Property owners along a boulevard or lane are responsible for ensuring these areas are cleaned up. Key points under the Nuisance Abatement Bylaw include:

-Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.
-Xeriscape Landscaping – Group plants according to their watering needs. Plant watersaving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.
-When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

The City of Martensville conducts an annual back lane and general clean-up once a year with this year’s dates being: September 12th -16th for the Southside September 19th -23rd for the Northside Items may be placed for pick-up one week before scheduled pick-up. In the interim please utilize the Loraas Landfill. Waste placed in lanes before this time is regulated under the Nuisance Abatement Bylaw and is subject to enforcement.

Summer can bring a rise in water consumption and your water bill. Here are some tips to help conserve water during the heat.
-Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

-Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.
Please include address &/or roll number in the comment section along with an indication the payment is for taxes. Placing garbage, materials or waste in our lanes is unsightly, can attract pests, be unsafe and impede maintenance or access to properties.
-Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.
-Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

-Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

“This event was a ton of work and (good) stress being co-event organizer alongside Gerry Geurts of CurlingZone, as well as being the ice maker and doing the live streaming. But it was a blast and I would do it again in a heartbeat. The finals for the event were held on Monday, September 5th with it all coming down to matches between Canadian Team Grandy vs Team Tirinzoni of Switzerland, the current reigning world champions for the women, and Team Schwaller of Switzerland vs Team Yanagisawa, the Japanese champions for the men. Team Grandy ended up winning over Team Tirinzoni with a score of 7-1, which earned them $10,000, as well as 40.000 world ranking points, with Team Tirinzoni receiving $5000 and 27.000 world ranking points. For the men, Team Schwaller came out on top over Team Yanagisawa with a score of 6-5, earning them $10,000 and 30.000 world ranking points, and Team Yanagisawa $5000 with 22.000 points for second place.
From September 1-5, Martensville was a hot spot for curling enthusiasts as host of the 2022 Curling Stadium Martensville International with some of the biggest names in both men’s and women’s curling attending. A total of 79 games took place throughout the event, with 22 teams participating. Games were live-streamed via multiple sources, with approximately 250,000 views and more expected to take place in the coming weeks. One game per draw was sent out to CBC Gem, and there was a commentator onsite sending out an additional feed to Japan and Korea with Korean language commentary. This year marked the second season of live-streaming from the Martensville Curling Rink.

The leaders of James Smith Cree Nation have declared a state of emergency which is expected to last until Sept. 30. Around noon on Tuesday, September 6, an emergency alert was updated stating investigators received reports of a possible sighting in James Smith Cree Nation of suspect Myles Sanderson and that RCMP were responding. A few hours later another alert was issued by Melfort RCMP stating that further investigation determined that Myles Sanderson was not located in the James Smith Cree Nation community and continue to search for him, urging the public to take appropriate precautions.

Effective September 1, 2022, at 9am the RM of Corman Park issued a total fire ban which prohibits any open flame fires from being lit within the RM until the ban is lifted. Please note that this does NOT apply to the City of Martensville at this time, but to the rural area.
SGI is also reminding motorists of the consequences of exceeding the speed limit in school zones, and provided an example stating that getting caught driving 20km/hr over the posted limit would result in a ticket of $310. Along with the speed changes, it is important to teach children to be safe when crossing the street and for drivers to watch for kids popping out from between parked vehicles or jaywalking. When school buses are stopped with amber lights flashing, drivers need to slow down and ensure its safe before passing.
One of the worst mass killings in Canadian history occurred on Sunday, September 4 in Saskatchewan. Local RCMP received multiple calls about several stabbings at different locations from James Smith Cree Nation in the early morning of September 4th. RCMP issued a dangerous persons alert around 7:12 am asking residents in nearby communities to seek immediate shelter, use caution and alert authorities if they are spotted.Theybegan their search for two suspects who were later identified as brothers, Damien Sanderson, 31, and Myles Sanderson, 30 and believed they were travelling in a car, notifying neighbouring authorities of the situation in Manitoba and Alberta.RCMP reported details of the fatalities that afternoon; 10 people were dead and 15 injured in 13 different locations across James Smith Cree Nation and Weldon. They believed the suspects were travelling in a black Nissan Rogue with Saskatchewan license plate 119 MPI and then spotted in the Regina area. Local RCMP, police and the government of Saskatchewan have collaborated and according to a statement, activated provincial command, increasing security at area hospitals.On the afternoon of Monday, September 5, Saskatchewan RCMP updated the public that the number of people injured had increased from 15 to 19 injured, 11 deaths and 13 crime scenes. Saskatchewan RCMP commanding officer Rhonda Blackmore confirmed in a statement that same afternoon that one of the suspects in the stabbings, Damien Sanderson, was found dead in a heavily grassed area near a home that was being examined in the James Smith Cree Nation. His injuries were not believed to be self-inflicted, and the cause of death will be determined in conjunction with the Saskatchewan Coroner’s office with a date and time to be determined.She also stated that Myles Sanderson may have

