Lake Pleasant/Sacandaga Association holds annual meeting

For the Express

The Lake Pleasant/Sacandaga Association (LPSA) held its Annual Meeting and a Chicken BBQ dinner in Speculator on August 28, with 50 people attending. President Dan Wilt and committee chairs gave reports on recent activities and accomplishments of the local lake ecology organization.

LPSA works closely with Adirondack Watershed Institute and the Town of Lake Pleasant to have Lake Stewards present each summer to inspect boats being launched at local public boat ramps and at Lake Pleasant Marine. Boats are inspected to ensure that they are clean and do not introduce any invasive plants or animals into our lakes. Boat owners can receive a free boat wash to ensure their boats and sport-

ing equipment are not carrying any invasive species. These activities are funded by New York State, the Town of Lake Pleasant, and LPSA. CAMP-of-theWOODS also partners with LPSA to ensure that their staff members inspect every boat being launched at their boat ramp.

LAKE

PLEASANT — A

Meeting of the Lake Pleasant Town Board was held on September 5 at the Lake Pleasant Library.

The following are minutes of the meeting as posted by the town:

The meeting was called to order at 7 p.m. to make approvals, give reports, establish organizational tasks, and conduct any business that may come before the Board.

• The following were present: Supervisor: Betsy Bain; Council members Neil McGovern, Don Braunius, RaChelle Martz and Katherine O’Connell; Town Clerk Stephanie Smith; Highway Superintendent Randy LaVarnway; and Nancy Seifts (budget officer).

Guests: Jody Small and Josh Troxel from Hamilton County Treasurers office.

• Pledge of Allegiance to the Flag.

• Moment of Silent Prayer for Lynn Blanchard, Marion Wilbur and Bill Dievendorf.

Lynn Blanchard was an employee for the town, working at the transfer station from 2002-2018 when she retired. Lynn was a hardworking, faithful employee who was liked by all.

Marion Wilbur was involved in the town library for many years, helping with many events and projects. She and her husband Paul worked on the pathways and she was a lifetime member of the Historical Society.

Bill Dievendorf worked for the town for many years maintaining the town’s RO systems. He was very reliable and worked well with homeowners and employees.

All three of these individuals will be deeply missed.

Resolution #98

To approve the minutes of August 21, 2023

Offered by: McGovern

2ND by: Braunius

Discussion: none

Be it resolved, that the minutes of August 21, 2023 be approved as presented

Adopted by the following vote: Ayes: Supervisor Bain, Councilpersons - McGovern, Braunius and Martz

Nays: None

Absent: O’Connell

• Hamilton County Treasurers office employees, Jody Small and Josh Troxel came to answer questions the board had regarding, the quotes for software programs, that are needed to do the towns accounting. Software quotes came from the town’s current company, Springbrook, and the company that the county uses which is Tyler technologies.

Motion to go into discussion: Bain

2nd by: Martz

Discussion: Bain asked if board members had any questions or concerns. McGovern asked Small and Troxel about the pros and cons of each of these quotes. Jody explained that both software’s are cloud based so data is always safe in the cloud. Present software, KVS/Springbrook and Hamilton County’s current program, Tyler, are better software compared to software in the past which could be lost without physical routine backups. Bain mentioned that with Tyler, town officials will be able to go into the system to find what they need without calling up to the county for finance information. (O’Connell joined the meeting) Treasurers office was figuring 120 extra hours of training needed if the Town decides to go with Springbrook that

will be less if the town goes with the program that the treasurer’s office is already using. Seifts asked if the town would need an additional computer for use with new software and Jody explained that no, because new systems both use the cloud on employees’ already existing computers. Current software is so outdated that it can’t be downloaded or imported to the new software. Six years of current accounting will get saved from the KVS system to a working system and the remaining data history will be archived. McGovern gives his support in the direction of Tyler software because the county employees are already familiar with them. Springbrook will cost more if employees need to learn the new system. Jody explained that officials can log in

HIGHWAY

• LaVarnway reported to the board that he talked with Dean at DOT in Indian Lake about the paving being done by the state on Route 30. He was told that paving and line marking is not going to happen soon. They are not sure that it will get done this week. Discussion went around the table on how unsafe this unfinished road is at night without the lines on the road and thick fog. Board members offer to call DOT. LaVarnway expects to hear from them tomorrow and will let board members know.

