Our proximity to London, the imminent arrival of Crossrail, extensive regeneration investment and our quality local workforce all ensure that Redbridge is a very attractive place to do business.

Redbridge

Redbridge is an outer London Borough in north-east London with a culturally rich and well-educated population. The Borough is undergoing a programme of growth and the population is projected to rise from 288,000 to 365,000 by 2030.

The Borough currently has over 14,000 businesses, an increase of around 30 per cent over the last five years. Redbridge is home to many start-up businesses and entrepreneurs and the Council is keen to continue to lay the groundwork for successful business growth. Redbridge Business and Enterprise provides a range of information, advice and support to help businesses start, stay and grow in the Borough.

Connectivity

Redbridge has exceptional road, rail and airport links. Crossrail - the new Elizabeth Line - will bring central London closer to Redbridge than ever before and the introduction of the 24-hour Central Line tube means the City is accessible at all hours. By 2022, large parts of the borough will be just 15 minutes from the City and 20 minutes from the West End.

Quality of Life

Redbridge has some of the best primary and secondary schools in the whole of London. Our parks and open spaces make up almost half of the Borough, making Redbridge one of the greenest and most desirable places to live in the capital.

From outstanding schools to outstanding green spaces, Redbridge offers a very high quality of life. Our residents are already among the happiest in London. More than 40% of the borough is green, with country parks, sailing waterways and mountain biking facilities. We are the fourth most diverse borough in the country, and third most diverse borough in London with a strong history of our communities living together harmoniously.

Enterprise

Redbridge’s rapidly growing population is among the most enterprising in London. Some 78,000 residents commute across the rest of London every day, while those that remain drive one of the strongest rates of business creation in the south east.

The Borough has a booming small business sector, with over 92% of firms employing fewer than 10 people. Strength and growth is evident in information technology/digital, financial and business services, and creative and cultural industries. The council is working with a range of partners to provide dedicated advice and guidance and develop appropriate affordable and flexible workspace to support the expansion of these businesses within town centre locations.

Growth and development

The Redbridge Local Plan 2015 - 2030 sets out the Council’s vision and plan for how the Borough will grow and develop over the next 15 years.

Growth will be focused around five broad investment areas, which are based around established town centres with excellent transport links into the City and beyond: Ilford Town Centre, the Crossrail Corridor, South Woodford, Barkingside and Gants Hill.

As one of the mayor’s Metropolitan Town Centres, Ilford is the borough’s largest regeneration opportunity. New developments are already underway with housing schemes delivering over 1,000 new homes, upgrading our transport infrastructure, and plans to create a new cultural quarter with a theatre, library, leisure and further and higher education uses. New workspace will also form part of a vibrant new mix to complement the civic offer, bolstered by new council offices.

The first phase of this vision, The Spark has already begun. SPACE Studios opened in December 2019, turning part of Redbridge Town Hall into artists’ studios, an exhibition gallery and events space. This will be followed in Summer 2020 with Mercato Metropolitano’s covered food market, replacing the Town Hall carpark, and Things Made Public will be developing empty storage buildings into a vibrant food, beverage and small business workspace.

Town Centres

Ilford

Ilford is situated in the south of the Borough and is a significant commercial and retail centre.

Already one of London’s 13 Metropolitan Town Centres, the planned arrival of the Elizabeth Line is set to fundamentally change Ilford’s place in London.

Journey times will be dramatically reduced, bringing Ilford closer to central London than ever before. Bond Street will be 24 minutes away and a journey to Heathrow will be 52 minutes. A new, fully accessible Crossrail station is expected to open in 2022.

The Town Centre is continuing to grow and has the capacity to provide further office and commercial space, including flexible and affordable managed workspace. Ilford has a designated Housing Zone and we expect a further 6,000 new homes and 2,000 new jobs to be created by 2030.

Work is already complete on the first phase of a £15m transformation of the public realm which has begun to rejuvenate and revitalise the heart of the town, and phase two is due to commence in early 2020. Alongside new public realm, the SPARK project, already mentioned, will be fully realised in 2020 and will see artists’ studios, gallery space, an exciting covered food market, and start-up workspace in the heart of the town centre, beginning to unlock its huge development potential, and position it as a dynamic hub of retail, leisure, business, creative talent and commercial growth.

We are committed to working with investors and developers to redefine Ilford’s place in the 21st century and we will continue to develop a strong business, leisure and cultural offer.

