In this issue, we continue our commitment to keeping you informed and supported—from coverage of proposed payday super reforms (page 15) and changes to lead limits (page 9), to practical guidance on common box gutter faults (page 13) and workplace policies (page 15).

Our 125-Year Celebrations are also front and centre, and this issue provides a special look at how far we’ve come and the legacy we continue to build. At our recent 125-year event, we were able to honour our past, celebrate the present, and look to the Association’s future as we remain committed to representing and supporting plumbing professionals across Queensland. We hope that the Master Plumber magazine will continue to play an important role in documenting stories of our members, the Association’s initiatives, and industry changes and developments as it has done for 65 years. PRESIDENT’S MESSAGE

With the Federal election out of the way, we can now get back to some sort of normality. It will be interesting to observe how the Labor Government manages the cost-of-living crisis and what support is offered to the small business community to address the skills shortage in the construction industry. At the same time, developments at the state level will also play a critical role in shaping outcomes for the sector. The Queensland Government has revitalised the Productivity Commission, and we can only hope that the deficiencies that exist in this area on major projects are identified and addressed quickly.

MPAQ held its birthday celebration on Friday 16 May at Plumbing Industry House. It was attended by a wide variety of participants, including life members, members, associates, corporate supporters, politicians, staff, and board members. It was a very proud moment for me personally to know that I lead an Association that has stood the test of time. 125 years is a massive achievement for any association and has only been possible because of the hard work, dedication, and continued support of our members.

A special thanks to MPAQ Honorary Historian Mr Bruce Wallace for his preparation efforts that contributed to making the day a success. I would also like to thank the MPAQ team, led by our Chief Executive Officer, Penny Cornah, for making the celebration so memorable. Thank you.

MPAQ continues to represent our members at all levels of government. In a recent meeting with Resource Safety Health Queensland (RSHQ), it was flagged that they will be transitioning to a new online portal from 1 July 2025. This will be a positive development for the gas fitting community, with compliance certificates and defect notices to be supplied free of charge.

Once again, this year the MPAQ will be hosting the Plumbing and Gas Industry night of nights. The 25th Plumbing and Gas Industry Awards will be held on 3 October at Queen’s Wharf Brisbane. The events team has been working hard to make the event even bigger than last year (if that’s possible). If you haven’t attended before, you are missing out. This year, the event is being held on the last long weekend of 2025 to give our regional members the opportunity to travel to Brisbane and join us for a truly memorable experience. MPAQ IN ACTION: ADVOCACY AND ENGAGEMENT

MPAQ’s ongoing advocacy efforts ensure the voice of our members is heard at the highest levels

Recently, MPAQ was proudly represented by CEO Penny Cornah at the Small and Family Business First Action Statement event. The announcement was delivered by the Hon. Steve Minnikin, Minister for Customer Service, Open Data and Small and Family Business. The Action Statement outlines the Queensland Government’s immediate priorities and actions to put small and family businesses at the forefront of its agenda.

It was encouraging to hear a clear and strong commitment to supporting the backbone of Queensland’s economy, small and family businesses. As of 30 June 2024, there are more than 495,000 small businesses in Queensland, representing 97.1% of all businesses in the state. Notably, the construction sector leads the top five small business industries, accounting for 16.7% of this total.

A recent highlight was the attendance of Sam O’Connor, Minister for Housing and Public Works and Minister for Youth, at the Service Trades Council Forum on the Gold Coast. This provided an excellent opportunity for the Minister to hear directly from licensees, gaining valuable insights into the challenges and opportunities facing the trades sector.

We also acknowledge and congratulate several significant new appointments that will help shape the future direction of Queensland’s construction and resources sectors. MPAQ is pleased to report that we have already met with these new leaders:

• Angelo Lambrinos – New Commissioner and CEO, Queensland Building and Construction Commission (QBCC)

• Greg Chemello – New Chair, QBCC

• Ken Singer – New Interim Commissioner, Resources Safety and Health Queensland

FEDERAL ELECTION UPDATE

Master Plumbers’ Association of Queensland (MPAQ) extends its congratulations to the Australian Labor Party (ALP) on its victory in the Federal Election.

We look forward to continued engagement with the ALP Government to help strengthen and support Queensland’s plumbing sector within the broader national framework.

Master Plumbers Australia and New Zealand (MPANZ), as the national advocacy body representing thousands of plumbing businesses across Australasia, has been working hard on behalf of members in Queensland and across the country. Earlier this year, MPANZ submitted its Federal Election document, Fighting for Positive Change: Plumbing Industry Priorities, to all major political parties and key independents. This document outlined three key priority areas for the plumbing industry:

• Championing consistent, evidence-based regulation

• Securing the sustainability and integrity of the plumbing industry

• Future-proofing our skilled workforce

We acknowledge several ALP commitments below:

• Regulation and Product Certification – A commitment to achieving national consistency in building regulations and product

certification, including the development of a National Building Product Assurance Framework.

