The 25th Plumbing and Gas Industry Awards were run and won in October and what a fantastic night it was. The quality and volume of nominations were outstanding again this year, and the team at James Giles Plumbing had a very successful night. Congratulations to James for winning the Businessperson of the Year award. A welldeserved accolade for a leader in the Queensland gas and plumbing industry.
The national skills shortage is a constant conversation that is raised in almost every forum. It is a topic that the industry is strongly invested in fixing. There are still lots of ideas being thrashed out and a clear direction has not yet been decided. From the Federal Government down to the industry associations there are a lot of differing opinions on how to fill the gap created by many years of inaction.
In my opinion, the opportunity to make a trade a real career choice needs to start at high school in grade 10 when our young men and women are deciding what career pathway they would like to pursue. For far too long the only career path promoted at high school was university studies and a degree, and this needs to change if we are serious about fixing the skills shortage in the construction industry. Other ideas on how to speed up the apprenticeship have been floated but will require special consideration to ensure the quality of our trade is not lost permanently, to fix a here and now problem. Reducing the term of an apprenticeship or splitting the trade is something that I would not support.
MPAQ has held two trade shows recently. The first was at TAFE Ashmore and the level of participation by sponsors and members was outstanding. The second was at TAFE Acacia Ridge, held in conjunction with International Men’s Day celebrations on 19 November. The support for the trade and the sponsors was exceptional, and the events team delivered a sensational opportunity for our industry leaders and members to engage.
With another Queensland Summer upon us, it’s time to remind you all to look after yourselves when you’re working in the heat. Hydration is often overlooked and is a major contribution factor of heat stroke so it’s a great time to remind you to drink plenty of water and take regular breaks.
Finally, I would like to mention the passing of our Technical Officer Mr Matt Simpson after a short illness. Matt was a wealth of knowledge and was well respected in the industry. He joined the MPAQ team in 2023 and had just completed his TAE and was getting ready to deliver training to our members. He will be sadly missed around the office.

The Queensland Government has announced the biggest shake-up of procurement in decades, introducing the new Queensland Procurement Policy 2026, which will take effect from 1 January 2026. Valued at over $35 billion annually, this policy is set to simplify, streamline, and strengthen how the government engages with local businesses.

At the heart of the reform is a clear commitment to back Queensland businesses, particularly small, family-owned and regional enterprises. A new 30 percent participation target will ensure that small and medium enterprises are front and centre of future government contracts. For our industry, this means more opportunities for plumbing businesses to tender for maintenance, infrastructure, and building work, and to compete on a fairer playing field.
The policy also introduces an Australian-first focus on veteranowned or veteran-supporting businesses, alongside commitments to female-led, disability-supporting, and Indigenous businesses, with at least three percent of annual procurement spend dedicated to Indigenous suppliers. One of the most welcome changes is the cutting of red tape. The existing procurement framework has been reduced, making it faster and easier for local businesses to navigate.
One of the most significant developments is the permanent removal of the Best Practice Industry Conditions (BPICs). These conditions added considerable complexity, administrative burden, and cost to project delivery. Other improvements include simplifying contracts to reduce red tape, the introduction of a Procurement Capability Uplift Program to build skills and consistency across agencies, and a focus on pursuing innovative supply solutions through outcome-based specifications, trials, and pilot programs.
For Queensland’s plumbing and gas sector, this is a significant opportunity. Local contractors and tradespeople will have a stronger chance of winning government work, particularly in regional areas where spending and support have declined in recent years. As the policy takes effect, please:
• Review your business credentials and ensure all registrations, compliance, and insurances are up to date.
• Highlight your local presence and Queensland roots when tendering.
• Stay informed about upcoming government procurement roadshows and supplier briefings.
MPAQ will continue to monitor the implementation of the new policy and keep members informed as further details are released.