• Town bridge project on Fish Mt. Road was ahead of schedule with concrete. There was a five day wait for concrete to cure. Today they should have been back to the project with the next step which is the crane, yet they did not show up today. LaVarnway will inquire tomorrow.

• In the bills there was sand blasting and painting of plows which was done on the state truck so that it is ready for winter.

• Ditching on Page Street is happening, culverts will be replaced next year.

• Hauling sand for winter has started.

• Waiting on the grinder for town side roads that are getting repaved. These roads that are prepped for paving will have to wait until the grinder is available.

• Town HWY helped the county by hauling material for the fish hatchery parking lot that is now level with the highway on Rt. 30. Chips to get

laid down to minimize runoff.

• A resident spoke with Bain and LaVarnway about the Oxbow Lake to Sagandaga Lake snowmobile trail. LaVarnway explained that he went to residents and found that the proposed new trail would go within 25 feet of one resident’s house so that would not work. Unless NYS lets the trail go on some state land, reroute might not be possible. An alternative option is to take the trail from the end of Fawn Lake trail to Woodmere Drive down to the end of Fawn Lake Road with signs and postings. LaVarnway spoke to law enforcement and DEC for support. McGovern asked if there was any result with contacting the snowmobile association about trying all options. LaVarnway said it would be a miracle for the state to allow this at this time and another miracle for it to happen before mapping of trails will be done. Discussion continued around the table with Braunius asking

if LaVarnway considered going the other way through where Tamarack Road trail intersects. LaVarnway explained that there is a ROW there that is privately owned. It was discussed that the eight-foot Arietta trail is too narrow for a NYS corridor trail. Braunius mentioned that even if paperwork gets in the works, it will take time to put in motion. McGovern asked if the board could put in motion tonight to open the roads for a temporary trail for this year. O’Connell wants the town to research other options but have a temporary trail just for this year. Bain mentioned that opening the road to snowmobiles is a disaster.

The board continued to discuss alternate routes resulting in the following:

• LaVarnway asked the board for $310 for classes at the Highway fall convention at Turning Stone Resort.

Backhoe that was demoed will not work because it doesn’t have a thumb. Martz asked if the attachments are

universal and LaVarnway responded that they are universal attachments. Parts will remain in-house. Braunius asked about the scheduling of the loader replacement and LaVarnway replied that it is next year. Budget is for $150,000

but prices went up to $190,000. O’Connell asked about when the backhoe is supposed to be replaced. LaVarnway said that it will not make its replacement time. LaVarnway gave the board info on these pieces of equipment.

• Bain asked about the new garbage truck and LaVarnway said still no news on it.

Where I Wander: Unique fungus

Whereiwander… today is into the woods and a multitude of areas, where I have been able to find mushrooms, on past wanderings. This time of year is a good opportunity to find the fascinating non edible; but multicolored and uniquely shaped specimens. Although the common names of many of these fungi (fungus plural) sound quite peculiar when you find them you realize that they are appropriately named. Some of the ones which I am seeking today are Dead Man’s Fingers, Stinkhorns, Earthstars, Pigskin Poison Puffball, and the extremely tiny Fuzzy Foot and Shaggy Mane. These are not only fun to find but, are interesting photographic subjects. While exploring having a camera and or magnifying glass will enhance the details of each species for you.

Cooler weather and a few days of rain are perfect times to discover new mushrooms. They may be found growing on live trees, decaying logs, in meadows, along roadsides and trails. Look for them in the woods, near streams and brooks and also in your lawn and gardens. Foraging for mushrooms (looking for edible fungi) is both exciting and rewarding; but looking for

them without a qualified mycologist, is probably reckless and could even be a fatal experience. Many interesting edible mushrooms may be purchased at local grocery store or online. There may even be a local mycology club in your area, where the members participate in foraging for fungus. Mushrooms are a choice food for many wild critters, especially snails and slugs. Mice, chipmunks, squirrels,

