Dear Councillor, We are delighted to present our final proposals for The Royal Marsden’s new Oak Cancer Centre in Sutton.

The scheme has been carefully developed over a number of years following a process of consultation with the local community, oncology professionals, patient groups and the London Borough of Sutton.

Now, with your support and with thanks to the global philanthropists who have generously committed to invest in Sutton, we are ready to make the Oak Cancer Centre a reality and deliver a world-class facility on time. This will allow us to maintain our standing as a world leader in research, to provide our staff with the best facilities to conduct their life-saving work and for patients to continue to receive the best treatment and care.

The proposal will not only improve patient care and accelerate the development of new treatments for cancer, but will fulfil the requirements set out within the London Cancer Hub Development Framework and ensure the London Cancer Hub becomes a vibrant community of world-class scientists and life-science industrial partners.

One in two people will develop cancer at some point in their lives. The Royal Marsden provides an essential service for the people of Sutton and local communities who are diagnosed with cancer.

The Oak Cancer Centre will enable us to help local people with cancer for decades to come, and to discover breakthroughs that will benefit patients not just in and around Sutton but throughout the UK and around the world.

Pioneering development in Sutton The Royal Marsden in Sutton has shared a site with our academic partner, The Institute of Cancer Research (ICR), since the early 1960s, forming a partnership which has benefited cancer patients from within the local community, across the UK and internationally.

Together we are a global centre of excellence and are ranked third in the world for the impact of our research, alongside the Dana Faber Cancer Institute in Boston and Memorial Sloan Kettering in New York.

We’re at a turning point in research where breakthroughs such as those in immunotherapy and personalised medicine are showing that what works for one cancer may have benefits in other cancers. It is vital that researchers working across different cancer types collaborate and share findings and ideas to unlock these discoveries.

The need to keep improving Some of our buildings and infrastructure, including core patient areas such as Outpatients and the Medical Day Unit, are now approaching 60 years old, and urgently need modernising. We don’t have room to expand our early diagnosis service - which is key to improving survival and our researchers are spread across the hospital.

Together these factors are hindering our ability to confront some of the most pressing challenges in cancer research, diagnosis and treatment.

The London Cancer Hub Over the past four years, we’ve been a supporting partner in the London Cancer Hub. The London Cancer Hub is an exciting project that will further enhance the world-leading facilities on the Sutton site.

The hub will attract innovative life-science companies to work alongside the ICR’s and The Royal Marsden’s world-leading scientists and clinicians.

The Oak Cancer Centre will underpin the London Cancer Hub vision and attract further investment.

A layout fit for the future “A key feature for any ambulatory cancer centre serving the local population, who are affected by cancer, is to have all the relevant facilities easily accessible on one floor.

This is the most efficient use of space, and again provides a much better layout for patients and staff alike.”

Outpatients Department By consolidating the Outpatients Department on a single level, patients will be able to undergo blood tests, see their consultant and collect a prescription without having to visit different floors. For patients who are elderly, frail or feeling unwell this will make their visit easier and shorter.

The design allows for spacious waiting areas where families can all sit together.

Medical Day Unit (MDU) By locating day cases in the Medical Day Unit (MDU) on the second floor, away from the busier outpatients’ department, patients will enjoy peace and quiet while receiving chemotherapy.

Centre for Urgent Care By improving and expanding the Centre for Urgent Care, patients becoming acutely unwell will have a state-of-theart facility where they can be assessed and treated without needing to be sent to a local A&E department. This will help alleviate A&E waiting times in nearby hospitals and greatly improve patient outcomes.

Rapid Diagnostic Centre (RDC) By housing a Rapid Diagnostic Centre (RDC) utilising the very latest technology, we will be able to diagnose more cancers at an earlier stage when treatment is more likely to be successful. A brand-new endoscopy suite on the same floor will also improve early diagnosis.

Research The first floor will bring together 330 researchers currently dispersed across the site in spaces designed to encourage communication across different tumour specialties so they can share their latest findings and innovations with other research colleagues, and help speed up the development of new treatments.

Ground Floor Levels The lower ground floor will contain ultra-modern remote consultation rooms, moving with advancements in digital technology to help patients avoid repeated trips to the hospital. Link bridges on the ground and first floors will connect the Oak Cancer Centre to the main building for ease of access.

Context The building has been designed to be compatible with the wider site, nearby residential areas and future buildings envisaged as part of the wider London Cancer Hub.

Achieving Sutton’s ambitions Delivering a world-class London Cancer Hub The London Borough of Sutton and The Institute of Cancer Research’s London Cancer Hub Masterplan has been evolving since 2013 with a Development Framework published in 2016 to translate the vision into a reality over a twenty-year period.

The vision for the London Cancer Hub is to: “create the world’s leading life science and healthcare district specialising in cancer research and treatment”, with the aim of creating a community of researchers, clinical staff, healthcare and support staff that will work collaboratively to create new advances in cancer treatment all in one place.

The illustrative London Cancer Hub Development Framework aims to deliver new public transport facilities, public and community spaces and bring new investment to Sutton.

The Oak Cancer Centre forms part of the first phase of developments of the future London Cancer Hub. The proposals sit within the heart of the London Cancer Hub site and will provide much needed improvements to areas for research combining it with world class patient care.

The London Cancer Hub Development Framework sets out seven main principles which the Oak Cancer Centre design has worked towards throughout the development of the scheme.

1. Flexible urban structure “Establish a hierarchy of routes and public spaces.”

The proposed design creates new routes and public spaces through the wider site whilst maintaining existing ones.

2. Permeability “Increasing permeability into and across the site is key to unlocking other opportunities.”

The proposed design aligns with current and future proposed routes and connects positively to them as they are crucial to the operation of the building.

3. Flexible use “Provide flexibility for multiple scenarios of academic, clinical, business and district uses.”

The proposal contains flexible floorplans formed of a mix of clinical department and research dry lab/clinical admin space. It can be easily adapted to suit a variety of needs.

Delivering the Oak Cancer Centre will continue to attract world leading researchers and medical practitioners to Sutton.

The Oak Cancer Centre will act as a further catalyst to assist the delivery of the world-leading London Cancer Hub.

6. Heights that adapt to context

“Transform the site into a welcoming, open and accessible place, well utilised by the local community, patients, visitors and staff.”

“Provide a compact, sustainable hub with a suitable level of density, adapting the heights of buildings according to use and mix of people.”

As well as connections to the existing hospital, the proposal has two external entrances which are accessible by vehicles for patient drop-off as well as by pedestrians, including those with impaired mobility or in wheelchairs.

The lower ground level entrance provides an active frontage which is envisaged to be a new public square in the future.

Following meetings with Council Officers, the building area height and mass was increased to more closely align with this principle. Particular attention has been paid to increasing the height at the northern end of the building to correspond with where the framework strategy envisaged greater density of development.

Where possible the proposals maintain landscaping on the site and provide additional soft and hard landscaping along the western and northern edges of the development.

Early dialogue with Transport for London has been taking place to explore the potential to relocate a bus stop within (or closer to) the Oak Cancer Centre from the Cotswold Road entrance. The Oak Cancer Centre is strategically placed to take advantage of future public transport improvements across the wider site.
