Seventh-graders at Ormond Beach Middle School got the opportunity to ask local law enforcement officers all about their jobs during a Q+A panel spearheaded by the Ormond Beach Police Department in the school’s library.

The seven-person panel was made up of Ormond Beach Police Chief Jesse Godfrey, South Daytona Police Lt. Mark Cheatham, Flagler Beach Police Chief Matt Doughney, OBPD Capt. Chris Roos, Dayton Beach Police Chief Craig Capri, Chief Gregory Elder, who is the director of campus safety at Bethune-Cookman University, and OBPD Capt. Lisa Rosenthal. Each of them took turns answering the students’ most pressing questions, many of them regarding the use of K-9s on the force. The panel was another outreach opportunity for OBPD to get to know the local youths.

Here are three of the most notable questions and answers from that day.

What’s the best thing about being a police officer?

“You’re probably going to think it’s driving fast with the lights and siren, which I got to admit, it’s pretty cool,” said Doughney.

“Locking up bad guys is pretty close to the top of the list.”

However, Doughney said the best thing about the job is being able to help people.

Is it legal for police to go through our phones without permission?

“The quick and easy answer to that question is no, but there’s more to it,” Roos said. “The fourth amendment protects you against unlawful searches and seizures by the police or any government official. So in theory, no, we can’t just walk up to you and take your phone and go through it without your permission.”

However, Roos added that if police believe the phone was used for a crime or criminal activity, they can get a search warrant for the phone — but they need a judge’s authorization.

When Godfrey applied for the force in 1998, he said he wrote on his application he wanted to be a cop to help others. Godfrey said that, contrary to popular belief, the doughnuts are not his favorite thing.

“Just want to throw it out there,” Godfrey said. “It is one of the perks of the job, but it’s not about the doughnuts.”

How dangerous do you feel your life is?

“In my 30 years of law enforcement, I would have to say that I never really got seriously injured or hurt,” Godfrey said. “I got hurt more off-duty, of all things, riding my bicycle.”

Godfrey said he’s been in the hospital twice as a result of bike accidents. He tells his loved ones that even though he used to jump out of airplanes in the Army, was in Daytona Beach’s narcotic squad and was on the SWAT team, he never got hurt on the job.

“Then, I’m on a Saturday morning riding my bicycle, and crash on the loop out here and wind up in the hospital,” Godfrey said.

He said training gives them the confidence to face possibly terrifying situations.

City stands against Rep. Tom Leek’s vote on a bill they believe threatens home rule House Bill 815 would prohibit foreign business travel to municipal officers and make them disclose their out-of-state travel plans in a public hearing.

At least three city commissioners are not on board with a legislative bill currently in session that they feel threatens home rule — a bill that Florida Rep. Tom Leek supported in a subcommittee meeting, and would prohibit foreign travel for municipal officials as well as require out-of-state travel be approved in a public hearing.

“It’s just so outrageous that the state Legislature would deem it necessary to dictate to cities and counties where we can travel and how much we can spend on hotel rooms etc., etc.,” said City Commissioner Dwight Selby during his closing comments at the Jan. 16 City Commission meeting.

House Bill 815 passed the Local, Federal and Veterans Affairs Subcommittee with a 12-2 vote on Jan. 10. The bill seeks to promote transparency among municipalities regarding their travel covered by taxpayer funds and make officials disclose their full plans, including a detailed list of travel expenses, in an official meeting where the public has a right to comment.

However, the bill only applies to

municipalities. Elected constitutional officers are provided with an exemption.

That didn’t sit well with City Commissioner Rick Boehm.

“It baffles me that there are people we have elected who feel compelled to try to prevent us from doing our job,” he said.

He said all they hear from the Florida League of Cities are warnings that the Legislature is seeking to preempt local rule. This bill would be an example of that.

“What right do they have to decide for us whether or not we can go seek business for Ormond Beach or Volusia County and seek to prohibit our ability to do those things?” Boehm said.

Despite voicing some concerns about the bill, Leek voted in favor of House Bill 815. So, Selby wrote him a “cordial” email questioning whether the state needed to be involved in this issue. Selby said Leek responded and told him the point was that other parts of the state abuse the travel opportunities, which is why the bill is needed.

