The Judicial Council adopted draft Spending Plan No.3 at itsFebruary16,2022 session,and the plan wasfurther discussed by bench membersin a bench businessmeeting held on March 18,2022.On April 14,2022,the ARPAcommittee finalized Spending Plan No.3 in the amount of $13,160,703,and it wastransmitted to the Department of Finance on April 21,2022.The plan isin line with the U.S.Department of the Treasury'sFinal Rule issued on January6,2022.
In anticipation of the passage of the American Rescue Plan legislation,the Judiciarysubmitted itsspending plan to Governor Ralph DLG.Torreson March 10,2021,in the amount of $24.1 million.

On July12,2022,ARPAAdministrator/Acting Procurement Officer Martha M.Standish conducted a training on Munis at the Guma?Hustisia Training Room.Arequest wasmade to conduct training on a smaller scale,so the July12 training wasadvertised to Court Administration staff and Mental Health Court Docket.ARPAAdministrator Standish's presentation covered User Access,Requisition Entry,and Requisition Rejection and also provided a brief overview on the basicARPArequirementsnecessaryto processa proper requisition.Additional training isscheduled for August Munis2022.isa new system software used bythe CNMI government which providesa comprehensive suite encompassing financial,human resources,asset management,and revenue which isdesigned to meet the variouspublicsector organizations.The software is functionallyrich and leveragesthe latest technologiesto integrate data and increase efficiency and productivity. Pangelinan assisted the Office of Procurement in May with entering data and tagging inventory into the Judiciary's cloud-based inventory tracker, GoCodes. The information extracted from GoCodes will be migrated to the EAM component of Munis, the CNMI Government's financial system software.

In May 2022, the first batch of inventory listing was provided to Tyler Technologies. Per Governful's Cybersecurity Project Manager Dwayne Benson, the assets were imported to Munis and are pending migration and configuration on to the EAM platform. Training dates will be set once Tyler Technologies' Implementation Consultant Murdock enters the information on EAM.
The Judiciary's Enterprise Asset Management ("EAM") project continues to progress. Since January 13, 2022, Judiciary personnel have been working closely with Implementation Consultant Kimberly Murdock from Tyler Technologies with the set-up and configuration of EAM.
ENTERPRISEASSET MANAGEMENT



On June 1 and June 9, 2022, Implementation Consultant Murdock provided updates that all departments have completed their initial inventory submissions and that half of the departments' assets have been imported into the test system. The other half of assets are in the process of resolving issues to prepare for the import of data. Ms. Murdock also stated the Tyler team is building the configuration to import the data into EAM. Additionally, on June 14, 2022, Implementation Consultant Murdock sent a request to provide minor edits to the import listing that was previously submitted. ARPA Administrative Officer Salas worked on updating the listing which was then submitted on June 17, 2022. Client Services Navigator Pangelinan and Program Specialist Babauta continued to assist by updating the Location legend on GoCodes. On July 15, 2022, an EAM Process Refinement Work Session was held with Implementation Consultant Murdock. The work session covered the how-tos on Asset Registry, Work Orders, and generating reports on assets. A procedural manual was provided and it contains details of every single process needed in regards to EAM Targetprocedures.go-live date for EAM is September 1, 2022. The total expensesobligated in Fiscal Year ("FY") 2021 amounted to $458,496.00. In FY2022,the total expenses obligated asof July31,2022,were $3,101,281.52: $2,124,226.51 in Actual Expenditures(meaning service wascompleted,invoice wasreceived,and payment was made) and $977,055.01 in Encumbrances(meaning the contract and/or purchase order wasprocessed but either the service,invoice,or check ispending. The fund statusasof July31,2022 was $9,600,925.48

The traditional factors behind restroom renovations have been water conservation,Lower maintenance costs,improved accessibility, and improved hygiene.The COVID-19 pandemic has not Lessened the importance of these goals--it has increased the urgency of completing renovations in order to ensure restrooms are as safe as possible for staff and visitors.The pandemic highlighted the need to replace the standard water closets, urinals, faucets, air dryers,and towel dispensers with touch-Less models.

In July, Change Order No.2, was issued which amended the Scope of Work for this contract.The total cost for this change order is $12,123.69.The amended scope of work includes:
On July 30,2021,the Judiciary solicited proposals from qualified and experienced contractors to renovate the public and staff restrooms of the Guma' Hustisia.It will renovate the restrooms in phases beginning with its public restrooms. On September 8,2021, the proposals were evaluated, and a negotiation meeting was held on September 21, 2021,with the proposer who scored the highest.
• JUD-21-03 Revised 4 Counter Sinks; • JUD)(4Revised 2_Wall Hung Lavatory; JUD 21 5 Revised 4 Urinal; JUD-21-09 Toilet Partitions; and • JUD)(10)Lushometer Manual and Sensor Type. On November 5,2021, a contract was awarded to HBR International, Inc.in the amount of $356,094.00. Since the award, seven meetings have been held to discuss the project and make decisions on fixtures, floors,color,valves, touch-Less faucets, and other specifications.The team will continue to meet as this project progresses.

RESTROOM PROJECT No. 32200276/JUD-OC-2022-1
HBR International, Inc. is a family-owned business that was established on Saipan in 1990. The company is a general building contractor that has completed high-quality and detailed construction work for many establishments and agencies throughout Saipan.
HBR submitted an invoice on November 11,2021,in the amount of $89,023.50.The invoice was partially paid on January 19, 2022,in the amount of $80,131.15.
In June,the Judiciary approved the following submittals:

On March 15, 2022, Change Order No.1 was issued, extending the contract to November 4,2022, due to unforeseen circumstances, such as disruptions in the supply chain, beyond anyone's control.
