The Centers for Disease Control, in an “interim letter” to Flagler County Sheriff Rick Staly concerning the CDC’s Sept. 6 visit to the Sheriff’s Operations Center, has recommended having a contractor check the building for hidden mold growth.

The county-owned Operations Center has been evacuated since June after multiple FCSO employees said they thought the building was making them sick.

“We will do everything within our authority to implement the CDC recommendations,” County Administrator Craig Coffey said in a county news release about the CDC letter. “Next week, we will reach out to the Sheriff’s Office to develop a plan.”

The four-page, Oct. 2 letter states that the CDC experts, who conducted a walkthrough and interviewed 26 employees, noted areas of patched roof on the building indicating possible water intrusion and potentially causing mold growth, as well as water stains in the evidence room.

But the letter did not recommend further air testing for mold spores, stating that the results of air testing can be unreliable.

Instead, the CDC’s interim letter recommended that the county do the following to the building:

Social Security and a Younger Spouse DAVID HOLLAND PLANSTRONGER™

People can, and do, meet, fall in love and get married – despite substantial age differences. Relationships like these are often called “May-December” DAVID HOLLAND romances. How does CPA, CFP® this disparity in ages affect a couple’s finances in retirement?

Keep these two points in mind: Social Security (SS). Many times, couples (regardless of age) choose to defer one spouse’s Social Security payments for as long as possible. This is because, if filing is delayed, SS benefits will increase until age 70. Another reason is, when the husband/ wife who has deferred payments passes away, his/her spouse will be entitled to that person’s larger benefit payment at full retirement (the couple must have been married for 9 months). If you are part of a May-December couple, you can see why this could be a very important planning option. Let’s look at a fictitious example: Jon is 64 and currently employed in a middle management position. He decided not to take an early retirement at age 62. Jon’s wife of three years, Marie, is 48 and does not work; she has held a few short-term jobs over her lifetime, but was unemployed for many years while caring for her disabled mother. If Jon either continues to work, or has other income to sustain his and Marie’s lifestyle through age 70, not only will his benefit increase, but, subsequently, Marie would get a much larger “survivor’s benefit,” should Jon pass away at, let’s say, age 74. If Marie expects her Social Security payment to be low because of her sporadic work history, taking the

The letter states that the CDC is reviewing mechanical drawings, ventilation testing and balancing reports, photographs, and field notes, and will provide more information as it becomes available.

How should Palm Coast pay for a $21.5 million public works facility?

The city is considering adding fees to residents’ electric bills.

Explaining the need for a new facility to the council, Falgout said that much of what makes Palm Coast distinctive — “all the pretty stuff,” like its landscaped medians — is done by the Public Works department.

Public Works’ parks and beautification division also maintains the city’s athletic fields.

Its stormwater division handles swales, ditches and canal maintenance; its streets division deals with traffic signals, signs, potholes and patches and its facilities division handles all city government facilities.

Public Works also maintains more than 1,380 city-owned vehicles, 352 pieces of heavy equipment and 700 handheld tools.

Meanwhile, Falgout said, the facility, which sits on Wellfield Grade off U.S. 1, is a safety hazard for the city’s workers.

“Probably the only code-compliant building is the trailer,” he said. “That’s the safest structure on the property.” The other buildings are simple “pole barns” that don’t require permitting.

Council members had toured the facility that morning before the 9 a.m. council workshop.

“Certainly this morning we saw the men and women working outdoors under very serious safety conditions,” Mayor Milissa Holland said at the workshop. And, she added, “These are individuals who are out in the field every day, and do not have adequate restrooms and locker room facilities.”

She said she found that unacceptable.

Staff members also didn’t have enough parking space, and have been parking on the entry road.

Cote said there had been no major improvements to the facility since the city acquired it from the county when the city was incorporated in 1999.

Holland said she wanted the new facility to be energy-efficient, with a low operational cost. Perhaps it could have plugin stations for energy-efficient vehicles, she suggested.

“It’s coming and it’s happening, and if we’re going to make a significant investment to rebuild our facility, I want to do it right,” she said.

For funding, she said, she liked the idea of generating a new city revenue stream aside from property taxes: The city’s auditors have said every year, she said, that the city needs alternative revenue sources.

But she was wary of locking the city into a 30-year-contract with FPL in order to implement an electric franchise fee — especially since the city has no way of knowing how much energy production and sources might change over the course of 30 years.

Councilman Bob Cuff also had concerns about how an extra charge on electric bills might affect residents who are already struggling financially.

Cuff asked if any portion of a residents’ electric bill could be excluded from the new fee. Falgout said the city could exempt the first 500 kilowatts of usage, an option that Holland and Councilman Nick Klufas also favored.

Both Cuff and Lyon agreed that the city needs a new facility.

“We need to move to something that is not just cobbled together,” Lyon said. “The fact of the matter is, the city’s grown.”

Holland said she would like to see a “matrix of options” for the facility and its funding before making a decision, and the council asked staff to draft ordinances for the proposed fees.

“These are decision points that are challenging and difficult. ...

But it’s what we do,” Holland said.

Palm Coast officials believe the city needs a new public works facility, and building one is expected to cost $21.5 million and take 30-42 months.

“It’s a facility that’s well beyond its current capacity ... and we’re continuing to grow,” Palm Coast Construction Manager Carl Cote said.

What’s less certain is how the city will pay for it.

City staff has suggested that the city implement a fee that would be added to residents’ power bills — either a 6% electric franchise fee, or up to a 10% public service tax, or some combination of the two.

Combining either option with debt funding would let the city complete the new Public Works facility in fiscal year 2021, according to a city staff presentation at the City Council’s Oct. 9 meeting.

If the city instead uses a payas-you-go approach, a 10% electric public service tax would let the city build the facility by 2023; a 7% electric public service tax would bring in enough money to finish it by 2028, and a 6% electric franchise fee would mean waiting until 2029 for completion.

But the facility, Interim City Manager Beau Falgout said, isn’t one the city can afford to wait on for years and years.