Selby said he got the feeling like in third grade when the whole class gets punished for a couple of bad actors.

“He indicated to me that it might not go anywhere, but I’m not confident in that at all,” Selby said.

City Commissioner Rob Littleton, who was in Tallahassee for Volusia Days last week, said House Bill 815 is not the only one they should be keeping an eye on.

He mentioned two bills that would limit the number of terms for TPO and school board officials, and said he wouldn’t be surprised if in four years, there was one to limit municipal office terms.

“Tallahassee is eventually going to run everything, and maybe we just come up here for a paycheck and don’t actually have to govern anything important,” Littleton said.

For Boehm, House Bill 815 is an example of the Legislature’s attack on home rule.

“I have no idea why, particularly the speaker of the house, has it in for cities and wishes to limit or hamper the ability of cities and counties to govern themselves, but they do,” Boehm said.

The 2018 legislative session ends on March 9.

Just two days after filing to run as a Republican candidate for U.S. House District 6, Fred Costello was hit with a Federal Election Commission complaint claiming that he had violated the Federal Elections Campaign Act of 1971, citing articles appearing in August 2017 in the Ormond Beach Observer and the Daytona Beach News-Journal as proof of unlawful campaigning. Costello says the allegations are “bogus.”

The complaint, filed by Orange City resident Thomas Homan on Dec. 29, states that Costello, “a two-time failed candidate for Florida’s sixth U.S. Congressional District,” told newspapers of his intent to run and also asked for votes before disclosing that information to the FEC. Costello, a former mayor of Ormond Beach, told the Observer

in August he would only run if incumbent Congressman Ron DeSantis decided to run for governor. DeSantis officially filed for the gubernatorial race on Jan. 3, three days before Costello’s campaign kickoff and exactly one week after Costello electronically filed for candidacy on Dec. 27.

The complaint alleges that Costello was campaigning in a Nov. 19 event at the Flagler Trump Club and at a Dec. 12 event by the Volusia County Republican Executive Committee. In response, Costello said potential candidates are allowed to investigate, plan and determine whether they want to run before filing. This includes, he said, spending up to or receiving contributions totaling to $5,000 as long as they file within 15 days of going over that amount, which Costello said he did.

Homan’s complaint said Costello did more than merely “test the waters”; he referred to

himself as a candidate.

The complaint also accuses Costello of failing to include a disclaimer on emails that were sent prior to his official filing.

“That complaint is also bogus,” Costello said.

“The e-blast that was sent out by our firm that we contract with, they had the disclaimer,” Costello said. “On emails that I sent out personally, they had little boxes at the bottom, which is where the banner that had the disclaimer was and is in my signature on my computer but didn’t always show up on the email that went out and was received by people, but we have since found out that we didn’t even need to have that as long as we didn’t send it out to 500.”

As for Homan, Costello said in an email that he hadn’t heard of him prior to the complaint.

Three people have been arrested for the murder of the 42-year-old woman whose body was dumped on Bennett Lane in Ormond Beach last week. An investigation revealed that she was not even the intended victim.

Janice Marie Zengotita-Torres was mistaken for another woman after she left the Ross Dress For Less store in a Kissimmee shopping center. The three suspects, Ishnar Marie Lopez-Ramos, 35; Alexis Ramos-Rivera, 22; and his girlfriend, Glorianmarie Quinones-Montes, 22; followed Zengotita-Torres to her apartment thinking she was the intended target, a woman who was in a relationship with a man Lopez-Ramos loved, according to Osceola County deputies.

In a press conference held on Jan. 11 and posted online by WFTV Channel 9, Osceola County Sheriff Russell Gibson said the suspects apprehended Zengotita-Torres at her own apartment complex’s parking lot, forcing her inside the back of her own vehicle and driving to a nearby bank, where they again forced her to give them her ATM card and PIN. Afterward, they drove Zengotita-Torres to an apartment near the Mall at Millenia in Orlando, where Lopez-Ramos realized they had the wrong person. Despite that, they continued to bind her hands with zip ties and cover her head with garbage bags and duct tape, Ramos-Rivera beating her until she became unconscious, according to deputies. Gibson said Zengotita-Torres died by suffocation.