• Unfair Contract Terms – Strengthened protections for small businesses through enhanced unfair contract terms legislation.

• National Licensing – Ongoing work on a national licensing scheme for electrical trades, with potential future expansion to include plumbing.

• Apprenticeships and Skills – Continued support for plumbing apprentices via incentives, cost-of-living assistance, and accelerated skills assessments for construction-related migrants.

• Energy Transition – Recognition of the important role of natural gas during the energy transition, alongside investment in upskilling the workforce for the clean economy.

MPAQ will continue working closely with MPANZ to monitor and engage with the Federal Government as these national commitments progress. We are committed to ensuring Queensland’s plumbing and gas businesses are well represented and supported in the national dialogue.

We will keep members regularly updated as this advocacy work continues and will be seeking member feedback to help shape Queensland’s input on these important national initiatives.

MPAQ CALLS FOR STRONGER GOVERNMENT SUPPORT AMIDST ANTICIPATED CONSTRUCTION WORKERS

Queensland’s plumbing sector is urgently calling on the Government to step in following a new report highlighting critical workforce shortages in the state’s construction industry in the lead up to the Olympics.

The Construction Skills Queensland (CSQ) report Horizon 2032: Imagining Queensland’s Future Construction Workforce published a forecast that grows the Queensland’s construction pipeline from $53 billion in 2024-25 to a peak of $77 billion in 2026-27. Key drivers behind this surge includes record population growth, the transition to net-zero, and the infrastructure demands of the Brisbane 2032 Olympic and Paralympic Games.

CSQ CEO Geoff Clare emphasised the opportunities and challenges ahead: “Construction workforce shortages are anticipated to persist across the eight years, intensifying to a 50,000 shortfall in 2026-27. Our industry must act now to ensure we have the skilled labour needed to meet demand.”

Urgent Need to Support Employers to Take On More Apprentices

The CSQ report also reported that the average construction workforce required over the eight years to deliver the construction pipeline in the lead up to the Olympics is forecast at 122,600 – around 8,000 of these will be plumbers.

The Master Plumbers’ Association of Queensland (MPAQ) says the sector urgently needs support from governments to put through more apprentices in order to meet the demand.

Currently, the cost to an employer to train an apprentice is over $250,000 over four years – with only two percent in incentives. A recent survey by MPAQ found 63% of their members employ apprentices, 59% would hire more if more funding was available.

CEO of MPAQ Penny Cornah says we need investment now if we are to have any chance of meeting the tidal wave of demand the Olympics will bring to the construction workforce generally.

“Providing more support for employers to take on apprentices can have significant economic, social, and cultural benefits for Queensland. It can help address skill shortages, boost economic growth, support small businesses, and provide significant social benefits for young people,” she said.

DEVELOPER FINED $150,000 IN FIRST PROSECUTION RELATED TO PROJECT TRUST ACCOUNTS

A developer in the Australian property sector has been fined $150,000 plus costs for offences relating to Project Trust Accounts (PTAs), in the first prosecution of its type in Queensland.

The legal action taken by the Queensland Building and Construction Commission (QBCC) resulted from the defendant transferring funds owed under a head contract to an account other than the prescribed Project Trust Account.

The Court imposed a $150,000 penalty but, in exercising its sentencing discretion, chose not to record a conviction.

During the hearing, Magistrate Ellis made mention that the defendant continued to breach the Act after being notified of the issue.

“This is exactly why the PTA framework was established; so that financial safeguards are in place to help secure payments for subcontractors and other creditors during and after a construction project,” said QBCC Interim CEO and Commissioner Skye Bowie. AUSTRALIAN WATER HEATING MANUFACTURERS LAUNCH ‘KEEP OUR HOT WATER FLOWING’ CAMPAIGN

Rheem, Rinnai, and Dux have joined forces under a new peak body – the Australian Water Heating Manufacturers (AWHM) – and recently launched the “Keep Our Hot Water Flowing” campaign to highlight the unintended consequences for local manufacturing from government subsidies for energy efficient water heaters.

The campaign’s goal is to raise awareness about how these subsidy schemes have stacked the deck in favour of foreign imports, putting local manufacturing and thousands of local jobs under pressure.

Among other things, the AWHM is calling for Local Content Requirements to be built into existing and future government incentive schemes. This means the more Australian content and labour are involved in a product’s manufacture, the more incentives that product should receive.