In early November, I had the privilege of joining my colleagues from Master Plumbers Australia and New Zealand (MPANZ) in Canberra for a series of meetings with both Government and Opposition representatives.
These discussions provided an important opportunity to highlight the critical role the plumbing and gas industry plays in delivering safe, sustainable, and futureready infrastructure for all Australians.
Over two days, we met with senior ministers, advisors, and departmental representatives across a range of portfolios, including Skills and Training, Housing, Industrial Relations, Industry and Innovation, Environment and Water, and Energy and Emissions Reduction. The engagement from all sides of government was extremely positive, with genuine interest in the challenges and opportunities facing our sector.
Our advocacy focused on several national priorities, including:
• Skills and workforce development – the need for stronger apprenticeship support, including funding assistance for employers when apprentices attend training, and mentoring programs to improve completion rates.
• Housing and infrastructure delivery –recognising the essential role of licensed trades in achieving national housing targets and ensuring regulation keeps pace with demand.
• Regulatory consistency and productivity – removing duplication between jurisdictions, improving access to Australian Standards, and reducing red tape to boost efficiency without compromising safety.
• Sustainability and innovation –supporting the transition to lead-free plumbing products, water conservation measures, and readiness for emerging
technologies such as hydrogen and renewable gas.
• Small business viability – addressing rising insurance costs, fair payment practices, IR matters, and ensuring tax and incentive systems recognise the real cost of training and compliance.
It was inspiring to see the strength of collaboration across state and territory associations, with a shared commitment to ensuring plumbing remains a cornerstone of public health, housing, and environmental sustainability. Together, we presented a united voice on behalf of thousands of plumbing businesses, apprentices, and professionals across Australia and New Zealand. Our discussions in Canberra reinforced the importance of maintaining open and constructive dialogue with policymakers.
MPAQ will continue to work closely with our national partners through MPANZ to ensure that the voices of Queensland plumbers are heard and that future policy decisions support a skilled, safe, and sustainable industry.

The Commonwealth, State and Territory Building Ministers (‘Building Ministers’) met in October to agree the pause and streamlining of the National Construction Code (NCC).
Building Ministers also decided the content and timing of the 2025 edition of the National Construction Code (NCC 2025).
Building Ministers discussed the Commonwealth announcement on 24 August 2025 that no further residential changes to the NCC, except for essential quality and safety measures, will be made until mid-2029, following the finalisation of NCC 2025.
Building Ministers agreed to pause further residential changes to the NCC and acknowledged it as a constructive step in improving productivity in residential construction and boosting the supply of new homes. Pausing further changes, following the finalisation of NCC 2025, will provide certainty to industry, allowing builders to invest with confidence in workforce development and innovation related activities.
Building Ministers agreed that there is potential to improve and modernise the NCC, ensuring a fitfor-purposes regulatory environment that supports the industry to build more homes, more quickly.
Agreed scope for the work underway includes considering how to:
• Streamline and use AI to improve useability of the NCC to assist tradies, small businesses, and households;
• Reduce the regulatory burden on our building and construction industry;
• Remove barriers to the uptake of modern methods of construction; and
• Improve how code provisions are developed by the Australian Building Codes Board (ABCB) and consider the appropriate cadence of future NCC updates.
The streamlining effort will encourage greater national harmonisation, while recognising the need for state and territory-based regulatory changes that reflect the specific quality and efficiency needs of each jurisdiction.
After considering advice from the Australian Building Codes Board, Building Ministers agreed to the following necessary adjustments for inclusion in NCC 2025:
• Water management in commercial and apartment buildings to prevent water ingress;
• Carpark fire safety provisions for commercial and apartment buildings;
• Commercial energy efficiency reforms including efficiency improvements and mandatory onsite solar photovoltaic systems to support net zero ambitions; and
• Condensation mitigation.
Ministers agreed that there would be no further residential changes in NCC 2025, outside of essential safety and quality changes. This means voluntary embodied carbon provisions would be published as an ABCB guidance document, and that EV charging provisions and residential energy efficiency changes would not be introduced at this time. This approach maintains the high energy efficiency standards adopted in NCC 2022, including 7-star energy efficiency, and recognises the changes made to EV charging in commercial buildings in NCC 2022.
NCC 2025 will be published by 1 February 2026. States and territories can consider adoption from 1 May 2026. The adoption of NCC 2025 is a matter for each jurisdiction. For example, Tasmania noted it has paused implementation of NCC 2025 measures.