“The heinous murder of one of our own citizens will not be tolerated in Osceola County,” Gibson said.

Her body would later be found on Bennett Lane in Ormond Beach on Jan. 8, over 80 miles away from the Ross store. Left to remember her is her husband, 14-yearold son and her mother, all who moved from Puerto Rico over a year ago. Gibson got emotional during the press conference when talking about them.

“They were remarkable, strong and instrumental in catching the suspects,” Gibson said.

The three suspects were caught after Lopez-Ramos used the victim’s ATM card on Jan. 11. All of them are facing premeditated murder charges.

“I get emotional because it just touches me so deeply that one of our citizens was killed in such a manner over a mistaken identification, and in the end it appears to be a lovers triangle,” Gibson said.

When Scott Brandon first drove over a high-rise bridge to the beachside in Daytona Beach, he was struck by the wide, open view of the river, barrier island and ocean. He said the view from the crest of the bridges outshines the approach to many other vacation spots.

“It’s an awesome sense of arrival,” he said in an interview about his ad agency’s campaign, adopted by the Halifax Area Advertising Authority at a meeting Jan. 16.

Brandon’s impression eventually led to the “Wide. Open. Fun.” slogan, the concept of the campaign (which does not replace the time-honored nickname for the area, “World’s Most Famous Beach”). It will be used in print, TV, radio and digital advertising throughout 2018 by the Brandon Agency.

Lori Campbell Baker, executive director of the Daytona Beach Convention and Visitors Bureau, said the concept can be a template for “all the fun things to do” in the area.

Brandon said his staff was amazed at the “wide” variety of available experiences in the area, “You have more culture than many other areas,” he said. “You have a ton of cool events.”

In Daytona Beach, a person can find a quiet part of the beach to relax or “go high energy” and take a ride on the Sling Shot, he said.

It turns out that punctuation can make a lot of difference.

Many residents in the area have decried “Wide Open Fun,” complaining that it made the town sound like it was “wide open” for the type of debauchery of Spring Breaks 20 years that gave the town an image that it is still fighting today.

But HAAA board members in the Jan. 16 meeting pointed out that it’s a concept, not a slogan, and that periods separate the words: “Wide. Open. Fun.” The word “wide” can refer to the wide variety of things to do, and “Open” refers to the 23 miles of beach.

In the presentation by the Brandon Agency, “Wide. Open. Fun.” was accompanied by wholesome images of families at the beach or a museum, and couples paddle boarding or dining at a riverfront restaurant.

Some people have complained the agency did not get “public buy-in” for the slogan. Bandon said they worked with local stake-

holders, but the most important opinions come from consumers.

“We’re being strategic,” he said.

“You try to understand the issues that marketing needs to overcome. We do research to find out what consumers think.”

At the meeting, Baker said the board “absolutely respects” the opinion of community members.

“You are our best ambassadors,” she said to those attending.

But she said potential visitors were the target of surveys for the campaign.

“Everything we do is researchbased,” she said.

At the meeting, a couple of residents criticized the slogan, but another said marketing the area should be left to the experts, and the public should be supportive.

Board member Rick Byrd, of Shores Resort and Spa, said he appreciated the audience comments, but said the slogan makes sense when seen with the photos and advertising copy.

“Let’s try something different,” he said. “Let us take a shot at it.”

Amy Pyle, a resident who has announced a run for Daytona Beach City Council, asked the tourism officials to encourage the city to enforce codes and improve infrastructure.

“Maybe the visitors will say, ‘What a nice neighborhood,’” she said. “They might want to go bike riding in the neighborhood.”

BEST DAYS AHEAD?

Brandon said an important part of the campaign will be to attract first-time visitors. Their research has shown that prior visitors understand the many options for family fun, but those who had not still had the “Spring Break party” image in their mind.

The Brandon Agency, headquartered in Charleston, South Carolina, has agencies in Myrtle Beach, Charlotte, Orlando, Chattanooga, Breckenridge and an office in Orlando.

