Firefighters To The Rescue The Martensville Fire Department held their annual Open House on Wednesday, October 12th which coincided with Fire Prevention Week. Those attending were treated to burgers and hotdogs, tours of the fire hall and emergency vehicles, informational displays, as well as a fire demonstration.

Your Traffic Bylaw and What You Should Know

The City of Martensville Traffic Bylaw regulates the operation of vehicles in Martensville, this includes parking, signage, weight restrictions and other regulations that apply to vehicles. Vehicles included are passenger vehicles, bikes, skateboards, rollerblades, trailers, recreation vehicles, snow mobiles and other types.

Some of the common points in respect to the traffic bylaw include:

- No person shall park a vehicle in any lane nor in any street so as to obstruct the entrance to any lane or to a driveway or approach leading to private premises.

- No person shall park a vehicle on any street for more than 72 hours.

- No person shall park a vehicle on any street to the left of centre (wrong way).

- No person shall park a trailer on any street unless it is hitched to a towing vehicle. The only exception is for construction trailers. No person shall park a construction trailer on any street unhitched for more than a period of 12 consecutive daytime hours while carrying out work adjacent to where the trailer is located. The trailer cannot remain unhitched over night.

- No person shall park a recreational vehicle on any street from October 1 through April 30 in any year.

- No person shall park a vehicle in such a manner that any portion of the vehicle extends over a sidewalk.

Information on Coyotes Around Urban Areas

There are a number of things you can do if you have an encounter with a coyote and discourage them from coming near more populated areas.

• Do not approach, allow coyote to escape by identifying and maintaining escape routes

• Never feed the animals

• Do not turn your back or run

• Act assertive, yell and wave your arms (act big, bad and loud)

• Keep pets away to avoid creating additional stress for the animal

• Ensure household garbage is securely stored in garbage bins, store bird seed, compost and pet food so it cannot be accessed.

• Clean up fallen fruit

• Pick up dog feces and be aware that dog urine may also attract coyotes

• Do not allow your pets to roam freely, and keep dogs on leash

If the coyote is acting unusual (approaching people, limping, staggering or acting confused) do not approach, contact City Hall, or the regional Conservation Office or the RCMP outside regular business hours.

City of Martensville Asks Residents to Limit Water Use This Week

SaskWater is completing scheduled maintenance to the water line that supplies the City of Martensville from October 18 - 21. During that time, the City of Martensville is asking residents to conserve water. Plans are in place to fill the City’s reservoirs to maximum capacity and close the intake from the SaskWater line.

A Precautionary Drinking Water Advisory (PDWA) will be issued for the entire City of Martensville IF the reservoir levels drop low enough to require the intake to be re-opened before satisfactory test results come back.

To help ensure that there is sufficient water supply during the maintenance period, the City of Martensville is requesting that residents limit their water use where possible between October 18 – 21, 2022. Limiting any water use such as filling hot tubs, doing laundry, washing cars, etc. will help to avoid a PDWA.

Water samples will be tested following the maintenance work to ensure that there is no risk to the public. The city anticipates that the supply line can be safely opened again for normal operation on October 21, 2022, based on the information provided by SaskWater.

Please note the water supplied to residents by the City of Martensville during this period will continue to be safe for consumption. If this changes, residents will be notified by hand-delivered notices to their door if a PDWA is required to be issued. Plans are in place for water supply by the City of Martensville Fire Department in the event of a fire and this will not create any additional risk for residents.

Halloween Fun at the MAP

The City of Martensville is hosting Halloween at the Martensville Athletic Pavillion (MAP) on Saturday, October 28th from 6pm-8pm and are looking for volunteers to help with the event.

There will be lots of activities going on to keep everyone entertained with a bounce house, guessing games, costumes, laser tag, halloween games and activities, dance party, treatbags, music by DJ Randy, toddler area, and new this year, a Murder Mystery for 10+ called ‘Murder in Hollywood.’

Make sure you come dressed up and enjoy an evening of Halloween fun. Cost is $5/person or $15/family (5 people and under).

