Britain’s Best Industrial Base
A £42m project is delivering major industrial sites, infrastructure and employment.
The South Humber Industrial Investment Programme (SHIIP) is focused on six Enterprise Zone sites, totalling 189 hectares (467 acres).
Working in partnership, North East Lincolnshire Council and delivery partner ENGIE are delivering SHIIP over a period of five to 10 years.
SHIIP is focused on one of the UK's most attractive location propositions for industrial companies, in sectors including advanced manufacturing, offshore renewables, food manufacturing, ports and logistics and land-based power generation.
The development underway as part of SHIIP includes:
•120ha of strategic mitigation land; •2.5km of new adoptable highway; •489,000sqm built floor space;
•195ha of developable land, 60ha of which is serviced.
It is delivering relevant site infrastructure, extensive ecological migration sites and a new port connector road between Grimsby and Immingham.
The new link road, due to complete in late 2020, will cut journey time between and to the ports of Immingham and Grimsby and also open up vital development sites that lie within the Enterprise Zone.
The strategic mitigation land (pictured) is the only purpose-built site of its kind in Europe.
On the wildlife front, this innovative approach will save investors time on planning while respecting the Humber Estuary’s Site of Special Scientific Interest status.
A change of use from arable fields to mitigation areas has created a quality habitat for Special Protection Area (SPA) birds.
Associated works include two water storage lagoons, shallow scrapes and ponds, bunding, a bird hide, footpaths, car parking, cattle and timber fencing, culverts and bridges.
The programme, combined with the enhanced capital allowances offered by the site’s Enterprise Zone status, provides a unique port-centric development opportunity.

Greater Grimsby Town Deal

Town Deal leads way
The Greater Grimsby Town Deal is a £67-million joint package from the Government, council and Humber and Greater Lincolnshire Local Enterprise Partnerships, designed to unlock development opportunities.
It aims to deliver 8,800 new jobs and build nearly 10,000 homes by 2032, with projects already underway.
A Heritage Action Zone will see the historic Kasbah on Grimsby docks transformed into a creative hub in a project supported by Historic England.
On Garth Lane in the town centre, riverside buildings which have been empty for decades are being transformed into a new Youth Zone and educational base.
The South Humber Industrial Investment Programme (SHIIP) and the UK’s largest Enterprise Zone –189 hectares across six sites – are incorporated into the Town Deal.
Businesses are providing further investment and employment as a result of it.
One example is Ørsted, which has created hundreds of jobs at the UK’s largest operations base for offshore wind.
The Town Deal, mentioned in the Industrial Strategy White Paper (left), sees North East Lincolnshire Council committing £35m and the Government a further £30m, plus £2m for the above link road, to support regeneration plans.
A link up with Homes England is helping provide new houses across the area.

That change is being overseen, challenged and supported by the Greater Grimsby Board.

Our Heritage
The £3.7m Heritage Action Zone project is breathing new life into Grimsby.
The five-year scheme, led by North East Lincolnshire Council and Historic England, is at the heart of the ambitious Town Deal.
The Heritage Action Zone is seeing premises on the docks and town centre given a new lease of life for business and community use.
Historic England in the East Midlands is providing an estimated £620,000, with the rest coming from North East Lincolnshire Council and partners ENGIE,Associated British Ports (ABP) and Humber Local Enterprise Partnership.
The Kasbah, on Grimsby’s fish docks, was designated as a Conservation Area in 2017. Owners ABP, together with North East Lincolnshire Council and Historic England, are looking to exploit a living local tradition of producing smoked fish, and develop the area as a centre for artisan food.
Historic England will provide support and advice to the Great Grimsby Ice Factory Trust and partners to look at possibilities for the creative re-use of the Ice Factory, an important building at risk which stands at the gateway to the Kasbah.
The Heritage Action Zone will also promote re-use of historic buildings along Alexandra Dock.
These include Victoria Mills, where the council has spent more than £2million
on urgent repairs, including grant-aid from Historic England.
Towards the town centre itself, further projects focus on repair and re-use of vacant listed buildings, such as the Cooperage – converted into high quality apartments - West Haven Maltings and Haven Mill, and creating open space for events and activities around St James’ Minster.
Research on Grimsby’s historic buildings will ensure they receive deserved recognition and enrich local museums and archives.
Residents and businesses will find new opportunities to benefit from their local heritage, and visitors will discover a warmer welcome and a rewarding experience in Grimsby.

Resort Regeneration
A £7.2million programme of works is giving Cleethorpes a fresh look.
Popular shopping and cultural areas have been transformed by the funding.
High Street, Sea View Street and Alexandra Road have been transformed by the public realm works. On Sea Road, the former Waves pub and public toilets are being demolished to make way for a new development. This project has been supported with £1m from the Government’s Local Growth Fund, secured by the Humber LEP and part of the Government’s commitment to the Northern Powerhouse.
Public art is being introduced on the North Promenade while new events, including the national award-winning Cleethorpes Festival of the Sky, have attracted world-class arts and culture and additional visitors into the resort.
The funding has come from a range of sources. CoastNEL, a partnership
between the council, businesses, arts, heritage and tourism groups, was awarded £3.8million from the Coastal Communities Fund.
This was complemented by a further £0.5million investment through the National Stations Improvement Programme (Network Rail), the Railway Heritage Trust Fund and the Council to create a new cycle hub at Cleethorpes train station.
National Lottery Heritage Fund has also awarded Cleethorpes £1.9million, with an additional £1million contribution from the council put towards a Townscape Heritage programme.
This funding will be used to conserve and enhance historic buildings in areas of Cleethorpes with grants of up to 80% available to property owners and tenants.
Visitor numbers to North East Lincolnshire, which top 10-million a year, have helped the economic impact of tourism hit £622m.