The CVB has a production budget of $200,000, which will be used to repay the agency for photographers, models, editing and other creative for television, radio, digital and print advertising. Plus, there is a monthly retainer of $44,375 for commission, analytics, etc.

While some locals look back to the glory days of tourism in the area several decades ago, Brandon points out all of the investment now going on in the area.

“A lot of smart people are betting on the area,” he said. “Your best days are ahead of you.”

Phyllis Rose Brown and the quilters, Ruth Mielke, Nora Sgro and Joan Radula, were hoping the church would benefit from the raffle in more than just the $1,340 donation from the historical society’s raffle ticket sales. They hoped the quilt would somehow make its way to what they felt should be its rightful home.

“We were praying that whoever won the quilt would give it to the church,” Radula said.

And that person did.

The winner of the raffle was the historical society’s own special events committee chairperson, Diana Simmons. It only took her five minutes after she won to announce she would be donating the quilt to the Historic New Bethel AME church.

“The love and time and effort that went into this quilt is shown in the details, and just as we are all on a journey with the historical society or with the church, this was a journey,” Simmons said. “This was a quilt that helped

people in their own journey.”

Each of the 14 squares on the quilt shows the symbols guiding Harriet Tubman and the slaves she led north, where they would be free. Since many of the slaves did not read, the symbols were a way to universally communicate the directions they needed to take.

It took Mielke, Sgro and Radula two months of steady quilting to finish their project. Now, they feel like the quilt has traveled its way home.

“It’s going where it belongs,” Radula said.

Thousands of planned homes will impact Ormond Observer Beach, but the city has no regulatory control

Many individuals I have talked to recently are quite surprised to learn that the property west of Riverbend Church on the South side of Granada Boulevard all the way out to the Tiger Bay State Forest is in the city of Daytona Beach. As you exit Breakaway Trails, waiting to turn on Granada, the 3,072 acres of open land that you see in front of you is Daytona Beach. Many of the thousands of homes that will be built there may have an Ormond Beach address, but Ormond Beach will have no regulatory control over the development that occurs there.

Here’s what happened. On March 6, 2002, the landowner, Consolidated Tomoka Land Co., after years of negotiations with Ormond Beach had the unincorporated property described above annexed into

Daytona Beach. The Ormond Beach City Commission had refused to change the city’s wetland regulations and allow the higher density (more new homes) that CTLC was seeking. It was a victory of sorts for the anti-sprawl residents and commissioners who supported it at the time.

The problem is that this so-called victory came with a very significant cost. The land is currently being developed in Daytona Beach, but the growth impacts will principally affect Ormond Beach. There will be heavy impacts to Ormond Beach without the requisite regulatory authority or revenues to mitigate or control the long-term consequences.

In the next 10-15 years, there are 5,500 new homes planned (some estimate as many as 9,400) on the property west of Interstate 95 between LPGA and Granada. The effect of the decisions made in 2002 has put current city officials and residents in the difficult position of seeing impacts of future growth mounting on our borders and having little ability to control or mitigate it.

It doesn’t mean we won’t try.

mission is working on plans to improve traffic capacity on Granada west of 95 and seeking the best alternate east/west relief route for our city’s main thoroughfare.

Also, our staff is working with the Florida Department of Transportation to implement a computer-assisted traffic flow management system on Granada that is scheduled to be

up and running by 2019.

Looking forward, I’m hopeful we can use this situation to learn a lesson when it comes to future planning decisions.

It would be prudent to adopt policies and negotiation strategies that limit growth impacts while providing the ability to control and mitigate them.

Empirical data is being ignored in Volusia County’s efforts to help the homeless

All over Florida, communities are trying to address problems associated with homelessness.

While circumstances vary, the research data shows that the main reason people experience homelessness is because they cannot find housing they can afford. Yet, this fact is completely ignored when communities discuss how to solve the issue of homelessness. Affordable housing is rarely part of the solution equation.

Also missing in discussing viable solutions is the use of national best practices, current empirical data, measurable outcomes, and our own governors’ specific guidance. Why? Every year we do a Point in Time Count of people experiencing homelessness. The Florida Council on Homelessness uses these facts to make statewide recommendations to our governor. This is valid data yet, for the most part, ignored by city and county leaders

making decisions.

