A message from Cllr Clive Jones, Leader –Wokingham Borough Council
Since becoming leader of Wokingham Borough Council, one of my priorities has been to improve the way we work with local businesses.
Businesses – small, medium and large – are the cornerstone of our communities and the foundations on which the borough’s success is built on. The businesses you run and manage provide the jobs and prosperity we need and so the first thing I want to do it thank you all for your incredible hard work.
I’ve been fortunate enough to meet quite a few of the borough’s businesses and I want to meet more and so build up my understanding of how we can support you.
As you will see in this guide, we have great transport links, highly educated residents, good quality office space and a wide mix of housing options. The borough also boasts a great quality of life with parks, playing fields, sport, leisure and cultural centres, as well as some lovely shopping opportunities.
As we continue to recover from the Covid-19 pandemic and face the current financial difficulties, we want to find ways to work with and support businesses to thrive. There are things we can do and groups we can point you to for more support.

WOKINGHAM’S ECONOMY
Wokingham Borough is a popular location for business thanks to its close proximity to Heathrow and London, and excellent road and rail links.
The borough is home to leading service sector and high-tech companies including Huawei, Oracle, Microsoft, Bayer and Johnson & Johnson. There are great opportunities for smaller knowledgebased entrepreneurs to start up and grow through connections with the University of Reading at their Whiteknights Campus. Using data from Companies House, there are 11,000+ registered businesses in the Borough.
The Science and Technology Park, developed by the University of Reading at Shinfield, plays a key role in driving forward the region’s knowledge economy, targeting technology-led companies seeking both a strategic location and access to high-quality research and graduate support. The Shinfield site has also seen significant investment in attracting both the British Museum (archive warehouse) and the creation of a film studio.
In addition to the Science Park, the Borough has three major international business parks. Winnersh Triangle, owned by Frasers Property, is home to a number of multi-national companies including Jacobs, Collins Aerospace and Hewlett Packard Enterprise. The development has a dedicated railway station on the Reading to Waterloo line.
Thames Valley Business Park is a premier business park next to a country park and nature reserve and runs parallel to the River Thames. In addition to the UK headquarters of Microsoft and Oracle, the park also hosts Sanofi, Hewlett Packard Inc. and the serviced offices from Regus. A park and ride scheme operates into Reading town centre.
The longest established business park in the Borough is located in Earley. Suttons Business Park operates both office and light industrial space. The largest occupier by space is the Brakes Distribution Warehouse.

TRANSPORT LINKS
With its proximity to Heathrow and London and its position at the heart of the Thames Valley, Wokingham Borough has benefited from infrastructure investment to provide greater access.
Roads: The borough can be reached from the M4 and M3. There is easy access to London and Heathrow Airport and the M25. To the west, the M4 services Swindon and South Wales. The borough also has easy access to the M40 and the Midlands. The A329(M) runs through the borough from Reading to Bracknell town centres and conveniently connects three of Wokingham’s business parks to these centres and the motorway network. The A33 dual carriageway is a north/south link to the M3 and south coast ports.
The Council has delivered several new roads, including traffic relief for Shinfield and Arborfield. A reworking of a single track give way junction in
Barkham has resulted in 2-way traffic flow. Road improvements in and around Winnersh are delivering crossborough routes, avoiding the town centre. Further road improvements are scheduled to provide both local infrastructure support and encourage green energy travel.
Rail: There are frequent rail services from areas including Reading, Earley, Bracknell, Winnersh, Guildford, Crowthorne, London Waterloo and Gatwick Airport. Train services are operated by South West Trains and First Great Western Link. Trains run from Earley, Winnersh, Winnersh Triangle and Wokingham into London Waterloo and take just over an hour. Twyford is already on the main line to London Paddington and its access to the capital will improve further with the delivery of the Crossrail project.
Air: Wokingham Borough is easily accessible from London’s Heathrow and Gatwick airports.