“It also means that when we turn on essential services like our hot water, we’re doing so with high quality, Australian-made products, that are suitable for Australia’s unique conditions,” said Ben Teeger, President of AWHM. For more information visit www.KeepOurHotWaterFlowing.org.au

Resources Safety and Health Queensland is introducing a new online system to bring a range of activities into a central online platform and enable quick, simple, and secure transactions.

UPCOMING CHANGES TO LEAD LIMITS IN PLUMBING PRODUCTS

The 2022 edition of the National Construction Code (NCC) introduced a new limit on lead content in plumbing products used for drinking water. Effective from 1 May 2026, copper alloy plumbing products containing more than 0.25 percent lead will no longer be authorised for installation in drinking water systems.

To support the industry in navigating this transition, MPAQ recently hosted an online session, inviting corporate partners to provide feedback on the shift to lead-free plumbing products.

Key concerns raised at the session include:

1. Financial Impact – Significant financial losses due to millions of dollars’ worth of existing stock that will become non-compliant.

2. Environmental Consequences – Concerns over the disposal or scrapping of non-compliant products and the environmental impact of waste.

3. Supply Chain Challenges – Uncertainty around the availability of lead-free products, with some manufacturers unable to guarantee

The RSHQ Portal will come into effect for Queensland gasfitters from 1 July 2025, when it will change the way compliance certificates, and defect notices are issued. One major benefit is that compliance goods such as compliance certificates, defect notices, and vehicle inspection certificates will become free from 1 July 2025. Important dates to note:

Tranche two of the Building Reg Reno reforms, introduced through the Building and Other Legislation Amendment Regulation 2025 (BOLA 2025), are now in effect:

• Annual reporting requirements are now removed for individual licensees with a maximum revenue of up to $200,000 (category SC1), and licensees with a maximum revenue of up to $800,000 (category SC2).

• Plumbers who already pay for a QBCC contractor licence will receive free occupational licence to do certain fire protection work.

• Deadline to meet the occupational licensing requirements for passive fire protection work, as well as the upskilling requirements for other existing licences such as some Special Hazards licences is now extended to 1 May 2030.

This follows the first tranche of the Building Reg Reno, which paused the further rollout of trust accounts to private projects below $10 million, helping smaller contractors to focus less on administration and more on building. Further longer-term improvement measures will be considered for tranches three and four to ease pressure on Queensland’s building industry. Box gutters play a critical role in roof drainage, but incorrect design and installation can lead to serious failures. The most common faults occur when box gutters are designed or installed outside the Deemed-to-Satisfy (DtS) provisions of AS/NZS 3500.3:2021 without a Performance Solution to justify deviations.

Typical Faults in Box Gutters

1. Exceeding Maximum Flow Rates –Oversized roof catchments result in gutters receiving more water than permitted under DtS provisions. The maximum flow rate for a DtS box gutter is 16L/s.

2. Non-Compliant Widths and Depths –Incorrect dimensions reduce capacity and lead to overflow issues.

3. Non-DtS Rain Heads – Improperly designed rain heads can restrict flow and cause water backup.

4. Non-Compliant Sumps – Incorrect sizing, design, or installation of sumps affects drainage performance.

5. Lack of Conforming Overflows – Without proper overflow provisions, water can enter buildings instead of safely discharging.

6. Changes in Direction – Bends and turns in box gutters can restrict flow and create blockages. Changes in direction of box gutters are not permitted under AS/NZS 3500.3:2021.

7. Incorrect Grades – Insufficient falls result in ponding and debris buildup.

8. Undersized Downpipes – Inadequate downpipe sizing restricts drainage capacity, causing backups and overflows.

Compliance

To ensure compliance with AS/NZS 3500.3:2021, box gutters must be designed and installed within DtS parameters unless a Performance Solution is developed to demonstrate equivalent or superior performance. In Queensland, most building certifiers will request a Form 15 for the design of a box gutter from a competent person (usually a hydraulic consultant) even for DtS designs.

Faulty design or installation can result in water ingress, structural damage, and costly rectifications. Plumbers should always verify that box gutters are designed and installed per the DtS provisions or have an approved Performance Solution where deviations occur.

NON-CERTIFICATION OF NEW AND SECOND-HAND GAS APPLIANCES

The MPAQ Technical Team have had quite a few calls from members regarding the installation of noncompliant gas appliances.

The appliances range from domestic appliances including cook tops and outdoor heaters, through to commercial catering equipment. Both brand new and second-hand appliances have been presented with compliance issues.

It is the gasfitter’s responsibility to ensure the installation complies with the Australian Standard AS/NZS 5601 and the appliance is Australian Gas Association (AGA) approved. It is illegal for a gasfitter to connect an appliance without current AGA approval. If there is no compliance plate or AGA approval sticker on the appliance, you can check the approval of an appliance on the Gas Technical Regulators Committee (GTRC) website – www.gtrc.gov.au. It is very similar to checking for watermark approval of fittings and fixtures for plumbing.