Almost every community repeats the same mistakes related to panhandling, sleeping in public, feeding in public and other homelessness issues over and over. I believe this happens because the size of the problem globally makes solutions seem insurmountable.

They just want a quick solution to a small portion of the problem. They want to make their community members satisfied.

Lets talk hard facts. According to the “Council on Homelessness 2015 Report” submitted to Gov. Rick Scott, we had 35,964 citizens experiencing homelessness in January 2014.

Of that number 55% (19,812) are disabled, roughly 20% of them are children (6,852), and 16% (5,100) are veterans.

Despite the fact that the report clearly gives all the reasons for homelessness, city and county solutions focus on one issue: substance abuse.

The truth is, lack of employment, financial struggle, medical issues, mental health, family crisis (domestic violence), relocation, immigration, and natural disaster account for most of the problem. That’s right, 67.4% of the people experiencing homelessness are not homeless because of substance abuse.

Yet, in communities

throughout Florida, solution discussions are only centered on the minority who present a problem in their community.

Discussions in city and county councils and commissions are about how to get the panhandlers out of downtown, or how to stop public urination, or how to prevent people from sleeping on the streets, or how to require people get substance abuse treatment. They try to treat the results of the problem instead of the problem itself.

Secondly, the business of solving homelessness is just that, a business. I am not saying there are not great people in the nonprofit or faith based world that do not have great intentions. I am not saying there aren’t shining example programs or stories of great achievement. I am saying there is no standard of measurable outcomes that homeless service providers use to properly gauge success.

The only logical measure of success for this industry is how much was spent and how many people were moved from homelessness to permanent housing.

One example of this measure being needed is in the city of Daytona Beach. City officials are trying to build an antiquated homeless shelter using a model that research shows is not effective (Volusia Safe Harbor). The cost of this facility is $10 million over five years ($4 million to build and $1.2 mil-

lion to operate per year), and no measures of real success are required.

Volusia County, Daytona Beach and the surrounding cities are rebuking every piece of research and telling the public this shelter will help solve their problem. Unfortunately, the reliable data show they will spend all this money and garner zero results.

Truly notable is the fact that not a penny of the $10 million is allocated for things that are needed to solve homelessness, such as additional job training, additional substance abuse services, additional medical services, additional mental health services, additional ID services, additional legal services, or even additional clothing or food. All monies are being spent on providing the structure for a 250-bed shelter and give service providers a collocated space to offer the same services they offer now.

To summarize, solving homelessness is not as complex as you think. There are proven solutions for every problem. Every bad solution has been tried. We as citizens need to demand our community leaders do not repeat the same mistakes over and over again. We need to educate ourselves and demand our money be spent in a productive way.

Four juveniles arrested after hiding from police under someone’s front porch CRIME STATS FOR DEC. 12-31

Police believe the teens are also behind multiple car burglaries in the area.

Four teens were arrested after they pried open a lattice skirt underneath a home’s front porch in The Trails and crawled inside with the intention to hide from police officers who had spotted the group walking along the road on Dec. 21.

The case was one of several that was discussed at the Jan. 10 Cri-

meview meeting by the Ormond Beach Police Department, which gave an update on cases and crime data collected Dec. 12-31.

Police suspect the four teens, ages 14-16, broke into several cars in The Trails, and believe they also stole a vehicle the night of their arrestPolice found the car’s key in the crawlspace underneath the porch where the juveniles hid. All four teens attend Mainland High School.

DRUNKEN MUNCHIES 9:15 p.m. — First block of North Yonge Street Resisting an officer without violence. A 52-year-old man was arrested, and his burrito thrown away, after causing a disturbance while drunk at a local gas station.

Police report the man was consuming alcohol at the scene and yelling at customers, making them feel unwelcome. He refused to leave, so staff called police to trespass the defendant. Once spotted by police, the man tried to conceal an open beer behind his back and decline to stay where he was, proceeding instead to leave the parking lot of the gas station.

The police officer warned the man he would be detained if he didn’t stop, but the man told him he was going to the store to get something to eat. After three warnings, he was arrested. He had with him one burrito and four cans of beer.