deer, and bears in addition to numerous insects depend on mushrooms as a food source. Some of the most photogenic fungi which you may encounter include jelly fungi, puffballs, polypore, coral fungi, tooth fungi, boletes, stinkhorns and chanterelles. The portion of the mushroom which we see whether it is a cap, ball, fan, club, or coral shape is the fruiting body or reproductive part of a fungus. The rest of the fungus is underground, and is the vegetative body which is made up of multiple fine filaments called hyphae. Mushrooms are considered members of the plant family; differing from most plants because they do not produce chlorophyll. They rely instead on organic material for nutrition. Their nutrition is accomplished in three different ways which include saprophytes, parasites and mycorrhizae. Saprophytes live on dead organic matter of leaf litter, dung and dead wood or the dead tissue of trees. Parasites assault living animals or plants and Mycorrhizae have a symbiotic (mutually benefiting both)

relationship with plants. The part of the mushroom which is seen above ground contains its reproductive parts or spores.

Polypores may be found on both living or dead trees and are probably the most often sought after by those who like to draw on them. It is known as Artist Fungus (Ganoderma applantatum). Another smaller polypore which resembles a horse’s hoof is sought by campers; known as Timber Polypore (Fomes formentarius). It is useful for starting a camp fire. Hemlock Varnish Shelf Polypore (Ganoderma tsugae) looks like it has been shellacked and has a glossy appearance. One of my favorites is Resinous Polypore (Ischnoderma resinosum) because it looks like it has large drops or dew or rain on it. But, don’t’ touch unless you want sticky fingers it is neither rain nor dew.

Dead Man’s Fingers (Xylaria polymorha) is an unusual fungus which pushes up from the ground or may be found on decayed wood. It is club shaped and the “fingers” appear in a group of two or three black to grayish colored digits. Coral fungi are very noticeable throughout the wood this time of year too. You may find a spindled-shape Yellow Coral (Clavulinopsis fusiformis) or a Yellow-Tan Coral (Ramaria aboetoma). And there are also species which are purple, pink and white. These fungi look like underwater sea treasures. Another favorite find and one of the prettiest fungi is definitely not edible and extremely poisonous. Its common name is Yellow Patches (Amanita flavoconia) and it prefers a habitat near Oak or Birch trees and may also be found under Hemlock trees. Another mushroom which can cause health issues is Alcohol Inky (Coprinus altramentarius). It prefers to grow in tall grass and wood debris or near buried wood. I learned it is edible, however if you eat it you should not drink any kind of alcohol within one to two days. If you do, within 30 minutes, you may experience flushing of your face and neck, tingling

of your fingers and toes, headache and nausea. These results are because the mushroom inactivates an enzyme that detoxifies alcohol in the body. I am also told that recovery is usually spontaneous within a few hours, Another interesting yet difficult to find when it is fruiting (showing its tiny greenish blue cup shape), but leaves behind a noticeable stain on decaying hardwood logs that is a curiosity. Its common name is Green Stain (Chlorociboria aeruginascens). The stain which it creates may appear that someone has used a greenish blue marker on a piece of wood. Actually

each minute cup shaped fruiting body of this fungus is probably smaller than your little fingernail. These cups may be found from June through November and although the cups are difficult to find the stain which it leaves on wood may be seen throughout the year.

Fungi are essential and exceedingly important in our lives particularly when we become aware of the role they play in our ecosystem. The decaying of wood, in which fungi breakdown the lignin and cellulose, returning astonishing levels of carbon dioxide into the atmosphere is truly amazing.

DEC forest rangers find missing hiker

INDIAN LAKE — According to a report issued by the New York State Department of Environmental Conservation, on Sept. 2 at 8:52 p.m., Forest Ranger Lieutenant Kerr and Rangers Miller, Nally, and Snye responded to a report from Hamilton County for a missing hiker, last seen at Northern Frontier Camp at 2 p.m. The search continued unsuccessfully until 3:40 a.m.

According to the report, at 7:30 a.m., eight Rangers resumed searching along drainages, the Hudson River Gorge, and OK Slip Falls. At 10:10 a.m., while searching via kayak, Ranger Scott located the 64-year-old from Massachusetts at Elephant Rock, in good health.