The alert stated the vehicle involved in the shooting is a black, newer model Ford Mustang. The same vehicle was suspected of shots fired at a residence in Lloydminster, as well as an attempted fuel theft in the RM of Brittania, according to RCMP.

The 2022/23 school year is officially upon us and Corman Park Police Service is reminding the public that school zones are back in effect. Between the hours of 8:00am and 5:00pm, the speed limit will be reduced to 50km/hr in school zones within the RM of Corman Park. This past summer in Saskatoon, new signs were installed throughout the city to reflect changes that were made for school zones, which now limit speed to 30km/hr from 7am to 7pm every day, all year round. This was changed from the previous limits of 30km/hr from 8am to 5pm, Monday to Friday from September to June.

On Saturday, September 10th, one of the community’s favorite events will be returning to the streets of Martensville. Beginning at 9am and running until noon, the public is invited to come to the Martensville A&W for a chance to meet the drivers and see the cars that will be participating in the annual Martensville A&W Valley Street Stock 100 race at Sutherland Automotive Speedway that evening. From 11am-3pm, a section of Centennial Drive North will be a hub of activity as hundreds of cars will be on display for the A&W Show and Shine, an event that has continued to gain in popularity throughout the years. Traffic on Centennial Drive N. will be restricted for the duration of the car show and motorists are reminded to take extra care when driving in this area. At 4pm, the speedway gates open, with the green flag dropping at 6:05pm. During intermission, fans will get a chance to see the A&W Root Bear, who will be handing out balloons for the kids, and there will be a sponsor victory lap taking place on the race track. Paws Republic Centre for Pets is the in-town location for animals to be taken when they are found at-large in the community. In 2020, a total of 52 cats were recorded for intake, with the following year having 44 intakes recorded. This year, from January to July, a total of 45 cats were already taken in.
Annual A&W Show & Shine to Feature Hundreds of Classic Cars This Weekend

Shanine Sealey, Martensville Messenger Jessica Reese of SCAT Street Cat Rescue attended the September 6, 2022 Regular Council meeting in Martensville to request Council consider changing the ‘No Roaming at Large’ pet bylaw to allow SCAT, which is a registered charity organization, to perform TNRM (Trap, Neuter, Release, Manage) in Martensville city limits to help manage the feline overpopulation within the community. Reese provided a presentation to Council which included background information about SCAT Street Cat Rescue, which has been operating within Saskatoon and area since 1996. Last year, SCAT took in 674 cats and kittens, and adopted out 644, with a total of 134 recorded pleas for help. Reese noted that they are on schedule to meet, or even exceed those pleases this year. Many of the pleas for help involve un-owned and abandoned cats. The purpose of the TNRM is to humanely control the feline population by preventing unnecessary births. Through this process, cats at large would be sterilized, micro-chipped and tattooed for identification and data tracking purposes. Two bylaw changes were proposed, one to the section regarding Cat and Dog Licenses, which SCAT is asking has an amendment to add a section regarding nonprofit animal rescue/welfare organizations, and secondly, a request to modify the section regarding the Regulation and Control of Cats and Dogs at Large to allow any colony cat that is registered with the non-profit/welfare organization to be exempt from Part III regulation and Control of Cats and Dogs with all nuisance behavior to be mitigated by the non-profit animal rescue/welfare organization.

