President’s Message

I don’t need to remind members that contractors and subcontractors often find themselves working on unfavourable terms, putting up with overdue payment or not being paid at all.

This problem is by no means isolated to Western Australia. Across the country, hundreds of contracting businesses are forced into financial difficulties every year through no fault of their own. This is unacceptable in an industry that directly employs one out of every 10 Australian workers. The consequences are far-reaching for business owners, their employees and their families.

Along with other organisations that represent the interests of contractors in different sectors of the building and construction industry in Australia, we have made security of payment a key policy area for many years. We have seen gradual progress

towards reform with the national 2017 Murray Review, the 2018 Fiocco Report and finally, promises of new laws in WA. In 2020, the WA Government failed to get its security of payment legislation through Parliament. It tried again this year and succeeded.

The Building and Construction Industry (Security of Payment) Act 2021 is now in force and incorporates many of the recommendations in the Murray Review and Fiocco Report.

Although this is a great step forward, a broken promise by the WA Government means there is still work to do.

The broken promise relates to cascading statutory trusts, which would ensure that subcontractors aren’t out of pocket when a head contractor becomes insolvent. The Fiocco report recommended them and in 2019 the Government promised to introduce them. They are a glaring omission from the new law.

I highly recommend you read the article in this issue about the new security of payment law. It contains a good summary of what we have gained, more information about cascading statutory trusts and why we must continue our efforts.

CEO’s Message

In the first half of last year, amid the business disruption and uncertainty we experienced with the new and rising threat of the COVID-19 pandemic, one of our major concerns was whether we would keep businesses open and people employed.

This year, one of the biggest challenges for the building and construction sector is a lack of skilled labour. Although this is preferable to the mass unemployment we feared in early 2020, it is a problem with serious long-term implications.

On our part, the broad topic of training, licensing and careers has been on our policy agenda for years. We support the apprentice training system and want more young people, including women, to see the opportunities that plumbing offers. This is why we are developing a strategy for attracting women into plumbing that we will launch in the coming months.

For industries such as ours that rely upon the apprentice system, the skills shortage raises questions about how to attract apprentices and retain them while gain the skills and qualifications the law requires.

Anyone who understands the importance of plumbing can see the risks the general community will face if we don’t find a permanent solution – and by ‘we’ I mean this Association, other industry stakeholders and regulatory bodies.

Plumbing protects public health, so a worsening shortage of qualified plumbers who know what they are doing means public health will suffer. This will be the inevitable result of a higher incidence of poorly maintained plumbing and substandard installation by unqualified operators and DIY home handymen.

In reality, the skills shortage has been creeping up on us for years.

It has been heightened, not caused, by the way our economy has responded to the pandemic and government stimulus packages designed to boost new construction.

While the apprentice training and employment incentives the WA Government has introduced over the past year are impressive, we believe the Government can do more to encourage people to sign up for an apprenticeship.

Pandemic leave added to Plumbing and Fire Sprinklers Award The Plumbing and Fire Sprinklers Award 2020 has been varied to include Schedule X – Additional Measures During the Covid - 19 Pandemic. This provides for unpaid pandemic leave and annual leave at half pay, allowing employees to stay employed when they must isolate.

Awards for Excellence Postponed We were going to hold our Awards for Excellence presentation night in November. After considering the unpredictability and speed with which COVID-19 outbreaks and restrictions are occurring, the Executive Committee has made the difficult decision to postpone it until next year.

An event such as the Awards for Excellence involves booking the venue and catering months in advance and paying large deposits. Keeping the November date would have meant an unacceptable financial risk.

Postponing until next year, when the rollout of vaccines will be further advanced, is a safe option.

Is your licence renewal coming up?

Apply early for your police check If your licence renewal is coming up, you need to apply early for your National Police Certificate. The National Police Checking Service is experiencing a high level of requests. Due to factors beyond their control, there are delays in processing them.

Submitting multiple applications will not help you. It will simply add more congestion to the system.

Asbestos awareness guide A comprehensive new asbestos awareness guide is now available for you to download. It has information about where you might find asbestos, laws that relate to asbestos management and removal, and how to protect yourself and others from exposure to harmful asbestos fibres.

The guide is the result of collaboration between the Australian Government’s Asbestos Safety and Eradication Agency and Master Plumbers Australia and New Zealand.