According to the report, Ranger Scott provided a personal floatation device and transported the subject by raft to North River, where he was transported back to the Northern Frontier Club and reunited with his camping group. Resources were clear at 3 p.m.

hiker injured on ok Slip FallS trail

On Sept. 3 at 2:30 p.m., five NYS DEC Forest Rangers responded to a call for a hiker with a possible broken ankle on the OK Slip Falls trail. Rangers reached the 47-year-old from Niskayuna and stabilized and splinted their lower leg. Rangers and Indian Lake Fire Department volunteers used a wheeled litter to bring the subject to an Indian Lake ambulance. Resources were clear at 5 p.m.

According to a report issued by the New York State Department of Environmental Conservation, on Aug. 31 at 8:04 p.m., Forest Ranger Temple and the New York State Police responded to a report of a camper at Limekiln Lake Campground shooting at a bear. Ranger Temple spoke to campground staff and other visitors and determined a camper tried unsuccessfully to scare off a bear eating food from a container. When the airhorn failed to convince the bear to move, the camper fired a gun in the bear’s direction. There is no indication the bear was struck. Tickets were issued to the 75-year-old camper from Cuyler for possessing and discharging a firearm in a campground. The camper was also evicted from the campground. Resources were clear at 1:30 a.m.

In Long Lake/ Blue Mountain Lake: In the autumn of 1975, the pastor of the Long Lake Wesleyan Church, Rev. Robert Bruso, renewed his challenge he made the previous year which went unfulfilled-if the congregation can get 100 people to attend 10 a.m. on Sunday Rally Day he will eat his evening meal the following Monday on the peak of the church’s roof!

In Lake Pleasant/Speculator: It was reported during the autumn of 1975 in the Hamilton County News that Acting Postmaster in Speculator, John Fredette, said,” Our Post Office and others in nearby communities are joining in a new nationwide program to improve mail services.”

The U.S. Postal Service had introduced a consumer service card which would have made it easier for the patron and other postal customers to let the post office know if deliveries are late, a postal employee had not been courteous, or any other problems are experienced with the mail service.

Mr. Fredette said that this service program takes the red tape out of filing complaints and getting action.

The system, according to the Speculator Postmaster at the time, consists of two postal cards with carbon in between. One copy went to the postmaster so work can begin immediately on the complaint. The other copy went to Postal Service Headquarters in Washington for analysis. The

Mrs. Theresa Larvarnway of Speculator was the holder of a winning ticket in the New York State Lottery drawing. In checking her ticket she found that she had the last five numbers of the number drawn which entitled her $1,000.

The lucky ticket was purchased at Charles Johns Store in Speculator.

Discussion: O’Connell asked about the MVP bill with double copies. Smith explained that the double was due to an original and one that was scanned and sent up to billing. Copy usually gets removed before bills are signed but wasn’t this time.

Long Lake artists were invited to paint a subject of their choice, which included, but was not limited to landscapes, local views, wildlife, abstract or artistic choice. The original artwork will be displayed in the community at various locations for residents and visitors to find while out recreating, sightseeing, hiking, walking, or biking. This will be a unique and surprising way discover art in nature where people would least expect it, bringing the art to the people.

The immediate accessibility to the great outdoors is what sets our Adirondack communities apart, and by moving art into nature the exhibition will offer an unexpected perspective and connect man-made art to natural features in the environment.

In the fall of 2023, the paintings can be seen at the Mt. Sabattis Recreation Area, the Long Lake Town Beach, the Long Lake Transfer Station, the Long Lake Medical

LPSA from page 1

Throughout the summer, LPSA volunteers collect water samples from our lakes, which are sent to a laboratory for analysis of the chemistry of our lake water, and to identify any changes in the health of our lakes. Additionally, LPSA volunteers paddle the shorelines of local lakes to watch for any signs of new invasive plants in our lakes. If any invasive plants are discovered, remedial action will be taken to try to eliminate the invasive species before it becomes firmly established in any of the local lakes.

Each year, LPSA collaborates with Lake Pleasant Central School to sponsor a student research and presentation contest and a field trip to educate the students on lake ecology topics. This year, the students learned about lake health and ecology from a field trip to the Lake George Floating Classroom, a large pontoon boat on Lake George.

More information about LPSA is available on their website, at LPSA-NY.org. Visitors to the website can join the organization, make a donation, or learn about invasive species that pose threats to the health of our lakes.

