No groups have emerged for the Chinese and Romanian workers, the other key groups of migrant workers operating in Israel. The Chinese are heavily controlled by their Government, although they have made use of available legal challenges regarding unpaid wages despite threats from the Chinese Embassy that they will be punished upon their return to China. The information was derived from interviews as well as a conference in Israel sponsored by the Carnegie Council on Ethics and International Affairs.