Wayne Geoffrey Dawe 1956 – 2021 Young Wayne travelled by bus down the dirt road to Mandurah Primary School, where shoes weren’t compulsory in those days, and later by another bus on a better road to Pinjarra High School. Through all these years he was probably more interested in sport and various adventurous escapades than in serious schoolwork.

When he was about fifteen years old, Wayne left school and started his plumbing apprenticeship with Chris Ballantyne Plumbing. After finishing his apprenticeship, he worked for Charter Plumbing where he met Kevin Atkinson. Together, they founded Estuary Plumbing which had offices based in Mandurah and Bunbury .

Wayne Dawe was a highly regarded plumbing contractor and business owner whose love of life and work was only surpassed by his immense love for his family.

Because he was an energetic, warm-hearted and loyal man with a wide circle of relatives and friends with whom he shared an enthusiasm for Australian Rules football, surfing, fishing and other outdoor pursuits, it was probably inevitable he would acquire a variety of affectionate nicknames. So he wasn’t just Wayne, he could also be ‘Dawerie’, ‘Wayeno’, ‘Pa’, ‘Old Man’ or even ‘Fossil’, depending on who he was with.

Wayne always lived life to the fullest, often from the deck of a surfboard or a boat, and was known for his outgoing personality, physical strength and natural ability to stay calm no matter what was happening. No doubt, these personality traits were the product of his childhood in the Harvey Estuary area as a member of the pioneering Dawe family.

Born in 1956, Wayne was the third child of Stan and Marjorie Dawe. Stan was a registered builder whose father had worked hard to earn the money to buy up large areas of land in the Florida area near Mandurah. The family owned so much real estate that locals began calling it Dawesville. The widely accepted name eventually gained official approval in 1980.

The Dawesville in which Wayne grew up during the 1950s and 1960s was a much simpler, more remote place than the Mandurah suburb it is today. When Wayne was born, Mandurah had a population of only about 300 and Dawesville was some distance away, down a dirt road.

Wayne grew up living an outdoor life that sounds almost unbelievably free and innocent now. He learnt to swim and surf, catch fish and shoot rabbits, ducks and kangaroos. Some of his early driving lessons involved driving the family Land Rover while his father Stan stood in the back shooting dinner for the family and one of his brothers held the spotlight.

All this freedom was balanced by a sensible level of discipline instilled in the children by Stan, who continued working as a builder and Marjorie, who owned and operated the Marjorie Dawe Tearooms close to their home.

Wayne eventually sold his share of Estuary Plumbing and worked still within the company for a while. After deciding he really needed to be his own boss, he started South Mandurah Plumbing and later on Dawes Plumbing.

Although he never sought public acclaim as the owner of a successful plumbing business, his focus on the job and dedication to doing nothing less than the best quality work earned him the respect of his industry peers.

The lesson he drummed into his apprentices and employees, who eventually included his sons, was that there is only one way to do something and that’s the right way. Because he never cut corners, he was one of those tradies that builders are always glad to have working with them.

With a career spanning some fifty years, Wayne had a rock-solid personal reputation and an impressive depth and breadth of experience and technical knowledge. He also had a very sensible perspective on life, which meant he never allowed his work ethic to prevent him from finding time to go surfing or fishing.

Wayne met his future wife Julie in May 1982 on a blind date arranged by a friend’s mother. It was the beginning of a lifetime partnership that saw them raise four children. Julie, the children and grandchildren all miss this generous, kind-hearted, hardworking man.

Wayne always stayed close to the area where had grown up and his spiritual home was the nearby Melros Beach, his favourite place to surf. Surfing was more than just an enjoyable leisure activity and played a major part in his life. He was outspoken about the need to protect surfers from sharks and would support anyone who was fighting for this cause. In 2017, he was one of 10 surfers awarded a Silver Medal for Bravery by Surf Life Saving Western Australia for rescuing another surfer in a shark attack at Gearies Beach in 2016.

In recent years, Wayne had been working in his son Peter’s plumbing business. He died in May this year following an infection from a cut to his hand.

He is survived by his wife Julie, their four children and their partners, and five grandchildren.

Draining testing reminder Building and Energy is reminding licensed plumbers of their obligations to test sanitary plumbing and sanitary drainage installations to ensure they are water-tight prior to backfill. Tests conducted by Building and Energy’s plumbing compliance team has identified a high rate of non-compliance when the drains were tested by inspectors.

“Carrying out the required tests before backfill is obviously far more straightforward compared to costly, complex and timeconsuming testing and rectifications later on when other work has progressed at the site,” Building and Energy Executive Director Saj Abdoolakhan said.