GRIEVING PROCESS 1:59 a.m. — 100 block of Hernandez Avenue Possession of marijuana. A 60-year-old man was discovered passed out behind the wheel of his vehicle. He told police before he was arrested that he had smoked marijuana earlier in the day and had been crying because he was getting divorced.

Police were dispatched to the area after calls regarding a suspicious vehicle stopped on the wrong side of the road. The officer woke the man up, eyeing the revolver on the passenger side floor, and asked him to step out of the vehicle. The man told police he had more marijuana in the ammo can behind the driver’s seat.

OUTSIDE LOOKING IN 11:05 p.m. — 900 block of Calle Grande Street Loitering. A 37-year-old man was arrested for repeatedly knocking on his mother’s rear sliding glass door, looking into her home and not leaving.

His mother told police she was afraid he was going to break the door and when police asked him about the incident, he said his mother was “trying to set him up.” The officer on scene noticed a clean spot on the sliding door where “hands had appeared to be looking through” as well as a forehead mark on the glass.

The man had been picked up from Halifax Health earlier that day by his mother and given a backpack of clothing, knowing he was not welcome at her house.

THE NEW CORNELIUS

Finding a home — and a purpose — on the court In his senior year at Mainland — his fourth school in four years — Buccaneers forward Cornelius Smarr is more confident than ever.

C

ornelius Smarr makes a mistake. He clanks a jump shot off the rim. He leaves an easy layup short. Or he dribbles a ball off his foot and out of bounds. Smarr is subbed out.

He walks to the end of the bench in silence. He sits on the bench throughout the game. He never smiles, and he never talks — not even to his teammates. He retreats into himself as he watches the other players on the court finish the game.

That was last season — before Smarr transferred from Spruce Creek to Mainland, his fourth school in four years, for his final year of high school.

“At Spruce Creek, he never said a word. Not in class and not on the court,” said Buccaneers basketball coach Joe Giddens, who coached Smarr at Spruce Creek last season.

“I thought he was a mute. I had to keep talking to him, keep asking him the same questions over and over to get him to open up.”

Now, in the Buccaneers’ basketball program, things are different: Occasionally, after a made basket or a big play, you can see the lanky 18-year-old crack a smile as he speeds back on defense. He quietly cheers on his teammates when they make a good play and encourages them when they mess up. On the bench, he jokes and laughs with his teammates — his friends.

“I can tell he’s a totally different kid now,” Giddens said. “He seems a lot happier. He gets along very well with his teammates. He communicates on the court. I think it’s because he’s in a better situation now.”

A WAY TO ESCAPE THE PAIN

Nearly his entire life, Cornelius Smarr — who was born in Atlanta to a single mother — has always been on the move. At times, he’s lived with his mom, with whom Smarr said he has a complicated relationship. Sometimes, he’s crashed with aunts and uncles.

While attending Thoreau High School on the Southside of Atlanta, Smarr, a 10th-grader at the time, lived with his AAU basketball coach for three months.

And other times, he didn’t live anywhere at all.

“Sometimes, I used to sleep in cars with my two little brothers,” Smarr said. “It was tough, but I had to get through it.”

For Smarr, basketball was a way of escaping the pain. It was a way of getting past it, of forgetting it.

Still, for this shy, reserved high school senior, the memories are there: He’s past them, but he can’t really forget them. Not ever.

They’re part of what drives him.

“I saw that it could be a way out, and I had a passion for it,” said Smarr, who starting playing basketball in eighth grade. “Ever since then, I’ve had to take basketball seriously and start working every day. It could help my family in many ways if I can make it. My goal is to play professionally — to play in college and eventually make it to the NBA or overseas somewhere.”

His hard work is starting to pay off.

Smarr is a valuable piece off the bench for the Buccaneers (9-5).

Standing at 6-foot-5, Smarr is a versatile player who can score from anywhere on the floor.

“He can do everything,” Giddens said. “He can shoot. He can get to the basket and finish. He can dribble. He affects the game so much because of how much

he’s capable of doing.”

Smarr’s best game to date was a 20-point, 11-rebound effort in the Buccaneers’ 53-51 overtime win over Vero Beach on Dec. 22.