The Crisafulli Government has directed the Queensland Competition Authority (QCA) to review Unitywater and Urban Utilities water prices and help deliver more affordable water bills for more than 2.4 million Queenslanders in the South East corner.
The review will ensure water prices are fair and reflect the actual costs of providing services and will also encourage water service providers across South East Queensland (SEQ) to operate more efficiently, putting downward pressure on water bills for Queenslanders.
The review will happen in two stages, both designed to deliver bill relief: Stage 1 will run until mid-2027 and focus on productivity, policy, and cost-efficiency measures while Stage 2 will run from 2027-30, and take a detailed look at costs, service standards, and pricing.
As part of the review, the QCA will work with Unitywater, Urban Utilities, shareholding SEQ councils, and Queenslanders, to ensure the process is fair and transparent.
Further details on the review, including timelines and opportunities for the public to have their say, will be made available by the QCA.
Article from the Minister for Finance, Trade, Employment and Training
The National Construction Code (NCC) 2022 – Volume Three (Plumbing Code of Australia) requires that all plumbing products associated with supplying drinking water be lead-free from 1 May 2026, marking the end of the three-year transition period.
Under these requirements, a plumbing product intended for use with drinking water must have a weighted average lead content of no more than 0.25 per cent.
MPAQ, along with other key stakeholders, has raised concerns with the Department of Housing, Local Government, Planning and Public Works and the Minister for Housing and Public Works and Minister for Youth regarding industry readiness for the transition to lead-free products. As discussed with departmental representatives and mentioned by Assistant Minister Rebecca Young at the recent MPAQ Business Leaders Roundtable, the Queensland Government recognises the challenges associated with the proposed transition date and appreciates the advice provided by industry.
National Consistency and Queensland’s Position
Queensland continues to advocate for a harmonised national approach to the lead-free implementation arrangements. The Department
has been asked by the Minister to continue working closely with the Australian Building Codes Board (ABCB) to identify an appropriate, nationally consistent response to the issues raised. However, in the absence of national agreement, the Queensland Government will consider state-specific measures to ensure a smoother transition. Similar to the approaches taken in South Australia and the Australian Capital Territory, any Queenslandspecific arrangements may:
• Exempt installations that are subject to existing building approvals; and
• Provide a further transition period for all other plumbing work.
Queensland’s preference remains for a consistent national approach, and the Department will provide further advice following further discussions. While some flexibility may be introduced, it is important to note that there remains a firm commitment to transitioning to lead-free plumbing products. To minimise redundant stock and potential financial impacts, MPAQ encourages all industry participants to familiarise themselves with the requirements and begin transitioning stock if this process has not already commenced.

MPAQ will continue to represent the industry through MPAQ CEO Penny Cornah, who has been reappointed as the plumbing industry representative on the Australian Building Code Board (ABCB). This appointment was finalised at the Building Ministers Meeting in October 2025. Penny has also been reappointed to the board of directors of the Building and Construction Industry (Portable Long Service Leave) Authority QLeave Board. She will join five other appointees to the board of directors alongside the new Qleave Chair Damien Long and Deputy Chair Matthew Byrne.

The strength of any industry lies not only in its products or projects, but also in the people working tirelessly behind the scenes. In Bundaberg, a new chapter for the plumbing sector is being written – one driven by collaboration, quiet dedication, and deep commitment to apprentices and the construction workforce.
Recently, MPAQ Sales and Membership Specialist Jason Searle visited the Reece Multi-site in Bundaberg, a relatively new site that has quickly become a cornerstone for the local plumbing community. There he spoke with Store Manager Raydn Oaklands and local TAFE Queensland Teacher Alex Markby. The discussion highlighted a challenge for many regional areas: the shortage of skilled tradespeople and the pressing need to support apprentices in their journey.
What stood out is how the Bundaberg Reece team has stepped up to the challenge through the donation of fixtures and fittings to TAFE Queensland’s Bundaberg campus, ensuring apprentices are gaining access to the tools and products they’ll be using throughout their careers. This kind of support ensures training is practical, current, and industry-relevant, an essential step in keeping young tradespeople engaged and on track for success.
Alex Markby’s story adds another layer. Since moving to Bundaberg in 2022 he has become a passionate advocate for the plumbing trade. At TAFE Queensland, he is deeply involved with ensuring the success of apprentices, working closely with MPAQ members and plumbing businesses to give students not only the technical skills but also the confidence and insight required to thrive in the workforce.
Bundaberg’s plumbing training sector has been on a steady road to revival since 2020.

Once known for its strong education and support systems, the region is now rebuilding that reputation. Industry Associations, TAFE Queensland, and local businesses are uniting the best possible outcomes for apprentices today, so the industry remains strong tomorrow. These efforts often go unnoticed and unspoken. Especially the TAFE teachers and educators who go that extra mile, the suppliers who donate resources, and the plumbing businesses that mentor the next generation coming through – they are shaping the future of the trade in very real ways.
As the conversation about skill shortages grows louder across Queensland and the rest of the country, Bundaberg provides an important reminder that community-driven support and industry collaboration are not just optional extras – they are essential. The plumbing industry doesn’t thrive on the efforts alone of any individual but on the combined strength of teachers, businesses, and industry leaders to include associations who invest in people coming up behind them.
To those silent achievers and beyond, the plumbing industry owes you a thank you! Your work may be quiet and flies under the radar, but its impact is anything but.

