County commissioners consider rejecting city conditions for taking over land near airport The county owns 116 acres of land near the airport, but the land falls within the city of Palm Coast’s limits. The county wants to take it over.

Flagler County wants to take over jurisdictional control of a piece of land that is owned by the county government but sits within the city of Palm Coast’s limits. Palm Coast is willing to make a deal, but the county isn’t satisfied with the city’s conditions.

The 116 acres of undeveloped land sits next to the airport, and the county wants it for a runway safety zone. The county has asked the city in the past to turn over the land, and been stymied by City Council members’ unwillingness to relinquish control.

City Council members ultimately decided they’d agree to the process of turning over the land, called a deannexation or contraction, if the county would agree to certain stipulations — chiefly, that the land would stay vacant; that any vertical development in the future would be subject to city, not county, regulations; and that if the county sells the land, or if there’s private development on the land, that it would revert back to city control.

City officials sent county officials an interlocal agreement with those conditions Friday, Aug. 18, for consideration.

“I just don’t understand what they’re afraid of,” County Com-

missioner Greg Hansen said at a County Commission workshop Aug. 22.

“I think we ought to nip this in the bud before it gets into this back-and-forth business,” Commission Chairman Nate McLaughlin said. “I’m not interested in the interlocal. I’m saying, let’s just ask them to contract the land, and if they want to say if we don’t use it, it reverts back — Well, they don’t even own it, we own the land, that’s the thing.

So, I think a simple vote, up or down vote: contract it; don’t contract it — ” “Mr. Chairman, I agree,” Hansen said. “I think we ought to send it back to them and say, ‘Just either do it or don’t.’ Let’s not get pissy about this.”

Commissioner David Sullivan was concerned about the ramifications of turning down the potential deal.

If that happens, things would largely stay as they are, county staff said. But, said county Deputy Administrator Sally Sherman, having the land inside the city’s limits means that any time the county wants to make any changes — for instance, installing fencing — it would need a city permit.

“That may create a challenge,” she said.

“We didn’t want a constant source of fighting between us and the city about this,” he said.

“Whether it be stormwater issues or tree issues or wildlife issues.

Because they can come back and try too assess this for stormwater or something like that, and we’ll fight about that; and they could get us about the height of the grass, and fight about that. ...

That would be the real reason for contracting the property and getting it outside the city.”

Coffey said the interlocal from the city “is not perfect; it’s not simple, but really, it gets the job done.”

McLaughlin thought the agreement’s stipulations created a “slippery slope” that would complicate similar deals in the future, and that a future City Council might interpret the clause about the land reverting to the city under certain conditions as meaning that the land would become the city’s property, rather than simply reverting to the city’s jurisdictional control, as the language is intended to mean.

“I think we need to simplify,” he said.

United Women Flagler hosts ninth-annual Power of the Purse UWF raised about $13,000 from the event to benefit women and children in Flagler County.

The ninth-annual Power of the Purse event was held at Plantation Bay on Monday, Aug. 21. About 100 people came together to raise around $13,000 toward the nonprofits that United Women Flagler Chapter helps support, said UWF President Maureen Walsh.

“I think it’s all safe to say we’re all here because we believe it’s important to give back to our community,” Walsh said to attendees.

UWF works to help support women and children in Flagler County by donating to nonprofits that share the mission of positively impacting the community with a focus on women and children.

New for this year’s Power of the Purse, sponsors and benefiting agencies spoke about how the funds from United Women Flagler Chapter help their organiza-

tions positively impact women and children in Flagler County.

Representatives from Family Life Center, Early Learning Coalition of Volusia-Flagler and Samaritan Ministries spoke to attendees about their missions as well as their appreciation for the donations they receive from UWF. “It’s just amazing, the lives that change and how important your funds are for us,” Lorraine Vickery, Samaritan Ministries founder, said.

Denise Duty from Florida Hospital Flagler, a UWF sponsor, spoke about the women’s care at the hospital and its local impact.

Maureen Walsh was named the Woman of the Year for her continuous community impact through UWF in her role as current president, former philanthropy chair and through initiatives like the Chicks With Cans Food Drive.

For winning, Walsh will receive $500 to donate to a charity of her choice.

Bunnell runs its own fire department using volunteers. But the county may take it over, merging with the city’s staff to provide fire services for the city of Bunnell.

The county already handles about 94% of the city’s calls, according to county staff.

“The city of Bunnell is a volunteer service, and they have a decision before them whether to go big or go home,” County Administrator Craig Coffey said.

“All they’re doing is spending a lot of equipment money and getting very little return.”

The county has had discussions with the city in the past about taking over the fire department, and been rebuffed.

But the city’s new fire chief, Ron Bolser, a former battalion chief with the county, has been more receptive to the idea.

The county already handles all of the city’s emergency medical calls, Coffey said, and the county also doesn’t rely on the city to put out fires, because the volunteer nature of the county’s staff makes

Bolser, County Fire Chief Don Petito told the County Commission at a workshop Aug. 22, recently conducted an analysis of the Bunnell Fire Department and state and federal compliance requirements for training level, equipment standards and apparatus standards.