“I can’t even explain how important it is to have a guy like that, especially to bring off the bench,” Giddens said. “If a starter isn’t playing well, he comes off the bench and gets buckets. He can light it up.”

Smarr attributes his breakout year to the situation he’s in now.

Smarr moved in with his uncle Charles Smarr, who lives in Daytona Beach. Playing at Mainland and for Giddens, who has coached Smarr the past two seasons, has made a big difference in his confidence, as well.

“I used to just give up,” Smarr said. “I wasn’t focused. With the stuff going on around me, how could I be focused? But now, I strive for better. I’m at a good place here at Mainland. They’re setting me up not only to be a bet-

ter basketball player, but to be a better man in life.”

SMARR’S PRAYER

Every night, before Cornelius Smarr goes to bed in his uncle’s Daytona Beach home, Smarr prays to God. He prays for himself — for God to guide him on his basketball journey and to help him achieve his dreams. He prays for his mom and their strained relationship.

And finally, he whispers a prayer for his 9- and 7-year-old brothers. He asks God to keep them safe.

“At night I would just be thinking how could I make it and provide for my family,” Smarr said. “I want to get them out of the ’hood.”

When Smarr finally goes to bed, he falls asleep. He doesn’t dream about the opportunities he missed growing up. Not one bit.

“I didn’t really have a childhood,” he said. “But I don’t miss it.”

The ‘reality’ of playing time

Should all athletes should be entitled to at least some playing time in high school sports?

I imagine it’s fun to be part of a team regardless of how much playing time you get. But I also imagine it can get a little frustrating to grow stiff and cold on the bench every game, or to be treated like the “human victory cigar” — the person who finally gets a chance to play only when the team is about to win in a blowout.

How does a coach balance the desire to win with giving all of his athletes playing time?

I’ve always felt that high school sports isn’t just about winning. It’s about growing as a player and as a person.

And how do you do that if you never get the chance to show what you can do on the field of play?

Everyone should be entitled to at least some playing time, right?

That’s what I thought until I met Atlantic boys basketball coach David Howard, who gave me a “reality check” with his very clear approach to the issue.

“You earn your time on the court,” he said.

I still believe high school sports are a time of growth, and I know Howard does, too.

In life, some times you get what you want, and sometimes you don’t. It’s great if you do immediately achieve what you want, but if you don’t? Work for it. Just like with anything in life.

“We’re trying to prepare kids for reality, for life,” Howard said. “In recreation ball, they pay for that playing time.

In middle school, they earn it.

In high school, they earn it.

And they’ve definitely got to earn it in college. So, it’s one of those situations where, as a coach, you can’t put winning in front of everything, but it has to be somewhere up top because if you don’t win, then you won’t be coaching. That’s just the reality of it.”

Seabreeze plays ‘best game of the season’ against Atlantic For stretches during the first half of the Seabreeze boys basketball team’s game against powerhouse Atlantic, it looked like the Sandcrabs had a shot at victory. Despite being down by 14 points entering the second quarter, the Sandcrabs fought back to cut the Sharks’ lead to seven with 5:45 remaining in the half. Several times throughout the contest, as Atlantic started to pull away, Seabreeze would storm back — aided by a barrage of 3-point shots — to get within striking distance.

However, after leading 48-36 at half time, the Sharks took

firm control of the game coming out of the locker room, defeating Seabreeze (4-14) 99-69 on Jan. 10 at Atlantic High School.

As a team, the Sandcrabs connected on 12 3-pointers, with guard Jalen Green sinking five of them. Green scored a team-high 21 points in the loss.

“That’s the best I think we’ve played all year,” Seabreeze coach Pepper Johnson said. “If we continue to play like the way we did tonight, we’re going to be something to reckon with in the district tournament.”

Seabreeze’s boys and girls soccer teams each took a step forward after suffering losses in their previous games. The boys, who lost to Spruce Creek 3-1 on Dec. 19, bounced back with a 2-1 win over Eustis on Jan. 12 at Eustis High School. The Sandcrabs were tied 1-1 before scoring the game-deciding goal in the second half. Four-legged versions of the Pope, Batman and Robin, and a princess with her pirate were among the costumed dogs that strutted around the hound parade at Ormond Memorial Art Museum’s fourth-annual Dogapalooza on Saturday, Jan. 13.