Kladke said the city would use drones to enhance public safety and inspect city infrastructure, but would not capture images of private property, and would make sure that all city drone pilots are licensed, insured and well trained.

The city’s fire rescue department could potentially use drones to see a fire scene from all sides or view a hazardous materials incident scene before deploying firefighters.

“We think it’s very cost effective, considering what is costs to fly an airplane or a helicopter,” Falgout said.

Holland was in favor of the proposed program.

“I think it’s cool,” she said. “I think we’ll see a real value there.”

Developers have approached the city government about building a combined 300 apartment units in Town Center, kick-starting the development of the city’s “innovation district” in the area.

“It’s really about diversifying our housing stock,” interim City Manager Beau Falgout told the Palm Coast City Council during a presentation at the council’s Oct. 9 council workshop. “Providing those more affordable options, the diverse housing choices ... really trying to encourage the activation of downtown.

Activating downtown, Mayor Milissa Holland said at the workshop, will require commercial development as well as residential, but “residential drives commercial.”

“We don’t build Bed, Bath & Beyond, but Bed, Bath & Beyond makes a decision to come in here that is market-driven,” based on factors like local spending and population data, she said.

In Town Center, she said, the city is seeking to encourage the development of a walkable, multiuse downtown.

Work on the proposed new residential units is expected to begin with an 88-unit, three-building apartment complex called The Palms at Town Center, to be built at the southeast corner of Central Avenue and Bulldog Drive by the Coconut Grove-based Housing Trust Group. It would not be agerestricted.

The three-story buildings would sit on 9.12 acres, and the site would have a clubhouse, pool, dog park, volleyball area and nature path, according to a city of Palm Coast news release.

The development would earn $440,000 in utility impact fee credits through a program designed to encourage development in the downtown area, according to the news release.

The impact fee credit through the Kick Start Program is based on the number of units, with $5,000 per residential unit or $5,000 per 1,000 square feet for commercial, according to the city news release.

The Housing Trust Group is working on financing through the Florida Housing Financed Corporation for affordable housing, and is seeking a $500,000 grant from the city that will bolster its application. The 88-unit development would go to the Planning & Land Development Regulation Board for approval on Oct. 17, and would not be required to receive separate approval from the City Council because it is less than 100 units.

The same developer has also proposed an additional 110 units, and another developer has proposed another development.

Those proposals are not as far along in the approval process as the 88-unit proposal.

Other proposed development projects in Town Center include condos and townhouses and an apartment complex on Central Avenue, plus a commercial building near the intersection of Central Avenue and Bulldog Drive, according to the news release.

Town Center is 17% developed so far, according to the news release.

A group of people opposing the potential killing of a dangerous dog attended an Oct. 2 Palm Coast City Council meeting, and some of them interrupted the proceedings so frequently that Sheriff’s Office Cmdr. Mark Carman warned them that he’d arrest them if they continued.

The individuals were there to support Cooper, a dog that was ordered by a city hearing officer to be euthanized after it bit a man, causing severe injuries, after having previously been declared dangerous because of a previous bite. Once the dog was placed in quarantine at the Flagler Humane Society for the second bite, which occurred in late February, it then bit a staff member there while its owner, Dottye Benton, was visiting.

But Benton and a circle of supporters have been lobbying the city to allow the dog to be sent to a rescue ranch in western Florida, the owner of which has agreed to take it, rather than having the dog killed. The City Council and city attorney have said that the council does not have the authority to

allow that, because the requirement that a dog that has previously been declared dangerous be killed if it bites a second time is spelled out in state law.

Benton has appealed to circuit court, but the city has no authority over the judge.

“Two separate independent magistrates, at hearings where due process was afforded, reached the conclusion that under Florida law, this dog be deemed a dangerous dog, and under Florida law, there is only one result that

is allowed — and that is exactly what is happening, and that is what is going before the judge on appeal,” City Attorney Bill Reischmann said during the meeting.

People in the group began speaking, and Carman walked over to the group. Mayor Milissa Holland had already previously instructed them multiple times not to applaud after fellow supporters’ statements and not to interrupt.

Speaking at the beginning of the meeting, Benton said Cooper was confined 23 hours per day at the Humane Society.

“Cooper’s third bite, I don’t know if any of you have read about kennel rage, but he’s let out one hour a day,” she said. “He’s kept in his kennel for 23 hours with no interaction with other animals. I go every day, but I have to sit outside his kennel to play with him, and there’s really no contact.”

Another speaker called Cooper’s confinement “animal cruelty” and blamed the city for it.

Speaking after the public comment period, Councilman Vincent Lyon, who is also an attorney, reiterated Reischmann’s comments about the City Council’s inability to sway the legal case concerning the dog. But the

city, he said, could look into how the dog is being held.

“An allegation was made that the dog was kept under poor conditions at the Humane Society,” he said. “That is something we perhaps could have some influence on, the conditions under which the dog is there.”

He’d heard conflicting stories about how much freedom Cooper was getting, but he’d heard that the dog was getting more than the hour alleged by Benton.

“The law required that the dog be kept in quarantine, until the court decides. That doesn’t mean that conditions in quarantine can’t be as humane as possible,” he said.

Flagler Humane Society Executive Director Amy Carotenuto said Oct. 5 that the amount of time Cooper gets out of his kennel each day varies and is dictated by staff availability.

“It’s after the third bite that we really tightened the reins,” she said, referring to the incident in which Cooper bit a Humane Society staff member. “He still does get out, but it’s really only with key staff, and we’re being pretty careful. ... but it’s at least once a day, sometimes twice a day. ... We try to get all of the dogs out twice a day.”

Sometimes Cooper’s time outside his kennel may be less than an hour, sometimes it’s closer to two hours. One limiting factor is that only a handful of people out of the more than two dozen staff members at the Humane Society are able to safely work with Cooper, Carotenuto said.

Carotenuto said Benton has been visiting Cooper daily and has been giving Cooper butt scratches with a back scratcher through the fence, since, after the most recent bite, Benton is no longer allowed to be in his kennel with him.