Making Life More Affordable
Compared to June 2022, Saskatchewan also showed strong growth with an increase of 28.2 per cent (seasonally adjusted), the second highest increase among the provinces. Both residential and non-residential building permits had significant growth over last year, increasing 86.7 per and 85.9 per cent, respectively, during that period. Saskatchewan has continued to rank highly among the provinces in a number of recent key economic indicators, including June 2022 wholesale trade numbers, which grew by 64.8 per cent year-over-year, the highest growth among the provinces and by 14.9 per cent month-to-month, the second highest among the provinces.
While this economic news has helped our financial outlook, we also know that higher resource prices have made the cost of living higher across Canada. To help with this, our government has launched a four-point Affordability Plan using the higher resource revenues to help people address rising costs due to inflation, while reducing the province's debt. To begin, our government is sending Saskatchewan residents who are 18 years of age or over a Saskatchewan Affordability Tax Credit payment. Those who have filed a 2021 tax return as a resident of Saskatchewan will receive a $500 Saskatchewan Affordability Tax Credit cheque this fall. We are removing fitness and gym memberships and some recreational activities from the planned October PST changes on admissions, entertainment and recreation.

We are also extending the small business tax rate reduction, at 0 per cent retroactive to July 1, 2022 and delaying the restoration of the rate to 2.0 per cent until July 1, 2024. This measure will save small businesses over $93 million during the next three years, on average, $3,000 for each small business. This will help the approximately 31,000 small businesses in Saskatchewan continue to recover from the pandemic.

A strong economy and higher resource prices have significantly improved Saskatchewan’s financial outlook. The recently released first-quarter economic update shows an expected surplus of $1.04 billion for 2022-23 fiscal year. This means our economy is expected to lead the country in economic growth and job creation. This will build on the nearly 24 thousand new jobs created in the first seven months of 2022.
According to data released by Statistics Canada today, the value of building permits surged in July 2022, reaching $286 million, a jump of 86.2 per cent (seasonally adjusted) compared to July 2021, placing Saskatchewan second among the provinces. "Today's outstanding July 2022 building permit numbers are just another sign of Saskatchewan's continued growth and economic strength," Trade and Export Development Minister Jeremy Harrison said. "Saskatchewan has one of the most competitive business environments in all of Canada, and we will continue to create jobs and opportunities for the people of Saskatchewan."