The city found that bringing its fire department up to standard would be financially out of the city’s reach without county help.

Bunnell has one fire truck that’s 15 years old. The life expectancy of the particular kind of truck the city has is 19 years.

“They’re going to need to replace it, or give up,” Petito said.

The city is also due to replace a good deal off firefighter personal protective gear. At today’s prices, he said, one setup for one person is $3,100.

If the county merges with the city’s fire department, Coffey said, the city volunteers would become county volunteers, and in many cases get additional training to bring them up to county standards.

one doctor had blamed on the fact that the son had been prescribed Ritalin as a youth.

Ericksen himself, recovering from surgery, had once found himself feeling increasingly reliant on doctor-prescribed Oxycontin, but was able to get off it before it became an addiction.

“I don’t like this. I don’t like them being called treatment centers,” he said. “There’s no treatment here; they’re dispensing. ...

I just can’t say yes to this ordinance at the present time.”

Commissioners Donald O’Brien and Nate McLaughlin disagreed.

“It’s going to happen all around us, whether we like it or not,” O’Brien said. “And I’m sure we have registered users in the county . ... If the city of Palm Coast decides to move forward, that pretty much covers most of the population in Flagler County.

The time to — if you wanted to — stop the legalization from moving forward is well past where we are right now.”

McLaughlin reminded his fellow commissioners that the kind of marijuana that would be available at medical marijuana facilities isn’t the kind people smoke to get high.

“This is not wholesale use of recreational marijuana,” he said.

“This is medical; this is by prescription only. This is actually oils, pills and those other things.”

Flagler County commissioners considered banning medical marijuana facilities in unincorporated areas of the county Aug. 21 — a move that would have been a break with the decisions of their colleagues in Palm Coast and Flagler Beach.

A potential ban wasn’t the issue on the agenda when commissioners considered medical marijuana at their Aug. 21 meeting. The agenda item was to allow medical marijuana — at least, in all of the areas that allow pharmacies.

But some commissioners didn’t want to do that.

“I am against this, 100%” Commissioner Greg Hansen said at the beginning of the discussion. Commissioner David Sullivan was similarly unsupportive, adding that the state had tied municipalities’ hands somewhat by leaving them limited ways to regulate the facilities. Under state law, municipalities can ban medical marijuana facilities entirely, or can treat them the way pharmacies are treated. They can’t be subjected to other, special rules.

Commissioner Charlie Ericksen was somewhat distrustful of drugs in general: He mentioned thalidomide, the morning sickness drug that caused a slew of birth defects in the late in 1950s.

He also spoke of his own son’s struggles with marijuana, which

Now, she told the county, “If we all ban it, we felt — I felt — it was going to get worse. ... You have citizens that have medical rights. ... Our citizens deserve choice, and our citizens deserve free access.”

Another Flagler Beach city commissioner, Jane Mealy, added: “There is a big difference between this marijuana that’s going be for medical purposes and the stuff you grew up with the the ’60s. It’s low THC; you can’t get addicted to it.”

Two residents — Jane GentileYoud and Joanne Updegrave — had concerns.

Gentile-Youd pointed out that because of federal anti-marijuana laws, banks won’t do business with medical marijuana facilities, which are therefore forced to deal exclusively in cash — inviting criminals to try to steal it.

Joanne Updegrave, chairwoman of the Flagler County Republican Executive Committee, she said, “If the people who do need it are getting it now ... could they not continue? Why do we have to bring it here in Flagler?”

“Why should you force your citizens to have to drive down to Volusia, or St. Johns or somewhere else?” Palm Coast resident George Mayo countered. “That’s not right.”

Chief Mark Strobridge, speaking on behalf of Flagler County Sheriff Rick Staly, said Staly does not want to impede anyone from having access to medical treatment, but that he has some concerns about the security risks posed by all-cash businesses.

“Sheriff Staly’s only caution is that when we consider the ordinance and consider the type of building, is that you have a component of high security in these things, both internally and externally,” Strobridge said.

After the public comments, McLaughlin said that after 71% of Florida voters had supported the state’s medical marijuana amendment, “I myself don’t want to stand between a doctor and a patient on any issue. Those are private matters. I think that the people have recognized that, and they’ve expressed that in their

vote. I think it’s my obligation to honor that.”

McLaughlin said that he personally doesn’t even drink alcohol. But, he said of medical marijuana, “It’s coming. We want to get on the front end of it. We have an opportunity here to help steer that train; I think there’s wisdom in that.”

McLaughlin said he’s had relatives who have struggled with pain. They’d ben prescribed some “really terrible drugs that I’ve seen used, abused; I’ve seen marijuana used and abused. I’ve seen alcohol — probably the most abused substance on the planet,” he said. “But with that, I wouldn’t stand in the way of somebody’s use of any of these items, and I’m not going to stand in the way of this. I think it’s important that we — as Mr. Mayo said — that we have citizens here who want to use that, and I’m not going to make them leave the county to get their medicine, of any kind. Whether it’s aspirin or medical marijuana, I can’t be of clear conscience and do that.”