“It is unacceptable to cut any corners during high-risk work such as drainage, which can have community health and environmental impacts.”

Section 15 of the Plumbing Standards AS/NZS 3500.2:2018 outlines the requirements and methods for hydrostatic, air pressure or vacuum testing of all new, repaired or replaced sanitary plumbing and sanitary drainage installations to show they are watertight prior to burial. Last year, Building and Energy published Industry Bulletin 133 (available at commerce.wa.gov.au/publications) which provides more information on drainage testing and notification requirements.

Before 4.30pm every Wednesday, licensed plumbers are required to provide details to the Plumbers Licensing Board about any sanitary drainage work they carried out in the past seven days.

Gas safety campaign on appliance servicing Building and Energy’s latest gas safety campaign is emphasising the importance of regular servicing of gas appliances and highlighting that faulty, poorly maintained or misused gas heaters can cause a build-up of potentially lethal carbon monoxide gas.

“This campaign features the ticking sound that many gas heaters make when they start up and asks the audience ‘Is your heater trying to tell you something?’” Building and Energy Executive Director Saj Abdoolakhan said.

“We hope this prompts people to think about when their gas heater was last serviced. We are advising that they should contact a licensed gas fitter if it has been more than two years since the last service – or arrange an annual service for appliances that are more than 10 years old – or if the heater is showing signs such as discolouration or difficulty relighting.”

Payment Times Reporting Scheme The Australian Government’s Payment Times Reporting Scheme is up and running.

periods and the proportion and value of invoices paid within specified time bands. Once submitted, they will be available to the public at no charge.

The aim of the scheme, which began in January this year, is to improve payment times for Australia’s small businesses. It does this by compelling large businesses to declare how and when they pay their small business suppliers.

A feature of the scheme is the Small Business Identification Tool, which assists large businesses to identify their small business suppliers.

Small Business Identification Tool

For the purposes of the scheme, a ‘large business’ is one with an annual turnover greater than $100 million, or one with an annual turnover greater than $10 million that is part of a group with a total turnover greater than $100 million.

A business that does not want to be identified as a small business can use the Payment Times Reporting Portal to opt out of the tool. If they do, they will not be included in the reports.

Businesses can also check their details in the tool and update anything that is incorrect.

A ‘small business’ is defined as one that operates in Australia, has an ABN and an annual turnover below $10 million.

What you need to do

How the scheme works

If you have a business with an annual turnover below $10 million, you do not need to do anything unless you want to opt out of the Small Business Identification Tool or use it to check that your details are correct.

Reporting entities use the Payment Times Reporting Portal to submit their reports, which they must do twice a year and within three months of the end of each six-month reporting period.

If you have a business that falls under the definition of a large business, you should make yourself aware of the details of the scheme and your reporting obligations.

For example, if a company’s financial year ended on 30 June 2021, their first reporting period under the scheme was January to June and they must submit their Payment Times Report no later than 30 September.

Every month can be Tradies National Health Month

Every August, the Australian Physiotherapy Association runs the Tradies National Health Month campaign to raise awareness of health and injury risks for people in trade occupations.

We think it should be every month!

Tradies make up only 35 per cent of the workforce but are involved in nearly 60 per cent of serious workplace injuries.

If you are an employer, you are responsible for workplace health and safety. You should ensure your staff and subcontractors have access to the best advice available.

Contact your local physiotherapist and ask about a workplace assessment tailored to your tradies.

They can do many things, such as:

• provide safe manual handling tips

• demonstrate safe stretches for injury prevention

• management techniques that can be incorporated into your crew’s daily routine

• raise awareness and knowledge about workplace safety and injury prevention

• check your workplace for risks and health hazards

• highlight the benefits of seeing a physiotherapist for a range of chronic health conditions

WA’s new security of payment law is here Achieving security of payment for plumbing contractors is one of our key policy objectives. The Building and Construction Industry (Security of Payment) Act 2021 became law in June.

For us, this is a major achievement but not the end of the campaign.

Key points

• Reforms to security of payment were recommended in reports in 2017 and 2018.

• One of the recommendations was to introduce cascading statutory trusts to protect payments. The Government has broken its promise to do this.

• The new law is not retrospective.

• Contracts for single private dwellings up to $500,000 are not covered.

• Contractors and subcontractors have the right to claim and receive progress payments within legally specified periods.

• A trust scheme protects retention money.

• Anti-phoenixing provisions prevent people with a history of defaulting on payments from getting building licences under new business names.

