2015 has been another amazing year for MCAS Iwakuni. I’d like to express my gratitude and appreciation to our community and MCCS team in making this year our most memorable. Additionally, the Navy and Marine Corps Balls couldn’t have been pulled off without the partnership and hard work between Station and MCCS professionals. Great job! You may have noticed that last month, MCCS representatives were chatting with our community at various establishments. This new public outreach program, MCCS Chat, was implemented to get ideas from the community so that we can continually improve our facilities and services. I want to thank those of you who provided great ideas; I read every single one. We are already implementing many changes as a result of the chats we had with the community. Please read page 17 for some of the community’s feedback and responses from MCCS. I appreciate our community’s patience while the Library is undergoing renovations. Our more popular services are relocated for your convenience, and this includes offering the Professional Military Education library in the temporary computer lab in Crossroads. After the reopening, tentatively scheduled for mid-January, our community can enjoy technological and fixture upgrades. Please visit our Library page on mccsiwakuni.com for more information about services during this period. This time of year, the MCCS team aims to bring the traditional holiday spirit to our little piece of America here in Iwakuni. The holidays are all about gathering, celebrating and of course — feasting! Club Iwakuni will host their popular Holiday Buffet on December 25 and the Chef has prepared a mouth-watering menu of traditional holiday favorites. The Single Marine Program wants to invite all of the single or unaccompanied servicemembers to the SMP Holiday Party on December 24 for a free holiday meal and a night of fun events. If you are hosting, consider inviting a servicemember to your gathering. After all, there’s nothing like a home-cooked meal. Along with the holidays and winter season, there are additional safety concerns within our homes and on the road. MCF TB is hosting a Safe and Sound at Home event with cookie decorating that can help get you and your family prepared. If you own a personal vehicle, this is a great time of year to check your emergency kit and have your car winterized at Typhoon Motors. Now that the holidays are in full swing, I encourage you to stay busy and social with MCCS programs. Volunteer with SMP or MCF TB, see Japan with IT&T and Cultural Adaptation, or get some fresh air with Outdoor Recreation. Throughout the season, please keep in mind that this is a challenging time for some. If you or a fellow Marine is struggling with negative thoughts, please get involved and get help. You have probably heard the horror stories about the awful traffic during inclement, winter weather. Much of the chaos on the roads during icy or snowy conditions can be avoided by drivers that have prepared themselves and their vehicles. One of the best things you can do to prepare for the winter season is to purchase a winterization package from Typhoon Motors. The automotive professionals can “winterize” your car by providing services that include a general safety check, heating system check, and a battery, tire and fluid levels check. These services will run from November 7 to February 28. For $50 you purchase a little peace of mind that your car is ready to drive safely during the holiday season. Iwakuni does experience icy road conditions during the winter, so learn how to handle yourself and avoid panicking should your front or rear wheels skid. Prepare yourself by learning how to drive during these conditions, especially if you experience the skidding of tires. Above all, remain calm. Panic can lead to loss of control, injuries, and fatalities.

It's important to remember that if you can avoid driving altogether, it's a far better solution than venturing out in bad winter weather. Winter in Japan can provide fun and beautiful experiences but always remember to practice being safe both on and off the road. Jeramie’s Safety Tips: •

Keep your lights, windows, mirrors, and windshield clean.

•

Stay in low gear if possible, to maximize traction and control.

•

Brake lightly, and lower the pressure on the brakes if the wheels start to lock up.

•

Braking sharply can cause skidding. Stay in careful control of your braking.

•

Get your car “licensed to chill” by getting it “winterized” at Typhoon Motors.