Benton’s circuit court appeal of the city hearing officer’s order to have Cooper euthanized has not yet been set for a hearing.

Dear Editor: A month or so ago, someone wrote a letter asking why we should elect Jon Netts again, since he has already been mayor and councilman. I’ll tell you why, and it’s not often you’ll find this!

Jon Netts could have run for County Commission (salary about $50,000) or for City Council (under $10,000 per year). When I asked him why, he simply answered, “I think I can do more for Palm Coast on the City Council.” Where do you find more dedication than that?

How to pay for Gillum’s promises Dear Editor: Dennis C. Rathsam deserves a good answer to his letter to the editor, “Gillum visit: piein-the-sky promises.” In fact, there are several very good answers.

Who will pay for everything that gubernatorial candidate Andrew Gillum promises?

We all will by getting rid of so many Republican Party boondoggles! We’ll save billions by ending the practice of throwing people into Florida prisons and warehousing them for minor, nonviolent infractions.

We’ll quit pretending that indigent people who are ill can show up at a local emergency room and we’re not paying for their care. We’ll end the practice of local and state law enforcement agencies doing the work of the federal government by enforcing ill-conceived immigration policies.

We’ll dismantle a Republican Party favorite, Florida’s Corporate Tax Scholarship scheme, that funnels more than half a billion dollars each year of public money to private schools. We’ll save a great deal of money making sure that Republican fat-cat politicians and their friends don’t line their pockets with tax dollars we pay for hurricane relief.

On a personal level, if antisocialist Rathsam, his friends and relatives are so opposed to socialism, certainly they’ll give up their Social Security checks to the effort and even the system of socialized medicine provided by the Veterans Administration to our highly deserving women and men who have given us so much.

Council approves odd spending priorities Dear Editor: In the Aug. 30 edition of the Palm Coast Observer, there is an article relating to the City Council pressing for updates on priorities. The list is admirable; however, it is merely stating the need to evaluate these listed subjects through hiring consultants, and, of course, more workshops. In another article on the same page, the mayor and council have listed actual plans to be implemented and the monies to be set aside to accomplish all of this.

Well, let’s take a look. We need more pickleball courts and basketball hoops. Really?

What is this fantasy about pickleball courts? Racketball was the big thing in the 1970s and 1980s; it’s never been heard about again.

They are listing an amount of $275,000 for a Community Center generator. Why wasn’t this included in the $8 million cost?

Not to mention $45,000 for a bleacher cover and misting station — wow. And, $3,775,000 for phase II of Holland Park.

And, $100,000 for the Palm Harbor clubhouse. The city took over the golf course recently because it was losing too much money. The clubhouse was just supposed to be a temporary building until a real clubhouse would be built.

That whole fiasco is another story.

Palm Coast residents were hit with a 14% tax hike because we needed more deputy sheriffs. This was the financial responsibility of Flagler County, not us.

Now, we suddenly find money for pickleball courts, basketball hoops, misting stations, etc.

This whole situation of hemorrhaging money feels as though our elected officials meet each “workshop” to discuss how to spend money without thinking. These are the realities, and I hope when election rolls around we residents can do better.

Mr. Fischer is the only School Board member that I would see all the time around our schools when he was on the board. He was always positive and said encouraging things to students, faculty and staff, and he even called me by name whenever I saw him in the halls. I thought it was very genuine to have a public figure who meets so many people on a daily basis recognize me and know not only my name, but what I was doing in school, my plans for the future, etc.

Mr. Fischer was known by all the kids, and most of us thought he was still on the School Board. He was at so many events that we just figured he was attending as a School Board member and didn’t realize he was just there because he wanted to be. Mr. Fischer really cares about the students and the teachers. He talks to them and finds out what’s going on in the schools, and I think that’s one of the things that would make him the best candidate.

I would encourage all of my fellow graduates to support Mr. Fischer in the upcoming election, too.

No one loves our students like John Fischer does Dear Editor: I am writing to give my full endorsement to John Fischer, who is running for Flagler County School Board. As a lifelong resident, the widow of Buddy Taylor and a former principal, I have had years of experience with school boards and superintendents. Not one has ever been as good and as decent a man as John Fischer, nor has there ever been anyone who loves our students the way John does. He goes to more events than I can count, and you’ll never hear a negative word come out of his mouth. He is completely honest, and, when he makes a promise, he keeps it.

When John was on the School Board before, he helped to save the district thousands of dollars by helping to eliminate school-issued Blackberries for administrators and by helping to create the idea of satellite bus stations for our school buses, instead of having all of them go back to the county bus garage every day. This saved the district a fortune in gasoline, not to mention the extra time and wear and tear it saved the buses and the transportation department.

John knew how to cut costs without hurting kids.

John Fischer has a strong moral code and a base of support that consists of people throughout the school system and the community. He is well-liked, respected and does his homework when it comes to the issues. I strongly urge the residents of Flagler County to vote for John Fischer in the upcoming School Board election.

Man charged with unlawful sexual activity with teen Deputies charged Brian Scott O’Dell with five counts of unlawful sexual activity with a minor, according to a news release from the Flagler County Sheriff’s Office. The charges came after the FCSO received reports of suspicious activity occurring at O’Dell’s residence between O’Dell and a 16-year-old.

Deputies conducted a followup at the juvenile’s residence on Oct. 5. Deputies received permission to review the juvenile’s cell phone, where they found several text messages between O’Dell and the juvenile that were sexual in nature.

Further investigation confirmed sexual activity between O’Dell and the juvenile.

O’Dell was arrested and taken to the county jail. He was released on bond on Oct. 6.

“This is a great example of if you ‘see something, say something,’” Sheriff Rick Staly said in the news release. “If something seems suspicious or just doesn’t look right to you, it probably isn’t, and you should say something.”

Prosecution drops domestic violence charge against commissioner

Defense pushes to keep suspect’s history of alleged abuse out of trial

A domestic violence charge filed against Flagler Beach City Commissioner Eric Cooley in June will no longer be pursued by the State Attorney’s Office.

