FOREWORD

Promoting jobs and business growth is a top priority for Broxtowe. Competing, keeping jobs local in an increasingly globalised economy, enabling enterprise and entrepreneurialism to flourish, encouraging self-employment, promoting apprenticeships for young people, eliminating waste and maximising productivity are all tasks that we as a local authority are engaged in. Broxtowe has huge economic potential. The advent of even greater connectivity to Nottingham, a core city, the implementation of local enterprise zone activity and the opportunities afforded by the possibility of having an HS2 station in our area, with the regeneration of our main town, Beeston, affords great scope to catalyse further economic growth and prosperity.

We have found that enabling local firms to network effectively, adding value to each other’s efforts and being

stimulated by ideas that can be locally shared, is important and valued by the business community. For that reason, the publication of this directory provides a useful and practical tool which makes it easier to see which firms are operating in the local area and how they can be contacted.

LOCATION

Broxtowe has a population of 109,500 (2011 Census) and covers an area of 81.08 square kilometres (approximately 31 square miles), making the Borough one of the most densely populated in the East Midlands. It is characterised by a largely urban south, which comprises over 60% of the Borough’s population and a more rural and semi-rural north. The principal towns in the borough are Beeston, Eastwood, Kimberley and Stapleford.

Broxtowe is ideally located in the heart of England and has very good connectivity with excellent access to the motorway network and East Midlands Airport via junction 24 of the M1, together with excellent rail connections at the local Beeston and Attenborough stations, as well as Nottingham station and East Midlands Parkway. The M1 bisects the Borough, with junction 26 at Nuthall, and junction 25 just outside Broxtowe with links to the cities of Nottingham and Derby via the A52.

The accessibility of the Borough will be further improved following the opening of the Nottingham Express Transit (NET Phase 2) tram route, which will serve many of the most densely populated areas in the south of the borough and will include a park and ride site near the A52 at Toton.

As can be seen from these infographics, Broxtowe has a large population of 21 to 30 year olds, offering a dynamic and flexible workforce for your business. This is complemented by a high number of 45 to 60 year olds with the experience required to hit the ground running.

Broxtowe’s workforce has higher than average qualification attainment, with 89% being qualified to at least NVQ level 1; 4 percentage points high than the national average.

80% of the working age population have an NVQ level 2 qualification or higher, in comparison to the regional average of 72% and national average of 75%.

62% hold A level qualifications or higher again at a higher rate than regional and national averages. Lastly, 42% of our working age population hold an undergraduate qualification or equivalent, 9 percentage points above the regional average and 3 percentage points above the national average. Overall Broxtowe has a well-qualified workforce.

Broxtowe is well connected to the rest of the region. We have two easily accessible junctions on to the M1 which serves both the rest of the Midlands and Southern England, but also north up to Sheffield, Doncaster and ultimately Leeds. We also have Beeston train station located on the Midland Main Line, benefitting from easy and frequent trains to London.

More locally we have a tram park and ride located within the Borough, creating easy and quick access in to and out of Nottingham City Centre as well as an extensive bus network. Why Invest in Broxtowe’s Town Centres?

Great Transport and InfrastructureBroxtowe’s town centres are one of the UK’s leading areas in terms of public transport modernisation, with Phase 2 of NET’s tram network featuring a brand new bus and tram interchange in Beeston and a tram terminus at Toton (1 mile from Stapleford Town Centre), connecting to a new park and ride facility and placement near to the preferred site for the planned Midlands HS2 hub. This major investment in infrastructure ensures that Broxtowe is not only better linked with the City of Nottingham but also more directly with London and the North, via Beeston train station and the proposed HS2.

Broxtowe also has over 2,200 parking spaces immediately within its town centres, as a mixture of long and short stay car parks, plus additional long stay parking provisions just outside its town centres still within walking distance. Kimberley and Eastwood town centres are situated next to Junction 26 of the M1, with Stapleford benefitting from similarly close placement to Junction 25.

The University of Nottingham Park Campus is also home to a mixture of 3,000 UK and international students staying on the campus grounds, as well as additional students staying in nearby private accommodation. The campus is located 0.8 miles from Beeston town centre and 3.3 miles from Stapleford.

Many businesses have already identified the huge potential in Broxtowe’s town centres - Start-up and established businesses of all sizes are investing in each town, safe in the knowledge they can grow a business in Broxtowe and create a long lasting relationship with the customers already visiting the area. In the last 2 years, several million pounds have been invested in new business openings and refurbishments within Broxtowe’s town centres.

With all our town centres showing occupancy rates of over 88%, they are becoming a go-to destination for multi-national companies when considering new stores and a place with a proven track record for new startups.

Access to an increasing and diverse local demographic - In addition to these major improvements to infrastructure, Broxtowe will see over 1,000 new homes developed over the coming years within a few miles of the main town centres, increasing the Borough wide catchment. Once completed, these new housing developments have the potential to increase the demand on existing retail and leisure and create up to an additional £13million for the local economy each year, based on average household weekly spend on goods and services available in the Borough (2012 figures).

Town Centre Management - Broxtowe has a Town Centre Management Team offering businesses on the high street a dedicated contact for business support at their local authority. Responsible for implementing physical regeneration on behalf of local authority, the Town Centre Management Team are a vital link between Broxtowe’s public and private sector stakeholders.