To do this, go to the GTRC website, click on National Database of Certified Gas Appliances and Components (it won’t look like a button but the text is clickable!), type in the make and model number of the appliance, and the site will tell you

will need certification through a competent person who is authorised to do so for the appliance to become compliant.

Second-hand gas appliances must have been previously certified and be in a proper of state repair, before they can be re-sold in Queensland. Be aware that the acceptance of a secondhand gas appliance may have been changed by alteration to, or by relocation of the appliance. If certification has been changed, re-certification must be obtained before the appliance is installed.

GTRC notes that in Australia, it is an offence to supply or sell an appliance that is not certified, including a second-hand appliance. In some jurisdictions, the offer to supply or sell an appliance that is not certified, including secondhand appliances, is also an offence.

It’s very important that if you find yourself in any of these situations that you tell the client you cannot legally install a non-compliant appliance. Please ensure you check the appliance for a compliance plate and approval number before installing.

PROPOSED PAYDAY SUPER REFORMS

The Federal Government’s proposed reforms to superannuation guarantee contributions are set to significantly alter the current superannuation administration landscape.

On 2 May 2023, the Australian Government announced that from 1 July 2026, employers will be required to pay their employees super guarantee (SG) contributions at the same time (or within seven days) as the ordinary time earnings being paid.

On 14 March 2025, the Treasury further released the exposure draft for the Payday Super Reforms. The reforms propose to amend:

Faster Super Payments – From 1 July 2026, employers must ensure Super Guarantee (SG) contributions are received by the employee’s super fund within seven calendar days of wage payment.

Updated Super Guarantee Charge (SGC) – If SG contributions are not paid in full and on time, employers may face a revised SGC, which includes:

• Final SG shortfall based on quarterly earnings

• Notional earnings to cover lost interest

• Administrative uplift for ATO enforcement

• Choice loading for non-compliance with fund selection rules

• General interest charge (GIC) on the full SGC amount

• Late payment penalties for delayed SGC payments

• The SGC will now be tax-deductible

SBSCH Retirement – The Small Business Superannuation Clearing House (SBSCH) will be retired from 1 July 2026. STP Reporting Changes – Employers will need to report both Ordinary Time Earnings and super liabilities through Single Touch Payroll, supporting accurate SG monitoring.

As of publishing, the Payday Super Reforms are not yet law. This could mean adjustments can still be made to the proposed reforms. In preparation for the reforms becoming law, employers should consider:

1. Updating Payroll Processes: Ensure SG contributions are paid into employee super funds within seven calendar days of wage payment (effective 1 July 2026).

2. Reviewing Compliance Procedures: Understand the updated SGC rules and avoid penalties by paying super in full and on time.

3. Planning for SBSCH Retirement: If using the Small Business Superannuation Clearing House, start preparing for its closure by 1 July 2026.

4. Updating STP Reporting: Adjust systems to report both Ordinary Time Earnings and super liabilities through Single Touch Payroll.

THE IMPORTANCE OF WORKPLACE POLICIES

LESSONS FROM A RECENT FAIR WORK CASE

A recent Fair Work Commission ruling has emphasised the need for clear communication, proper consultation, and consistent enforcement of workplace policies.

In Craig Hancock v Sydney International Container Terminals Pty Limited (trading as Hutchinson Ports Sydney (Hutchinson)) [2025] FWC 516, Mr Hancock was dismissed after testing positive for alcohol following a workplace accident. While the Commission found the termination valid in principle, it ruled it was harsh and unreasonable due to failures in how the updated drug and alcohol policy was communicated.

Case Overview

Hutchinson revised its drug and alcohol policy in 2023, moving from a 0.02% Blood Alcohol Content (BAC) limit to a strict zero-alcohol rule. The changes were communicated through text messages to personal mobiles, emails to personal accounts, toolbox meetings, and workplace noticeboards.

In March 2024, Mr. Hancock was involved in a crane accident and subsequently tested positive for alcohol at 0.017% BAC. Following an investigation, he was dismissed for serious misconduct. However, he challenged the decision through an unfair dismissal application, arguing he had followed long-standing practices and was unaware of the stricter zero alcohol rule.

The Commission ruled that:

• Texts and emails to personal accounts were insufficient for major policy changes.

• Employees working away from computers may not see personal emails promptly.

• Daily toolbox meetings were ineffective for such a critical update, requiring a dedicated training session.

• Policy posters did not prove employees had read or understood the changes, and outdated information was still displayed.

• There was no recorded consultation with the WHS committee.