Ilford Lane lies south of Ilford Town Centre and offers a specialist shopping and dining experience. The area reflects the vibrant multicultural character of Redbridge with over 200 independent retailers selling goods from every corner of the globe. The area is well known for its many high street retailers selling Indian fashions, fabrics and bespoke Asian jewellery. The restaurant offer is extensive and provides authentic Asian cuisine.

Ilford Lane is walking distance from Ilford train station and close to the North Circular. It has excellent transport links to Stratford and the wider East London area.

Seven Kings, Goodmayes and Chadwell Heath – Crossrail Corridor

This area forms the ‘Crossrail Corridor’ and features three key centres, all of which will benefit from new Crossrail services, with significant growth potential. Elizabeth Line public realm improvements around all three stations, and the planned development of the Seven Kings lorry park by Redbridge Living will create potential to co-locate business and community services alongside new homes close to station facilities.

Seven Kings is one of the key local centres that have developed around the route of the ancient Roman Road between London and Colchester. The town centre includes a mix of small independents, and is well served by a selection of food outlets, and ethnic restaurants. The area has small business at its heart, with an active business partnership working with both statutory and community and voluntary sector representatives to benefit the town centre. In recent years, it has been a key focus for growth in start-up businesses with some of the highest start-up rates across the Borough.

Largely residential in nature, Goodmayes and nearby Chadwell Heath benefit from close proximity to the King George and Goodmayes hospital, with potential for 1,300 new homes, new schools and community infrastructure. Chadwell Heath, in the south east of the Borough, lies on the boundary of Redbridge and Barking and Dagenham. The area has small independents, restaurants and a retail park with large well-known outlets selling a variety of goods. Both Goodmayes and Chadwell Heath will see journey times to central London significantly reduced ensuring the area becomes even more accessible.

The corridor has great potential to provide a wide range of business workspace.

Community Hubs

Redbridge Council wants to build a stronger relationship with its residents and businesses to improve the quality of services for local people. To support this aspiration, we are planning to put public services at the heart of our communities through a new programme of six state-of-theart Community Hubs across the borough. The Community Hubs will be in accessible and central locations – Seven Kings, Gants Hill, Ilford Civic Centre, Hainault, Woodford and Wanstead.

It is the Council’s ambition that these Community Hubs will become the centre of civic and community life in their respective neighbourhoods, with locally-focused Council services being delivered side by side a variety of other possible services such as a library, children’s centre, business centre, adult learning, leisure services, voluntary service and community spaces for different activities.

Barkingside

Barkingside is in the centre of the Borough and is a vibrant town centre served by two London Underground Central Line Stations at Barkingside and Fairlop. The award-winning Ken Aston Square forms the basis of the “Better Barkingside” regeneration initiative, which has created a high quality public square and improvements to the high street park. These spaces host music events, theatre performances, evening markets and community gatherings. The High Street offer includes a mix of independent shops alongside branded retail, coffee shops and supermarkets, and the iconic library with an adjoining leisure and sports centre, attract residents from across the Borough. The town centre offers exciting opportunities and has the capacity to provide further office and commercial space. The Council is currently exploring the options to develop Queen Victoria House, recently vacated by Redbridge Registry Office, into flexible office and workspace for small businesses.

Wanstead

Wanstead is an affluent suburban area in the south of the Borough, very well connected with two tube stations on the Central Line, Wanstead and Snaresbrook, which take you into central London in 25 minutes. It is also close to the North Circular, A12 and M11 link road. With its village appeal and access to nearby Wanstead Park and Ponds, Wanstead features a range of high quality independent shops, cafés and local events, including local markets and an annual festival. The high street has been recognised as one of the best in London, previously being named in the top five of the London category of the Great British High Streets competition.

On the first Sunday of the month the Wanstead Farmers’ Market takes place along Wanstead High Street. People attending the market have the opportunity to purchase organic produce, ethically reared meats, free range eggs and handmade desserts.

South Woodford

South Woodford, in the north of the Borough, is an attractive town centre focused around George Lane and its rich mix of independent and artisan shops, South Woodford has retained its “village” feel. A cinema, along with a range of high quality branded and independent restaurants, creates a lively atmosphere during the day and evening, with easy access to the Central Line station. The Station Estate offers potential to diversify its current light industrial uses to create mixeduse development, and Woodford Trading Estate is home to some of the Borough’s largest trade units, benefitting from proximity to the strategic road network.

The town centre is well served by public transport including South Woodford underground station on the Central Line. It is close to the junction of the North Circular Road at the start of the M11 motorway which begins at Charlie Brown’s Roundabout and is accessible from the Waterworks Roundabout.