The teams also chair ‘Town Team’ meetings in Eastwood, Kimberley and Stapleford. These regular meetings are held to ensure that Broxtowe’s town centres remain attractive places to work, shop, live and invest, through a coordinated and proactive approach to regeneration projects.

On the western fringes of Nottingham and centrally located within the UK Broxtowe has excellent road and rail links with major cities such as London, Birmingham, Manchester, Sheffield, Leeds and Liverpool making its geographical advantage obvious.

These strong transport links will be futher enhanced with the completion of the latest tram route, the electrification of the Midland Mainline and the possibility of the HS2 hub being located in Toton. Nottinghamshire is becoming one of the best connected counties in England and ideally placed at the heart of the region, Broxtowe can exploit this geographical advantage for everyone’s benefit.

Companies locating in Broxtowe benefit from an existing well-educated workforce; immediately adjacent to the south of the Borough is one of the highest ranking universities in the UK. Nottingham University and the existing network of colleges across the Borough ensure a continuous supply of educated workers for all growing businesses within the area. Harnessing the knowledge and expertise of this workforce is another huge opportunity for the Borough and one which anyone locating here can benefit from.

The Economic Development function at Broxtowe Borough Council has recently merged with the Planning Department to enable a collaborative approach to development moving forward.

This combined focus gives businesses and developers looking to invest in the area greater comfort that any obstacles they may encounter can be overcome at an early stage.

Having a significant input and understanding of the planning process, alongside a knowledge of business contacts, grant opportunities and the relevant support networks, gives the Council an advantage when compared with other localities. The Regeneration team is therefore extremely well placed to assist and help businesses relocate, grow and develop within the Borough of Broxtowe and fully utilise the opportunities the Borough has to offer.

Enterprise Zones

Broxtowe benefits from two enterprise zones, Boots (some of which is in Nottingham City) and Beeston Business Park. These sites benefit from reduced business rates, a simplified planning process and have the opportunity for expansion. The Boots site is intended to be developed into a UK centre

of excellence for health and beauty, strengthening its existing position in this field and allowing opportunities for business incubation units and small and medium enterprises to establish here.

It also contains additional land for future redevelopment. Located in very close proximity to this site is Beeston Business Park which is currently undergoing £40 million of investment. Beeston Business Park will provide a range of units from 100 to 900,000 square feet; it already has a good reputation for ICT and technology led businesses and benefits from close proximity to Beeston Station and its connections with Nottingham, London and Birmingham. Building on the established reputation of ICT and technology led businesses it is the intention to establish a ‘technology hub’ in this location, with funding opportunities being actively pursued to further enhance the area.

Both these sites offer tremendous potential to encourage businesses and investment into the Borough and it is imperative that employers and employees alike take advantage of these zones and maximise the benefits of connecting them into the wider network of existing businesses, employers and start-up businesses.

COUNCIL SERVICES FOR BUSINESS

Business rates

All Non-Domestic properties have a ‘rateable value’ that is set by the Valuation Office Agency (part of HMRC). These values are shown in the Rating List, which can be viewed on the Valuation Office website. It is also shown on a rate demand.

Dependant on a properties rateable value (and other factors), a business may be eligible for some rate relief. If a business is eligible, relief will not necessarily be applied automatically to any rate demand. Therefore, businesses are advised to contact the Council rates team to see what relief is available, be it full, partial or transitional relief.

Rateable values are re-assessed in a national ‘revaluation’ and are based on the open market rental value of the property as at a certain date. The latest Rating List is effective from 1st April 2017 and is based on rental values as at 1st April 2015. The next revaluation process is estimated to begin in 2021 and every 3 years thereafter.

Licensing

The Council Licensing team deals with the licensing and registrations of a wide range of people and premises including those relating to provision of alcohol, entertainment, late night refreshment premises, cinemas, theatres, charities and lotteries. The team also licenses hackney carriages and private hire vehicles.

Environmental Health

The Council deals with a broad range environmental health issues including food safety, occupational health and safety, noise, air quality, contaminated land, communicable disease control, private water supplies and licensing and registration of animal activities and skin piercing. We issue food businesses with their Food Hygiene Rating. The Environmental Health Team protects and improves the health of residents and persons working in the Borough and provides advice and guidance on a range of legislative requirements to individual businesses.

Trade Waste

The Council provides a Trade Waste Collection Service for all businesses and commercial premises situated within the Borough.

This service will provide users with:

• A guaranteed same day weekly collection

• Fortnightly trade waste recycling collection which is provided free of charge

• Easy to maintain containers in a variety of sizes

• Free advice regarding waste collection and disposal

• Compliance with Duty of Care requirements

• Free glass collections

A Trade Waste Agreement will have to be signed along with a Waste Transfer Note which will need renewing annually, this will be issued with the invoice each April.

Planning Applications and Advice

Planning involves the controlling of building and engineering operations or changes in the use of buildings.

Planning permission is not always required for developments, but it is always good practice to contact the Planning Department if you are considering any form of development to a property. The rules that govern this can be complex and officers are able to provide verbal advice on such matters.

In some cases, a business may be required to apply for a ‘change of use’,

where their proposed business activity is not currently permitted at particular premises, even if there are no physical alterations to the building itself. There can also be further planning implications with regards to matters like; shutters; hours of business operation; advertising and signage.

A duty planner is also available to businesses for help and advice every weekday until 12:30 on 0115 917 3447.