TOWN CENTRE REGENERATION
Over recent years, Wokingham town centre has undergone a complete transformation following a multi-million pound regeneration by Wokingham Borough Council.
The ambitious project was aimed at creating a vibrant town centre which could adapt to modern visitor needs, placing an emphasis on aspirational retail, leisure and the community, and which could cater for the growth brought by over 4,000 new homes being built in the town.
The regeneration has seen 9,000m2 of prime commercial floorspace created with a range of flexible retail units framing new public spaces including the Peach Place public square and the Elms Field park and play area. The regeneration has also brought 214 new homes, an Everyman Cinema, bowling alley, Premier Inn hotel, Aldi Foodstore and 529-space multi-storey car park to the town centre.
The town’s historic Market Place has also received a major facelift to give the space the ‘wow factor’, as well as improving the pedestrian experience and creating more room for regular town markets and large community events.
Construction of the final phase of the Carnival Hub was completed in summer 2022. This iconic landmark includes a leisure centre, cultural space and central library.
Since the completion of Elms Field and Peach Place, the regeneration has won multiple awards for placemaking, commercial development and creating an economically successful future from bodies including the RTPI, SPACES, APSE, the Business Magazines Thames Valley Property Awards and The Urban Land Institute (ULI) Europe Award for excellence in mixed-use development.

BUSINESS AREAS IN WOKINGHAM BOROUGH
Thames Valley Business Park
The well-established Thames Valley Business Park sits on an attractive 47-hectare site overlooking the River Thames in north Earley. It has direct access from the A329M via a flyover across the A4. An adjoining 33-hectare country park, including a nature reserve, complements the parkland setting of the ultra-modern offices. Existing facilities at the business park include a day nursery and a health and fitness club. Occupiers include Oracle Corporation, Sanofi, HP Inc. and Microsoft.
Suttons Business Park
Aberdeen Standard Investments has developed more than 71,500 square metres of employment space at a prime location east of Reading at the junction of the A4 and the A329M in north Earley. It consists of a mix of modern, mostly office premises in landscaped grounds fronting the A4 at its entrance and older industrial and warehousing units, typically of around 400 square metres at its western end. Occupiers include Brakes, SAS International and Royal Mail.
Wokingham Town Centre
The town centre provides a mix of employment uses, including shopping, office buildings, local government and leisure. Occupiers include Waitrose, Nuffield Health, Everyman Cinema and Premier Inn.
Molly Millar’s Lane
A traditional industrial area with a mix of older units, modern premises in a variety of sizes and two business parks, Mulberry and Oaklands. Covering 38 hectares in total, it is ten minutes’ walk south of the town centre, a five-minute walk from the railway station and a tenminute drive from the A329M. Further development is possible for a mix of warehousing, light or general industrial use at Ashville Way. Key occupiers include Cox Wokingham Plastics, Intersurgical Ltd, Hummingbird and CEMAS.
Toutley Industrial Estate - Wokingham
This estate consists of small premises for industry on the north-western edge of Wokingham. Occupiers include Welfaux Limited and Brayborne Facilities Services.
Headley Road, Woodley
A 17-hectare industrial estate was developed on the site of the former Woodley Airfield, and includes several large manufacturing units, as well as some small modern industrial and warehousing units. Premises range from 90 to 550 square metres in a convenient location, a five-minute drive time from the A329M.
Winnersh Triangle Business Park
Owned by Frasers Property, this modern 41-hectare site is strategically located next to the A329M, between Reading and Wokingham, and has excellent motorway links to Heathrow Airport along the M4. The development has its own railway station on the Reading/Waterloo line. The site has a mix of business and warehousing use and the structure of the buildings provides flexible, multi-purpose accommodation. Winnersh Triangle has established both advance units and purpose-built complexes to tenants’ own requirements. It has proved attractive to international companies seeking to test the UK market, including high technology, computer and electronic industries. World-leading companies such as Collins Aerospace, Jacobs and HP Enterprise have chosen to locate their UK headquarters at Winnersh Triangle.
Thames Valley Science Park, Shinfield
A wholly owned subsidiary of the University of Reading, the Science Park is host to some 80 companies. Ranging from early stage start-ups to global R&D centres, they represent a diverse range of technologies and sectors, from
digital media to pioneering medical diagnostics.
The Park has been boosted by the addition of a film studio and two archive buildings for the British Museum.
Ruscombe Business Park – Twyford
The Pavillions, Ruscombe Business Park, is located on the edge of Twyford Village in a highly accessible location, a short drive to the A4 between Maidenhead and Reading. Comprising two-storey office buildings and one light industrial unit, set within a landscaped business park benefiting from excellent car parking.
Green Park – Reading
A number of buildings at Green Park are located within the boundary of Wokingham Borough. These are occupied by Bayer, Pepsico, Huawei and Costco.
Borough Council Premises
Wokingham Borough Council owns and manages three employment sites. A site at Hogwood Lane, Finchampstead, provides small and medium-sized factory units in a rural location. Groveland’s Avenue, Winnersh, offers small light industrial units with further small office/hightech units at Station Road in Twyford. The Council offers short term tenancies, usually two to three years. These premises are suitable for startup and developing businesses.