• Prior breaches were handled differently, indicating inconsistency in enforcement. As a result, Mr. Hancock was reinstated with back pay.

CELEBRATING 30 YEARS OF

GASWORKS

Wayne Braden’s gas journey began over 30 years ago as an apprentice plumber. His early days in the trade was him going out to local businesses, learning the trade, and finding a passion for gas. He describes how the transition from apprentice to business owner wasn’t a single leap, but a series of challenges and opportunities.

Eventually, that laid the foundation for what would become Gasworks Heavy Industries. “We’ve done a lot of plumbing and gas in Australia and around the world – domestic and commercial work, government contracts, hospitals, movie effects and props, Movie World at the Gold Coast. We look after the Eternal Flame in Brisbane.” Wayne shares.

Developing Fire Training Equipment

Wayne describes himself as someone who thrives on problem-solving and overcoming the impossible. When asked, he shares one of his proudest achievements is the development of the flashover container for fire training—a project many said couldn’t be done.

UNUSUAL IS THE USUAL AND WE JUST KEEP GOING UNTIL WE GET IT RIGHT.

“I was told that it couldn’t be done. You can’t have flames above somebody’s head. There’s no oxygen, therefore, you won’t have a flame. Obviously, I said, I think I can do that,” said Wayne. “So we spoke to the government, lots of people and lots of engineers. Then we started doing prototypes. I even mortgaged my house a few times to give it a go. Three years it took us to design and build that. It didn’t happen overnight.”

Now, the flashover container provides realistic, repeatable, and safe training environments for frontline workers—especially firefighters and emergency responders. Traditional fire training often involved burning timber and other materials, creating uncontrolled and environmentally unfriendly scenarios.

The flashover container provided a gas-powered simulation that can be used repeatedly, ensuring every trainee gets the same experience.

“I really believe in the fire industry and what they do for communities. I wanted to provide training aids that are realistic, real life, that replicates their scenarios, and are environmentally friendly,” said Wayne.

Creating a Culture of Collaboration

Training is a big part of Gasworks because Wayne also believes in creating opportunities for kids who, like him, may not have thrived in traditional academic settings but do so well in problem solving and thinking on their feet.

“I’m one of those kids. I grew up in a country town, and I had a lot of issues when I was going through school. I wouldn’t say that writing was my best skill, but as I went through my career that’s when I started to understand and became more fluent,” said Wayne. “I want to make these options available to kids as well.”

Wayne credits much of Gasworks’ success to this culture of continuous learning and collaboration in his team.

“I think it’s important to employ people smarter than yourself. As a manager and an owner of a business, my duty of care is to put the right people in the right roles and then listen to them,” said Wayne. “It takes a village, a community, to do what we do, absolutely. You can’t do this alone.”

Taking care of his team is a priority for Wayne, which translates to great retention of his staff – some have been with him for 10 to 20 years. A major factor in their strong retention is building a family-oriented culture in the business that aligns closely with Wayne’s personal values.

“We’ve got a thing at the start of the year, you put in your anniversary, your kids’ birthdays, and we incorporate it in our work schedule. If I’ve got you working in the middle of nowhere at that time, I’ll make sure I fly you home and get you there for that day. If something pops up or your kids are graduating, we’ll get you home. Obviously, one of the other boys will step in because they know when it’s their turn, they will also do it for them,” shares Wayne. “If you want to keep people, you have to take care of them. It’s a give and take. I think most things in life are a give and take.”

Wayne looks back fondly at his early years as a business owner and encourages new businesses who are seeking support and guidance to become an MPAQ member.

“It was tough for the first five years of my business. I don’t know how many times other builders went broke. MPAQ has been instrumental in my first few years of business because sometimes you just need someone to help you keep going, so you know you’ll be all right.”

CAUGHT BETWEEN A SUPPLIER OF A DEFECTIVE PRODUCT AND A CUSTOMER OR BUILDER

DO YOU KNOW YOUR RIGHTS IN THIS SCENARIO?

A contractor has purchased a piece of equipment from a supplier and then installed it. The equipment is found to be defective. A warranty has been issued by the supplier, who accepts that the product was defective and offers to replace it. However, the customer wants more than a replacement product because their ceiling has been damaged. The customer or builder says the contractor is in the wrong.

1. RIGHTS OF THE CUSTOMER

If your contract is entirely verbal or is not a formal contract with terms and conditions, the common law implies a term that the materials you supply will be of merchantable quality and fit for the purpose made known to you.

That is, the products must be free from defects that prevent them from being used for the purposes for which they are commonly used by buyers.

But more importantly, in consumer transactions, the Australian Consumer Law requires that the products be of “acceptable quality”. That provision applies to all purchases of goods valued at less than $100,000, whether or not the purchaser is a consumer.