• Representing, liaising, and supporting members and the industry.
• Developing and writing technical articles and resources for industry.
• Researching, developing, and writing relevant training courses for industry.
• Delivering industry-relevant post-trade training courses.

The Small Business Apprenticeship Pilot Program was launched in October, delivering $19 million in wage subsidies to 2,000 construction apprentices.
The program covers a portion of apprentice wages for an average training period of eight weeks per year, starting at a 50 per cent subsidy of the typical first and second year wage and reducing to 25 per cent in the third and fourth years. This means employers can claim up to $4,580 to subsidise the wages of first and second year construction apprentices and up to $2,290 for third and fourth year apprentices.
The CSQ At a Glance Industry Outlook 202425 reported that there were close to 30,000 construction apprentices training in the state –meaning today’s funding would only cover close to 7 per cent of that number.
Nationally it costs an employer over $250,000 to employ an apprentice over a four-year apprenticeship, yet they currently receive only two per cent of that amount in government incentives.
Only one tenth of training happens at college. The rest of the learning happens on-site, through one-on-one supervision by a licensed plumber. The current state of the sector means a solid pipeline of apprentices is jeopardised. Come the 2032 Olympics, the workforce needs to increase by two

or three-fold. This is likely to lead to consumers having to pay more for maintenance plumbers.
“We welcome the announcement, and we want to see it increase and continue for years to come. We urge the government to consider other businesses that don’t fit in the small business category,” she said. “For us to have any chance of delivering Olympics, addressing the housing crisis and other major infrastructure projects, this funding needs to go further,” says MPAQ CEO Penny Cornah.

This funding comes as a big win for small and family businesses and a positive result of MPAQ’s ongoing advocacy efforts for government to provide greater support for businesses. Not following electrical isolation and test for dead procedures at petroleum and gas facilities creates risks of serious incidents and injuries.
In a recent incident, an inappropriately isolated electrical cable remained live and arced while staff were reinstating equipment. Preliminary investigations indicate possible issues associated with use of inaccurate or outdated wiring diagrams, failure to follow isolation procedures, and failure to effectively test for dead prior to starting work.

In this case, a generator was taken out of service and removed for major maintenance and repair. The permit to work documentation included a job hazard analysis, wiring diagrams, and isolation sign-offs. According to the documentation, the generator and its associated circuits were appropriately isolated before being sent off-site.
Upon returning from major maintenance, staff attempted to reposition the equipment. During repositioning and preparing the cables, an electrical arc occurred, resulting in minor burns to the associated wiring and protective covering.
While no one was injured, this was a serious near miss. The following potential issues were identified, including:
• The electrical wiring information was incorrect or outdated.
• The isolation procedure was not appropriately followed or was ineffective.
• The ‘test for dead’ procedure was not appropriately followed or effective, during both disconnection and reconnection processes.
Adhering to isolation and ‘test for dead’ procedures is crucial for avoiding serious incidents or injuries from electrical hazards. Failure to maintain currency of all documentation, and implement fully developed operation and maintenance procedures will result in an ineffective safety management system, exposing workers to harm. Investigations are still ongoing.

This year, Queensland-based businesses and individuals exemplified unparalleled passion, unrelenting resilience, groundbreaking innovation, inspiring leadership, and new standards of excellence as winners were recognised in each of the 16 award categories throughout the evening.

On its 25th year, the Plumbing and Gas Industry Awards endeavours to celebrate these trailblazers – individuals, teams, and businesses who have showcased their unwavering commitment to protecting the health and safety of our communities with passion and excellence.

Presented by the MPAQ in partnership with Reliance Worldwide Corporation (RWC), the ceremony honoured outstanding individuals and teams who delivered exceptional quality of work to their customers. Bruce Wallace is recognised for his decades of dedication and leadership within the Master Plumbers’ Association of Queensland and the plumbing and gas industry. Bruce managed Wallace Bros Pty Ltd from 1979 to 2011, with the company proudly holding MPAQ membership for an extraordinary eighty-five years. First elected to the MPAQ Council in 1983, Bruce went on to serve four terms as President and chaired countless committees that shaped the Association’s direction. Beyond MPAQ, his influence extended across education and training, including his role as founding Chairman of the Plumbing Industry Group Training Scheme, and his long service on the Yeronga TAFE College Council. Recognised as a Life Member in 2006, Bruce has continued to contribute as the official historian of MPAQ, capturing one hundred and twenty-five years of MPAQ’s story. Bruce Wallace’s unwavering passion, commitment, and service have left a lasting legacy, and we proudly celebrate him as the winner of this year’s MPAQ President’s Award.