“The victim does not want to go forward with charges and will not cooperate with the State,” the prosecution stated in an Oct. 5 form explaining its decision not to continue the case. “Since there are no independent witnesses who saw the domestic battery, the State is not able to prove the case beyond a reasonable doubt.”

Cooley had been represented by local defense attorney Joshua Davis, who requested a gag order against Flagler County Sheriff Rick Staly concerning the case, saying that Staly’s public pronouncements about the case could interfere with Cooley’s right to a fair trial. Judge Melissa Moore Stens did not grant the motion for a gag order.

The woman Jonathan Canales, 31, allegedly shot in the neck and left to bleed to death in a bathtub in 2014 says he’d threatened her multiple times in the past.

At the witness stand Oct. 5 in a court hearing, she recalled what he’d said at one incident: “You make it so easy right now for me to kill you in so many ways. I can kill you right now and bury you in the backyard.

Your mother wouldn’t even know what had happened to you.”

The prosecution wants to be able to bring that history into Canales’ trial for attempted murder, which begins Oct. 15.

The defense — Palatka-based attorney Garry Wood is representing Canales — wants it barred as prejudicial. Canales is alleging that the victim shot herself during a suicide attempt.

Judge Terence Perkins will rule on the matter in the future after reviewing a deposition and case law.

who’d been Canales fiancée, had never learned to drive, and said Canales controlled where she went, listened in on and limited her phone calls and monitored her social media posts. She said she’d been afraid to leave him because when she once tried, he threatened her with a firearm.

On two occasions when she was pregnant, she said, Canales attacked her physically.

Wood said the allegations of prior abuse were irrelevant.

“This is classic bad character testimony, that he’s a bad, mean overbearing person,” Wood said.

“None of that testimony should be admissible at all.”

Perkins said that he needed time before issuing his ruling, but was leaning toward the prosecution.

Law enforcement is searching for the occupants of a car that fled the scene of a crash on I-95 the morning of Monday, Oct. 8.

A 2005 Dodge Durango was driving south on I-95 south of Palm Coast Parkway when it struck the inside guardrail and came to rest in the inside lane.

Eduardo Torna, 58, of Jacksonville, was driving south when his 2001 Chevrolet Silverado struck the rear of the Durango.

Torna was hospitalized with serious injures.

A 2013 Buick driven by Michelle Henry, 30, of Orlando, then hit the Durango. She suffered minor injuries.

Bethany Collins, 32, and her passenger Marvella Taylor, 69 — both of Afton, Tennessee — were in a 2010 Honda struck on the passenger’s side by what appeared to be a tire from the Durango. Three killed in Oct. 8 incidents A semitruck driver crashed and died on 1-95, and two people were electrocuted in a construction incident.

There were multiple crashes on the morning of Monday, Oct. 8, resulting in the deaths of three people and the shutdown of I-95 south and two lanes of I-95 north.

The first crash occurred near the 289 overpass. There was one trauma alert, and the patient was taken to Halifax Health.

The second wreck happened around 6 a.m. near exit 291. A semi with two trailers was going south in the right lane on I-95. A second vehicle, a semi with a single trailer, was stopped in the southbound right lane with its hazard lights on due to the traffic congestion from the previous crash. Another single-trailer semi was stopped ahead of the second vehicle. The two-trailer semi didn’t stop, striking the rear of the second vehicle, which jackknifed and smashed

into the rear of the semi ahead of it. The engine of the two-trailer semi separated from the vehicle and struck the front of the second semi. The engine came to final rest in the southbound center lane. The driver of a Honda CRV, 68-year-old Mary Boukas, tried to swerve around the engine but was unable to.

The two-trailer semi, whose driver was pronounced dead at the scene, caught fire after impact with the second vehicle.

Rescuers used extrication tools to extricate one of the semi drivers, who was taken to the hospital by emergency helicopter.

A third crash between two semis and a pickup truck occurred shortly after near the 293 exit.

Conditions on the highway were wet due to a heavy rain earlier that morning.

“When you have one crash, it kind of backs everything up and

you tend to get more,” Flagler County Fire Chief Don Petito said.

In addition, another incident occurred at 8:30 a.m. on Sebastian Court.

Richard Hockaday, 37, and Gerald Anderson, 39, were pouring the foundation of a home using a concrete boom truck. The boom struck a power line, channeling 13,200 volts through the boom and truck. Both workers were electrocuted and died instantly.

The two men were employed by Nomad Pumping LLC, a subcontractor hired to pump concrete for the construction of a home at Sebastian Court.

Flagler County Sheriff Rick Staly said it was windy when deputies arrived on scene and that that might be a possible cause as to why the boom made contact with the power line, although the exact cause may never be known.

Deputies also contacted FPL to turn off the power in that area.

“You always have to be careful around power lines,” Staly said.

“This is a tragic accident.”

Marin died as a result of the crash, according to the report.

He was the fourth death reported by authorities in a two-day span.

On Monday, Oct. 8, a semitruck driver died after a crash on I-95 and two construction workers were killed after being electrocuted while pouring concrete at a site on Sebastian Court.

A day after Flagler County first responders dealt with multiple crashes and three deaths, another person died after a crash on U.S. 1, according to a news release by the Florida Highway Patrol.

Let’s Ride, Dad Memory of Pak’s Karate owner Larry Maccherone will ride on with son PAIGE WILSON COMMUNITY EDITOR

ometimes, when there’s a turn in the road, Vince Maccherone can hear a little ding beneath his motorcycle. It’s the sound of an urn that’s no more than two inches tall, clinking against his ride. Inside are the ashes of his father, Larry Maccherone. The words ‘Let’s Ride, Dad’ are inscribed on the outside of the urn.

Larry Maccherone, the owner of the Pak’s Karate Academy located at 2323 N. State St., Bunnell, died at age 57 on Sept. 16, after battling liver cancer for over a year. Vince and Larry Maccherone had built the business a decade ago when the two moved to Palm Coast from Jacksonville, where they worked with Master Pak of the Pak’s Karate franchise.

“He was fine literally until the night he wasn’t,” Vince Maccherone recalled about the last year of his father’s life.