Sullivan motioned to ban medical marijuana facilities in the county’s unincorporated areas. Hansen seconded. Sullivan’s proposal to ban medical marijuana facilities failed 3-2, with McLaughlin, Ericksen and O’Brien voting against the ban.

Hansen motioned to send the issue back to county staff to consider modifying the county’s code of ordinance to regulate where pharmacies — and thereby medical marijuana facilities — could be placed. It passed unanimously.

LET TERS Don’t give hate groups the confrontations they seek Dear Editor: The hatred and violence that occurred in Charlottesville seems to have left our politicians and media in a quandary as to how to deal with the fringe groups of white supremacists, neo-Nazis and Ku Klux Klan.

And Donald Trump’s response, failing for days to call these groups by name, leaves the country wondering what the president believes. His moral equivalency — “on many sides, on many sides” — seems to reflect a desire to not alienate these groups who are very much a part of his base and whose ideals are represented in his closest circle of advisors.

But the politics of these events are not what I want to address.

I have a proposal to address the violence that these groups invariably inspire when they peaceably assemble. They want confrontation. It gets them on our TVs. Most of us get mad at the fact that they get that visibility.

So let me recommend this: when any of these fringe groups apply for a permit to assemble, our political and public safety officials should announce the event and then strongly recommend that everyone who disagrees with these groups not attend or confront them. Without confrontation, they will only have themselves to confront. As Mahatma Gandhi said, “You must have faith in humanity. Humanity is an ocean; if a few drops of the ocean are dirty, the ocean does not become dirty.”

Citizens should support the president Dear Editor: Since Trump was elected, these last few months have shown the true colors of man-

kind. The consistent badgering of Trump and his supporters has plagued this country. He is trying to do what he promised he would, and this appears to be a major disappointment for those who either didn’t vote or voted for Hillary. Every flaw he has in his learning curve is exploited and driven into the ground.

No man can stand alone. We as citizens must support the man for whom the majority voted.

Yes, Trump is rough around the edges and could learn some “finesse,” but we can learn to blink that away with a smile that “each person has their weakness” and lend our self in support of a man who is doing the best he can. If he crumbles, good men in the future will be reluctant to stick their heads out to run this once great country.

I urge all of us to behave as most were taught, with dignity. I urge all of us to pray for a floundering, but yet standing, leader who can help with his honesty and business skills. This is not about our feelings, but our country and each other. The enemy promised to destroy us from within, and we are cooperating fully. We have joined their army!

Let’s try loving each other again as we did in 9/11. No one wins if we seek to destroy each other and our leadership!

Money-losing golf course should close Dear Editor: If a venue like Palm Harbor Golf Course cannot support itself financially, it should close.

This “community park” is only available to residents who partake of the sport and who pay the fee to play here. I would suggest the fee is either not enough or too much; one way or another the course loses money, and the taxpayers supplement it.

Giving Flagler’s K-3 students iPads may stifle thinking Dear Editor: I believe that giving very young students computers is a way of stifling a young student’s ability to think.

It is a way to promote “dumbing down” by not making them use their brains the way they were designed to be used. The basic ABCs should be emphasized as a building block for a future education. If a computer does everything for them, then why should they think?

For example, I recently witnessed a very young cashier that was perplexed by how to give change when cash was offered instead of a credit card. The customer offered more cash than the bill and an additional amount of coins in order to only get back paper money. The cashier simply could not do the math in their head to give the proper dollars back in change. The customer

School computers are being wasted Dear Editor: After long and careful consideration, it seems to me that the way school computers, which are issued to students, are simply useless. The only thing it seems students learn from the computer is typing — which is great if you are trying to teach typing.

However, it would seem that after elementary, junior high/ middle, and high school that maybe, just maybe, the students should be able to, at the very least, be proficient in at least one programming language, maybe even some complex mathematics using data entry and programs such as Excel: I know it is old but still utilized by scientists for analysis.

Students might be better served by handing them a pile of parts and saying “build your computer.” It seems most of what they use the machine for is to download assignments/ turn in assignments, etc. My kids could do this by the first grade, as I am sure most can.

It seems crazy that at high school there is an entire class for a full quarter on social media — talk about a waste of time and money.

Man arrested after allegedly assisting in suicide of girlfriend with possible carbon monoxide poisoning

A man was arrested Wednesday, Aug. 16, after allegedly assisting in the suicide of his girlfriend, according to a release from the Flagler County Sheriff’s Office.

On June 30, deputies responded to a call from Raquel Schleenvoigt, 30, who called law enforcement when she found her mother, Katherine Goddard, 52, and her boyfriend, Bruce Haughton, 52, unresponsive in their car in the garage of their home on Red Clover Lane in Palm Coast, according to the charging affidavit.

Goddard was dead when deputies arrived. Haughton had a pulse and was still breathing. He was rushed to Florida Hospital Flagler.

