Cyclical Review Committees Presently there is a systematic cyclical review of all Academic units in the various faculties on a five year basis.

The objectives of the University in conducting these reviews are the improvement of programs, the establishment of priorities and the allocation of resources.

by Michèle Dupuis That the M cCill Daily may become a 'daily' newspaper again is one of the four Daily questions to be voted on in an upcoming referendum on October 21.

The first question asks students to pro­ vide the Daily with a one dollar increase in fees per student per semester. Mike Cordon, Senior News Editor of the Dai­ ly, stated that the Daily needs the money to live up to its agreement with the Board of Governors to publish at least 100 issues a year. Gordon also noted that the most student newspapers have more advanced typesetting equipment, higher honoraria for their editorial staff and lower advertisement/copy ratios.

Joe Heath, News Editor, told the Tribune that the fees charged by the Dai­ ly are the lowest of all Canadian univer­ sities and that although the extra dollar was not optimal, it would "be enough to squeak back to a daily newspaper."

Daily To Live Up To Its Name? the Daily needed the money but stated that " if students vote yes to the increase they should support six members to the Board and eliminate the staff veto.” Two of the four questions on the ballot per­ tain to whether the staff veto should re­ main and the possible decrease of the number of the representatives on the DPS Board to four from six.

The inclusion clause included in sec­ tion 5.4 of the Daily's constitution, or the staff veto, stated that any vote on the Board regarding personel, budget bylaws or the Constitution require that at least one member of the Daily staff representatives on the Board support the resolution, otherwise it cannot pass.

"It's a veto by default," said Gordon.

Cohen feels that the veto allows for

too much staff control: "It's taxation without representation."

Heath noted that currently the Daily staff is outnumbered four to three (with two members to be elected) in favour of the elected members-at-large.

"The veto doesn't give the staff con­ trol, it merely gives them input," said Heath. He then explained that the members of the staff cannot pass any proposed legislation without having at least two of the elected memers-at-large in favour of the proposal.

Gordon told the Tribune that he thought the 'veto' was the only check on the imbalance that exists between staff reps and elected students-at-large. The 'imbalance' that Gordon refers to is the one created by the enactment of the new

Constitution last semester which raised the number of student reps from four to six while maintaing staff representation at four. The number of reps-at-large now stands at four, awaiting the outcome of the referendum.

Daily staff representation on the Board has currently been reduced from three to two with the resignation of editors-inchief Adam Quastel. Quastel resigned for "personal reasons," according to his letter of resignation and flatly refused further comment when approached by the Tribune. The Daily staff has ten­ tatively set elections to fill the two posi­ tions for October 20.

Gordon futher warned against the stu­ dent perception that "increased reps on the Board would imply increased

representation on the paper." Gordon felt that if students had taken the time to elect reps who were familiar with the organization and history of the paper, they would not feel the need for more elected reps.

Gordon stated that "the way for students to represent themselves on the paper is by joining, not by electing more reps to the Board."

Board rep Cohen stated that it is im­ possible to "give too- much power to students on a student newspaper." He then noted that the students are pro­ viding a portion of the funds with which the Daily functions.

An automatic inflation adjuster on the, Daily fees w ill also be on the ballot.

Cohen sees the adjuster as "common sense" so that the Daily can maintain financial continuity.

All those interviewed expressed con­ cern that the students vote in the upcom­ ing referendum in order that a quorum of 15% of the student population be reach­ ed.

BO G To Debate Divestment Actions

by Marc Wills The McGill Students' Society South Africa Committee is wondering whether McGill is still committed to complete divestment.

Last November McGill's Board of Governors resolved, that the university should divest itself of "holdings in cor­ porations with direct investments in South Africa."

Last fall's divestment rally. Has there been real progress?

This Monday the Board w ill review the resolutions committing M cG ill to full divestment.

"W e're not expecting them to rescind the whole thing," explained Steve M iller of the South Africa Committee (SAC), "w e're just concerned that the resolu­ tions w ill be whittled away at."

SAC is setting up information tables throughout campus this week and is call­ ing on the McGill student body to demonstrate once again for divestment

on Monday afternoon. "W e're adopting the strategy of commanding the Gover­ nors to take a leadership role...but at the same time we're saying that the divest­ ment process is going too slowly," M iller told the Tribune.

Guy Thompson of SAC estimates the present market value of McGill's current investments in companies financially linked to South Africa and its Apartheid system of institutionalized racism at $40 million. McGill's holdings are in the form of stocks and bonds, invested in companies such as Imperial O il, General Motors, Seagram's and Imasco.

Thompson estimates that since last November the university has disposed of 20% of its investments in South Africanaffiliated companies.

But the university's Chief Accountant, Stuart Budden, refused to discuss McGill's investments in terms of their market value. "That's not the way to

measure...it's not relevant," explained Budden. Budden argued that McGill's holdings must be assessed by their book value, their value at the time of their pur­ chase.

Using the book value method, Budden said McGill's holdings in South Africanlinked companies have dropped by 337» since last November. Budden put the book value of M cG ill's current in­ vestments in blacklisted companies at $12 million.

"Maybe in one year we'll be South Africa-free," concluded Budden though he cautioned that divestment is "an ongoing process."

Meanwhile the South Africa Commit­ tee and McGill students are planning to renew their support for divestment at a Monday afternoon rally in front of the F. Cyril James Building (Administration building).

Senate On Efficiency Of Admissions, Divestment

by Jennifer Mori "Justice must replace terror in South Africa", stated Arts Senator Randy Flem­ ings, while applealing to Senate to re­ affirm support of the Board of Gover­ nors' decision to divest McG ill's South African holdings.