If your back wheels skid, remove your foot from the accelerator and steer in the direction you want the front wheels to travel. If the wheels are sliding left, steer left. Conversely, if your wheels are sliding to the right, steer to the right. If you overcorrect too much and the rear wheels start sliding in the other direction, steer the other way to correct. You may have to switch steering several times to bring the car under control. Begin to brake. If you have anti-lock brakes, apply constant pressure to the brakes. If you don't, pump your breaks softly. If your front wheels begin to skid, practice these safety precautions to ease out of it. Take your foot off of the accelerator; shift the car’s gear to neutral. Wait until the vehicle slows and you regain some traction. As you regain traction, steer in the direction you wish to travel. “Let’s Warm Up!” by Mikie Watanabe, Cultural Adaptation Specialist

Samui! (It’s cold!) If you live in an old style Japanese house, you may feel cold because they lack insulation. Your fingers get numb and your throat and nose sting. The dry air makes you more susceptible to cold viruses. It is important to plan for the cold and dry air using heaters and humidifiers. If you live in a modern home or on base, you can have fun shopping for items to warm up the Japanese way. So how do the locals stay warm this time of year? Let’s explore some ways we can all warm up this winter!

Kotatsu Covered, Heated Table A kotatsu is a traditional heating system and one of the typical features of Japanese winters. It consists of a table and a heater combined as one piece of furniture. It is about the height of a coffee table with an electric heater attached to the underside of the frame. A kotatsu-buton/futon (a thick quilt) is covered over the frame so the heat is trapped and the tabletop is placed on top. Sitting around the kotatsu with the futon over their legs, family members dine, watch television, chat, read or play games together. It is an ideal place which encourages face-to-face interaction for the family. It makes you warm and very comfortable, so you may fall asleep easily. Please resist the urge or you may end up catching a cold. A kotatsu is a great, functional piece of furniture you can take back to America to remind you of your time in Japan. You can purchase them at recycle shops, furniture stores and malls.

Yutanpo Hot Water Container Yutanpo is used to heat up your bed. Add hot water in a bottle/ tank, and place it between the sheets before going to bed. When you retire to bed, it is warm and helps you to sleep well. As a matter of fact, yutanpo can stay warm throughout the night. This is a traditional way of heating which is good for the environment and can reduce your electric usage.

Do you tend to bundle up on really cold days and feel like the Marshmallow Man? Here are some special items to help avoid feeling this way.

Kairo -Heat pad Kairo is an amazing, seemingly magical heat pad. You simply open a package and put it in your pocket. After about one minute, it gets warm. Some manufactures offer kairo with adhesive, so you can stick it on the clothing around your abdomen to warm your body up. A word of advice, do not stick kairo on your skin directly, only put it on your clothing. Kairo are available at convenience, drug and some grocery stores.

Heat Technology Clothes Instead of multiple layers of clothing, try heat technology clothing. This clothing is made with a special fiber to maintain your body temperature. There are shirts, tights, underwear and more. You can find them at Japanese clothing stores. Why not join a Cultural Adaptation Event the next time you’re ready to go out on a cold day? We have a Yanai Goldfish Lantern Making and Soy Sauce Factory trip on January 15, 2016. Signups begin on December 15 and are temporarily relocated during Library renovation to Room 115 in Building 411.

Japanese Onsen By: Linda Cordes, Community Writer As the weather begins to get colder, I think about some of my favorite things about winter. Soups, wearing boots, and playing in the snow are pretty high up on my list, but going to an onsen is definitely at the top! Onsen are natural and manmade hot spring baths that are located throughout Japan. We even have a few right here in Iwakuni! There’s nothing better than soaking in a hot bath after playing in the snow all day or sightseeing in the freezing cold. Japanese onsen is a little bit different in that it is like a community bath. There are separate baths for males and for females, and you are not allowed to wear bathing suits or any clothing. This can be a little intimidating for foreigners. Baring all in front of a bunch of strangers can be daunting, but the Japanese respect other bathers and keep their eyes averted. The first time I went to one, I undressed as quickly as I could and practically ran into the bath area, only to realize (to my horror) that there were even more people in there. Not one person stared at me.