In short, you are likely to be obliged to either replace the defective products or the client can have them replaced and sue you for damages for breach of contract.

So, if you supply defective goods, you are going to be liable to the client not just for the costs of the replacement goods but also the cost of installing the replacement goods and the costs of any rectification work.

2. THE SUPPLIER

Another common feature of these cases is that the supplier has issued what is called a “warranty” document. In most, if not all, cases, this document has been supplied to the customer by the contractor, given that the supplier never has any direct contact with the customer.

Another common issue is that the supplier relies upon the warranty to say that their obligation is limited to replacing the goods supplied and does not cover the cost, for example, of rectifying damaged parts of the building.

So, unless you are in the unusual and fortunate position of not being liable to the client, you will next be looking to recover your costs from the supplier.

Suppliers’ agreements can include exclusion clauses restricting your potential rights to recover your losses from the supplier.

3. HOW CAN I PROTECT MYSELF?

When ordering goods or materials to be used in a contract with a builder or other client, you need to check carefully what you are agreeing to. If you sign the wrong type of document, you could find yourself exposed to a liability to a builder or client to replace defective goods which have been installed in a building, but with no prospect of recovering those costs from the supplier.

DON’T AGREE TO DRACONIAN TERMS

You need to review terms and conditions contained in any supplier credit agreement, quote, on any website, or in any contract, to see what rights you are giving up. You may then need to attempt to negotiate changes.

HAVE YOUR OWN TERMS AND CONDITIONS

Alternatively, you can have your own terms and conditions, which are referred to as being on your website or included in your purchase order. When you receive a quote from a supplier, you can respond with your purchase order. The general principle is that if you exchange terms and conditions in this fashion, and the seller does not respond to your purchase order other than to deliver the goods, your terms and conditions will prevail over theirs.

NOTIFY THE BUILDER/CLIENT

There is one final option, if the supplier won’t agree to remove the exclusion clauses: notify your client. There is some authority that, particularly if the supplier is the only one in the market, and you notify the client before you enter into the contract with the builder of the exclusion terms, you can shift liability to the client.

Thank you to everyone who came to the Plumbing Industry House to celebrate this tremendous milestone. It was a truly memorable event, made even more special by our members’ valued presence.

On the day, we were honoured to be joined by the Hon Sam O’Connor MP, Minister for Housing and Public Works and Minister for Youth, and Dominique Lamb, Queensland’s Small Business Commissioner. MPAQ’s work with the government has been an ongoing effort that lets us advocate for the industry and our members.

We also recognise the attendance of MPAQ President Kent Vickers, whose support and leadership have been key in guiding the direction of our Association. The collective leadership of the MPAQ Board, with Kent at the helm, keeps us aligned with our goals to meet the needs of our members and the industry.

GETTING PAID: WAYS TO ENSURE A STRONG CASHFLOW

Do you find it difficult to secure payments from customers or businesses? Do you want to improve your cash flow? Create Clear Contracts

Make sure you have a clearly defined contract for the work that you do. Whether you’re building a house, carrying out a renovation, or doing bigger work for a commercial client, you need to have a written agreement that works for you, not against you. Early payment incentives can be more encouraging than late payment penalties. Even a two percent discount can be a motivator, and it is money in the bank for you, which keeps your cash flow healthy. On a $5,000 invoice, that’s just $100. Is $100 worth not having to chase up payment? State this incentive clearly on your invoice so that it won’t go unnoticed.

Get Help for Your Accounts

Sometimes, cashflow is not just about the money that goes in; it’s also about how the money is getting moved around. If you find bookkeeping overwhelms you, even with the digital platforms that make it much easier to stay on top of things, seek help from a professional. Hire a proper bookkeeper or accounting manager—even on a contract basis. Proper financial advice and strategy can go a long way, even if you are just a small business.

Invoice Smartly

Create well-structured invoices that outline all the necessary information about how much needs to be paid and where this should be paid. This is especially important when trying to get payments from businesses. Your invoice should include: a clear description of the work (including dates), itemised costs (GST, gross fee, and net fee all shown individually), payment terms (due dates, progress payments, and late payment fees), payment methods, and your ABN and contact details.

Invoice Promptly

The sooner your invoices go out, the sooner you’ll be paid. Instead of processing invoices weekly or monthly, try to process them upon completion of the job. Accounting software such as Xero can make this easier for you.

Reconsider Due Dates

Cash flow is critical. Did you set your terms to 30 days because it seemed to be the norm? You can start with 14 days and when a client is late to pay, you can start chasing it up long before a month has passed.

Offer Multiple Payment Options

Option is king when taking payments. Providing clients with various payment methods can make it convenient for them to settle their accounts. While EFTPOS payments are now so much easier to make available, you can explore more options such as electronic bank transfers, online payment platforms, or buy now pay later solutions.