Winner: Sana Apartments – MDA Engineers
MDA Engineers took on the hydraulic design for the Sana Apartments, a four-storey residential development that presented far more complexity than it first appeared. With ceiling spaces and service clearances tighter than ever, the team’s role began early—planning risers, large equipment layouts, and drainage solutions so the architect’s design could remain viable. Their design included extensive cast-in drainage, podium-level overflow systems for landlocked units, and the use of siphonic stormwater systems to overcome limited head height. Efficiency was prioritised throughout, with electric instantaneous hot water systems reducing both energy use and space requirements. This high-profile project showcased the versatility and reliability of copper. The project also demanded innovative design solutions: pressurised balcony drainage systems, siphonic stormwater design, and alternative stack systems to overcome strict discharge and space limitations. Despite design changes mid-project, the team maintained seamless collaboration and delivered with exceptional workmanship. From 1 July 2026, employers will need to pay super at the same time as salary and wages under the new Payday Super laws. To prepare, review your payroll systems, check the ATO’s cash flow tips to manage payments, and explore alternative payroll providers if you use the Small Business Super Clearing House, which will close before the change. A significant Federal Court of Australia decision continues to guide how employers manage public holiday work. In CFMMEU v OS MCAP Pty Ltd [2023] FCAFC 51, the Full Court ruled that employers cannot require employees to work on public holidays without their agreement, even if this is stated in contracts or rosters.
Under section 114 of the Fair Work Act 2009 (Cth), employers must request—not direct—employees to work on a public holiday. Employees may refuse the request if that refusal is reasonable, considering their personal circumstances and the nature of the work.
• The employer appealed the ruling, but in 2024, the High Court declined to grant special leave, confirming the Full Court’s interpretation.
• There have been no legislative amendments to section 114, and no subsequent decisions have altered this position.
• The decision remains binding across Australia, including Queensland.
Employers must:
• Give reasonable notice of the request;
• Discuss the request with the employee;
• Consider the employee’s personal and family circumstances;
• Recognise the employee’s right to refuse if their refusal is reasonable;
• Avoid adverse action if the employee declines; and
• Apply correct penalty rates under the relevant award or enterprise agreement if the employee agrees to work.
To ensure adherence to the NES, employers should:
1. Review rosters and employment contracts to ensure they do not imply a direction to work on public holidays.
2. Keep written evidence of public holiday requests and employee responses.
3. Ensure payroll systems correctly apply public holiday penalties.
Public holiday work must be arranged through a reasonable request-andrefusal process, not a requirement. Employers should ensure their practices are consistent with the settled legal position.

With the Christmas and New Year period fast approaching, Queensland employees and employers should be aware of the public holidays that apply during this time.
In Queensland, there are three and a half (3½) public holidays observed over the Christmas/New Year period.
Public Holidays – December 2025 to January 2026
The Queensland public holidays for the upcoming period are:

Permanent Employees
All full-time and part-time employees are entitled to receive their ordinary pay for any public holiday that falls on their usual working day—even if they do not work on the day.
Employees Required to Work
If an employee works on any of the above public holidays (including the part-day Christmas Eve public holiday), they are entitled to:
• 250% (double time and a half) for all time worked,
• With a minimum payment of four (4) hours, regardless of the actual hours worked, in accordance with the Plumbing and Fire Sprinklers Award 2020.
If a public holiday falls on an employee’s ordinary working day and they do not work, the employee must still be paid their ordinary hours for the day.

Employees who are on call during this period are entitled to the following penalty rates:

This tool is designed to help plumbing businesses set sustainable and competitive hourly rates while maintaining profitability.
Accurately calculating a charge-out rate has long been a challenge for many small to medium-sized plumbing businesses. Too often, rates are based on guesswork, historical precedent, or competitor pricing rather than a detailed understanding of actual costs. The updated MPAQ calculator addresses this issue by breaking down all the components that contribute to a business’s actual operating costs.
The tool considers employee-related expenses beyond base wages, including Superannuation, WorkCover, payroll tax, paid time off for public holidays, sick leave, and rostered days off. It also accounts for non-billable hours, such as travel time, downtime between jobs, and administrative tasks. Overheads, including office administration, material reconciliation, sourcing, storage, and transportation costs, are factored into the calculations. The result is a comprehensive view of what a business truly spends to operate.
Once a business has entered all relevant costs into the calculator, it can apply a desired profit margin to determine the appropriate charge-out rate. Additionally, the guide includes a worksheet to calculate material mark-ups, helping businesses maintain margins when passing on material costs to clients.
By incorporating both labour and material considerations, plumbing businesses can ensure that rates are not only competitive but also financially sustainable.
The updated calculator comes at a critical time. Material costs have risen significantly over the past year, impacting profit margins for many small operators. MPAQ emphasises that regularly reviewing charge-out rates is essential, recommending annual or semi-annual updates to ensure rates remain aligned with current costs and market conditions.
For plumbing businesses, the benefits of using the calculator extend beyond immediate financial clarity. By understanding their true costs, companies can make better-informed decisions about pricing, hiring, and business strategy. Accurate charge-out rates also enable businesses to communicate price adjustments to clients with confidence and transparency. For Pact Group’s wash-line upgrade, Allproof’s 200mm clear opening Commercial Channel Drain was selected to manage the large volumes of water used in the plastics cleaning process. Around 63 metres of channel was installed along the facility’s perimeter, supported by Heelproof Cast Iron (HCI) grates at the entrance for forklift traffic. The grates achieve a Class D load rating (AS 3996) and P5 slip resistance (AS 4586) for maximum performance and safety.
Inside the facility, glass-filled polypropylene (GFP) grates were used in pedestrian zones. These grates are lightweight yet durable, achieve the same P5 slip rating, and contribute to a safer work environment. All of which resonates with Pact’s ‘safety first ’ culture.
Both the channels and grates are produced at Allproof’s Toitū Enviromark bronze certified facility using solar energy and 100 per cent recycled PP. This creates a closed loop in which material from Pact’s recycling process is used in a product that now operates within the same facility.

Female trade participation across Queensland currently sits just under five per cent, with female plumbers only making up two per cent of this sector. With a skills shortage gripping Queensland, employers cannot afford to overlook female apprentices and employees.
Summer Hodge and Tayla Jolly, both proudly on the tools, talk to the Master Plumbers’ Association of Queensland (MPAQ) to share their experiences as thriving women in the plumbing and gas industry.
Summer Hodge is a busy mom of three and has concluded her five-year apprenticeship journey in November 2025 to transition into a fully trained and qualified plumber.

“I have always kept busy, enjoy being outside, and am a very hands-on person. My husband is a plumber and has always encouraged me to undertake an apprenticeship for years, but it wasn’t until COVID – where everything came to a halt, and I found myself with a lot more time. I decided it was now or never to take that leap,” she shares.
At the time, the Queensland Government had just introduced a ‘Fee-Free TAFE’ incentive allowing eligible Queenslanders to study priority skill sets and qualifications, providing opportunities to upskill, reskill, or start a career in high-demand industries. Summer has been able to get qualified for free as a result.
The decision wasn’t easy. With three children, including a newborn, Summer juggled family life, school runs, and TAFE commitments.
“TAFE was tough. I have to be there from 8am to 4pm, so I was paying for before and after school care for all three of my kids,” she said. “But this is where the flexibility and opportunity in trades really shine.”
While her story is a story of success, she also highlights the reality of being a woman in trades: “Across the five years of my studies, I have not encountered many female students at all. One girl started with me, took a break, and never came back. I have also seen plenty of young high school girls graduate, start their apprenticeship, and not return after break. Women bring so much value to the trade industry and I am a big believer in female education and equality.”

26-year-old Tayla Jolly shares Summer’s passion for getting more women in the industry. She is currently a third-year plumbing apprentice returning from maternity leave, and eager to get back on the tools.
“I’d worked in hospitality since I was 14 and was craving something different and more challenging. My dad is in plumbing, so I moved from Melbourne back to Logan and worked alongside him for a year. After my first day, I came home filthy, exhausted... and ecstatic. I knew I’d found my calling,” she shares.
In 2024, Tayla was recognised as Queensland Apprentice of the Year by the National Association of Women in Construction (NAWIC), an organisation that celebrated the remarkable achievements of women and allies reshaping the construction industry. She was also a finalist at the MPAQ 2024 Plumbing and Gas Industry Awards Second Year Apprentice of the Year.
But her journey wasn’t without hurdles.
“Finding an apprenticeship was hard. I applied for around 20 roles before even landing an interview,” Tayla said. “That’s why I always encourage women interested in the industry to get started early.”
MPAQ continues to champion this mission through initiatives like the Women’s Plumbing Alliance (WPA), a network designed to support women both behind the scenes and on the tools in plumbing and gas businesses. This year, we organised four events to bring women – both on and off the tools – together in a supportive and engaging space. The WPA invites all women in the industry to get involved, helping break down barriers and build a more inclusive workforce.

