een reached d id not in c lu d e co n su lta tio n w ith the p e o p le w h o w o u ld b e a ffected b y the ch an ge.

T o g en era lize, the p e o p le w h o h a v e b ro u g h t a b o u t th ese s w e e p in g ch a n g e s in C an ad a - n ev er m in d E urope are p e o p le w h o h a v e b een co n sid ered "the d isem p o w ered ."

'W ho exactly are the d ise m p o w e r e d , an d w h y ? ' is a q u estio n that h as been a sk ed b y h istorian s th ro u g h o u t tim e. "The p h ilo so p h e r s h a v e ex a m in ed th e w o rld in m a n y w a y s - the p o in t is to ch a n g e it, " w ro te Karl M arx. For so m e reason , th is year, there h as b een a su d d e n ch an ge.

h a p p en ed is a p ecu lia r one: p e o p le are h o ld in g p o liticia n s accou n tab le. A n d elite p o litics is fad in g. That is a p ro cess that can h a p p en on all le v e ls o f so ciety .

W ith in th e structure at M cG ill there are o n ly lim ited p o ssib ilitie s for stu d e n t input.

Yet in the w o rk that w e d o, there are d a ily c on fron tation s w ith q u e stio n s o f eth ics and w ith th e p o w e r structure.

S tu d en ts o n ly m ak e u p on ee le v e n th o f th e Board of G o v ern o rs, y e t corporate in terests m a k e u p a lm o st half.

S tu d en t rep resen ta tiv es are rela tiv ely accessib le, b u t their a cco u n ta b ility and their a b ility to co m m u n ica te w ith stu d e n ts b e tw e e n e lectio n s can b e q u e stio n e d . Since m o st c o u n cillo rs run for o n ly on e term , w h a t h a v e th ey g o t to lo se if th ey are in com p eten t?

H o w can w e m ain tain the q u a lity o f o u r representation?

S h o u ld th ey co m e talk to us?

O n O ctober 23rd, 24th and 25th, stu d e n ts across the p ro v in ce (in c lu d in g u s at M cG ill) w ill g e t a ch an ce to v o te o n a d h e sio n to the n e w fed eration . T his referen d u m at M cG ill w ill set th e ton e o f p o litic s o n c a m p u s for the 1990's. A t stak e is M cG ill's fu tu re w ith in the Q u eb ec stu d e n t m o v em en t.

It h as b e e n a lo n g sta n d in g M cG ill tradition to stay a lo o f from p ro v in cia l stu d en t p o litics. Run organizers hope for a strong McGill turnout

The Terry Fox Run is an a n n u al fu n d -raisin g ev en t for cancer research h eld across C anada and in 22 cou n tries w o r ld w id e .

Terry Fox, to w h o m the run is d ed ica ted , .lost h is right knee to cancer at the a g e o f 18. H e d ecid ed to run across C anada in h is M arathon o f H o p e to p ro m ote cancer research and to g iv e en co u ra g em en t to other cancer victim s.

A fter 5000 km o f training, he started his run on A pril 12,1980 b y d ip p in g h is artificial leg in

the A tlantic O cean at St. John's N e w fo u n d la n d . A fter co v erin g 565 km in the co u rse o f 5 m o n th s, on S ep tem b er 1,1980, sev ere ch est p a in s forced h im to en d h is run. D octors d isc o v ­ ered that the cancer had spread ton b o th h is lu n g s. Terry d ied on June 2 8 ,1 9 8 1 , h a v in g raised m ore than $24 m illio n for can­ cer research.

O n Septem ber 2,1980, Isadore Sharp, p resid en t o f Four Sea­ so n s H otels, telegram s the fox fam ily w ith a co m m itm en t to o rg a n ize an annual fu n d -rais­ in g run in Terry's n a m e, to co n tin u e his figh t a g a in st can ­ cer. T he run started in S e p tem ­ ber 1981 and th e n u m b er of participants has increased ev ery year since.

In s t r u c t io n a l A t h le t ic P ro g ra m F a ll 1 9 9 0 The instructional Athletic Program provides an opportunity to use the Athletic Facilities and to acquire or improve athletic skills. Members of the staff of the Department of Athletics, as well as qualified part-time instructors, teach in the program.

Courses are open to all FULL-TIME McGILL STUDENTS, STAFF, FAC­ ULTY, and GRADUATES holding a gym membership card (available in the General Office of the Currie Gym) may also register for courses at the members' fee.