Debt Recovery

When worse comes to worst, you might have to send a letter of demand to collect unpaid dues. You have legal and consumer law obligations when contacting other businesses about debt, so if you are unsure, you can ask a legal professional to draft one for you.

CELEBRATING THE TRADE WORLD PLUMBING DAY 2025

On 1 April 2025, MPAQ hosted over 250 industry professionals at The Star Brisbane to celebrate the 15th World Plumbing Day. Originally scheduled for 11 March, the event was postponed due to ex-Tropical Cyclone Alfred, but the celebration was still a resounding success as attendees gathered to recognise the vital role plumbing plays in public health, safety, and sustainability.

World Plumbing Day, celebrated globally on 11 March, serves to highlight the essential connection between quality plumbing and the health, environmental sustainability, and economic prosperity of communities worldwide. The event, which was supported by Major Event Partner ServiceTitan, provided an excellent opportunity for members and professionals within Queensland’s plumbing industry to connect, collaborate, and discuss the future of the trade.

MPAQ’s World Plumbing Day celebrations have become an important social gathering where industry can come together to share insights, exchange ideas, and build networks. It serves as a key platform for discussing current issues in the industry, as well as celebrating the contributions of those who make plumbing a crucial part of public health and safety.

On the day, MPAQ also announced Friends with Dignity as the Association’s 2025 Charity Partner. Friends with Dignity provides practical

programs to assist victim-survivors of domestic violence in collaboration with refuge and crisis centres. MPAQ will be raising important funds to support the charity throughout events in 2025.

When CQ University in Mackay decided to buy an Aussie King Cobra Class B Jetter for Apprentice training, it was to some extent a breakthrough.

Now TAFE and other training operations are joining the program because they’re realising how essential safety training is for operators.

The Aussie Jetter is a 5,000psi unit that can be supplied in a trolley mount.

This Cube version has a lockdown device, which fastens the axle designed into the sculpted stainless-steel frame that the machines are in with the capability of being able to release the unit from its position where required, just by pulling a lever.

The lift device, called the Cobra Loc, also has a provision for padlocking for the obvious security reason.

TRIGAR PLUMBING TAKES PART IN CHARITY FUN RUN

Trigar Plumbing took part in the AEIOU Be Awesome for Autism charity fun run and family day event on 6 April 2025.

AEIOU Foundation for Children with Autism is a not-for-profit organisation and registered charity. Established in 2005, AEIOU delivers high quality therapy and care for children with Autism aged 2-6. Delivering the early intervention program to help give children living with Autism the best start to life and gain valuable life skills. AEIOU’s mission is to provide early intervention that enables children with Autism to live their best lives every day.

Events are held throughout the year to help raise valuable funds for the centres Australia wide. This fun run event raised over $20,000 for children living with Autism. This goes a long way in setting up the centres, helping pay for therapy costs and keeps the centres running to support these children.

This charity is very close to the Trigar Plumbing team, with Operations Manager Nikki’s son being diagnosed with ASD level 3. Lenny currently attends AEIOU and receives early intervention therapy to help him live his best life!

Nikki works with Lenny on a daily basis to help him with communication (speech), self-regulation, and basic life skills. AEIOU have been invaluable in helping Lenny and providing safe care for him while delivering therapy daily, giving him the best start in life.

JOHN CUK PLUMBING & GAS SERVICE CELEBRATES 20 YEARS OF MEMBERSHIP

Established in 1994 by John Cuk following his time as a Personal Safety Officer at CSR, John Cuk Plumbing & Gas Service specialises in all aspects of plumbing, drainage, and gas, with an emphasis on local knowledge and honesty.

Over the years, John has witnessed first-hand the evolution of the plumbing industry. “Technology, tools, and materials have changed, but so has the responsibility—we now need to be much more vigilant about material quality,” he explains. Despite challenges such as the ongoing tradie shortage and the rise in DIY plumbing and gas, John remains committed to delivering professional, dependable service.

As an MPAQ member, John shares: “Whenever I’m unsure, I can call MPAQ and get a clear answer. I’ve never had a negative experience.”

BEAVIS AND BARTELS FAMILIES CONTINUE SPONSORSHIP OF KILCOY RACE CLUB 50 YEARS ON

Prominent Brisbane contractors, Beavis and Bartels, who were established in 1952, later diversified with three cattle properties in the Kilcoy region. Fifty years ago, the Race Club appealed to them for sponsorship as the club was headed for extinction.

Keith Beavis and Carl Bartels met at tech college during their apprenticeship training and became firm friends, which led to establishing a partnership in a plumbing business, then followed by other business ventures. They sold the plumbing business in 1996. Their sons, Greg Beavis and Brian Bartels, are still in business together with Ocean Shores Lifestyle Villages at Hervey Bay.