Gants Hill

Gants Hill is in the south of the Borough and is based around its renowned Art Deco Underground Station. It continues to be an important transport hub that lies at the heart of Redbridge and connects the east of the Borough to the west. A well-connected town centre, being on the Central Line and served by major roads including the A12, Gants Hill features a mix of independent retail, cafés, bars and restaurants, creating a thriving destination during the day and evening.

Redbridge Institute’s adult learning offer forms a hub for community learning and skills. The award-winning Valentine’s Park, located just south of the town centre, provides Gants Hill with one of London’s finest open spaces on its doorstep. The town centre offers exciting opportunities, including the capacity to provide further retail floor space for new businesses moving into the Borough.

(BIDS)

A Business Improvement District is a business-led body formed to improve a defined commercial area. In Redbridge, we have two very successful BIDs in our key areas:

Hainault BID

Hainault Business Park became a BID in 2006, one of the first industrial BIDs in the country. The BID has successfully introduced a number of measures ensuring the Business Park is energy efficient and among the safest industrial estates in the country.

Ilford is the largest bid in the Borough, established in 2009 and capturing just under 400 businesses in the town centre. The BID has invested in a range of projects including, setting up a state-of-the-art digital radio security system and a dedicated town centre police team.

Council Services for Businesses

Redbridge Licensing Service

Redbridge Council is responsible for licensing certain activities. These include, but are not exclusive to, premises licensing for the sale and supply of alcohol, providing entertainment and late night refreshment for hot food and drink in the Borough. Licensing services also include the granting of licences for gambling, special treatments, street trading, pavement trading (also known as shop front trading), fireworks, pet shops, animal boarding kennels, riding establishments and scrap metal dealers.

In most cases, you have the option to apply online or to download the application forms from GOV.UK and post your written applications to us. These forms are available with appropriate guidance notes.

The team can also provide more information about other types of licences not mentioned above including temporary events notices (TENs). These are for short-term events at premises not usually used for that activity.

Trading Standards

Redbridge wants to ensure that the Borough is a safe place to do business. To help achieve this, Trading Standards carry out a wide range of duties including: enforcement and business advice, stopping and preventing underage sales, ensuring product safety and ensuring that weighted and measured goods are sold correctly. Redbridge Commercial, Clinical Waste

The Council provides a Clinical and Commercial Waste Collection and Disposal Service and offers information and advice about containment, collection and disposal of commercial (trade) and clinical waste.

All businesses are required to have waste produced at their premises removed by a recognised waste carrier. The Council is a recognised trade carrier, however if you use a different collection company, you must ensure that the company used is licensed to collect waste.

It is your duty as a person who produces, keeps or disposes of controlled waste to prevent the escape of waste from your control. This means that you must package the waste in suitable containers so that it cannot escape or blow about. You must make sure that any unauthorized person cannot remove the waste including vandals or thieves. You must also secure your waste against animals, accidents or the weather.

Medical and clinical waste must be disposed in a certain way and clinical waste can be collected by us from a domestic property or a business. Business rates

This service provides information and advice about liability to pay Business Rates including billing, collection and enforcement processes. The service also helps businesses in respect of available reliefs to reduce the amount payable. Premises with a rateable value below £12,001 RV may be entitled to Small Business Rate Relief, with a sliding scale of reductions up to £15,000 RV. Retail premises up to £51,000 RV maybe entitled to Retail Discount of a further 33% off in 2019/20, and 50% in 2020/21. In 2020/21 the Council will be exploring further options and incentives to support local businesses. Procurement: Tenders and Contracts

The Council purchases a wide range of goods, services and works through competitive procurement processes. This includes comparing quotes for low value work requirements and formal tender process for high value contracts. Contract opportunities are advertised on our e-tendering website. Food Safety and Hygiene

Food businesses have a responsibility to ensure food and drink sold in Redbridge is safe to consume.

Our role is to promote and regulate food safety in food premises within the London Borough of Redbridge and control and investigate outbreaks of food poisoning. Food businesses have a responsibility to ensure that food and drink sold in Redbridge is safe to consume. It is required by law to register a food business with the local authority. The registration form should be submitted to the Food Safety team at least 28 days before a food business begins trading. There is no charge for registration. Planning and Building Regulations

Planning permission or building regulation consent may be required before you start any work on your home improvements or building projects. Many types of building works will require planning permission including:

• Change of use of premises from one class to another

• Extension of a commercial premises

• Installation of a new shop front and/or roller shutter

• Conversion of the space over a shop or a ground floor into a self-contained and separate use.