Paws Republic Celebrates Ten Years With Grand Opening of New Addition

For the past ten years, Paws Republic Centre for Pets has been making life a little bit easier for pets and their owners by offering a wide array of services such as training, boarding, daycare and more.

Recently, the local business opened their newest addition – Camp Paws Republic, an area that offers acres of land for dogs to run via rural daycare, field trips, pack walks and pricate rentals.

On Sunday, October 16th, a grand opening celebration was held for Camp Paws Republic, which owner/operator Kristine O’Brien explained was designed to welcome people to the space, let them experience the beauty of the property, show appreciation for the support of the community, friends and family, and let dogs have a chance to let loose and enjoy the space.

There was a ribbon cutting that took place at 12:00pm with representatives from The Saskatchewan Royals in attendance to help celebrate. Following this a lunch was provided, a demonstration of GRC Republic Dog Sports was held and from 12pm-4pm those attending had a chance to take tours of the area, shop local vendor displays, get pet photos taken and much more.

Since opening Camp Paws Republic, O’Brien noted that there have been numerous fantastic moments, but also some frustrations, like any new adventure.

“Our staff have been phenomenal in making the place safe and enjoyable for the animals who come there, so we have been steadily increasing our bookings and are looking forward to having more days available and a lot more services as we continue to renovate and rebuild the space.”

O’Brien noted that their main priority at Paws Republic is to be as inclusive as possible, so all animals have a safe place to go.

“Every dog is different and we as their advocate need to acknowledge and provide opportunity for all of them. With this space added to our options for the dogs, we can adapt to different needs, varying social abilities and provide a safe, secure and peaceful place for those who may not fit in elsewhere.”

In addition to providing a space for dogs, the new addition also provides a space for owners to have peace of mind for private park rentals where they know their dogs will be safe and enjoy their runs.

“Our clients know that we are always trying to adapt and improve for their pets benefit. We want to do what’s best for them,” O’Brien explained.

Although Camp Paws Republic is available for bookings, there are still plans to continue to offer additional options such as year-round outdoor activities, training seminars to bring in trainers from around the world and more.

Currently, Paws republic is partnered with youth programs, such as Martensville Youth Connection, which helps provide learning opportunities and experience, and O’Brien noted that these partnerships with local organizations and businesses are a vital part of their mission to be a community-minded local business.

Prairie Sky Chamber Helps Support Local Businesses by ‘Being Stronger Together’

The Prairie Sky Chamber of Commerce has been playing an active role in the community since 2017 when it was formed through an amalgamation of the Martensville and Warman Chambers of Commerce. This not-for-profit, member driven organization now represents Martensville, Warman, Osler and the surrounding areas and is in place to help support the business community.

“We advocate on their behalf, plan events that offer networking and business to business opportunities, distribute information to them that is pertinent to their success. We also offer support programs such as marketing techniques, current updates on policy changes and we keep them informed of funding opportunities,” PSCC Executive Director Debbie Brown explained.

Brown noted that despite COVID creating some challenges when it came to hosting networking events, the PSCC was resilient and created new ways to bring members together through online venues.

“We provided rapid tests to the businesses, kept the business informed of SHA regulations and government support programs. We have stayed strong and worked side-by-side with businesses through the pandemic,” Brown said.

The PSCC has a diverse and dedicated board of Directors that are all committed to the economic growth for the region, as they are all business owners/operators within the region themselves.

“Businesses tie our community together and offer a place for us to get together. They contribute to the tax base to allow facilities, roads, maintenance to happen and they support our children in sports, recreation and educational learning opportunities. They are critical to the success and growth of the region,” Brown stated.

Each year, the PSCC hosts the Prairie Sky Business Excellence Awards as a way to acknowledge local businesses for their entrepreneurial passion, talent, dedication and tireless efforts within the region. Since inception in 2016, the Excellence Awards have grown in size and have proven themselves to be one of the most prestigious local events of the year.

In addition to this event, Brown stated that another popular option available for local businesses is the monthly Chamber on Tap, which is held on the last Wednesday of each month and allows a business owner from the region to share their entrepreneurial journey in support of other businesses dealing with challenges and share helpful tips to those attending.