Investment in building construction numbers for June 2022 also saw Saskatchewan first among the provinces with an increase of 63 per cent year-over-year, and 17.6 per cent month-to-month. Saskatchewan also was second in both urban housing starts and merchandise exports in June 2022, with year-over-year increases of 35.6 per cent and 57.3 per cent, respectively.
To suggest the Sept. 26 Saskatoon Meewasin by-election is a huge test for the Saskatchewan Party government is overstating matters. History tells us that when it comes to a byelection being a predictor of the next general election, it’s about as accurate as a coin flip. Saskatoon Meewasin is a city seat last held by the former NDP leader Ryan Meili. Notwithstanding Meili’s struggles to hold the seat in the 2020 general election (a seat he easily won with 54 per cent of the vote in March 2017 byelection a year before he became NDP leader), this is NDP country. In fact, in the past 55 years since 1967, this area of Saskatoon has had an NDP MLA for all but 15 years. As for any momentum that would be created by NDP candidate Nathaniel Teed winning, it should be noted that during the last term the NDP were on a roll with three consecutive byelection wins in city seats before losing three consecutive rural byelections and producing the same results in 2020 general election as the elections in 2011 andThe2016.greatest predictor of by-election was who last held the seat; although they do sometimes say something about the current political climate. In the last two elections elections in Meewasin, it was an all-out Sask. Party effort to keep Ryan Meili out of the Saskatchewan legislature. With all due respect to Sask. Party candidate Kim Groff - a local businessman who unsuccessfully ran for the party in Saskatoon Centre in 2020 - there were rumoured to be other preferred candidates for the party like former riding candidate Rylund Hunter or Saskatchewan real estate CEO Chris Guerette who also ran for the party in 2020. That said, there is added interest in this byelection largely because of outside political forces that may be having an effect on this province’s two major political parties. Besides Teed and Groff, also running in this Meewasin by-election are Liberal leader Jeff Walters and former People’s Party of Canada candidate and antivaccine crusader Mark Friesen running for the Buffalo Party. Walters is hardly known outside social media circles. Also, the Liberals only ran three candidates in 2020 who garnered less than 400 votes, Walters may be hard-pressed to get the 180 votes last Liberal leader Darrin Lamoureux received in the 2017 Meewawsin byelection in the riding. That said, Walters is running from the left and the left is unhappy with the way new leader Carla Beck has been positioning the NDP more towards the centre. If Walters does do better than expected, it might be a sign that the NDP has problems on its left flank.
Cheveldayoff Makes Saskatchewan Proud After If you have ever visited the Doukhobor Dugout House, located near Blaine Lake, then you would probably recognize Brenda Cheveldayoff, the founder of the historic site; however, when she’s not teaching visitors about the Doukhobor people while wearing attire from the olden days, Cheveldayoff adorns a whole different look. Eight years ago, the 61-year-old was diagnosed with ovarian cancer, and from that moment forward, decided to change her entire lifestyle and began going to the gym regularly and eating healthier. “At that point, I had never walked into a gym. I was the person that thought you had to look good to go in there and I didn’t know how to use the equipment. It was intimidating, but my health scare was enough to change that attitude. If that hadn’t happened, I would have likely stayed 190 pounds and continued doing the same unhealthy things I had been doing up until that point,” Cheveldayoff said. As she began to see changes in herself and feel better, Cheveldayoff decided to up the ante, and began to challenge herself even more by participating in bodybuilding competitions approximately four years ago. From bodybuilding competitions, Cheveldayoff went one step further and began competing in pageants, which, prior to the Covid pandemic, saw her win a regional title within the province and then onto winning at a national level. These accomplishments earned her a spot competing in Ms. World International, which was originally scheduled to be held over two years ago; but due to the pandemic was postponed. During this time, Cheveldaoff’s title was deferred; however this past August, she finally had the chance to represent Saskatchewan in the international competition. Despite some “travel drama” Cheveldayoff arrived in Miami, FL on August 20th and remained there for the next eight days going through rigorous days of competing that began as early as 4am and until 11pm at times. A total of 77 women competed in the competition, which Cheveldayoff explained consisted of competitors that were younger than her. Throughout the competition, judges look at a wide variety of categories when choosing the winners; such as community involvement, volunteerism, your health and fitness lifestyle and more. Prior to the Miami trip, Cheveldayoff had the opportunity to meet with Premier Scott Moe and Lieutenant Governor of Saskatchewan Russ Mirasty, as well as sharing her story with others at various events in Saskatoon and surrounding areas, one of which was the Women Empowered Show in Saskatoon this past April. “My life has changed a lot since I made the decision to make changes. A lot of women my age aren’t exercising enough or eating properly and I know what that’s like because that was me. You don’t have to be in body building, or compete, but it is important to take care of yourself. For me, I compete to keep myself grounded and it helps me set goals and be accountable. It is only myself I am hurting if I don’t show up, so it pushes me,” Cheveldayoff stated.
“I was told that they believed I deserved the fitness category because of the work I had put into my fitness journey. I am looking forward to seeing pictures and videos from the competition because it was all so busy, but I am so grateful for the opportunity. I had the chance to meet like-minded women from around the world, which was incredible.”

At the end of the competition, not only was Cheveldayoff honoured to be crowned with one title, but was shocked to receive two – one for her age category and the other for fitness.
Now that she is back in her home-province, there is no time to rest, as Cheveldayoff has plans to compete in the 2022 CPA Golden Prairie Cup Natural Championships, which will be taking place at the end of this month in Saskatoon. Typically, athletes take 16 weeks to prepare for a competition; but Cheveldayoff intends to push herself in order be in shape and hopes that she will be ready in time. With her Coach at Martensville’s Forged Fitness behind her, and an unending dedication to her health journey, this is likely not the last time we will see Cheveldayoff return a champion!