After Larry Maccherone was diagnosed in August 2017, Vince Maccherone started to take over elements of the karate business beyond his normal teaching and student pickup duties, like managing the accounts and the finances.

Vince Maccherone said that his father didn’t do chemotherapy because he wanted to live life to the fullest for as long as he could.

“All he did after he got released from the hospital was he went to his Tai Chi instructor to do acupuncture twice a week, and he put him on real Chinese medicine and herbs,” Vince Maccherone said. “He lasted a year after he got diagnosed, and he was healthy for the most part. You’d see him around town, and he rode

guests,” said one of Tortuga’s owners, Scott Fox. “He became part of our Tortuga’s family.

Everybody loved him.”

Fox was one of about 100 people, including Master Pak, who gathered at the remembrance ceremony for Larry Maccherone on Sept. 22 on the shores of Flagler Beach. While Larry wasn’t a surfer himself, he appreciated the sport and the ocean. During the ceremony, Vince Maccherone, Fox and a few others did a paddle out to honor his memory.

“We’ll never forget him and what he gave back to us,” Fox said.

“He gave us perspective and the motivation to get through some of the adversity we had there.”

Less than two weeks after Larry’s death, Vince Maccherone got married to the woman he’s been dating for the last several years, Nikitha. He said his father was missed on their wedding day.

“He was just a funny guy, a hard worker,” Vince Maccherone said.

As Vince Maccherone sat in the back room of Pak’s Karate a little over two weeks after his father’s death, he wore Larry’s eco-friendly 4ocean bracelet and his Apple Watch. But he felt a distinct lack of presence from his father not being there, as Larry was outgoing and always cracking jokes, he said.

“I remember being like 8 years old and sitting on his bike. I’ve been riding with him forever,” Vince Maccherone said. “We used to ride from Jacksonville to Daytona, even when I was 8 years old.”

As a kid, Vince would wrap his arms tight around his dad’s waist and ride without a worry. The biking traditions continued when he was old enough to get his own bike. He said the two would often take Sunday drives around town and that Larry was well-known in the area, especially at his favorite restaurant in Flagler Beach, Tortuga’s Kitchen and Bar. “Larry was a dear friend to us. ELECTION GUIDE

I expect every election season to be contentious. Candidates and their supporters are so passionate that they sacrifice their nights and weekends to knock on doors and attend every event possible to get the word out. I admire everyone who’s out there doing work.

But what about the rest of us?

We mere mortals have to sort out all the claims and barbs.Help!

This Election Guide will hopefully give you what you’re looking for. Is it exhaustive? Absolutely not. But every time I think about giving candidates more space for their answers, I remind myself that most readers’ eyes start to glaze over when they see too much political jargon. Best to keep things tight and to keep up our tradition of Speed Campaigning.

And so, excluding the judge candidates on the right, you will find on the succeeding pages a set of statements written for each race. The candidates were asked to tell us — to tell you, the readers — how much they agree or disagree with those statements. We turned their answers into a graph, of sorts, so that you can see where the candidates differ. This year, at some past candidates’ recommendation, we also gave the candidates a chance to explain their answers in about 30 words. I think this small change makes a big difference, and I hope you’ll agree it’s an improvement.

Still, some candidates told me that the statements felt like traps. And I didn’t say it to them directly, but I will say it now, just between us: The questions were supposed to be — not traps, exactly, but definitely tricky.

So often, candidates refuse to commit to a position. I don’t blame them, really; governing is complicated, and things change.

But as a voter, I still want to know what the candidates stand for right now. And seeing their words transformed into a green or red bar makes things clearer to me. Some of the questions could have been reworded, I’m sure, and I welcome any feedback (email editor@palmcoastobserver.com). But it’s a sign of success when the Speed Campaigning leads to differentiation between candidates. In some of the races, you can see that one candidate is leaning red, while another is leaning green. As a voter, I find that useful.

What about the amendments?

On Page 12, you can see how they’ll appear on the ballot. Next week, we’ll begin to share with you how our sister paper, the Sarasota Observer, views the amendments in relation to our presonal freedom.

One last note: Despite several invitations, the U.S. House candidates (Waltz and Soderberg) did not respond in time to participate in this Election Guide. If you see them around, tell them to call me!

Aside from a handful of public spats, the Flagler County and Palm Coast governments get along well.

Flagler County and Palm Coast’s reputation outside of the area coincide, and we need to be a cohesive group to bring in new jobs.

The only disagreement I have with the city is their management of water rights.

Both managers need to be changed. These managers are the reason taxes increase as they create and sell the budgets to the board members.

Beach renourishment is throwing good money after bad. There has to be a more long-term solution other than trucking in compatible sand.

Our county was devastated by hurricanes, and our commission fought hard to renourish our beach. We need to find solutions to keep our beaches an attraction for tourists.

This project will wash away in 5-10 years. I suggested a beach recovery nourishment system in 2013 that would have cost $1.

For the expense of over $400,000, the department has not accomplished near enough.

We have a lot of work to be done in Flagler to attract new businesses to our area, and I am going to help the EOD any way I can.

They have had a $77 million impact on the county.

This department needs a hard ROI review. Economic Opportunity has become an industry for itself paid by taxpayers.

How does the $450,000 benefit the taxpayers of Flagler?

Might need a little trimming, but this is our most important service: public safety.

Keeping Flagler County residents safe is my No. 1 priority.

The sheriff is on the front lines of keeping us safe, and I stand behind him.

Public safety is Job One in Flagler County. We must give the sheriff an adequate budget.

With the added load of the Legislature’s required SRO program and the abandoned Sheriff’s Operations Center disaster, it is difficult to make an assessment.

Forensic audit needed: land sold, overpriced jobs eliminated. Taxes need to go down, not up.

I believe we will attract jobs to Flagler County in the next year to increase the county’s revenue, and we will not need to raise taxes.

If Amendment 1 passes, we will have $3 million problem.

The tax rate will surely suffer for the Sheriff’s Operations Center disaster.