No retrospectivity The new law is not retrospective. Existing contracts and new contracts created before the law took effect are not covered.

What the new law covers The new law applies to most types of building and construction contracts. The main exception to know about is contracts for single residential dwellings.

The new law only applies to home building work if the principal is not an individual, the work is for multiple dwellings or for a residential development business of the principal, the contract value exceeds $500,000 and the contract is between a head contractor and a subcontractor, or between subcontractors.

Progress payments Contractors and subcontractors have a statutory entitlement to receive payment and make a claim for payment.

• A contractor or subcontractor is entitled to make a progress payment claim at the end of each month.

• The principal must pay within 20 business days, or a shorter period if the contract specifies one.

• Payments by head contractors to subcontractors, or between subcontractors, must be paid within 25 business days, or a shorter period if the contract specifies one.

• Payment claims for certain residential-related construction work must be paid by the date specified in the contract, or 10 business days if no date is specified.

If the party that receives a payment claim does not intend to pay the full amount, they must issue a payment schedule within 15 business days. The payment schedule must include the amount they will pay and their reasons for withholding full payment.

If the payment schedule is not provided on time or the full amount is not paid, the party claiming payment has the option of using an adjudication process instead of going through the courts.

Background: Murray Review and Fiocco Report The new law brings in some of the reforms recommended in the 2017 Review of Security of Payment Laws: Building Trust and Harmony (Murray Review) and the 2018 Final Report to the Minister for Commerce: Security of Payment Reform in the WA Building and Construction Industry (Fiocco Report).

The WA Government’s broken promise The WA Government has not kept its February 2019 promise to introduce cascading statutory trusts, which the Fiocco report recommended. The purpose of cascading statutory trusts is to ensure that money flows ‘downstream’ so subcontractors don’t lose what is owed to them if the head contractor or principal becomes insolvent. We are committed to seeing the introduction of cascading statutory trusts and will continue to lobby the Government at every opportunity.

Retention trust scheme Retention money is protected in a deemed trust to prevent it from being used for other purposes or lost altogether in an insolvency. This scheme applies all the way along the chain of contractors and subcontractors.

Based in WA, Therm-Oz Showers have been trading in Australia for just over three years and are going from strength to strength.

Although they are busiest in the eastern states – no doubt due the size of the population in that side of the country - there is very strong support from WA plumbing firms.

Owners Rob and Sarah Pond have been travelling around WA with The Master Plumbers and Gasfitters Association to present their products at the Association’s popular industry forums.

You may have met them if you attended one of the forums in Kalgoorlie, Esperance, Margaret River, Bunbury, Geraldton or Albany. In October, you will find them at last two forums for the year, which will be in the Perth metro area in October. They sponsored the Association’s President’s Cup Golf Day in March.

Safety, constant temperature and simplicity A Therm-Oz thermostatic shower delivers water at a constant temperature, automatically compensating for any fluctuations in the water supply, such as those that occur when someone flushes a toilet or turns on another tap when the shower is running. The ability to maintain a constant temperature means there is no chance of scalding.

Therm-Oz thermostatic showers are WaterMark certified (Licence WMK26224), made and tested to AS4032.4 and fully compliant with AS/NZS3500.

The heart of a Therm-Oz thermostatic shower is the thermostatic mixing valve unit, which on the outside has the deceptively simple appearance of a stainless steel tube with a handle at each end. A twist of the right handle operates the flow. The left handle controls the temperature, which is normally set at a safe 38°C. A safety over-ride button allows the left handle to rotate and increase the temperature to a maximum of 45°C or turn in the opposite direction for a cooler shower. After changing temperature, the safety over-ride button re-sets. Another smart feature is the Cool-Touch Technology that ensures the outer surface of the valve is always cool and safe to touch.

The Reno Kit is the most popular product. It has all the components to convert a standard two tap manual shower with need for pipework alteration or electrical work. As WA plumbers have discovered, the Reno Kit can be used as a quick fix if a shower breech has a bad seating that can no longer be re-seated. Provided one seat is still good, which is usually the case, there is no need to chop out the bad one. With the Reno Kit installed, the problem is solved and the customer gets an awesome shower.

The Reno Kit can also be a solution if there is a leak in the tee pipework of a shower breech. If both seatings are still good, the tee pipework becomes dead, so if there was a leak in that section it will no longer be a problem. There is no need to chop out to find and repair the leak.