According to deputies, an ensuing investigation revealed that Haughton and Goddard agreed to a suicide pact after they stopped using prescription pain medication. They first attempted suicide on June 29 but failed because the car battery died, according to the release.

dryer vent to the exhaust of their Ford Escort in order to fill the vehicle with carbon monoxide.

Medical records obtained by deputies showed Haughton, a known cigarette smoker, had a carboxyhemoglobin level of 3%. The Centers for Disease Control and Prevention supports a diagnosis of carbon monoxide poisoning when levels are greater than 9% in a cigarette smoker.

This inconsistency aroused the suspicions of investigators, who presented their evidence to the State Attorney’s Office, FCSO Chief Spokesman Mark Strobridge said.

Haughton said he only feels guilty for not dying with Goddard, according to the affidavit.

He is being held at Flagler County Detention Facility without bond.

A woman was arrested on the morning of Saturday, Aug. 19, after allegedly slapping her mother following an argument, according to an arrest report released by the Flagler County Sheriff’s Office.

Amy Byrum, 43, of Palm Coast, was arguing with her mother, Julia Clemans, 67, over the location of misplaced Bisquick pancake mix when, in a fit of frustration, Byrum slapped Clemens in the back of the head, according to the report.

In the report, Clemans stated that there was no physical contact after the incident. Byrum denied any physical altercation and said she had no idea why law enforcement was called.

In addition, Clemans said that Byrum had consumed half a bottle of liquor the night before.

Byrum had a strong odor and slurred speech, according to the report.

Byrum was placed under arrest for domestic violence on a person 65 years or older. She was booked into the FCSO Jail on a $1,500 bond.

The Bisquick was later found on the kitchen counter.

of the Mondex Aug. 14 before deputies caught up to him and found that he had crystal meth in his car, was driving on a suspended license, and was a convicted felon illegally carrying ammunition, according to the Flagler County Sheriff’s Office.

The chase started at about 12:16 a.m. in the Mondex area, also known as Daytona North, in western Flagler County.

A deputy was parked facing west on Walnut Avenue east of Hickory Street when a black Dodge Dakota came to the intersection and turned east, but swung out in to the westbound lane as it did.

The deputy noticed that it had no tag light, and turned around to follow it, according to the deputy’s narrative in a Sheriff’s Office arrest affidavit.

But the pickup sped up, and the deputy turned on lights and siren. The truck continued to speed, running stop signs at Fir Street and Fruitwood Avenue and turning west.

“The vehicle did this at a high rate of speed, as I observed the rear end of the vehicle lose traction and it was sliding sideways,” the deputy wrote in the affidavit.

The truck turned onto Blueberry Street, doing about 50 mph in a 35 mph zone, then crashed through a ditch and turned into a backyard, according to the affidavit.

The pursuing deputy waited for other deputies to arrive before entering the backyard,

and eluding, Driggers is charged with possession of methamphetamine, knowingly driving on a suspended or revoked license, resisting arrest without violence, possession of drug paraphernalia and possession of a firearm or ammunition by a convicted felon.

The deputies recognized him as 43-year-old Kenneth Driggers: His driver’s license had been suspended, and he’d been convicted three prior times for driving without a license. The Blueberry Street yard he’d turned into was his own.

The pickup truck, deputies noted, had one occupant during the chase — the driver. But Driggers insisted to deputies that he wasn’t the driver and that he had been in the bed of the truck during the chase.

There was no one in it.)

Deputies asked Driggers who the driver was. He said he didn’t know, but that the driver “looked like him,” according to the affidavit.

Deputies didn’t buy Driggers’ tale, and charged him with aggravated fleeing and eluding law enforcement with lights and siren at high speed.

In the truck, deputies found a glass pipe with crystal meth in it, plastic baggies, and a white straw containing white power.

There was also ammunition: 18 rounds of 410 Winchester ammunition and a box of 12-gauge ammunition.

Man arrested after allegedly exposing himself at FHF A Florida Hospital Flagler employee was on her lunch break, walking along a path behind the hospital with her headphones on, when she heard a twig snap and turned around. A man was standing right behind her — about a foot — and holding his exposed genitals in his hand.

He “had an angry expression on his face” and was stimulating himself, and said to her, “YOU WANT THIS?” according to a Flagler County Sheriff’s Office report. She yelled, “Get away from me,” and ran.

The man, wearing a red T-shirt and hat and later identified as 51-year-old Alonso Ricardo, chased after her, according to the report.

“This was a remote area and no persons were nearby,” the Sheriff’s Office report states of the Aug. 16 incident.

The man ran after the woman for about a quarter mile.

The woman finally reached the hospital parking lot, still running, and tripped on the pavement, scratching and bruising her palms, elbows and knees.

what was happening and called security, and ran toward the victim.

The victim yelled “Help, he exposed himself.” The man approached, mumbling something, but then ran off, got into a white Honda CRV in the employee parking area and drove off toward State Road 100.

The witness took a picture of the license plate number and called 911. The call came in to the Sheriff’s Office dispatch center at about 1:30 p.m.