For the PSCC, a big part of their message is to remind local residents the importance of supporting local, which is why they created a “Shop Local” initiative. Through this, they created The Local Gift Card, which is a gift card that can be used at multiple businesses within Martensville and Warman. These gift cards can be purchased at the PSCC office located in Warman.

“We support our communities by partnering with businesses, the municipalities, local charity organizations, educational institutions and more to help provide a strong and healthy place for residents to live and work. We are the voice for businesses and we are stronger together.”

Royals Continue Winning Streak

Following what Coach Tyler Munday states was their best football game of the year on Friday, October 14th, the Martensville High School Royals football team continue with their winning streak.

The Royals took on Humboldt and ended with a score of 43-13. During the game, Caton Harrison rushed for 195 yards and Hayden Sametts recovered a fumble in the end zone for a defensive touchdown early in the second quarter. Additionally, Latrell Brown scored a pair of one yard touchdown runs.

“Defensively we produced a couple turnovers and were able to limit their run game. We protected the ball well and only had one turnover on offence. The boys played a very solid game, especially in the second half,” Munday stated.

This Friday, the Royals will have a rematch against Humboldt for the 2 vs 3 playoff game which will determine who will advance to the provincial quarter final in Fort Qu’Appelle on Saturday, October 29th, which Munday states now it is “win or go home for us from now on.”

“This week, we are focusing on keeping the same intensity we had in the second half of the game against Humboldt last week. We are fairly healthy at this point heading into Friday afternoons game and we are hoping with a string of practice and the confidence of coming off back-to-back wins, that we can keep the momentum going,” Munday said.

The game on Friday, October 21st will be taking place at Geransky Field, instead of Wilson Field, as the usual field is currently not in good shape and Munday stated that the team is thankful for the Maddogs for graciously lending them the field for the game.

“We are hoping for a big turnout from the City, the Maddogs and of course our Royals fans for the game. We’ve got a focused game, and are definitely not looking past Humboldt. They are a big, strong, physical team and we need to play our best football.”

White Paper Highlights Long-Standing Grievances

Saskatchewan fighting with Ottawa over jurisdictional control is something that’s in our DNA. One of the earliest political memory for many of us now at the age where we are considering withdrawals from the Canada Pension Plan is leaders like Alberta’s Peter Lougheed and Saskatchewan - politicians who couldn’t be more diverse in their political viewsfighting then-Liberal prime minister Pierre Trudeau’s National Energy Program (NEP).

It was a fight that would define the West’s relationship with Ottawa for generations to come, surely affecting the political views of a young Scott Moe.

Among Moe’s first words upon being selected Saskatchewan Party leader in January 2018 were ones aimed at Pierre Elliott Trudeau’s son, Justin, and the current federal government’s carbon pricing policy.

Moe paraphrased Trudeau’s famous “Just watch me” quote the elder Trudeau had made before implementing the War Measures Act in 1970 to deal with Quebec terrorists kidnapping and murdering. Born on July 31, 1973, Moe wasn’t even alive when that quote was uttered.

This goes back even further before any current living Saskatchewan person existed - to the creation of Saskatchewan as a province in 1905.

In fact, Moe’s white paper entitled “Drawing the Line: Defending Saskatchewan’s Economic Autonomy” spends its first six page talking about the history of Saskatchewan’s fight to secure “constitutional authority over its natural resources.”

The remaining dozen pages of the document are laced with a combination of economic analysis on federal government environment policies costing the provincial economy $111 billion by 2035 and outright politics.

"The situation has been exacerbated in recent years by the current federal government's continued interference in the province's jurisdiction over natural resources under the guise of federal environmental regulation," Moe said, basically quoting the substance of the report.

"It is time to defend and assert Saskatchewan's economic autonomy by 'drawing the line:' taking a number of steps including the introduction of provincial legislation to clarify and protect Saskatchewan's constitutional right."

To Moe’s credit, paper does talk about working within the confines of confederation — a step up from what Albertans were hearing from their new Premier Danielle Smith during her United Conservative Party leadership bid in which she proposed a Sovereignty Act that would give her the right to ignore federal laws and court rulings.