Flemings reminded Senate that, "divestment is not an end in itself"; that the longer divestment is delayed, the longer the oppression of the Black South African population w ill continue.

"There is considerable indignation in the McGill community over the relue-' tance to speed estment", said Flem­ ings, who also d that M cG ill's in­ itiative as a leadt, ,i divestment is being lost. "M cG ill does not measure up," he said. "M cG ill has divested 107o of $44 million in the past eleven months...Har­ vard has divested $155 m illion in the past year". He pointed out that, "at the present rate of profit taken by those com­ panies in McGill's portfolio...there is more money invested in apartheid today than one year ago".

Hugh Hallward questioned the ef­ ficacy of divestment. "I suggest that this (divestment) is a little simplistic" he said and, referring to an article in the New York Times, claimed that, "those com­ panies pulling out of South Africa are do­ ing more harm than good. They had a responsibility to remain in South Africa, having spent millions in education and training, and in leaving are depriving millions of workers of employment in a country with no dole or safety net".

Hallward suggested that a better idea would be to persuade Canadian com­ panies to "bring about social change in South Africa".

Dr. Cruess suggested that there was an implicit criticism of the Board of Gover­ nors in Flemings' resolution. He said that "the Social Responsibility Coranaittee. is

satisfied that the University is moving with all due speed."

Abbott Conway, Vice Chairman of the committee, then rose and said that Flem­ ings' 10% divestment figure was inac­ curate, that "as of the 1st of August, 337o of McGill's South African stock has been divested", he added that at the present rate, McGill should be entirely divested in another year.

There was also considerable debate surrounding a query put forward by Mrs. Brenda Norrice upon the shortage of space in the University Residences. She pointed out that in most Canadian universities, "almost all first year students are admitted to residence ex­ cept in exceptional cases, such as il­ lness". Mrs. Norrice added, "The residence problem is all the more press­ ing as more of McGill's students are coming from outside the province of Quebec", and that residence's impor­ tance centres upon the social oppor­ tunities it offers to freshmen far from home. She expressed concern that 307o of the students in residence this year are returning students and questioned the situation; "Considering the residence squeeze, why turn away talented first year students?"

Vice-Principal Samual Freedman replied that he was aware of the pro­ blem, citing that 400 applications for residence had been turned away this year. He mentioned that the increased cost of housing off-campus, especially in the ghetto, contributed to the problem.

Other Senate business included the review of reports submitted by the University Scholarships Committee and a query from Grace Ann Baker, SSMU Vice-President University Affairs, about the appointment of a permanent om­ budsman. Principal Johnston replied that an announcement would be made before the next Senate meeting.

Dupras Speaks municipal government. The Civic Party, he said, w ill form a "team that can manage the new prosperity." In his opi­ nion, this is the "central issue" of the election.

According to Dupras, the Civic Party team w ill consist of members who w ill help him attract new companies to the city, since, with high taxes and a tight budget, investment is Montréal's only means of economic growth.

Dupras did not spend much time criticizing his opponent, MCM Party leader, Jean Doré, except to state that he disagreed with Doré's attention to unions. Dupras maintained that City Hall belongs to everyone and should never be "in the hands of one group."

After Dupras' opening speech, a ques­ tion period began with a query on the Civic Party's position on women's issues. The student referred to a recent debate on the subject during which ^ Æ continued on page 10

Campus Politicos Chew On Bones Of Contention

by Bilquisse Visram "Has the Conservative government fulfilled its major campaign promise?" was the question that McGill's budding young politicos debated on October 9th.

The result was an entertaining session rivalling some of the best House of Com­ mons rhetoric.

■ Like most political debates, the party representatives concentrated on their own party's fortés, avoiding policy weaknesses.

Defining his party's major campaign promise as job creation and economic imporvement, 'the Honourable, Prime Minister' of the debate, Domenic Romano, claimed that the Conservative government has done better than simply satisfying its mandate.

"The government has never been in­ fallible, and Brian Mulroney's govern­ ment has done a few of the small things wrong, however it is quite clear that the large things have been done very, very w e ll!"

He continued that "economic con­ fidence has been restored in Canada."

Drawing upon statistics, Romano pointed to the 11.7 percent unemploy­ ment rate during the brief Turner regime, in contrast to the current unemployment rate which is in the 9 percent range.

Refusing to neglect that 'open-minded' nature of the Mulroney government, Romano hastened to add that both women and young people have greatly benefitted form this economic prosperi­ ty. "Greater economic equality has been the cornerstone of the Government's policy...today there are 318 thousand

more women working in Canada than in September of 1984." Youth unemploy­ ment too has dropped substantially with the arrival of the Tory regime, said Romano.

O f free trade, the second Conservative speaker, Elizabeth alien, stressed that "It is Mr. Mulroney's stand that free trade must consist of mutual gains for both countries, Canada and the United States," and that through negotiations, the Conservative government has in fact achieved this ideal.

The Liberal opposition effectively tainted the Conservative's rosy view of th is 'n e w ly a c q u ire d n a tio n a l prosperity.' The first Liberal debator, Lyndan Warner, produced a compilation of Conservative election promises made in 1984 — all 338 of them — drawing at­ tention to the Conservative team's nar­ row definition of the term "major elec­ tion promise." She referred to this booklet in Liberal M.P. Don Boudria's words as a "textbook of lies,” including broken promises on the elimination of patronage, and enhanced Social securi­ tyThe Tories made promises on agriculture, on international trade, on regional development...they made pro­ mises to the senior citizens, and I cer­ tainly don't think that included de­ indexing their pensions."