Once I realized that I was making a bigger deal about it than anyone else was, I was able to relax and enjoy my first onsen experience. I was hooked after that and couldn’t wait to plan my next visit to an onsen. There are onsen facilities and resorts called sento. For a fee, you can pop in for a quick, affordable dip without the need to stay the night. This can range anywhere from about ¥400 to ¥1,000 and usually includes a towel. Some places will even issue you a yukata, or Japanese robe. For overnight stays, affordable onsen are accessible at around ¥10,000 to ¥13,000 per person, per night but the more luxurious onsen can cost ¥40,000 per person. This includes unlimited use of their onsen bath(s), an amazing dinner (usually with lots of seafood), and

breakfast. Some onsen hotels can also be booked without meals for a lower rate. Be sure to inquire about that before making a reservation. Not sure what to do once you go into the onsen bath area? There are lockers to put your clothes and valuables in. There is usually a way to wear your locker key on your wrist so you can have it on you at all times. There is also a place where you can remove your makeup before going into the bath area. When you enter the main bath, you will see little stalls with showers and short stools to sit on. It is essential etiquette to wash your body with the provided shampoo and soap before getting into the onsen bath so please make sure this is always done prior to stepping into the bath. Once you’re clean, you are ready to soak. Go in slowly as the water can be pretty hot and some people have to get used to it. I usually soak for a few minutes and then sit on the edge for a few minutes with just my feet in the hot onsen. Then I get back in again. You will find a variety of onsen experiences in Japan including outdoor baths, neighborhood baths and resorts. You can stay in private rooms that feature indoor or outdoor baths. Private rooms that are reserved by the hour by individuals, families or couples are also available and gaining popularity. In chilly winter, you can warm up like a local by soaking in a steaming outdoor bath while enjoying cool, fresh air on your face. MCCS CHAT Last month, MCCS Chat representatives were at various MCCS facilities taking your ideas and suggestions for improving MCCS programs and facilities. During hundreds of one-on-one chats, we had the chance to answer your questions about MCCS. But more importantly, we heard many great ideas and valuable feedback. We’ve included a few of your comments here along with the responses that were communicated to the writer. Every comment card was read by the Director, and was responded to by MCCS managers. Thank you for taking the time to chat with us and helping us continually improve.

Possibility of Having a Starbucks on Base

Softbank Contracts

Our current coffee shop, Crossroads Café, serves Seattle’s Best Coffee, as part of the Starbucks Corporation family of coffees. But with the DPRI expansion, MCCS recently sent out a Request for Information (RFI) to various coffee shop chains to fill construction projects. Companies included Starbucks International and Starbucks Japan, Tim Horton’s, Tully’s Coffee, Coffee Bean and Tea Leaf, Peet’s Coffee & Tea. None of the companies listed showed interest in opening a store on MCAS Iwakuni. As a note the RFIs were also posted to the FEDBIZOPS website to garner responses from companies we did not know about or did not have contact information on. We have received interest from Dunkin Donuts / Dunkin Coffee and are working towards a contract with them.

Softbank military (English speaking) customers Japan wide only represent .04% of their total customer base. Softbank has expressed to MCCS that it is not economically feasible for their company to reconfigure its entire system to print all of its contract information in English or terminate contracts via e-mail. However, Softbank does require all on-base staff to be fluent in Japanese and English in order to provide support with Japanese documents. After much lobbying by military personnel, Softbank initiated a special contract provision stating after an initial 2 year contract, military personnel can terminate their renewal contact (with proof of orders) without incurring cancellation fee. Softbank also offers month to month contracts for customers.

MCCS does not have a First Run Over Seas Theater (FROST) program. This a Navy Motion Pictures program operated only on Naval Stations. The cost to have this program in Iwakuni would be $210,000 annually. That is almost three times more than the entire theater program makes per year in ticket sales. If MCCS were to increase ticket prices to implement the FROST program in Iwakuni, the Community would be paying roughly $9.75 per ticket based on the amount of current tickets sales just to be break even. This ticket price is comparable to AAFES Movies Program Okinawa currently. MCCS prices are set in accordance with MCO 1700.27B (MCCS Policy) and MCO 1700.30 (MCCS Business Operations) that dictate MCCS business activities be self-sustainable and produce a minimum of 5% profitability which would drive that ticket price even higher.

MCCS relies on the Department of Defense to fill most of our transportation needs, which includes shipping us the coinage we need to keep our facilities running. However, the DoD has determined that pennies are too heavy and are not cost effective to ship. Rounding to the nearest nickel has been used in American Military communities overseas since 1980. Our "round-up, round-down" policy applies only to cash purchases. If the last digit of the total purchase ends in three, four, six, or seven, your purchase will be rounded to the nearest nickel. If the last digit of the total purchase ends in one, two, eight or nine, your total purchase will be rounded to the nearest dime. This is a break-even policy we believe is fair and equitable.