As a certified operator, you must complete refresher training every two years to remain compliant with industry regulations. This refresher aligns with: AS 4233.1:2013 – High-Pressure Water Jetting Systems: Safe Operation and Maintenance and Safe Work Australia’s Guide for Managing Risks from High-Pressure Water Jetting.

Gas Work Safety and Skills Refresher – coming soon!
This course covers key safety protocols, handling, and storage of gases used in various industries. It reinforces knowledge on gas types, pressure management, leak detection, emergency procedures, and regulatory compliance. Designed for professionals, the course ensures updated skills and adherence to best practices for safe gas usage.
There is no cost to participants, and the program is fully subsidised by the Queensland Government until 31 March 2026, so now is the perfect time to register.
MPAQ offers a range of courses designed for employees who have recently completed their apprenticeship. These programs provide pathways to obtain licence endorsements, whether your staff hold a provisional licence or a full occupational licence.
CPCPWT4022 Commission and maintain backflow prevention devices – This unit focuses on the skills and knowledge required to test, commission and maintain backflow prevention devices in water services.
CPCPWT4023 Commission and maintain hot and heated water temperature control devices – This unit focuses on the skills and knowledge required to test, commission, and maintain heated water temperature control devices, including thermostatic mixing valves in water services. It encompasses preparing for work, identifying testing and commissioning requirements, conducting physical testing and commissioning of devices, performing maintenance, and completing final work processes.

As 2025 comes to an end, plumbing and gas businesses across Queensland should be taking stock of this year’s training achievements and preparing for what’s ahead. With technology, regulations, and workforce expectations continuing to shift, a well-planned training strategy is essential for staying competitive and compliant.
When reflecting on 2025 and what worked, many businesses saw strong engagement in key refresher and post-trade programs, including Backflow, TMV, online gas courses, and MPAQ’s growing suite of micro-credentials.
Flexible learning models, particularly the first-ever online gas course delivery, proved especially valuable, reducing downtime and boosting access for regional teams.
However, understanding where challenges remained is just as important. Skills shortages continued to place pressure on staffing, making it difficult to release workers for training. Some businesses navigated tight timelines on licence renewals, and accessing specialised courses wasn’t always straightforward. Acknowledging these barriers now will help shape a more effective and realistic approach in 2026.
As businesses begin looking ahead to the skills needed for 2026, several priorities should be front of mind: keeping pace with regulatory and Australian Standards updates; adopting emerging digital tools, smart systems, and sustainable practices; expanding capabilities in areas such as gas fitting, backflow prevention, and drain cleaning; and planning for workforce transition as senior staff retire and new apprentices enter the trade. Involving supervisors
and frontline staff in this forward planning helps ensure training needs are identified early and accurately.
With these priorities in mind, developing your 2026 training roadmap should include clear learning goals aligned to business objectives, selecting trusted training partners such as MPAQ, and choosing the right mix of online, onsite, and classroom delivery. Pathways should support apprentices, emerging leaders, and experienced tradespeople alike, with systems in place to track competencies and licence expiry dates.
Just as important is fostering a culture of learning. Integrating development into everyday operations through toolbox talks, celebrating course completions, and allowing staff dedicated time to train; helps build a capable, confident, and future-ready workforce.
Ultimately, turning reflection into action is what will set businesses up for success. By reviewing the lessons of 2025 and planning proactively for the year ahead, organisations can strengthen compliance, improve capability, and support long-term growth. Hydrocove Plumbing, based in Redland Bay, has been named champion in the Plumber – Medium category at the 2025 Australian Trades Small Business Champion Awards, recognising outstanding trades-based small business operators nationwide.
The team received their champions trophy and winner’s certificate at a glittering red-carpet presentation held at The Hyatt Regency, Sydney, on Friday 29 August.
Hydrocove Plumbing stood out in the Plumber – Medium category, impressing an independent panel of expert judges. Evaluation criteria included
business strategy, growth, financial performance, sustainability, innovation, customer service excellence, and community contribution.
“Being selected as a champion from a nationwide field speaks volumes about the tenacity and leadership of Hydrocove Plumbing,” said Steve Loe, Awards Founder and Managing Director of Precedent Productions, which manages the program. “Tradies form the backbone of Australia’s small business economy. With long hours, tough labour, and the pressures of ownership, it’s vital we acknowledge the businesses that perform at the highest standard, and Hydrocove Plumbing is one of them.”