About Mulroney's well-remembered call for "jobs, jobs, jobs" and his 'war' on patronage, Warner had but one thing to say: "W ell, Mr. Speaker perhaps the Tories have created "jobs, jobs, jobs," but a lot of those "jobs, jobs, jobs” have

gone to Tories, Tories, Torisl She then referrred to Mulroney's in­ famous comment made before an au­ dience of Tories that "there w ill be jobs for Liberals and NDPers too, after I've been Prime Minister for 15 years, and can't find a living, breathing Tory in the country."

The Liberal attack attempted to discredit the Conservative government's economic performance on both short term and long term development. Poin­ ting to the world-wide economic renewal, Liberal speakers contended that un d e r such fa vo ra b le c ir­ cumstances, many more jobs should habe been created by the Tory regime.

Continuing in this vein, Eric Girard, the Second member for the opposition, revealed examples of the government's neglect of regional development, referr­ ing to rocketing unemployment rates in areas such as the Gaspesie, and in British Columbia. "In the Right Honourable Brian Mulroney's riding there is 16 per­ cent unemployment notwithstanding the new prison on the way."

The third and final speaker for the C o n se rva tive s, Paul F itz g e ra ld , vehemently refuted accusations of Con­ servative inadequacy, pointing the blue finger of blame at the preceding liberal government, which left an 'immense' national deficit. He claimed that, given this legacy, the Mulroney regime had to date been very successful in reducing the national debt. Fitzgerald drew a number of guffaws from the crowd in his reference to the Prime Minister's great leadership qualities: "It (deficit reduc­

Johnston: Fee Question Difficult

by Christiane Bernier "It's controversial," said Principal Johnston at a recent interview when ask­ ed about a proposed student fee in­ crease. On September 3rd, a brief was presented to the Parliamentary Commis­ sion on Education in Quebec which was written by the Conference des Recteurs et Principaux du Quebec (CRPQ) over which Johnston presides.

Jacques Bordeleau at the Conference's Montréal office refused to comment on the brief.

Johnston did say that the brief left the proposal of a student fee increase equivocal because no consensus had been reached between the different Universities involved. "The fundamental theme of the brief is that Universities should be reviewed by the Government as an investment," continued Johnston.

"There is a real fear that a fee increase would only serve to restore part of the situation and would not be accom­ panied by a redress of Government fun­ ding,” he went on.

The Government's initiative to call a Commission on the problem of higher education is a good sign, Johnston feels.

Universities need a staggering $100 m illion to merely begin to restore the situation to a level of funding before the tuition freeze. "W e won't have any con­ crete results 'til the end of the year,"” he went on to say.

Johnston noted that he hoped that the Quebec Government's initiative w ill have an impact on the Federal Govern­ ment. Some success is evident in that the Throne speech read by Governor General Sauvé recently gave an indica­ tion of a more serious commitment by the Federal Government to the plight of

The gravest problem the Quebec University faces, Johnston feels, is its "inability to renew itself. New young professors cannot be hired, there are larger classes, library hours have been cut, and laboratory equipment is not replaced." Johnston felt satisfied with the meetings of the CRPQ and said they were a "good exercise in articulating systemwide problems."

Johnston feels that students should pay more only if it is go­ ing to be returned to them in concrete form. "It's a difficult question, the ques­ tion of accessibility," he said.

When Fitzgerald was heckled by the leader of the opposition, Karim Rajani, about Mulroney's ability to finance his extensive globe-trotting, he countered that "Brian Mulroney's passport doesn't have as many visa stamps as Sacha Trudeau'sl" The debate wound down with the final opposition speaker, Karim Rajani, who blasted the government's Free Trade p o lic y . "T h e Conservatives gave everything away before they even joined the negotiations...what they propose to do is to increase, rather dangerously, our dépendance on the American market."

As for the outcome of this political debate? Well, nobody crossed the floor...although some may have wanted to.

Narrative On Radiation

by Marc Wills There's a demonstration gathering at the Roddick Cates. It's about Eldorado Nuclear and the processing of Namibian uranium.

Students, working folk, a mother and her babe, and some colourful hangerson have assembled at the top of McGill College. They're about to set off for an as-yet-undisclosed site. A big stack of signs is propped against the Gates just waiting to be clutched, waved, and thrust about. Three well-dressed, cleancut organizers are wearing yellow cardboard armbands with the word "M edia" printed in red. They're holding bags stuffed with information sheets about Namibia and the Rossing Mine, and photocopies of articles from La Presse and The Toronto Star. These w ill be distributed to passersby throughout tbe afternoon.

What's the scoop? W hile Prime Minister Brian Mulroney denounces Apartheid, South Africa's system of institutionalized racism, a corporation re s p o n s ib le to the C a n a d ia n government, Eldorado Nuclear, is processing at its facility in Port Hope, Ontario, uranium mined in Namibia, a te rrito ry ille g a lly occu pied and administered by the South African government since the end of W orld War

I. A group of concerned Montréal-area citizens has banded together under the banner of the Direct Action Network Against Military Racism to protest Eldorado's uranium ore contract with the British multinational Rio Tinto Zinc which operates the Rossing Mine in Namibia.

The Canadian government has said that Eldorado Nuclear's contract with Rio Tinto w ill not be renewed once it expires in 1988. The federal government has also recently invoked a series of sanctions against South Africa, including a ban on any new uranium contracts as well as a ban on new investments and bank loans and on imports of South African coal, iron, steel and agricultural products.