A deputy assigned to the case checked with dispatch about the plate number. It was registered to a home on County Road 13 in Bunnell, and two deputies drove out to the home and waited until the white CRV pulled into the long driveway.

It stopped about 50 feet in, then “reversed at a high rate of speed,” according to the report.

A deputy got in a vehicle and reached the end of the driveway, and found that Ricardo had reversed and spun out. Ricardo ran, but deputies caught him. He’d changed his shirt, but otherwise matched the description of the suspect given by the victim and witness.

Deputies found the red shirt in the CRV, and the victim picked Ricardo out of a lineup.

He is charged with indecent exposure, assault, and resisting arrest without violence.

Small plane performs emergency landing on Flagler Beach bridge, cockpit engulfs in flames WHAT ELSE WE KNOW:

The man, woman and small dog onboard escaped with no injuries, according to Flagler Beach Police Department.

One male pilot and one female passenger, with a small dog in tow, escaped from a singleengine plane with no injuries after an emergency landing on Flagler Beach bridge on Sunday at 8:03 p.m., according to Florida Highway Patrol.

The pilot, Stevan Locki, 35, of Fort Lauderdale, and passenger, Brandi Bishop, 34, of Miami, were unharmed, according to the report. Locki and Bishop had reportedly refueled at Flagler County Airport before the incident.

FHP District Sgt. Michael Quade reported that Locki said after he refueled at Flagler Airport, the plane, while in mid flight, had began to lose all power, and his engine and all electronics on board failed. Locki told Quade he had no choice but to land the plane on the roadway of State Road 100, as traffic was clear prior to the landing.

Dustin Snyder, lieutenant with Flagler Beach Fire Department, said he arrived on scene a few minutes after the incident.

“As they were coming out, the fire started,” Synder said. “Once we got the majority of the fire knocked down inside the cockpit, (fuel) started leaking underneath.”

Flagler Beach Police Department Sgt. David Arcieri confirmed there were no injuries.

Deputies responded to a residential burglary around 11:32 a.m. the morning of Aug. 21 on Brian Lane in Palm Coast, where a foot pursuit ended with the arrest of a suspect, according to a news release from the Flagler County Sheriff’s Office.

A resident was home and confronted the suspect when he attempted to enter the home. Deputies established a perimeter in the area of Brittany Lane and Bridgehaven Drive. The suspect was spotted heading south where he jumped a fence leading to Extra Space Storage on Palm

The city of Palm Coast’s Public Works Department will be repairing roadways in two separate projects that will impact traffic flow.

On Tuesday, Aug. 22, a road repair will be done on Whiteview Parkway, between Whippoorwill Drive and White Mill Drive. Whiteview will be closed near Whippoorwill between 8:30 a.m. and 1:30 p.m. A detour will be provided along Whippoorwill, Whirlaway Drive, Pine Lakes Parkway and White Mill.

Jury prepares for decision in Palm Coast child rape case Eric Floyd, 36, is charged with sexually assaulting his stepdaughter when the girl was 14 and 15 years old.

A Flagler County man may spend much of the rest of his life in prison on charges of rape and molestation of a minor.

A Flagler County jury prepared to determine his fate the afternoon of Aug. 23. The jury was scheduled to deliver its verdict after the Palm Coast Observer’s print time: To see the updated story with the verdict, view this story online at palmcoastobserver.com Defendant Eric Floyd, who goes by the nickname “Cobi,” was arrested by Flagler County Sheriff’s Office deputies in the spring of 2015 on charges of molesting his then-stepdaughter, who was 14-15 years old at the time.

He is charged with three counts of sexual battery of a minor and one count of lewd and lascivious molestation.

Floyd, after some deliberation, decided not to testify during the two-day trial, which hinged entirely on testimony and on the content of a law enforcementrecorded phone call between the alleged victim and Floyd, as well as some text messages exchanged between the two.

According to police reports and testimony from the alleged victim and her mother during her trial, Floyd approached the stepdaughter in 2011 and asked her if

she saw him as “something more” than a stepfather. He told her he saw her as something more than a stepdaughter, and then initiated a sexual relationship with her.

Assistant State Attorney John LeDonne told the court Aug. 22, “He told her it was normal.”

The prosecution detailed four sexual incidents. Defense attorney William Bookhammer called the allegations “a classic case of he said, she said,” and told the court that the girl had had some acting training in high school, and that she’d feuded with Floyd in the past.

It wasn’t until two years after Floyd had broken up with the girl’s mother that she decided to come forward and speak of the abuse, telling her mother and a school guidance counselor.

“At first I didn’t know that it

was abuse; he made it seem like it was normal,” the girl told the court Aug. 22. “He told me that it was normal that stepdaughters do this with their stepdads.”

She told her mother after the mother spoke with the girl and her sisters about a news article the mother had read on controlling and sexually abusive behavior. There were four children in the household: the alleged victim, and her three sisters.

After the mother spoke with the children about the news article, “A couple of hours later, when I was getting ready for bed, there was a knock on the door, and it was (the alleged victim), and she was hysterical,” the mother said.