One gets the Western frustration that partly stems from the incessant demands and black-mailing threats from Quebec to separate.

Pfizer Bivalent COVID-19 Vaccine At Public Health Clinics

For 12+ Starting October 17

Starting Monday, October 17, Saskatchewan residents 12 years and older may receive the Pfizer bivalent vaccine through Saskatchewan Health Authority (SHA) booked and walk-in clinics and clinics in First Nation and Métis communities operated by Indigenous Services Canada.

Participating pharmacies are scheduled to start receiving Pfizer bivalent booster doses the week of October 17. Watch for pharmacy appointments to be available later that week.

Starting October 17, all residents 1217 years are eligible for a fourth (booster) dose, if it has been four months since your previous dose.

The Pfizer bivalent has been approved by Health Canada as a booster dose. It is recommended that all residents 12 years and older receive their bivalent booster dose at least four months following their last COVID-19 vaccination, regardless of the number of COVID-19 doses received to date.

If you have had COVID-19, you can receive any booster dose once you have recovered; however, you may choose to wait up to three months post-infection for a booster dose to receive the best immune response.

When booking your booster appointments online or attending a walk-in SHA clinic, you are not required to specify which COVID-19 vaccine you wish to receive. The option of a bivalent vaccine will be provided to eligible individuals in the clinic at the time of vaccination.

Bivalent Vaccines Improve Protection Against Omicron Variants

Booster doses of the original mRNA vaccines continue to provide good protection against severe COVID-19 outcomes, including those caused by Omicron variant infection; however, evidence to date shows that both the Moderna and Pfizer bivalent booster doses induce a stronger immune response and are expected to provide improved protection against the Omicron variant.

Getting up-to-date with either of these bivalent booster doses affords you the best protection against severe COVID-19 outcomes this fall.

No serious modern-day conversation about the jurisdiction of provinces can happen without recognizing the “demands” made by Saskatchewan or other provinces seem rather tepid compared with what we already allow Quebec to do.

That said, Moe’s policy paper to "protect" Saskatchewan against "federal intrusion" into provincial jurisdictions is hardly timid. It calls for:

• "Provincial legislation to clarify and protect constitutional rights” that the paper argues belong to the province;

• Greater autonomy over immigration;

• Greater autonomy on tax collection;

• Better recognition of Saskatchewan industry’s contributions “to sustainable growth" like the development of a "carbon credit market to support our natural resource industries", and;

• Calls to prepare "legal actions, legislative or otherwise, to maintain control of electricity, fertilizer emission/use targets and oil and gas emissions/production."

However, there remains a problem beyond the obvious politics or even the questionable calculations of economic costs that far exceeds annual economic activity from all agriculture in the province.

It does seem to miss that reality that we still need policies to reduce greenhouse gas emissions to fight climate change or that we have a Supreme Court of Canada decision saying the federal government also has a right to exercise its authority in jurisdictions like the environment.

The delicate balance since Saskatchewan’s existence has been asserting our constitutional rights while still recognizing we must exist as part of Canada.

As has happened generation after generation, we are again seeing that balance disturbed.

More Than 175 Full-Time Health Care Job Opportunities Posted To Address Rural And Remote Staffing Challenges

In collaboration with the Ministry of Health, the Saskatchewan Health Authority is advancing the Government of Saskatchewan's commitment to create more full-time positions in rural and northern communities across the province. Creating more full-time positions and enhancing existing positions that are difficult to recruit to in rural and northern communities is a key pillar of Saskatchewan's Health Human Resources Action Plan.

Over 125 new, full-time, frontline health care positions have been posted on HealthCareersInSask.ca. Over 50 existing part-time positions have also been enhanced to fulltime. The new and enhanced positions span 49 communities across the province, and include Registered Nurses, Registered Psychiatric Nurses, Licensed Practical Nurses, Continuing Care Aides, Medical Radiation Technologists, Medical Laboratory Assistants, and Combined Lab and X-Ray Technicians.