The event originated four years ago based on an art show at the museum called Dog Days of Summer. Each year, the museum donates the profits from Dogapalooza to two local charities that are working to help furry friends.

Museum Director of Marketing and Membership Melissa Frankel said she wants to raise $2,000 this year, doubling last year’s earnings, to benefit Great Dawg Rescue and Halifax Humane Society.

“It is the best feeling,” Frankel said. “I was so excited to wake up and know that there was going to be hundreds of people here, all here for a good cause. It’s not for anything but giving money back to these two charities that support Ormond Beach so much through rescuing dogs — dogs that are maltreated.”

Two winners — one large and one small dog — were each crowned for best costume. The large dog category was won by Heidi, a great dane dressed as a groundhog who predicted no more winter. Kashmire, the small dog winner, rode around in a holy stroller dressed at the Pope.

The judges were Barbara Cady, who works with Florida Hospital Hospice Care’s pet program called “Pet Peace of Mind”; Paige Wilson, the community editor at the Ormond Beach Observer; and Sherry Barrett Gailey, a member of the HHS visionary team and the board of directors for OMAM. “Dogs and their owners are family, and what better way to celebrate at a festival than with family?” Frankel said. “It’s an organic way of having a festival, having fun and honoring those furry canines that we love so Frankie the Ausmuch.” tralian shepherd dresses as a pirate.

Decorating flower pots serves as healing method for locals at Ormond Art Museum The monthly Art of Healing class was held on Jan. 11.

Cancer has affected many parts of Brenda de Treville’s life. Her mother died of ovarian cancer at age 48. Her sister battled breast cancer when she was 34 and went through five years of treatment before she was in remission.

Treville herself was diagnosed with melanoma on her second wedding anniversary. “(The doctor) said I wasn’t going to be able to straighten my arm again, but I worked hard to be able to,” Treville said.

As the Ormond Beach resident decorated her flower pot with shades of blue tissue paper during an Art of Healing class at the Ormond Memorial Art Museum, she started conversations with about a dozen other participants about what she’s overcome to encourage them to do the same in their lives.

“That’s why you should celebrate and live life fully,” said Treville.

“I keep coming here for other people,” Colbeth said.

She said she lost one friend to cancer and that another one is currently living with stomach cancer. Colbeth plans to give this pot to her friend in the hopes it’ll bring a smile.

Museum Education and Outreach Curator Kristin Heron said many participants keep

coming back every month because they’ve now made friends in the group.

“The meditative quality of a lot of the projects is something anyone can do,” Heron said. “You don’t have to think a lot about it.”

The Olive Grove Apartments in Ormond Beach are well-kept and offer the same amenities as many other apartments. The difference is Olive Grove offers all of its residents, who must qualify based on income, a reduced rent that is affordable for the workforce. The demand for this housing — the only of its kind in Ormond Beach — is clear: There is a waiting list of over 600 people.

At the Jan. 12 Eggs and Issues event, hosted by the Daytona Regional Chamber, Fran Gordon, executive director of Mid-Florida Housing Partnership Inc., divided this topic into two categories: what’s helpful and what’s hurtful.

Gordon said rent in Volusia is costing people 50%-60% of their gross monthly income.

She also talked about the Sadowski Act of 1992, which allocates into a trust fund the document stamp tax that’s paid on all real estate transfers; that trust fund is mean to finance affordable housing, but Gordon said the Legislature is skimming the trust fund more and more every year, resulting in less revenue going back to the counties. She said last year, counties only received about $350,000 each.

In a county where, according to Gordon, a person needs to earn at least $20 an hour for the current rental market, subsidies are essential because they allow Mid-Florida Housing Partnership to either rent to low-income families, or rehab homes and then sell them to those families.

“When you talk about workforce housing, that’s what you’re talking about,” Gordon said. “You can call it affordable housing, you can call it workforce housing, you can call it low-income housing, but these are people who are going to purchase these homes.”