But the Direct Action Network finds the honouring of Eldorado's contract incompatible with Ottawa's professed stand against Apartheid.

By 1 pm the organizers have decided that they've collected as many demonstrators as they're going to get. It's time for this magical mystery demo to head out. The mildly-activated protesters select the signs of their choice: w ill it be "N o to South African Uranium," "Save Wollaston Lake,” or "Stop Cruise Testing?"

also concerned with the recentlyannounced relaunch of cruise missile testing in Canada's north, the horrible living and working conditions of black miners and their families exposed to low-level radioactivity at the Rossing Mine in Namibia, as well as the fate of native lands near Wollaston Lake, Saskatchewan, w h ich have been contaminated by radioactive residue from a nearby Eldorado Nuclear uranium mine.

It's quite a shopping list but don't fret, today's protest is m ainly about Namibian uranium imports.

As this group of lunch-hour protesters heads out along Sherbrooke St. the organizers reveal that the destination of the demonstration is President Kennedy Avenue and the Montréal Headquarters of Canada's governing party, the Progressive Conservative Party. In the plush 8th floor offices of the Party, 11 members of the Direct Action Network are already squatting on the carpeted floor and making their demands known: they w ill not leave until the Canadian government cancels Eldorado's contract to treat Namibian uranium.

Outside the same building 25 placardwielding demonstrators have staked out some pavement and taken up a series of chants and slogans, some very new, some tried and true. Passersby squint while reading the signs, crisp-suited business people returning from lunch look once, look twice, look thrice, what's going on? School kids cheer and faces peer from restaurant and store windows.

The demonstrators' spirits are buoyed by the attention, and voices rail and wail a little louder. It's remarkable what kind of rhythm, noise, and enthusiasm a nucleus of 25 can generate. It's also interesting to see how quickly those boys in blue uniforms can put a damper on a little morale-lifting march.

A few squad cars have arrived and an officer has asked the organizers whether they have a permit to demonstrate. They don't. The police officer informs them that they have five minutes to disperse.

The organizers have their flock walk around in front of the building for four more minutes and then instruct them to wend their way around the blcok instead.

Adrenalin is running high on the anti­ uranium caravan as it makes a second loop around the block. What's that in the distance? Hot expletives, a veritable fleet of police cruisers. Count'em, eight squad cars all in a dazzling, intimidating row. There's a little nervous tension among the marchers — "I didn't bargain on this," explains one.

The police cruisers swamp the area surrounding the building. Shortly thereafter a dozen demonstrators quietly reconvene out front. It's a waiting game now. Waiting for the Eclectic Eleven to be dragged from within and thrown out.

The policemen remain in their cruisers awaiting further orders from their sergeants, who are upstairs. No one is getting to the 8th floor, expecially if they wear and bear the tell-tale signs of student radicalism. continued on page 10

Coping With Pain, Coming Out Proud

by Melanie Clulow " I am my own cause and my own ef­ fect; I've been around for centuries and you don't know me yet."

This line from the Montreal Black Theatre Workshop's production of "D o n 't Bother Me, I Can't Cope,” at Centaur Theatre, encapsulates the theme of the triumph of dignity over ignorance and inhumanity pervades the entire per­ formance.

"D o n 't Both Me, I Can't Cope," a musical conceived and scored by two Black women (Micki Grant and Vinnette Carrol), and winner of the 1972 Obie award for Best Musical, is both a hymn to Black pride and a celebration of universal understanding. This optimism and enthusiasm is certainly not lost in the BTW production which epitomizes light-hearted theatre at its most political­ ly correct. ' The performance, directed by Don Jor­ dan and choreographed by Phillip Cole, consists primarily of loosely connected song and dance sequences which cover everything from ghetto poverty and racial stereotypes to tongue-in-cheek tunes on feminism, traditional relation­ ships, and religious hypocrisy. Many of the songs reflect the particularly Mon­ treal experience with reference to Little Burgundy and such luminaries as Omega Medina.

Unfortunately, although the songs are beautifully performed, and the points of

the more serious ones well-taken, the production as a whole lacks the element of professional polish. Whether this is a theatrical ruse to bring out the true-life grittiness of the subject matter is not clear.

Many of the individual performances, however are stunning. Among the most striking are Linda Niles' soaring rendi­ tion of "Universal Mourning", and Mac Thornhill's belting out of the bluesy "Looking Over From Your Side". Yet the most memorable piece of the entire evening is the aggressive, almost con­ frontational "They Keep Coming", which unites the entire company in a staccato monotone expressing the achievements and advancements of Blacks today.

Despite its technical drawback, "D o n 't Bother Me, I Can't Cope" is a w orthw hile ritual of hope and a delightful treatment of what has become a com m on theme. Through the universal media of music, rhythm and dance, the Black Theatre Workshop presents an evening of entertainment which aims to unite actors and audience in a laughing, clapping, and stamping af­ firmation of human feeling.

The next endeavour of the Black Theatre Workshop w ill be a perfor­ mance of Sam Shepard's "Fool For Love” , which w ill run at M cG ill Players Theatre December 2 to 21.

The main attraction was the "Sat­ talites" from Toronto. The band opened up with a sound which the crowd recognized immediately as professional.

Horns being the main feature of this band, the "Sattalites" put forward an as­ tounding show. Their original horn parts gave them a well-rehearsed and veteran veneer.