“And she told me that something had happened, and that it was with Cobi. … She could barely speak; she could barely breathe.”

The mother didn’t contact any authorities that night: She wanted to check with her three other daughters to make sure they had not also been abused, and decided that the best time to do what would be after they returned home from school the next day; she did not want to wake them that night, or upset them in the morning right before they left for school.

But the alleged victim spoke to her guidance counselor the next day at school, and the guidance counselor, as a state mandated reporter, contacted the Flagler County Sheriff’s Office.

A detective on the case had the alleged victim conduct a controlled call with Floyd. The

recording, about 30 minutes long, was played for the jury.

The alleged victim had not spoken to Floyd for two years when she made the phone call; her mother, after the breakup, had told Floyd not to contact the children.

When he picked up the phone, Floyd’s first reaction was skepticism about the girl’s identity: “I’m a little skeptical about who this may or may not be,” he said, before asking the girl to name her pets so that he could verify who she was.

The girl told him that she missed him and had a new boyfriend, and that she needed “closure” with Floyd.

“It’s really hard that I can’t be honest and tell them who my first kiss is,” she said.

“There was only one person that was into that in that situation, and that was me,” Floyd replied.

“Into what?” the girl said.

“The situation you just described,” Floyd replied. “There was no romanticism to it.”

“But it felt like it,” the girl said.

The girl told Floyd that she was preparing to go to senior prom with her boyfriend, but that she missed Floyd and wished she could have gone with him.

“You’re going to be 18 in like two months,” he replied. “You’re going be 18, and you’re going to be able to do whatever you want to do. … Anything that happened between you and I was not trivial, not to me … it meant something to me on a very deep level, that no one has been able to replicate.”

“For the longest time, I didn’t

know if it was all just a game or if you really cared,” the girl said.

Floyd then asked the girl if she was alone. She said yes. He asked her if she was telling the truth, and she said yes again.

Technically, she was: Law enforcement was in another room.

She asked him if there was “any chance that when I’m 18, we could start over.”

He asked her what she meant by “start over.”

“Like try for an ‘us,’ without the complication of mom and everything,” she said.

“I would not be opposed to that, no,” Floyd replied.

There were no expert witnesses called in the case. One friend of the family was called by the defense to say he’d never seen any signs that Floyd was sexually abusing the girl.

The jury was not given records of the text messages between the alleged victim and Floyd.

In one instance, the victim asked Floyd by text how they would “break the news” to her mother that the two had had a sexual relationship before she was 18 if they resumed the relationship in the future.

She suggested they “pass it off as something that developed recently.” Floyd replied, “Well, it would be something that developed recently. So that’s the way to go in my opinion.”

The jury was prepared to deliberate the afternoon of Aug. 23 and was expected to deliver its verdict the same day.

Sara Zeng hosted a meet and greet at the Flagler Playhouse on Aug. 19.

The 22-year-old graduated from Florida State University in May with a bachelor’s in music education and has been playing the piano since she was 5 years old. To show her talent to those at the meet and greet, she performed a 90-second rendition of Chopin’s “Fantasie Impromptu,” which she will be playing for the talent portion of the Miss America Competition.

Zeng said she wants to use her personal platform, Music Matters, to inspire youth to utilize music in their lives.

“Music Matters is all about getting kids excited about music and keeping music in the classroom,” she said. “It’s so important for their development and just their overall success at school.”

Zeng started competing in pageants at age 7, and her mother, Jennifer Stockett, was the second runner up for Miss New Jersey when she was around Zeng’s age. “(Pageants) just kept growing and growing until it was something I realized I could do for scholarship money to help pay for school and help establish myself as a musician,” Zeng said. “So, it’s been amazing.”

For winning Miss Florida, Zeng earned a $20,000 scholarship to obtain her master’s, which she hopes will be in music education or music therapy.

Ultimately, she said the most rewarding part of being involved in pageants is meeting new people and being a role model. She is hoping to be crowned Miss America so that she can make an impact on a wider scale.

“Teaching will always be there for me, but this way I have the chance to go into so many schools, not just have my own (classroom),” she said.

Zeng will be heading to the Miss America pageant in Atlantic City on Aug. 29. The final day and crowning will be 9-11 p.m. Sept.

Former Matanzas football player is geared up for starting QB role with FPC.

Everyone knows about the rivalry between the football teams of Flagler Palm Coast and Matanzas. That rivalry extends to other sports, too, including boy’s golf.

T

he Matanzas Pirates easily defeated Flagler Palm Coast on Tuesday, Aug. 22, to extend their winning streak over the Bulldogs.

It wasn’t in football, however.

That matchup comes later.

It was in boy’s golf.

“It’s always there,” Matanzas boy’s golf coach Jeremy Pease said of the schools’ rivalry. “They’re the only other (public) high school in town, and all the kids know each other. The rivalry is always present.”