"Bolstering our health care workforce through our aggressive Health Human Resources Action Plan will serve to attract more health professionals to practice in communities where they are most needed," Health Minister Paul Merriman said. "The creation of more permanent, fulltime positions will lead to better retention of our health care workforce in these rural and northern areas."

A key pillar of Saskatchewan's Health Human Resources Action Plan is to create more full-time positions and enhance existing, difficult-to-recruit part-time positions to full-time in rural and northern communities. Posting 125 new, full-time positions and enhancing over 50 existing part-time positions is the first step under this pillar of the Action Plan, with further postings anticipated as needs arise based on local circumstances.

"Following the announcement of Saskatchewan's Health Human Resources Action Plan, the SHA worked directly with its teams on the ground at local health facilities to determine what staffing enhancements would help them the most," SHA Chief Human Resources Officer Mike Northcott said. "We are pleased to have the support of the Ministry of Health in taking a flexible approach to aligning new resources with local needs."

Available jobs are posted at HealthCareersInSask.ca. The SHA is actively recruiting nationally and internationally through multiple channels. Many positions qualify for new incentives provided by the Government of Saskatchewan as part of the recently launched Health Human Resources Action Plan. The goal of the plan is to recruit, train, incentivize and retain more healthcare workers to strengthen the provincial health care system.

A new one-time incentive of up to $50,000 is available to attract new employees to targeted positions in rural and remote areas. The incentive packages will range from $30,000 to $50,000 depending on the position.

"We have heard directly from frontline health care workers that more permanent fulltime positions are integral to enhancing health care services across our province," Mental Health and Addictions, Seniors and Rural and Remote Health Minister Everett Hindley said. "By offering competitive incentive packages and focusing on key retention practices, we will expand our health care workforce, stabilize health care services across the province, and build a stronger health care system ready to meet the needs of a growing province."

Council Discusses Plan for 55 Km Saskatoon Freeway

Martensville City Council met for their final meeting of the month on Tuesday, October 18th, which began with

an amendment to the District Community Plan for the North Concept Plan, which includes the land use for the area of Martensville’s Main Street, south to Saskatoon, east to the river and west towards Highway 16.

Martensville administration provided updates from each department, with some highlights including: The City of Martensville is working with the developer and architect for final colours for the new recreation facility.

There is currently a Memorandum of Understanding being worked on with the City of Saskatoon to replace the 2014 version for the water/wastewater project that is planned.

An illuminated crosswalk is planned to be installed at the intersection of Main Street and 1st Avenue.

The Department of Highways is undertaking a review of the future location of the interchange along Highway 11 between Saskatoon and future location of the Saskatoon Freeway.

Council then discussed two motions, one for a discretionary use for a dwelling group consisting of a four-building project consisting of 28 dwellings on Besnard Drive. The other was for a motion regarding a letter received from Greater Saskatoon Catholic Schools and Prairie Spirit School Division looking for support from the Cities of Martensville and Warman and the R.M. of Corman Park for a joint use middle/high school project. The request notes that GSCS is seeking approval from the Ministry of Education and Sask Builds for a middle/high school and PSSD is seeking approval for a new high school. Both of these locations would serve students from Martensville, Warman and the surrounding area. According to Mayor Kent Muench, the concept would be similar to what is already in Saskatoon with Tommy Douglas and Bethlehem High Schools.

“The letter of support does not include any specifics around a community space in between the schools, akin to the Shaw Centre, but certainly does create an opportunity for such a space. This space, whatever it might be, would be the responsibility of the three municipalities to build and fund. The location of the schools is proposed to be at the Regional Community Services Node site as identified in the P4G regional plan,” Muench stated.

The final item on the agenda was regarding the Saskatoon Freeway Study Phase 1, which is a plan for a four-lane divided highway that will stretch 55kms from Highway 11 south of Saskatoon and run counter-clockwise around Saskatoon to Highway 7, west of Saskatoon. In total, the project will consist of 16 interchanges, four flyovers, five railway overpasses and one major river crossing.

The next Martensville City Council meeting will take place on Tuesday, November 1st at 5pm.