The "Sattalites" played for at least an hour and a half, matching their irresisti­

ble original songs with an easy-going stage presence that has become the band's trademark. They are genuine and spirited proponents of reggae: seasoned players who believe in the music and themselves.

Fergus Hambleton (sax & voice) and Jo Jo Bennett (flugelhorn) are the co­ founders of the band. Bennett with his island-influenced horn had numerous duets with Hambleton on sax that seem­ ed to cajole the crowd into unforced har­ mony with their music. The "Sattalites" highlights were not few, but numerous; one of them being a reggae version of the "Pink Panther" theme, which gave the keyboardists the spotlight.

The band won a "Group of the Year and Top H orn P la ye r" (Fergus Hambleton) award from Canadian Reg­ gae Music Awards and was also nominated for a Juno in 1985.

After the show, Fergus stated that the people here were easy to entertain because of the "party" atmosphere.

These charismatic musicians are assured of success. The performers, sound quali­ ty and ambiance provided a first rate show that McGill was fortunate to witness.________________

But on the way there you are diverted into a room where a jerky succession of sexual rituals flash in hot colours from neon tubes. You are witness to Bruce N a u m a n 's statm ents a b o u t the voyeuristic psychology of our society and the dehumanization of our sexual roles, as well as a comment on the cultural clichés connected with his medium.

In a darkened room around the corner, you find two walls of television sets engaged in a 'dialogue' of blank static. In

by Dominique Taggart Mbongeni Ngema, one of the most celebrated of Black South-African director/playwright, has assembled a group of thirty talented and politically conscious youths in The Committed Artist, a fully integrated theatre company aimed at "bringing a banner of hope to a dispossessed people." Five of these young thespians appear in Ngema's Asinamali! (We Have No Money!) which runs until November 1 at Centaur Theatre.

The play is based on the injustices and deprivation suffered by Blacks under South Africa's entrenched political system of racial inequality. First produc­ ed in Durban in 1983, Asinamali! grew out of a series of political disturbances in the township of Lamontville. The leader of these demonstrations protesting pro­ posed rent increases was Msizi Dube, whose rallying cry of "Asinam ali" pro­ vided a focus for the disaffected and a moving description of modern man's in­ humanity to man. Dube was later mar­ tyred, gunned down in his plea for freedom and equality. However, out of these incidents grew the Committed Ar­ tis^, a group of performers ultimately concerned with the eradication of the \partheid system.

Asinamali! is set in a squalid South African prison wherein five men recount the events that brought them there.

Through words, song, dance, and mime, the prisoners described the iniquities of a system that forces the starving and in­ nocent to steal and then condemns them

by James Dumont Next time you are in a hospital, or a doctor's waiting room, spare a thought for those to whom such services are not available. In Canada, the annual health budget exceeds $1,500 per person per year. In most African countries it is only $1 to $5.

The results of this inequality are devastating, for example, in Eastern Nigeria almost 1 child in 10 w ill die of measles, a disease that has been eradicated from the western world; yet a cheap, effective vaccine exists that has been proven to be effective in preventing this disease. All that is needed is a little money.

Lumières inites over 40 works by local and interiational artists in the rabbit-warren maze if the La Cité basement. It's been irganized by the Montréal International Center of Contemporary Art, who launhed Aurora Borealis last year.

The works are united by the theme of ght as creative medium and inspiration, uch a broad idea leaves a lot of eedom for personal interpretation and te artists have taken advantage of it very uccessfully. The key word here is diver­ ity. There is the unjustly accused, Bheki Mqadi, condemned on account of his skin colour; Thami Cele who comes face to face with the Immorality Act; Bongani Hlophe, a labourer whose struggle to find employment ends in murder; Solomzi Bisholo, a pickpocket who plies his trade at funerals and demonstrations, and Bhoyi Ngema, a young activist who worked with the mar­ tyred Dube. The actors, most of whom are under thirty bring a certain poignan­ cy to their roles, especially when one considers that the conditions they describe are not alien to them, but a fact of their day to day existence.

Vibrant dialogue and lively interaction on stage, with simple yet superb lighting effects by Mannie Manim, make this 90 minute production intensely stimulating both visually and thematically. The jux­ taposition of music and humour against a background of a cramped prison cell and a brutal regime gives the play an eerie, almost blasphemous quality that is at once raw and very real.

Ngema's Asinamali! uses drama as an instrument of social exposure and a forum for the articulation of grievances.

The integrity of the play, reflected in the company's refusal to accept government subsidies or any support which would compromise its artistic policy, is seen in the unflinching depiction of the misery and spirit of South Africa's oppressed majority.

Asinamali! was awarded the three top poveted Vita Theatre Awards for theatrical excellence in 1985.

Editorial Support For FM Waves

Letters To The Editor

FM radio in Montreal clearly lacks a non-commercially motivated radio station which caters to the programming needs of the large and growing number of people who refuse to subject themselves to the electronic drivel which now permeates the airwaves. CFRM Radio McGill, now broadcasting on cable, is in the process of soliciting a FM broadcasting license from the Canadian Radio-Television and Telecommunications Commission (CRTC). Obtaining a broadcasting license w ill enable CFRM to provide Montreal with its first, and long overdue, source of broad and repeated promotion for independent musicians who do not fit the mold of commercially oriented radio.

There has been widespread support in the Montreal and McGill communities over the past year for CFRM. In the fall of 1985, 70 percent of the students who participated in the fall referendum voted in favor of financing Radio M cG ill directly. The administration of McGill University has pledged $145,000, upon receipt of the license, to equip a new studio. The extensive efforts of Martlet House and those involved with the McGill Advancement Program (MAP) drew support from all corners of the Montreal community including $32,000 in pledged advertising for the first year of operation.