The Pirates won the nine-hole match, held at the Palm Harbor Golf Club, with a four-man score of a 52-over-par 196. The Bulldogs finished 17 shots back with

a 69-over 213. FPC sophomore Cameron Coates, who played the No. 2 spot on Tuesday, shot a 7-over 43 for the low round of the day. Matanzas’ No. 1 player, Matthew Bayer, led his team with a 9-over 45.

“We got away with one today,” Pease said. “Our score is probably not close to victory against the Neases and Ponte Vedras and those teams. But it gave us something to go off of. Hopefully we can turn it around.”

Although boy’s golf doesn’t get the same amount of attention as the more popular sports, namely football, Coates said a rivalry does exist between the two programs, even to the extent of a bit of trash talking on the course.

“There was some smack talk today,” he said. “We were going

back and forth. We practice at the same course together, so I know a lot of the kids on their team.”

Despite Coates’ low round, it was a rough start to the season for Flagler Palm Coast, whose team features only four players.

“We are very young,” said Steve Collier, who’s in his third year as the head coach of the team.

“Of all four of our guys, we have four sophomores. We have two returners from last year and two new people. So, I’m relying on four scores as opposed to six if I had six strong golfers out here.”

Baer, a senior, was all smiles after the win. He said the Pirates haven’t lost to FPC since he joined the golf team his freshman season.

“It’s good competition said,” Baer said. “Hopefully our football team gets the W, too.”

hen Ryan Freeman arrived at Matanzas High School for his freshman year in 2014, he envisioned playing on the Pirates’ football team for the next four years.

Freeman, whose passion for football was cultivated throughout middle school, always dreamed of being the starting quarterback.

“I remember holding a football and always picturing myself being successful,” said Freeman, who played on Matanzas’ junior varsity squad during his freshman and sophomore campaigns.

But things changed for him.

“It’s a long story,” Freeman said.

“But I felt like it was just best for me to transfer.”

So, in August 2016, he transferred to cross-town rival Flagler Palm Coast High School. Freeman played limited snaps as a backup signal caller last season. But for his senior year, the 17-year-old will finally get the starting nod he always wanted.

His first regular season game as a starter? Against his former team, the Matanzas Pirates, on Friday, Aug. 25 at FPC. “It’s going to be weird,” said Freeman, who still has friends at his old school. “I’m going to be a little bit anxious, but I know that we’re ready. It’s going to be crazy.”

Although the Bulldogs traditionally have had the upper hand against Matanzas, the Pirates have turned the tables the past two years. In 2015, Matanzas beat FPC 14-7 to spark six straight wins to start the season, and in 2016, the Pirates took down the Bulldogs 14-8.

Freeman said he expects things to go differently this time around.

“I’m expecting to dominate from the start,” he said. “I think we’re loaded right now. FPC had a history of beating Matanzas, but that changed the past couple of years. We want to change that right now. We’re going to change the culture.”

Flagler Palm Coast The Bulldogs’ preseason game against Eastside didn’t begin exactly as planned.

On the very first play of the game, FPC’s starting quarterback, senior Ryan Freeman, threw an interception, and four plays later, the Rams punched the ball into the end zone for an early lead.

The Bulldogs bounced back, though.

“We got off to a really rough start,” FPC coach Travis Roland said. “But the kids showed their poise and responded back.”

Flagler Palm Coast defeated Eastside 35-14 on Aug. 18, as part of the Eastside Kickoff Classic in Gainesville.

The Bulldogs had a balanced attack on offense, throwing for 175 yards and rushing for 200 yards. Ty Jenkins led all rushers with 80 yards. In addition, five players scored a touchdown.

Roland attributed the play along the offensive line for his team’s success in the ground game.

“Our offensive line came to play,” he said. “They opened up some pretty good holes. That was our biggest question mark going in, and I think we kind of

Pirates coach Robert Ripley said a lot of his team’s struggles were due to inexperience.

“Just first time out jitters, you know?” he said. “Seeing moving pieces for the first time. Being a little bit unsure at the quarterback position. Gotta get that

figured out.”

First-time starting quarterback Ryan Thomas struggled against Ed White’s defense. The junior was sacked five times throughout the contest.

“He struggled making his reads and being confident in what he was seeing,” Ripley said. “He just can’t hold the ball too long.”

Despite the loss, Ripley still

feels confident in his team’s defense. He said Dru Bowens, Jarrett Patton, Shane Riley, Tylee Austin and Devin Mathews were all able to make plays throughout the night.

“I got no worries right now about our defense,” Ripley said.

“The biggest thing moving forward is that we got to execute at a higher level on offense.”

PITCH PERFECT Flagler County horseshoe pitcher wins World Horseshoe Pitching Championship RAY BOONE STAFF WRITER

Bob Flanagan believes he only won the World Horseshoe Pitching Championship for two reasons.

“Because I prayed for every shoe I threw, and before I threw, I think God helped me to keep mind focused,” he said.

From April to July, Flanagan pitched 300 horseshoes a day in preparation for the tournament, held in St. George, Utah. And on July 29, he celebrated a victory in the tournament’s men’s J2 class after winning 12.5 out of 15 games.

He threw a total of 143 ringers.