It is most commendable that the families have continued the sponsorship of Kilcoy Race Club, which well-known racing authority Bart Sinclair has written it would be rare a race club in Australia has had fifty years continuous sponsorship from the same source. The feature race was named the Keith Beavis & Carl Bartels Memorial Best Mates Cup. As well, Beavis and Bartels sponsored the Mayne Tigers AFL club from 1950 and Kirra Surf Club.

The rainy race day on 12 April 2025 didn’t dampen the enthusiasm of over 200 guests.

Sydney (Syd) Hawthorne

Plastec is deeply saddened to announce the sudden and unexpected passing of founder and director, Sydney (Syd) Hawthorne.

In 1992, as a dedicated plumbing TAFE teacher, Syd invented the Quick Clip—a revolutionary product that transformed the way hot and cold pipe systems were secured. With this innovation, Plastec was born and has since grown into one of Australia’s largest plumbing manufacturers and distributors.

Syd’s fingerprints can be found on more than 2,500 products developed at Plastec over the past 33 years. A tenacious entrepreneur who migrated from Ireland to Australia, his can-do attitude and willingness to take risks were the driving forces behind Plastec’s success. With an unwavering passion for improving the plumbing industry and a keen eye for innovation, Syd will always be remembered for the unique products he brought to the market.

Plastec will remain a proud, family-owned Australian business, and Syd’s legacy will live on through the dedicated staff who continue his vision.

TRIGAR PLUMBING IS A 2025 REGIONAL FINALIST IN THE QUEENSLAND TRAINING AWARDS

MPAQ congratulates member Trigar Plumbing on being named a 2025 Regional Finalist in the Queensland Training Awards, recognising their outstanding commitment to training and development.

Trigar Plumbing’s approach is centred on the belief that “not one size fits all.” Their tailored training programs are designed around each employee’s strengths, with a strong focus on hands-on learning and real-world problem solving. “We aim to make tomorrow’s plumbers as knowledgeable as possible and give them the skills and confidence to be exceptional,” the team shared.

From practical in-house training setups that their team can practice with to boost confidence and gain stills to mock set-ups of issues that encourage their apprentice to troubleshoot independently with the guidance of experienced tradespeople, Trigar is actively investing in the next generation of skilled professionals.

Ross Leonard Tilley

4 July 1946 – 20 April 2025

Ross Tilley was an active member of the Queensland plumbing and water treatment industries for over 50 years. He apprenticed as a plumber with his father, Bob Tilley, in Brisbane in the 1960s. Ross took over Tilley’s Plumbing after Bob’s retirement, working for a mix of residential and commercial plumbing clients in South East Queensland through the 1970s and 1980s.

In 1988, he and his partner, Alena Hall, started a new business, Aquacure Water Treatment.

Aquacure is still operating today, specialising in water treatment solutions for commercial, industrial, and medical high purity water applications. Ross was particularly proud of Aquacure’s contribution to medical water treatment in Australia for Renal (Kidney) Dialysis, where he was a pioneer in the 1980s and 1990s, developing best-practice solutions for this critical application.

Ross is survived by his two daughters, Kristin and Jodie, grandchildren Francesca, Blake, and Cruz, and his life (and business) partner, Alena Hall.

CREEK TO COAST PLUMBING CELEBRATES 15 YEARS AS AN MPAQ MEMBER

Founded by Damian Kavanagh in 2009, built from a strong passion for delivering reliable, professional plumbing services with a genuine focus on customer care, the business has grown from a small team into a well-recognised local provider offering a broad range of services, from plumbing maintenance and blocked drain repairs to full-scale bathroom, laundry, and toilet renovations. They service the Moreton Bay, North Brisbane, and Sunshine Coast regions. “We’ve built a strong operational structure, implemented industry-leading technology, and expanded our fleet to meet growing demand,” says Damian.

Their commitment to quality has earned them numerous accolades, including winning the 2023 Australian Trades Small Business Champion Award, as well as being a finalist again in 2024, and being a finalist in the Australian Women’s Small Business Champion Awards. They were also proud winners of the Service Excellence Award at the 2024 Plumbing and Gas Industry Awards. “Seeing our company consistently recognised for professionalism and service excellence has been incredibly rewarding.”

Like many in the industry, they face challenges such as the ongoing shortage of skilled tradespeople and rising customer expectations. However, Creek to Coast remains focused on continuous improvement—investing in staff development, expanding preventative maintenance programs, and planning a new commercial premises to support their growing team.

As an MPAQ member, Damian shares: “Our subscription to MPAQ has been invaluable.