ECONOMIC DEVELOPMENT STRATEGY
The Council’s economic development strategy will support the Thames Valley Berkshire Local Enterprise Partnership (TVB LEP) in delivering the Strategic Economic Plan for the area. This will help secure a more prosperous and productive future for the borough’s businesses and residents.
We recognise that if we are to enable our economy to continue to grow, we need the homes and associated infrastructure, including new roads, to support this. Our strategy is therefore centred on planned growth and sustainable house building so that we can continue to attract the highly skilled, professional workforce needed to maximise our economic potential.
The key objectives set out in the strategy are:

Wokingham Borough Council is a member of the Thames Valley Berkshire Local Enterprise Partnership (LEP). The partnership, made up of business and public sector organisations, ensures that the economic priorities of the region are best represented. The LEP also aims to utilise the international strength of the Thames Valley brand and ensure the borough has the capacity to compete on the world stage and continue to attract high quality investment. CLIMATE EMERGENCY
WBC – STRIVING TO BE A CARBON NEUTRAL BOROUGH
Wokingham Borough Council (WBC) is working towards being a carbon neutral borough by 2030.
As a council, we are actively encouraging and supporting businesses to join us in reaching net zero by 2030, and have already enacted several measures ourselves on this overall journey. These include:
• Renovating the local Dinton Activity Centre (pictured below) to be the first carbon positive building in the area, along with Woodley Library, to be carbon neutral, both demonstrating the viability of solutions, along with our clear commitment to leading the way.
• Running a series of Climate Conversation discussions, which explore the many opportunities available for businesses to reduce their overall emissions and enable you to ask your questions directly to expert guest speakers on the chosen subjects. Our first session covered
carbon footprinting and reporting as important first steps.
• Supporting our many partner organisations, including the Low Carbon Workspaces programme, which delivers funding and advice for energy efficiency projects and more across the borough, with over £150,000 of funding awarded so far. There remain many other sources of additional information and funding on a range of topics, including the Race to Zero site.
• Running a series of articles around COP26 and what it means, along with regular climate emergency related updates on aspects like waste collection, biodiversity and heating improvements through our newsletter.
• Installing 72 electric vehicle chargers, with a further 211 planned, to improve the local electric vehicle infrastructure and support their transition for all resident and business users.
• Delivering the first of a set of connected green pathways to encourage more sustainable and active travel.

The borough has a well-qualified resident workforce. 84.1% of the population are qualified to at least NVQ Level 2, 83,600 residents, and 92.8% are qualified to at least NVQ Level 1. Across all qualification levels, Wokingham fares better than the overall figures for the South East and Great Britain, as well as looking back 10 years to the Borough’s qualification levels in 2012.
Wokingham Borough’s well-qualified and educated workforce supports the flourishing local knowledge economy sector, and when compared with the region and the country overall, the Borough has higher proportions of managers, directors and senior officials, technical workers and professionals. There are a larger proportion of jobs in education, scientific & technical industries, and information & communication, and it is hoped that the expanding creative sector in Wokingham will provide a number of roles for local residents in TV, film, and supporting trades essential to studios and production companies, such as carpentry.
Wokingham’s secondaries include high performing, popular schools which consistently produce results ranked amongst the top in the country, both for attainment and progress.

Employment and Skills Plans
A consideration for planning consent is for developments over a certain size (square footage) to submit an employment and skills plan relating to construction skills, training and employment. This is to ensure where possible an opportunity for local employment, apprenticeships, and opportunities such as work experience placements, site visits from young people, and presentations to schools. The schemes will be further enhanced by knowledge of local supply chains. This has been demonstrated with recent successes in the creative media industry where two new film studios are under construction in the Borough.
