Anticipating a daily attendance of 200,000, this occasion honors the sacrifices made by those who served in the U.S. Armed Forces. The main attraction, "The National Salute to America’s Heroes," also known as "The Hyundai Air and Sea Show," promises an impressive display of military prowess, featuring cutting-edge technology, captivating sea demonstrations, and engaging exhibits. The event takes place on Saturday, May 25, 2024, and Sunday, May 26, 2024.
With a historical precedent of straining police resources due to traffic, crowd management, and related incidents, meticulous planning is essential to ensure a safe and memorable experience for all attendees.

The Hyundai Air and Sea Show is a spectacular event that showcases the United States' military prowess through captivating aerial and maritime displays. Held annually, it features state-of-the-art military aircraft demonstrations, dynamic sea events, and interactive exhibits. As a highlight of Memorial Day Weekend festivities, the show pays tribute to the country's armed forces while providing thrilling entertainment for attendees.
Event Producer/Contact: Maureen Luna is the P.O.C for the Air & Sea Show. Her contact number is 954-649-4771.
Incident Commander (IC): The Event Coordinator will serve as the IC for all police activities. Status briefings will be conducted with successor ICs if command transfers occur.
Unified Command Structure: Utilizing alpha/bravo shifts, all City departments will work under the Unified Command structure.
Command Post: DEM at Fire Station #2.
Mobile Command Post / Vehicle (MCV): Located at 10th Street and Ocean Drive, behind the Auditorium.
Support from Other Agencies:
Miami Beach Police will activate all current Memorandums of Understanding (MOUs).
Formal request for Miami-Dade Police Agencies to work all or part of the weekend.
Staging Area
MBPD parking garage and secured parking spaces around police headquarters.
Public Information/Media Relations:
MBPD Officer Christopher Bess will be on call 24/7 during the weekend.
Safety of Personnel:
All personnel must have duty gear and issued safety equipment available.
Special Events Lieutenant Andy Lozano will serve as the Safety Officer.

AUTHORITY
Towing shall be accomplished pursuant to the established rotation policy.
Events which are open to the public may present security concerns requiring a Police K9 team deployment. The purpose of the deployment is to seek and detect suspicious packages, objects or other items that may cause serious bodily injury or death to the public and personnel.
If a threat has been identified personnel shall take immediate action for the safety of all persons pursuant to SOP #091 –Bomb Threats & Explosive Devices.
Perimeters: Southern Border-Government Cut; Northern Border23rd Street; Eastern Border-Shoreline of the beach; Western Border-the city limit points of the Mac Arthur and Julia Tuttle Causeways.
Evacuations: If any unforeseen circumstance occurs which requires an evacuation, officers will assess the situation and implement appropriate evacuation measures.
Command Post Security: There will be security posts around the police headquarters in addition to the Mobile Command Van.
Detainee Transportation, Processing, and Confinement: Arrestees will be transported to MBPD in a marked patrol vehicle or MBPD Prisoner Transport Vehicle, and normal processing protocols will be followed. Miami-Dade Corrections personnel will be present to assist.

All roll calls will be held at the MB Convention Center Rooms Lincoln A,B and C. Hours may vary but main roll calls will be at 0600, 0900, 1700, and 1800.

Meals will be provided to personnel on Friday, Saturday, and Sunday of MDW 2024 at the MB Convention Center Rooms Lincoln A, B and C.
Lunch will be from 1100-1400 hours and Dinner 1700-2000

MBPD MDW 2024 TRAFFIC PLAN
PURPOSE:
MBPD recognizes that effectively managing large crowds can pose significant challenges in terms of maintaining positive relations between uniformed law enforcement officers and members of the community. However, the Goodwill Ambassadors program has been developed with the purpose of fostering better understanding and cooperation between these groups.
RESPONSIBILITIES:
GWA will be deployed in the Art Deco Cultural District (ADCD), to encourage safety and guide anyone that may need assistance.
GWA will educate beach goers on the City of Miami Beach Ordinances pertaining to (public consumption of alcoholic beverages, loud music, glass bottles on the beach, styrofoam or large coolers, and large tables and tents on the beach).
GWA will be placed at beach entrances 5-10 Streets and throughout the ADCD.
The GWA stagging area will be at the Miami Beach Convention Center Room 105-106
10am-8pm and 5pm-10pm
Friday, May 25 Saturday, May 26
8am-6pm and 10am-8pm
Sunday, May 27
8am-6pm and 10am-8pm
We will have our KIDS wristband ID stations in Lummus Park at 8, 10 and 12 streets 9 a.m.-4 p.m.
To ensure a smooth operation during this busy time Fleet Management will temporarily extend service hours as follows:
Saturday May 18th until Monday May 27th
Monday - Friday : 8 a.m. - 6 p.m.
Saturday & Sunday: 6 a.m. - 2:30 p.m.
All personnel shall announce their on-duty “09” and transfer “06” status on the designated event radio channel and document their activity on an Overtime or Off Duty time sheet. Individual duty hours shall be posted by the Event Coordinator.

Procuring Additional Resources: Budget and Estimated Costs projections to the city and/or the event promoter are attached.All expenses shall be documented with purchase orders and receipts. Injuries, crash and use of force incidents shall be reported and documented pursuant to applicable City and Department policies and procedures.