As long as it doesn’t overburden the ad valorem taxpayers.

Flagler County has to compete with 66 other counties in Florida, and we should use any tool at our disposal to attract businesses to Flagler.

Our incentive program for businesses is good and does not risk taxpayer dollars needlessly.

I have not seen proof that what has been done benefits the taxpayers of Flagler County. Incentivize the county.

I do not support tax hikes unless totally justified and with a solid plan. Hopefully, a forensic audit will find any fraud, waste, and abuse that might negate the need.

It does not need to go up. The only reason I see to increase next year is if you’re trying to mitigate the impact of Amendment 1.

I’m suspicious of how local government spends money.

But I realize that we need tax money to maintain our level of services in the short and long term.

No tax increase until 1) Forensic audit and 2) transparent means testing conducted: A) What’s in it for taxpayer? B) Is it necessary? C) Tied to plan?

D) Measurable?

This is the two-edged sword.

New housing is contingent upon the job market. Business must have housing availability to accommodate its workforce housing needs.

Already in the works by City Council. However, “spot” rezoning generally is not a good idea.

Certain codes together with zoning should be allowed to ease up in certain areas, to promote extra (controlled) density in the city.

Safety, proper planning/execution, and impact (traffic, environmental, infrastructure) on neighborhoods must always be taken into consideration.

Business success is crucial.

We can modify signage within reason. I don’t want to stifle business growth or recruiting. But, I don’t want to see signage get out of control.

On premises – perhaps. Off premises – no. What you do for one, you must do for all.

Signage proliferated when the council “softened” its rules for offsite real estate signs.

If the businesses’ signs do not pose any safety hazard, or any drastic takeaway from the aesthetics of the environment, I’m open to change it in order to help business grow.

We should be sensitive to the needs of our business community. Restrictions shouldn’t be prohibitive. Parameters are negotiable, but adjustments must be done.

I believe in being proactive as an educational tool to reinforce regulations. We need to be user friendly and not be overly aggressive unless the situation requires it.

Again, what you do for one …

When responding to a citizen’s complaint, be sure to look at the entire neighborhood as well.

Code Enforcement is already being a bit overzealous, and not sympathetic to the homeowners as it is. I have personal experience as to what they could do.

Code Enforcement should be more proactive with major infractions and can wait for complaints on minor ones.

The city must work with economic development staff.

However, incentives (TBD) need to be tied to the commitment of a business relocating here before awarding them.

This is the crux of strategic growth planning. But never offer “up-front” incentives.

Incentives should be performance-based and should be aimed at businesses we lack.

Incentives should be given to non-polluting industries. No upfront incentives. No winners and losers should be picked.

When possible, this should be coordinated with the county.

If a business is considering locating here and we want the business here, then offering more incentives to attract such business should be on the table.

I don’t see the need for this at this time when the current City Council is raising taxes with questionable justification. Perhaps in the out years this can be revisited.

Needs no explanation; however, CPI adjustments would be reasonable.

For the number of work hours required, I personally don’t think that there should be any raise. If the job is elevated to a full-time job, then the salary should be reviewed.

The salary should be raised and shouldn’t take effect until the election cycle following this current one; by how much and by what method, I can be flexible.

The largest area of filing was the family court. I have extensive experience in that area, as well as having experience in the other areas.

You deserve a judge with integrity, experience, knowledge, and common sense to make your potential life-altering decisions. The state should direct more money to help students take advantage of charter school opportunities.

A school system should provide every child a top-quality, customized education, which means allowing educational opportunities that best fit the individual student’s needs.

The state should direct more money to all of our public schools and stop prioritizing charter schools over the schools that the majority of students attend.

The state is providing the right amount of money to local school districts for mandated school safety initiatives.

Of nearly $400 million in the school safety bill, over $99 million was for improving security of school buildings, and over $97 million was for school resource officers.

The state passed a mandate and then did not provide full funding. That’s not how it should be done. If the state issues a mandate, the state should fund that mandate.

The Legislature has and will continue to protect our rivers and streams. Technology to clean water before it is released should be pursued.

Since 2011, there has been an 86% decrease in the enforcement of environmental regulations that protect our state’s lifeblood, the water.

Florida has prospered by keeping taxes low and regulations reasonable. The best way to attract businesses is to maintain a strong economy, quality schools, low crime rates.

While we’ve seen growth, I don’t think more WaWas and low-wage service jobs are anything to brag about. We need smarter and sustainable industries.

The Legislature created a regulatory system to ensure access to medical marijuana and patient safety. State agencies are responsible for completing implementation.

You’re kidding right? The state has been making a mockery of voter-mandated constitutional amendments for the last decade or more. Amendment 2 is no different.

Where local government regulations conflict with state law, those regulations are invalid.

The most important Home Rule, however, is in the home of every resident.

Tallahassee is full of hypocrites with big talk about small government while simultaneously concentrating more power to their held position.

Return power to the people.

Florida should spend more money to protect its waterways.

Florida is doing a great job attracting businesses to grow the economy.

The state is doing a great job of making medical marijuana accessible to residents.

The state is doing a great job of defending Home Rule for counties and cities.

Hannon hit a 3-wood from 205 yards on his second shot into the 460-yard hole and jarred the shot for a 2. Irven, who is committed to Division II Valdosta State, announced that he received an offer from Warner University on Oct. 5, via Twitter.

In addition, fellow Bulldogs football player J.T. Dahlberg announced on Twitter that he received an offer from NAIA school Southeastern University. It was the wide receiver’s first college offer.

raeden Kopec has been surfing nearly his entire life.

As a 2-year-old, Kopec, who was born and raised in The Hammock, used to cling onto the nose of his father’s longboard as they paddled out into surf.

On Sept. 22, Kopec and several other Flagler County kids celebrated success at the 2018 Eastern Surfing Association’s Easterns Surfing Championships in Nags Head, North Carolina.

In a game that began eerily similar to the Bulldogs’ loss to Sanford Seminole, Flagler Palm Coast’s offense started off slow against Deltona.