• Extension to the hours of use of premises

If you are considering building works which require planning permission, the Council can provide pre-application advice.

You will need to follow Building Regulations for many building works carried out on domestic and commercial premises, e.g. building an extension, removing an internal

Civic Pride: Enforcement

Redbridge has a team of Enforcement Officers to tackle issues which can affect your business such as anti-social behaviour, fly tipping and licensing. The team help to raise civic pride and clamp down on those who don’t treat the Borough with respect.

Parking

If you work for a business based in a Controlled Parking Zone and use business vehicles, you may be entitled to apply for a business permit. For information on how to apply for a business parking permit for the first time, please visit: www.redbridge.gov.uk/parking

Business permit holders will be able to use Business and dual-use parking bays but will not be able to use areas which are for resident permit holders only.

Free short-stay parking (up to 1 hour) is available to everyone at our on-street pay and display bays. If you want to stay longer than this, you can purchase additional time on top of the free session. More information can be found on our website www.redbridge.gov.uk/parking/parking-charges

RingGo Services are also available and you can pay for parking using your mobile phone in various locations across the Borough.

The Council’s Business and Enterprise team work with partner organisations to support local entrepreneurs, start-ups and established businesses to develop and grow, helping strengthen the local economy and create jobs.

Business advice and guidance

The team also provides the following services:

• One-to-one support for pre start-up, start-ups and established businesses: this includes a diagnostic and planning appointment with the business adviser to discuss the business idea and provide guidance regarding setting up and growing a business.

• Workshops, seminars and training: the topics of the workshops and seminars are varied and responsive to need but will cover the following areas: Access to finance; Business planning; Marketing and promotion; Finding the right premises for your business.

• Networking events: to facilitate information sharing and promote business to business networking.

• Advice from subject experts: our partner organisations can provide additional support in other areas depending on the stage of your business idea.

Test Trading

Redbridge Business and Enterprise are developing a programme of Test Trading opportunities to provide new businesses in Redbridge with the opportunity to sell their products at a live event. Guidance, training and support is provided and residents that have never traded before can apply to ‘test trade’ their products and services.

Hub Central

Our services are delivered at different locations across the borough including Hub Central in Ilford. Hub Central is a place to start up and grow your own business or get help to find employment and develop new skills. The Hub is based on the second floor of Redbridge Central Library and offers co-working space alongside library and online resources including books, journals, and access to COBRA - the Complete Business Reference Adviser database which is a comprehensive encyclopedia of practical information for starting, running and managing a small business. There is an already extensive community of businesses operating in Redbridge, with further growth being seen in Professional, Scientific and Technical; Information and Communications; Administrative and Support Services sectors. Our programme of support for local businesses includes providing high-quality workspace in Redbridge to support such businesses to thrive.

An improved workspace offering for existing local businesses, will also entice businesses into the Borough from elsewhere. The combination of cheaper rental costs and good transport connections means that Redbridge is a good location for local businesses as well as an appealing alternative to the significant number of businesses that continue to be costed out of central and other parts of East London.

Our aims are to offer competitive and attractive workspace that seeks to draw businesses into the Borough, and supports the long-term success and growth of our already extensive community of micro and small businesses; ensure that workspaces support the continued success of Redbridge’s micro and small businesses, and allow for the retention of businesses as they become larger; and deliver workspaces that appeal to a range of sectors, including those showing highest growth within the borough - ICT and Creative Media, Business and Professional Services, and Science and Technology.

In November 2019, Space Studios opened their creative and artists’ workspace in the heart of Ilford, providing 35 affordable workspaces for artists, makers and creative businesses.

Potential locations for development of flexible and affordable office workspace include Barkingside, Ilford, Seven Kings and the Crossrail Corridor, and co-working space in Hainault.

Pledges to Business

Redbridge Council, along with the other 32 boroughs and City of London, has signed up to the London ‘Pledges to Business’ which have been developed by London Councils in partnership with business representative bodies and focus on the Council’s offer to businesses in their area.

During the early part of 2020 we will be developing our offer and ways of engaging and working with businesses and will update information on our website to highlight how we will fulfil our pledges which focus on: Engagement; Making Business Simpler; Cleaner, Greener, Safer; Night Time Economy; Business Rates; Procurement; and Developing a Skilled Workforce.

The Pledges also have a series of asks of business, including: Becoming the best employer you can be; Ensuring an inclusive workforce; Engaging the next generation; and Sustainability.