However, Flanagan — a native West Virginian with a winter home in Bunnell — said he didn’t feel like he should be taking the credit.

“There’s no substitute for practice,” Flanagan said. “I certainly did improve through hours and hours of practice, but I have to give all the glory to God when it’s all said and done.”

Flanagan’s love for horseshoe pitching started at an early age.

The 63-year-old has been pitching since he was 15 years old.

“I was raised in West Virginia, and West Virginians were born with a horseshoe in their hands it seems like,” he said. “Every home has a horseshoe pit.”

Flanagan, who has been a member of the Flagler County Horseshoe Pitching Club ever since he came to Florida three years ago, had to win five local tournaments in order to qualify for the World Championship.

When he first started, his pitching percentage — the number of ringers made out of 100 pitches — was barely above 5%.

After months of practice, he was pitching above 20%. Come tournament time, the extra practice

paid off.

“I had two players to play against on my third round,” Flanagan said. “So, I knew I had to beat both of them. If I lost one more, I would have had to go into a playoff.”

Flanagan said he was under immense pressure throughout the whole tournament but added that his faith helped see him through each round.

“You’re mind is kind of your own worst enemy,” he said. “I just tried to calm myself down and slow myself down. I always like to give God all the glory and keep myself humble in those situations.”

Surfers For Autism event rides into Flagler Beach.

A

pplause and cheers rang through the salty air at Flagler Beach as 14-year-old Ryan Metzelar sprang to his feet on a blue surf board.

While this was his fifth year participating in Surfers For Autism’s annual surf day, it’s the first time he stood while catching a wave.

The Metzelar family, from Coral Springs, was one of the 200 families affected by autism who participated in the event on Saturday, Aug. 19.

Don Ryan, founder and president of Surfers For Autism, said families traveled from eight or nine states for the free event, which gives people with autism ages 4 and up therapeutic and stimulating opportunities to communicate.

“It’s a day for parents to have a day at the beach like a typical family when they maybe never get to have that,” Ryan said.

Sean McKenney, a 16-year-old Bunnell resident, has been participating in Surfers for Autism for eight years.

“To see how kind people are is amazing,” Sean’s mother Linda McKenney said. “It’s one of our favorite activities of the year.”

Sean said he likes interacting with all the people at the event.

Ryan noted that this event wouldn’t be possible without the volunteers, of which there were about 350 this year.

Brandi and David Rastetter just moved to Palm Coast this summer from Ohio, where Brandi worked with autistic children for 12 years.

She said she was thrilled to have found this opportunity to volunteer because she misses her former students in Ohio, many of whom she still keeps in touch with.

“You can’t cut that mommy cord,” Brandi Rastetter said about her unbreakable connection with the kids she used to work with.

The Baker family has been present at the Surfers For Autism events for six years, and now can finally all volunteer as a family.

To make an impact beyond volunteering, last week the family opened the doors to their own business in Palm Coast called Kascel Therapy.

Even non-pet owners are asked to fill out a survey, since at some point they will probably come into contact with an animal.

lagler Humane Society has received a $25,000 grant, and is working toward an even larger amount that can be used to expand and enhance services to Flagler County residents.

“I got a call about the grant and immediately called back,” Jeffery Ritter, development coordinator for FHS said.

“Getting invited to apply for a grant is a big deal.”

The first requirement of the grant was for a selfassessment, and to get community input on which ongoing services residents know about, and which should be added. During the past couple of weeks, a community survey was printed in the Palm Coast Observer (see Page 14 this week). The survey is

“The self-assessment makes us take a better look at ourselves and what we can do better,” Executive Director Amy Carotenuto said.

The grants that will be awarded vary in amounts up to a possible $500,000. They are not for structural or administrative use. The funds are for employee training and the implementation of services the community has indicated it needs through the survey.

“Not that many shelters were invited to apply. That is an honor in itself,” Carotenuto said. “Even if we don’t get any

additional funds, this is beneficial for us.”

The survey data will be analyzed by Creating a Caring Community, the Flagler Humane Society, and the Palm Coast Observer.

Carotenuto is hoping that even non-pet owners take time to fill out and submit the survey.

“Even if you don’t like animals, you are probably going to deal with one, a stray dog or injured cat in the road,” Carotenuto said. “People who don’t like us, or have never used us, are the ones we want to reach.”

After noticing that there weren’t many local options for fitness with childcare, let alone free workouts, the Bunnell resident started leading a Mommy and Me Fit Camp on Aug. 14. The free workout camps will run 9-10 a.m. every Monday, Wednesday and Friday through Sept. 8.

“It gives moms the chance to get out in the community to meet other moms with the same goals: to get fit and bond with their kids,” Greenslade said.

Jennifer Graves brought her 1-year-old daughter Breelyn to the workout on Aug. 18.

While lying on her back, Graves stretched her arms up, holding a smiling Breelyn.

Greenslade said that after the workout, she invites participants to walk around the lake at Town Center, 975 Central Ave., and find three things that they find beautiful. She hopes to provide a fun, healthy workout for both