The Bulldogs, playing on the road, were held in-check for most of the night by the Wolves, who sacked FPC quarterback Donovan Montoyo twice in the first quarter. The defense stopped Deltona multiple times but gave up one touchdown in the first half.

“We weren’t hitting the throws we usually make on offense, and penalties would hurt them,” FPC head coach Travis Roland said.

“We weren’t being consistent at all. We just weren’t able to finish drives.”

Bulldogs kicker Stephen Usina drilled a 42-yard field goal at the end of the half to give the Bulldogs their first lead, 9-7.

“Then, we just kind of turned it on,” Roland said. “We started playing our game.”

The Bulldogs opened the third quarter with an onside kick, but it was whistled off. However, they tried the onside kick again and recovered it.

FPC (6-1, 1-0) scored 34 points in the second half to blowout Deltona 43-7 on Friday, Oct. 5, at Deltona High School. Montoyo scored 3 rushing TDs in the onslaught.

The trust in the defense is what led Roland to be aggressive to start the second half.

“Like I said after Matanzas: If there’s ever a time to be confident in our defense, this is the year,” he said. “We’ve got to go for it all.

After a come-from-behind win against Nease in their last outing, the Matanzas Pirates football team had no answer for New Smyrna Beach on the road.

The Pirates’ young defense, comprised mostly of sophomores, was no match for the Barracudas’ senior two-way player Einaj Carter. Carter torched the Pirates to the tune of 3 touchdowns in the Barracudas’ 28-0 win over Matanzas (2-4, 1-1) on the night of Friday, Oct. 5, at New Smyrna Beach High School.

It was the result of the same struggles that have played the young team this whole season, according to the Pirates’ firstyear head coach Don Mathews.

“They just wanted it more than we did. They just pretty much out-played us in just about every facet of the game,” Mathews said.

“We’ve just got to figure out a way to coach better, and I’ve got to figure out a way to relay the message to them better. And they’ve got to figure out how to play better and play harder.”

In addition, Mathews said he expected the team to struggle at times this season due to their youth.

“I didn’t know it would be quite this hard to endure,” he said.

“Sometimes we’ve looked really good. Other times we’ve looked really bad. That’s what you get when sophomores go up against juniors and seniors.”

He won the Easterns thanks to a wave in the last 6 seconds of the final heat, giving him the score he needed to edge out the secondplace finisher.

“I was super stoked for it,” Kopec said. “I had a great time.

The whole event was great.”

The conditions made for pristine surfing, according to all four competitors. The waves were 4 to 6 feet.

Burger, who also competed in U16, said he had a difficult time waiting for the right set.

“It’s pretty hard,” he said. “You kind of want to catch every wave.”

But a new addition to this year’s festivities was a Juried Art Show, where the work of Flagler County artists was on display during the two-day festival.

Chamber Vice President Heather Edwards said there were 125 vendors, plus 11 food vendors, for a large variety of family fun.

About 6,500 people attended the festival, Edwards said.

Awards were presented on Sunday, Oct. 7, to the adult art winners, as well as student photography winners from Flagler Palm Coast High School.

Also new to this year’s Creekside Festival was a second stage for musical entertainment that was located near the kids zone.

A man came up behind me, grabbed me and wouldn’t let go. I punched him, kicked him, kneed him, and, most importantly, yelled for help.

Thankfully, the man who “attacked” me was a Flagler County Sheriff’s Office deputy who was helping teach a selfdefense class. But despite his protective padding and me knowing the attack was coming, it felt real.

The FCSO held a three-week women’s self-defense class in September to help locals learn how to prevent dangerous situations from happening, as well as fight their way out of one, if needed.

During the third week, we took part in three real-world situations. In scenario two, I found out what it’s like to be trapped in an elevator with an attacker for 30 seconds. It was the longest 30 seconds of my life.

About 15 seconds in, the “attacker” caught my kick attempt aimed at his groin, which sent me to the ground on my back. I remembered what Sgt. Michael Lutz taught the class in week two: I could utilize my feet as weapons and kick his hands away to get back to a fighting position.

The other two scenarios involved the attacker grabbing your wrist or around your waist.

The goal of that was not to fight back, but to get free and run away — “yelling and screaming the entire time,” as Lutz repeatedly said throughout the classes.

The class was filled with over a dozen women of all sizes and backgrounds. But all came with the goal of learning how to be prepared to defend themselves.

While I walked away from the final class with a few red scratches and a scrape on my arm from fighting back, I also walked away with the knowledge to prevent dangerous situations from happening — by always staying alert and carrying pepper spray on me — and the knowhow to defend myself if something, God-forbid, would ever happen.

I encourage everyone to take a self-defense class. The FCSO holds two fall sessions and two spring sessions yearly with the city of Palm Coast. Interested businesses and groups can also request a group class with the FCSO instructors.

ITMS Spanish teacher Christina Gilliam said she was proud that many of her students could represent the nations where members of their family actually still live.

Hispanic American Club member Marta Rentas, of Palm Coast, was brought to tears by the flag display.

“It means that they have to remember their roots — where

they came from — and be proud wherever they go,” Rentas said about the students. “I cry whenever I see this coming together.

That’s why I’m a member of this club, and I’m so proud of it.”

The Pan-American Extravaganza at the club, located at 5 Commercial Court, featured an evening of dinner and dancing after the Flag of Nations Parade.

The two-hour marriage conference will be at 6:30 p.m. Friday, Oct. 12, at the church located on 293 Old Moody Blvd.

The two met and fell in love in Georgia, marrying in their late teenage years.

“We wouldn’t be married today if it weren’t for God — we can honestly say that,” Debbie Pidgeon said. “We’ve had challenges in our marriage, just like any marriage of 38 years. But because we have always put God first in our marriage, we believe ... [God] helped us through times that maybe one of us would have quit.”

High school sweethearts Debbie and George Pidgeon are using their 38 years of marriage — filled with ups and downs — to help Palm Coast couples reconnect in their own marriages.

As members of New Way Church in Palm Coast, the Pidgeons run a nonprofit called ONE Marriage Ministry, in which they counsel local married couples with the principle that marriage is a covenant, not a contract.