Matthew was born on 7 September 1961 in St Leonards, New South Wales, to Helen and Colin Simpson. As a boy, Matthew had a love for swimming, soccer, and tennis. At the start of his high school years, a job transfer for his father brought the family to Brisbane. After finishing high school, Matthew began his plumbing apprenticeship with Henry Neylan Plumbing, which marked the beginning of what would become a long and respected career. He was incredibly proud to be a plumber. A trade that not only supported his family but also connected him to countless people in the community.
In 1988, Matthew started his own business, Artifex Plumbing, and became a member of MPAQ in 1989. He turned this into a successful business that he poured his heart into. He worked on many projects with tradies who spoke highly of his talent. His motto was “do it once, do it well.” Many of his customers were very loyal to him and stayed with him until he closed the business. Over the years, he trained and mentored many apprentices, staying in contact with many of them and watching their careers flourish with pride. He wasn’t just a boss—he was a teacher, a guide, and a friend.


7 September 1961 – 30 September 2025
1989 turned out to be a life changing year for Matthew: it was the year he met Lisa on a blind date, which had been arranged by their mutual friend Linda. It was a date that would change both their lives. The spark quickly grew between Lisa and Matthew into something lasting, and in 1992 they were married.
Together, Matthew and Lisa built a beautiful life. In 1993, they built their first home in Keperra that Matthew built himself with help from his father Col who was a master carpenter. Not long after, they welcomed their daughter, Tayla, in 1995, followed by their son, Nicholas, in 2002. In 2006, the family moved to Samford, building their second home – which he also built with Col’s help, a place that would become filled with love, laughter, and years of treasured memories.
After many years on the tools and owning his own business, Matthew and Lisa started to look to the future where they wanted to enjoy life without the pressures of owning a business. He began a new chapter in 2023 as a Technical Officer with MPAQ. Matthew embraced the opportunity to keep doing what he loved—guiding members who needed advice on issues that would arise on worksites.
He was a dependable member of the MPAQ team and many of his colleagues regarded him with respect and fondness. There were many days he was the first one to come in and the last to leave the office, bringing home nothing but a satisfied smile on his face, content with what he accomplished for the day. He was also studying Certificate IV in Training and Assessment to become a trainer for MPAQ, which he completed just before he passed away.
Matthew also had lots of interests beyond plumbing. He loved all sorts of music, but he was fond of country music. He was also a huge Star

Wars fan, and he passed that love on to his kids. He also shared a love for car rallying, becoming involved with the Brisbane Sporting Car Club and competed in club competitions. He enjoyed watching Rugby League and loved going to the games with Nicholas.
He took great joy in the simple things too. His mum and mother in-law can tell you that a lolly jar never lasted long in their houses, and there was always a chocolate biscuit tucked away in the fridge for later. He would walk through the front door and say hello before heading straight to the cupboard or fridge for a treat, always with a cheeky smile on his face. Those small indulgences were part of his charm.
To so many, Matthew was more than just a plumber, a colleague, a mentor, or a friend. He was someone who showed up without seeking the spotlight—who cared deeply and quietly for others. He was kind, softly spoken, and always wore a warm smile.
He loved his family fiercely and was quietly proud of the life he created. He had a strong work ethic and lived by the values of loyalty, integrity, and generosity. He brought calm to chaos, humour to everyday moments, and left every place he went just a little bit better.
He will be deeply missed but never forgotten. His presence lives on in the stories we share, the lessons he taught, and the love he gave so freely. And that, more than anything, is the true measure of a life well lived.

John Salmon has been a valued and dedicated member of the MPAQ Board, with a career in the plumbing industry spanning back to his apprenticeship in 1985. In 1991, he founded Salmon Plumbing Services and has since witnessed and contributed to the industry’s evolution. Serving on the MPAQ Board from 2012, John has played key roles, including developing the Charge-Out Rate Calculator, serving as Treasurer, and chairing the SCRF. His efforts have elevated
professional standards, promoted sustainability through initiatives such as the PVC Recycling Scheme, and ensured the value of plumbers is recognised. John’s long-standing commitment, leadership, and service to both MPAQ and the plumbing industry are exemplary, and we thank him for his dedication.
Bob Kimlin, a Life Member, Past President, and Trustee of MPAQ, began his plumbing apprenticeship in 1971 and established National Air Qld – Plumbing and Air Conditioning in 1999. Since 1980, he has been an active member of the Townsville Division, serving as Treasurer, Secretary, and Chairman. Bob joined the MPAQ Board in 1994, serving as President from 1996
contractors, experts in backflow and drainage, as well as pipe reliners and gas fitters. This diverse pool of expertise, knowledge, and regional representation at the board level equips the association to engage in meaningful discussions and effectively advocate for our members at all government levels.
Joseph McCoy and Darryl Flanagan were also recognised with Meritorious Service Awards at the AGM for their long-standing contribution to the industry and the association.