There are two versions of the Reno Kit. The Reno Kit Complete (RK001) has the thermostatic valve and a parts kit including adjustable slide rail, hose, handset, and soap dish. The Reno Kit Valve Only (RK-CT100) comes without the parts kit.

The NDIS (National Disability Insurance Scheme) have funded hundreds of the Reno Kits now, mostly the RK-CT100 because it opens the possibility of also fitting a grab rail style shower kit to give greater independence to anyone who needs assistive care. NDIS offer a self-managed fund of $1500 and requires the product to be installed by a licenced plumber. The Reno Kit should fall within this pricing but it is essential to include a pressure reducing valve when quoting.

For new installations or total reconfigurations, Therm-Oz have their New Build Kit, which comes in two versions. Both versions contain the valve and a fixing bracket to pipe up to and locate it in position before tiling. The New Build Kit Complete (NB001) includes the standard slide rail, hose, handset and soap dish.

The New Build Mixing Valve Only (NB-CT001) 001 comes without those parts.

New Build Kits can also be used to replace manual single lever mixers. This obviously involves more work than using a Reno Kit, because the mixer valve must be chopped out of the wall, the fixing bracket installed, two copper tails soldered in and finally, tiles replaced. There are step-by-step instructions available on the Therm-Oz website.

A recent addition to the range is the Deluxe Dual Hose Shower Column. This has a diverter valve to switch from a shower handset to an overhead shower rose. It’s called ‘Dual Hose’ because it has a short hose to connect to the exposed shower valve, and a 1.5 metre hose for the handset. It works perfectly with both the Reno Kit Valve Only (RK-CT100) or New Build Mixing Valve Only (NB-CT100).

Pressure reducing valves are important Pressure spikes above 500 kPa will damage the Therm-Oz valve and void the warranty, so plumbers must consider using a pressure reducing valve. You must use one if the water pressure is above, or could spike above, 500 kPA.

Removing Legionella risk To avoid the likelihood of Legionella bacteria growth in the hot water supply pipe work, AS/NZS3500 recommends that stored or delivered hot water should be no cooler than 60°C and a thermostatically controlled tap be installed that complies with AS4032.4. This is exactly what the Therm-Oz thermostatic mixing valve is.

This is something vitally important for both plumbers and customers, considering that someone can contract Legionnaires disease under the shower by inhaling water vapour contaminated with the bacteria.

The new era has begun Since Channel 7’s Home in WA program showed a three-minute video about Therm-Oz a couple of times, sales have grown impressively and customer have provided some wonderful testimonials about how the system has changed their lives. Rob and Sarah say that has been the best part of all.

Thermostatic showers have been the norm in the UK, most European countries and Japan for well over 30 years. This is the new era for showers in Australia.

Water Quality Management: Back to Basics

Historically, plumbers were taught particular hand skills. Over time, the demands on our industry and an increasing reliance on technology have allowed plumbers to speed up and punch out more work in a day than we once might have. Press-fit copper fittings are an important example of this change.

Whilst these advances improve productivity, they have deskilled our trade. There are times when our forgotten hand skills should be employed, to not only enhance the appearance of our pipework, but more importantly, to minimise the long-term detrimental effects of poor workmanship on water quality.

From a water quality perspective, we need to think about the water from the inside of the water pipe. We need to ensure the internal bore is as smooth as possible, eliminating areas where the accumulation of particles can enable biofilm to grow. We also need to help the water flow in the intended direction by using sweeping connections where possible, particularly on hot water (and warm water) flow and return loops. Protrusions into water pipes, once considered unacceptable, are now becoming increasingly common. This is likely due to the demand for productivity over quality.

Over the past 20 years, I have had conversations with plumbers who were engaged to replace water supply work on copper tube of all sizes up to 150mm. I would mention that all tee pieces should be fabricated saddle joints. Invariably I would find the joints, although very well fabricated, were not saddle joints but junctions. Upon talking with the plumbers, I found they were never taught the difference. After hearing the explanation and being shown how to fabricate these joints, the men all agreed they were superior and could understand their purpose, which is to ensure there was no intrusion into the main pipe.

In a future article, we will look at the chemical and microbiological aspects of water to give a greater understanding of how quality workmanship is so important to maintaining a healthy water system.

July’s super increase raises a big question for employers We want to remind all members that the superannuation guarantee increased to 10 per cent at the start of July and will increase by half a per cent each financial year until reaching 12 per cent. An important question for employers is whether it is legal to take the increase out of an employee’s take-home pay. This question arises when an employee’s contract says their total package includes superannuation.