“What makes us different than most marriage counselors ... is that George and I come from a way of ‘you can,’” Debbie Pidgeon said. “Your marriage can make it; you can choose the right one — if you do it God’s way.”

After seeing a big demand for marriage counseling within the church, the Pidgeons want to open their services to all of Flagler County. For the first time, ONE Marriage Ministry will hold a

“About two years ago, God just said it’s time for you to help in marriages,” George Pidgeon recalled thinking while he and Debbie attended a marriage conference in Texas.

The couple packed their bags and moved to Palm Coast with no reservations. Debbie Pidgeon said they felt called to minister in Flagler County.

The conference will focus on making a marriage last from a biblical perspective, with practical tips on better communicating with your partner and still finding time to date your spouse. They are encouraging singles to attend to learn how to best pick a future spouse.

“Society has taught [singles]: get your list of what you want,” Debbie Pidgeon said. “And we kind of go, ‘Are you the list that someone wants?’ You can’t go hunting if you don’t have the right

A community of stars — that’s what the Rotary Club of Palm Coast sees the city as. For the first time, 11 community stars were honored for their work in different categories, including making a difference, volunteering, public service, education, being an entrepreneur and advocating for seniors. Fifteen people were nominated by members of the public for this year’s stars, and a selection committee in the Rotary Club chose 11.

“We were looking for individuals that have impacted our community — many of them with what they do day to day, some during a crisis like when Irma hit. ... We recognized public service because they need to be recognized,” Rotary Club of Palm Coast President Kim Carney said.

About 100 people attended the awards ceremony on Saturday, Oct. 6, at the Palm Coast Community Center to recognize the community stars.

Nominations are already open for next year’s community stars, Carney said.

MAKING A DIFFERENCE STAR: Nate McLaughlin, nominated

by Gail Wadsworth In 2012, as a Flagler County Commissioner, Nate McLaughlin led the way for a well house to be built at the Hidden Trails Community Center in Daytona North.

After Hurricane Irma in 2017, he again converted the center to a place where residents could obtain food, water, cleaning supplies and help from FEMA and County Social Services for victims of the flooding in the area.

VOLUNTEER STAR: Mary Louk, nominated by Jane Mealy Immediately after Hurricane Irma, Mary Louk took on the task of organizing a distribution center where community residents in Flagler Beach who experienced flooding or other destruction to their homes could go and obtain food, cleaning supplies and other necessities at no cost. She is always available to provide assistance to people, including through the Flagler Woman’s Club.

MAKING A DIFFERENCE STAR: Anthony Wild, Kids Rock the Nation, nominated by Dorothy Currie and Monty Freeland Rough times fell on Anthony Wild nearly 15 years ago when he was diagnosed with cancer. Now in remission, he spends much of his time paying it forward through the Kids Rock the Nation foundation he created, which gifts music to youth in communities across America.

and Certified Dementia Practitioner, as she knew the need for education and awareness in our community when it came to Alzheimer’s disease and caregiver support.

In 2013, 250 volunteers served on 13 community-wide projects, and this year, the church anticipates having over 550 volunteers to serve on 32 different projects throughout the county.

PUBLIC SAFETY STAR: Austin Yelvington, nominated by Capt. Lance Blanchette Detective Ausin Yelvington was assigned to the Flagler Beach Detective Division in March 2018. In the six-month time frame, he has increased the federal Uniform Crime Report clearance rate from 19% to 39.6% — a monumental task for any criminal justice agency but even more of an incredible feat for a small agency of only 16 people.

MAKING A DIFFERENCE STAR: Brandi Fowler, nominated by Kim Carney Brandi Fowler’s idea of starting a Clothing Foundation turned into a reality in 2012 when she decided to use her fashion expertise and turn it into a way to promote self-esteem for women and their families by founding Emmanuel’s Closet. The nonprofit provides complimentary clothing and other necessities to children, single parents, families, seniors and homeless men and women in Flagler County.

SENIOR ADVOCATE STAR: Bebe Kelly, nominated by Debbie Ronson Bebe Kelly joined Home Instead Senior Care after working with seniors at a couple of facilities in Flagler County. She quickly became a community educator

MAKING A DIFFERENCE STAR: Epic Church, nominated by Eddie Herrera Trent Schake was a founding pastor of Epic Church in 2009. In his role, he helped launch 3G Sunday in 2013 to bring hope to the community because all people matter.

MAKING A DIFFERENCE STAR: Women United Flagler, nominated by Lorraine Vickery Every spring and fall, you might have seen some Women United Flagler members standing outside of Publix in bright pink “Chicks with Cans” shirts for their biannual Chicks with Cans food drive. In 2017, the group donated just shy of 13,000 pounds of food to Flagler families. Over the last 10 years, Women United has also issued over $160,000 in grants to various Flagler County agencies, including Samaritan Ministries, Project WARM, Flagler County Education Foundation, Family Life Center and the Dolly Parton Imagination Library.

She has taught in Flagler County since 2005, teaching second, fifth and sixth grade. She is involved in her community serving as a Running Club volunteer, Little League Baseball coach and team mom, Upward Basketball coach and AYSO Soccer coach.

PUBLIC SERVICE STAR: Robert Tarczewski, nominated by Chief Paul Bovino Deputy Robert Tarczewski is called “Taz.” For five of his eight years with the Flagler County Shierff’s Office, he’s been assigned to the K-9 Unit. K-9 Tag, an 8-year-old German Shepherd, replaced his prior partner who retired in 2016.

STAR ENTREPRENEUR: Tom Grimes, nominated

by Stanley Drescher For the past eight years, Tom Grimes has served as a Board member of the Flagler Chamber of Commerce. He has also been a member of Flagler/Palm Coast Kiwanis Club for nine years. As the general manager of the Hilton Garden Inn of Palm Coast, he works with local organizations to assist them in many ways, such as when he and his staff raised money to provide handicapped beach wheelchairs for the city of Flagler Beach. He is retiring at the end of the year.