In his letter of endorsement adressed to radio McGill regarding their application to the CRTC Donald MacSween, the Director General of the National Arts Center in Ottawa stated: " A University .speaks with a unique voice. All too often that voice is heard only within the University itself. A University's cultural wealth is a community asset and the opportunity Radio provides for community members to "tune in " to that asset is, in the age of electronic communica­ tion, an essential ingredient in the health of the community."

Considering all of the above, one might begin to wonder why CFRM might not be granted an operating license. The CRTC claims there is only room for one radio station of said format on the dial. There are, however, two groups in ad­ dition to CFRM that are applying for the same broadcasting license. Namely, the radiostation at Concordia University (CIBL) and Corporation Pour L'advancement de Nouvelles Application des Langages Ltee (CANAL). Flipping through the FM dial in Montreal the question may arise whether or not this in fact "ro o m " for one "alternative" radio station.

The CRTC is currently taking applications for four new FM bands. There certainly seems to be "ro o m " for more. Un­ fortunately the CRTC is unwilling adopt a freer market policy. That is, make the broadcasting waves more accessible.

Since we are forced to compete, for the time being, for a single broadcasting license, CFRM, now more than ever needs the continued support of the M cG ill community. Radio McGill's call for letters of endorsement should be responded to immediately by the students and faculty of McGill University. Soon the cry for FM radio w ill again begin to resound through our hallowed halls.

Support For Studsoc Brief To the Editor, Much controversy has arisen out of the Student Society's endorsement of a tui­ tion fee increase. The opponents' claims are many and varied but I would like to deal with only some of the more tenuous arguments.

Firstly, SSMU has lost the confidence of its electorate say some opponents, since it chose to "ignore" the petition signed by more than 1500 students who opposed a fee increase. We hear that the our student representatives no longer represent us. In fact, nothing could be further from the truth. It is the case that we are elected to represent the student body's interests but this should not be confused with their opinions,. Students' views on every issue differ. For a counsellor to attempt to assess student opinion before making his or her deci­ sion is to mimic the neither practical nor moral style which presently flourishes in Ottawa. O f course we would all like to have a good education for as little as possible. To argue otherwise is irra­ tional. The salient point is that quality of our education is suffering from a lack of funding. The fact of overcrowded classrooms and closed libraries can not just be shrugged off as unfortunate realities. They are impairing all of our abilities to get the most out of university.

Thus the interests of the students are at the foundation of the SSMU's decision.

Next, the claim that a rise in our tui­ tion w ill cause mass drop outs and ex­ clude many from a university education, is not well though out. We must remember that political decisions are not made in a vacuum. When the Bourassa government draws up their new proposal it w ill necessarily take into account the fact that students are a large and often united voting group that must be appeased. To think that the grant and loan program for universities would not become more comprehensive with a tui­ tion increase is to believe that the government is w illing to alienate this section of the electorate. As the SSMU/MAUT brief insists, we agree with a tuition increase only if accessiblity does not suffer.

Furthermore, those who suggest that these loans are a way of sustaining the poor in a position of subordination are squandering a good argument on the wrong situation. Say the average stay at university is four years arid tuition fees rise to $2,500.00. If a student was forced to borrow the entire difference between today's tuition and the proposed one, their debt at the end of their education, would be $6,800.00. The odds are that

this is less than one third of a year's earning potential for a graduate. In addition they are not required to pay until the years after they graduate. Ask an American university graduate whose debt is over $40,000 how he feels about the equity of this proposal.

That the tuition increase has been passed only by those who are wealthy

enough to pay it is false. If university is a priority in someone's life, this additional approximately $1,500 in 1990 w ill be well worth the pains to obtain it.

The SSMU cares deeply about the plight of students and it is for this reason that we support a fee increase.

M cGill's FM Bid To The Editor: Radio McGill is fast approaching the crucial final steps in its bid to obtain a full licence to broadcast on F.M. The Candian Radio-Television and Telecom­ munications Commission has served notice that the week commencing November 24, 1986 has been set for hearings to allocate Montreal's available F.M. frequencies. In this, CFRM-Radio McGill joins a group of local applicants vying for these frequencies.

W hile the substance of the application has been detailed and submitted, one aspect of the application procedure re­ mains. In this final step we are calling on the support of students, alumni and staff as well as members of the greater Mon­ treal community.

One of the most crucial aspects of the F.M. application procedure is that Radio McGill demonstrate it maintains the sup­ port of its listeners, the University and the community-at-large, through a letter­ writing campaign. With the acquisition o f an F.M. licence, Radio McGill feels it w ill fill a considerable gap which at pre­ sent exists in Montreal radio — a viable

alternative to existing radio stations.

This alternative w ill take many forms, principally in its provision of presented blocks of primarily non-commerical, specialty and alternative music, as well as multicultural, special interest and community informational programming, sports and community access program­ ming. Radio M cG ill would carry the voice of the McGill community into the greater Montreal community. It is in this spirit that CFRM-Radio McGill asks you to support its bid for F.M. Letters supporting Radio McGill's in­ itiative are needed to complete the ap­ plication. The WUSC Seminar program was established in 1948 and, ever since, every year, Cana­ dian students have had the opportunity to be part of this cross-cultural exchange.