Pragma Lawyers (who provide members with free industrial relation advice) advise that employers should review current pay structures. If you are considering reducing your employees’ take-home pay, seek advice and have a plan for how you will tell them about it.

Another change, which will start in November, is the ‘stapling’ of superannuation funds to employees’ super accounts. This change aims to reduce the number of employees who have multiple small super accounts with small balances.

Company tax rate down to 25% • Aggregated turnover of less than $25 million for the 2017– 18 income year and $50 million from the 2018–19 income year onwards, and • 80 per cent or less of the company’s assessable income is passive income.

Passive income can include: • corporate distributions and franking credits on these distributions • royalties and rent • interest income One of our policies is lower taxes for small businesses so we fully support the 25 per cent company tax rate that started in the 2021-22 financial year for ‘base rate entities’.

The full company tax rate of 30% still applies to all other companies.

According to information on the Australian Taxation Office website, a ‘base rate entity’ is a business that meets both these criteria: Master Plumber | 20

• gains on qualifying securities • a net capital gain • an amount included in the assessable income of a partner in a partnership or a beneficiary of a trust, to the extent it is traceable (either directly or indirectly) to an amount that is otherwise base rate entity passive income.

We’ve had some victories!

Copper and brass theft Please be aware that new laws in WA require anyone dealing in copper and copper alloy (including brass and bronze) products to have a Second-Hand Dealers Licence. Licensed dealers are required to submit a report on transactions involving these products that include the identity of the seller.

This change is an important response to the theft of copper and brass plumbing products and followed a lobbying effort from us during 2020.

Security of payment

The new security of payment law will go a long way towards ensuring contractors are paid on time for what they are owed.

However, there is still more work to be done! While the new laws are a major step forward, they do not include the cascading statutory trusts the WA Government once promised.

Lead content in plumbing products reducing to 0.25% The Australian Building Codes Board has decided to introduce a 0.25 per cent limit on the lead content of plumbing products in contact with drinking water. The change will be included in the 2022 version of the National Construction Code. This change, which we have long argued for, will bring Australia into line with countries such as Canada and the USA. There will be a three-year transition period so products can be recertified under the WaterMark Certification Scheme to prove they comply with the new National Construction Code.

ATCO Gas has increased the days allowed for connections

Plumbing services on community titles schemes.

For 12 months from 1 July 2021, ATCO Gas has changed their KPI for a ‘Request for Gas’ to a ‘New Premise’ coming ‘Off Hold’ from five business days to 15 business days.

A new form of land tenure known as a community scheme is being introduced in Western Australia. The regulations have been amended to include these schemes under the standards referenced in ‘Part 6A - Plumbing standards for plumbing and plumbing work on subdivided land’.

New Automatic Mutual Recognition scheme The new national Automatic Mutual Recognition scheme allows some holders of occupational licences to work interstate without having to apply and pay for a second licence. It applies to all occupational registrations covered by the existing mutual recognition arrangements within Australia under the Mutual Recognition Act 1992. Each state and territory is responsible for passing their own laws that determine how they will implement the scheme. The WA Government is currently considering some options before drafting the required new legislation.

Funding for mature age apprentices The new $5.2 million Jobs and Skills WA Adult Apprentice Employer Incentive (AAEI) will provide eligible businesses with up to $26,800 when they hire a mature age apprentice.

Amendments to plumbing regulations Plumbing work on-the-job by pre-apprentices doing a Certificate II in Plumbing The regulations have been amended to correct an anomaly that meant pre-apprentices were not authorised to perform work that is part of their Certificate II course. They may now do this work provided they are supervised by a licensed plumbing contractor or the holder of a tradesperson’s licence working under the general direction and control of a licensed plumbing contractor.

This will assist with growing WA’s skilled local workforce maximising job opportunities for mature age apprentices, who are often overlooked by employers due to the higher cost of adult wages.

In August, Radio 6PR gave a big shout out to Master Plumbers during an interview with the Commissioner for Consumer Protection, Gary Newcombe. The interview was about plumbing contractors who break the rules around unsolicited quotations and the 10-day cooling off period and one of the main messages to consumers was to be very careful about their choice of plumbers.

Again in August, CEO Murray Thomas took part in 6PR’s inaugural Saturday morning home renovations segment, which we sponsored.

It was another opportunity educate the public about the risks of using unqualified plumbers and why they should always get their work done by one of our members.