Military Uniforms MCX has been expanding the Military Clothing department over the last year and has gained 1,300 square feet of sales floor dedicated to Marine Corps and Navy uniforms. Our primary focus has been preparing to support the additional Navy customers; however, floor space is available and the staff is exploring additional uniforms that can be added to the assortment. In the meantime, customers are encouraged to special order through the knowledgeable staff.

Throughout my years in Iwakuni, I look forward to the events and programs that MCCS provides each year. Some of my favorites include the Summer Music Festival and the Holiday Tree Lighting Ceremony. I also enjoy going around with the comedians and musicians that AFE and USO bring on tour; meeting and greeting with the Marines and Sailors on station. It’s nice to see the excitement that the celebrities bring to our little base. And the biggest event of all…Friendship Day! Sharing our culture with our Japanese friends and neighbors is always something special. And here we would like to share some of our memories from 2015 with you. In 2016, MCCS is looking forward to offering you better and exciting programs with the opening of our newly constructed facilities. A new Temporary Lodging Facility is expected to be ready in the spring; and along with it, many of our retail shops will provide a larger assortment in its new location. Also coming in the spring will be the new Skate Park located on the northside. The Command Assembly Hall, coming next summer, will house the Sakura Theater, Marine Corps Family Team Building and our Special Events Department. Much more is slated to come in the next few years; we have a lot to look forward to.

WOMEN’S SUPPORT GROUP Are you a survivor of domestic violence or child abuse? This confidential support group is being offered through Behavioral Health for survivors of abuse, and others who want to take part in the “healing” process, focusing on “healing and rebuilding”. This group emphasizes the importance of empowerment, selfesteem, independence, women’s health, healthy relationships, and other topics that are important in the healing process. Women are encouraged to support each other as a group, with the guidance from a professional behavioral health provider. NEO : The Time is Now

You may vaguely remember hearing about NEO at the Welcome Aboard Indoctrination. However, the chances are that after PCSing, or starting a new job and getting settled in your new home, you have forgotten about your NEO preparation. That is okay. The best time to ensure that your family is prepared is right now. A Non-Combatant Evacuation Operation, or NEO, is a plan by Department of State, our host country, and the station. A NEO evacuation of all non-essential personnel, civilians, and dependents may occur in the event of a natural or manmade disaster, or if our security is threatened due to political conflict. Active duty servicemembers most likely will not be evacuated. This means that navigating the NEO process will be up to a spouse. In the event of a NEO, a processing center is established. Currently, that location is at the IronWorks Gym. There are 18 stations in the processing center, each handling a different part of the process. To process through a NEO center and be evacuated, each family is required to have: 17 DOD forms, 21 additional supporting documents, and three days’ worth of emergency supplies. Some of these documents, such as a Last Will, must be executed well before a NEO occurs. Base legal will be present at the processing center but will not execute any documents that may be considered “written under duress.”

Visit the NEO and Emergency Evacuation page on the station website. You can find the list of documents and downloadable DoD forms under the NEO Package section. Some event-specific information will be filled out by the facilitators at the processing center.

Is not having an up-to-date form or document going to leave you stranded on the base? No. However, you’re not going to find yourself on the first plane out, either. Compiling and maintaining an updated package is solely your responsibility and all forms are required to transition through the processing center. What other NEO Resources are out there? Sun Tzu said, “Plan for what is difficult while it is easy, do what is great while it is small.” The military has fine-tuned the NEO process through countless exercises and real world events. However, the process can only be efficient if we are prepared.

The Station strongly encourages that every family has their NEO package compiled within 90 days of arrival. It will take an average family roughly two weeks to compile documents and forms, seek legal assistance, and organize emergency “Go Bags.” You’re probably wondering where to start.

KC Humphries is an MWSS-171 spouse and an MCFTB volunteer. She trains the MCAS Iwakuni community how to be prepared for a NEO and has created literature to make the process easier to tackle.