The six-week seminar allows thirty students to study international develop­ ment issues firsthand. Each student is re­ quired to select a research topic prior to

Namibia continued from page 3 Three o'clock comes and in go sixteen policemen. The paddy wagon is nearby and its rear door is being manned by a proud smiling officer with a magnificent curlicue mustache.

The officers give quite a performance.

They remove the 11 protesters from the PC offices and pile them onto the sidewalk as if delivering carcasses to the butcher. The 11 are then tossed into the paddy wagon. They w ill be charged with illegal occupation. Many of them are not new to civil disobedience. One has been arrested six times in the past year in similar protests. Another was a founder of the Paliament H ill Peace Camp against Cruise testing. Their true grit is at once inspiring and a little disturbing.

As police clear the crowd away from the building's mouth they arrest two more demonstrators and charge them with obstruction and disturbing the peace. The thirteen arrested protestors are released an hour later. They w ill receive their court summons in the mail.

This demonstration took place last October 3rd. Last week functionaries at the PC headquarters refused to discuss the sit-in with the Tribune. An employee suggested that the party's national director in Ottawa be contacted, then added, "H e 'll probably tell you he has no comment to make except that we're (the PC party) against Apartheid and that those pe op le had no business demonstrating here...these are Party offices not government offices."

transporting the uranium ore from South Africa to the port of M ontréal, announced two weeks ago that it w ill no longer carry the uranium shipments.

It is a victory for the Direct Action Network Against Nuclear Racism which blockaded the port of Montréal on numerous occasions over the summer.

But, explained Network member Robert Todd to the Tribune, it is not known at present how the Rio Tinto uranium shipments w ill now get into the country.

Dupras continued from page 4 Dupras was reported to have said that there were no women's issues. Dupras stated that he objected to Affirmative Ac­ tion, not women's rights. According to Affirmative Action, he said, people are hired because of their affiliation with a minority group, not on the basis of com­ petence. Dupras noted that this would eventually have a negative effect on the city.

Dupras was also asked his opinion on the legalization of prostitution. His op­ ponent, Jean Doré has expressed a desire for the "decriminalization" of prostitution, but Dupras opposed this view saying that it would lead to the development of bordellos and en­ courage underworld crime.

One student asked Dupras to com ment on why McGill was refused access to an area of land on Pine Avenue to be used for expansion of the Currie Gym­ nasium. Dupras stated that the gym­ nasium was already an architectural eyesore due to its poor location and sug­ gested the land between the stadium and residences be used as a possible alter­ native. , .

Dupras also expressed concern that City Hall has not been as accessible in the past as it could have been. Often, people are unaware of what the govern­ ment is doing to solve their problems and Dupras sees as unnecessary. If elected, he promises to solve this by " o p e n in g the c ir c u its of communication" between Montrealers and government officials.

Learning Deemed Dangerous

by Joel Goldenberg On Tuesday, October 7, the Central American Students' Association of McGill presented an information session and slide show in the Union Building.

The presentation, part of a Canada-wide effort, commemorated the 11th anniver­ sary of an attack on the University of El Salvador by Salvadoran government troops.

The July 30 attack resulted in the deaths of 23 students and the destruction of university property. Tuesday's session was headed by Mario Pena, Mauricio Gonzalez and Carole Kinitski, all of whom represent the Canadian branch of AGEUS (G eneral A ssociation of Salvadoran University Students.)

Kinitski, the primary speaker, initiated the session by describing the cir­ cumstances from which repressive measures directed at the university oc­ curred. She stated that, "the attacks were prompted by student protests concern­ ing (financial involvement by) the US, human rights violations (the govern­ ment) and the (civil) war."

Subsequently, Kinitski related the events surrounding the commemoration in El Salvador this year of the 1975 university attack. The events consisted of student marches through the streets of San Salvador, cultural and musical events and the active participation of in­ ternational student groups from such countries as Finland and Canada.

The slide presentation began by describing the regimes that have ruled El Salvador and the repressive measures directed towards the Salvadoran popula­ tion. As well, the presentation related the history of the University of El Salvador (UES) and its struggle to remain an autonomous and democratic institu­ tion despite anti-democratic government measures. These measures have includ­ ed the assassinations of both students

and faculty members, the suppression of student unions as subversive organiza­ tions and the destruction of university property.

As a result of the last attack by the government in June 1980, the university was closed until 1984. Its reopening came about as a result of international pressure. The opening occurred despite the appearance between 1980 and 1984, of government-created "private" universities. These institutions charged high tuition fees at the rate of ($600/year as compared to $5/month at UES) and they lacked the democratic principles of UES. The presentation went on to describe the functions and purpose of AEG US, the UES student association. These in­ clude "preserving accessible, higher education and community development (and participation) in the social and ad­ ministrative organization of the universi­ ty ." Examples of these functions are scholarship funding for less fortunate students, free cafeteria services and assistance to other communities through "health-care and education brigades."

Furthermore, AEGUS is active in soliciting financial and moral support from other countries.

The slide presentation concluded by illustrating the continuing struggle of Salvadorans to oppose the measures of the present military regime.

After the slide show, Kinitski held a question and answer session in which she fielded questions about the condi­ tions of poverty in El Salvador and the obstacles that AEGUS has encountered in dealing with the government. She stated that at one point the president of AEGUS was kidnapped and detained by the government for three days. His release was obtained through interna­ tional pressure.

Close Battle For Cup

by Charles Foster The Shaughnessy Cup, awarded to the winner of the McGill-Concordia football game was this year claimed by the Con­ cordia Stingers, 23-21. 1700 fans (in­ cluding several from M cG ill who suf­ fered the five-dollar admission charge), came out on a crisp fall day to witness this nostalgic event, once a symbol of Montreal collegiate football supremacy.