WELLS — The Wells Central School Board of Education held a regular Business Meeting on September 20, 2023.

The following are draft minutes of the meeting as provided by Wells Central School District: Wells Central School Board of Education

• The meeting was called to order at 5:30 p.m.

• Those present were Kenneth Hoffman, President; Ben Dwyer, Vice President; Dorman Reese, Board Member; William Stuart, Board Member; Lee Welch, Board Member; Thomas D. Sincavage, Superintendent; Jeremy J. Siddon, Building Principal; Rachelle Dwyer, District Clerk; Steve Welch, Head Custodian; and Dee Parker.

• Mr. Steve Welch, gave the Board a Buildings and Grounds Tour.

Some of the items that were discussed were the new entryway soffits, HVAC updates, the sports fields, the seal coating and painting of the parking lot.

Mr. Welch was very pleased with all of the work his team, Sheri Babcock, Joanne Robinson, and Mandy Peters, was able to complete over the Summer.

The Board thanked Mr. Welch and his team for the wonderful job that they do in taking pride and care of the building.

Superintendent’s Report

• During the Superintendent’s Report Mr. Thomas Sincavage told the Board that the district had a great opening to school.

• Our current enrollment stands at 137.

• There are several special needs that are to be discussed in the Executive session.

• This year’s Open House went well.

• He discussed the upcom-

ing Capital project, the district’s financial plan, and the timeline of the mascot change with the parents.

• Mr. Sincavage discussed the 2022-23 Fund Balance which is higher than last month’s projections and will help the district pay for the upcoming Capital project. He then reviewed the projected savings over the next two years and the financial impact of any borrowing for the Capital project.

• Mr. Sincavage has also discussed the AIA agreement between the district and the Architects and will have an updated agreement for the Board to approve next month.

• Mr. Sincavage requested feedback from the Board on the timeline for the School Name/Mascot. He noted the Board could take up to two years to decide.

Board member Lee Welch voiced his concerns over not having any symbol/identity for the students since the Indians had already been removed from the uniforms.

The Board agreed that they don’t need the full two years to decide. The district intends to get a school name chosen in the Fall and they will work on the logo in the Spring with hopes to have something in place by Fall of 2024.

Principal’s Report

• During the Principal’s Report Mr. Jeremy Siddon discussed academics first.

• The district started off with a great opening day. It was nice to see students back and learning.

• He witnessed the 3rd grade classroom using the microscopes and the high school Home and Careers class working on cutting skills.

• He noted that the Elementary teachers are already planning their Fall field trips and learning outside the classroom is an integral part of education.

• The new math program 1st in Math is already being utilized and students are receiving awards for reaching levels of achievement.

• Mr. Siddon also met with Ms. Davis, Mrs. Saltis, and Ms. Klueg regarding their Summer professional development hours and the curriculums they worked on.

Ms. Davis created a new film studies class, Mrs. Saltis created a new forensic science class, and Ms. Klueg worked in a new IAAP music pathway program for students.

• On the sports side the district was able to field a Girls Varsity Soccer team and a coed Modified Soccer team. Unfortunately there were not

enough boys interested to field a Boys Varsity Soccer team. He has submitted a formal letter to Indian Lake requesting a Fall and Spring sports merger if we don’t have enough players to field a team in the future.

Unfortunately Northville Central School is not interested in a merger due to the fact that if they agreed that would push them up into a Class C division school.

• Mr. Siddon then discussed with the Board the updated Athlete of the Year criteria. His goal is to make the choice black and white and not subjective to opinions.

• The Board approved the following Consent Action Items:

1. Approval of the August 16, 2023 Minutes

2. July Treasurer’s Report

3. July Warrant 1-31,

2023: General Fund$223,310.28, Federal Fund$0.00, School Lunch Account - $0.00, and T and A - $0.00

5. August Warrant 1-31, 2023: General Fund$143,441.54, Federal Fund$0.00, School Lunch Account - $76.32, and T and A - $0.00

5. Revenue Status Report

6. Appropriation Status Report

7. Shared Service Agreement: accepted the recommendations of the Superintendent to accept the Shared Services Agreement for Special Education Services between Lake Pleasant Central School and Wells Central School. On a motion made by Dorman Reese, seconded by Ben Dwyer, and carried 5-0.