That afternoon the inevitable McGillConcordia rivalry was still apparent, both in the stands and on the field as tempers flared repeatedly between op­ posing players.

McGill opened the scoring midway through the first quarter with a 37-yard field goal by Glenn Miller, on his way to scoring 12 of M cG ill's game total of 21 points. Quarter-back Brian Fuller easily connnected to M iller in the end zone on McG ill's next drive to give the Redmen a 10-point lead. McGill's passing game was working well and, in the words of Coach Baillie, "H ad we scored again at that point, we would have put them away." But the Redmen lost their momentum when Fuller was sidelined with an injury at the opening of the se­ cond quarter. As well, Concordia's pass­ ing game, which was non-existent dur­ ing the first quarter, came alive. By half-

time the Stingers had cut McGill's lead to two points.

Fuller returned to the quarterback position at the opening of the third quarter but was troubled by intercep­ tions throughout the second half, throw­ ing four during the game, three of them into the hands of Concordia defensive back John Piccioli. Concordia took the lead on a 52-yard catch and run by widereceiver Mirco Buth. It was an embar­ rassing play for the Redmen; the defense had three chances to tackle Buth but he slipped through their hands and into the end zone.

C o n c o rd ia c la im e d a n o th e r touchdown in the third quarter, this time by chance. A pass into the end zone was blocked into the air by M cGill defender Paul Moore but was grabbed by a Con­ cordia receiver to make the score 22-13 for Concordia.

At the opening of the fourth quarter, on third and goal, rookie runningback Mike Soles powered his way over the line to bring McGill within two points of the Stingers. On M cG ill's next drive, the offense had to settle for a single point, made possible by Mike Soles who bounded for 70 yards on 5 plays. Keep your eye on Soles — he's a definite can­ didate for rookie of the year.

The Redmen gained posession three more times before the end of the game but were checked by a lost fumble, an interception and the time clock suc­ cessively. Final score: Concordia 23, M cG ill 21. W ith the victory, Concordia won its first game of the season and its fourth Shaughnessy Cup. McGill leads the series, having beaten Concordia eight times to win the Cup. Each team in the OQIFC has two regular season games remaining. McGill w ill play the Bishop's University Gaiters twice; the first game is this Saturday, 1:30 pm at Bishop's Stadium.

The Harvard Challenge

by Chris Flanagan Few sporting teams can claim the sense of historical tradition that The McGill Rugby Club shares with Harvard University. It was in the spring of 1874 that these two teams squared off in what is now the oldest sports rivalry in North America. This game is historicallycredited with beginning the evolution of modern North American football.

The Harvard team favoured the new Canadian rules to their soccer-type of play. The egg shaped ball was also an in­ teresting novelty. Harvard later challeng­ ed Yale to a game under these new rules and the game has grown in popularity ever since.

Rugby at McGill remains loyal to this tradition. Next Saturday, October 18, Harvard visits Montreal to battle McGill once again for the covetted Covo Cup. The game w ill be hosted by the Montreal Irish Football Club in Ste. JuliedeVerchèches. The McGill Rugby Club has won this contest for the last four years running.

The rugby squad is a club rather than a varsity team. Although this means that funding from the University is minimal (only $1,000 per year), the team enjoys this status.

"There are certain advantages to being a club as opposed to a team" explains club president, Tom Donnelly.

"W e plan our own tours, we have three teams and everyone who comes out gets to play."

The club idea is also more in keeping with the tradition of the sport.

"It's more of a complete sport" says Donnelly, "W e always offer the oppos­ ing team a few beers after the game and sing a few songs."

Rugby is also a social sport.

"Since I've been with the club, I've met a lot more people, done a lot more travelling and drank a lot more beer," Donnelly adds.

The club raises most of its money through club dues, fundraising parties, and this year a printed songbook w ill be available. Posters w ill be sold at the Har­ vard game to further support the team.

One factor which seems to be preven­ ting the club from becoming a varsity team is the unruly (and undoubtably un­ fair) reputation associated with this "gentleman's game." The dedication of several team members, and particularly

head coach Dave Hardy, keeps the club as competitive as any varsity team at McGill.

The major problem presently facing the team is the lack of an organized University league in Quebec. Bishop's is the only other university in the province with the same degree of dedication to rugby. Most of the games these teams play are against club teams in an around the Montreal area. McGill also plays in annual tournaments against various American Universities, including a year­ ly classic against Dartmouth.

Hopefully McGill w ill be able to join the Ontario university league and gain some standing with other Canadian universities. In the meantime, they em­ bark upon annual treks to tournaments in far away lands. Last year's team ven­ tured to the Bahamas, where they won two out of three games and enjoyed graciously donated priveleges from Club

Med. This year's team is off to Spain and France.

McGill rugby has enjoyed much suc­ cess this year and are presently playing over .500 ball. One particularily gratify­ ing victory occurred Saturday, October 4th, when McGill's first and second teams defeated p ro vin cia l rivals, Bishops, on their own turf. These vic­ tories avenged the double defeat M cG ill suffered earlier in the season against Bishops.

The team hopes to reach their peak this week as they prepare for the match against Harvard. Team member Mark Johnson sums up the intensity and the seriousness of this game: "The whole season is devoted to crushing Harvard."

This game is not to be missed. As a final incentive to attend, beer w ill be available during and after the match.
