-Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Please check with City Hall if you require access to your yard through a municipal area for the purposes of landscaping or construction or will need to have materials on the street. We are pleased to work with and cooperate with homeowners on their projects while ensuring that parks, pathways, roads or municipal lands remain safe and in good condition.

Property owners along a boulevard or lane are responsible for ensuring these areas are cleaned up. Key points under the Nuisance Abatement Bylaw include:

-Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

September 12th -16th for the Southside September 19th -23rd for the Northside Items may be placed for pick-up one week before scheduled pick-up. In the interim please utilize the Loraas Landfill. Waste placed in lanes before this time is regulated under the Nuisance Abatement Bylaw and is subject to enforcement.

- Use of lanes or boulevards for the dumping of household furniture, building materials or tires is not permitted.

-Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

Reminder Property Taxes are Due! - Tax Notices were mailed out on April 29th. If anyone has not received their notice, they should contact City Hall. Ensure all contact information is up to date.

Summer Water Conservation Tips Summer can bring a rise in water consumption and your water bill. Here are some tips to help conserve water during the heat.

To limit damage to municipal properties and remedy any damages the City has an application and permitting process under this bylaw to access private properties through city lands.

Those wishing to address or do a presentation to Council must be placed on the agenda. To be placed on the agenda please contact the City Clerk’s office at City Hall or visit the website for Thedetails.fullCouncil and Committee of the Whole Schedule can be obtained at martensville.ca.

-Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

- The owner or occupier of property along a boulevard or lane shall ensure that the portion of the boulevard or lane next to the property, up to the centre line of the lane, is kept free and clear, at all times of weeds, uncontrolled growth of grass, plants and tree/shrub overgrowth.

-Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

Questions about Boulevard or Lane Maintenance can be referred to City Hall or consult the Nuisance Abatement Bylaw at Martensville.ca

- Dumping or placing any garden, vegetation, waste materials or tree branches along the boulevard or lane is against the municipal bylaw and subject to enforcement.

Landscaping or Working on Your Property

In addition, the storage of materials on city streets is not permitted unless permission is provided and safely designated with barricades or cones. We encourage all materials to be stored on the owners’ property.

-Xeriscape Landscaping – Group plants according to their watering needs. Plant watersaving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

Placing garbage, materials or waste in our lanes is unsightly, can attract pests, be unsafe and impede maintenance or access to properties.

Page 2 - AUGUST 25, 2022 - MARTENSVILLE MESSENGER

-Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

-Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

The City of Martensville conducts an annual back lane and general clean-up once a year with this year’s dates being:

-When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

“They love fundraising for TeleMiracle and were so happy with the support they received from the people of Martensville,” McCann added. Last year, through their efforts, the group was able to raise a total of $1400 after setting a goal to raise enough funds for each kid participating in the fundraising to receive a TeleMiracle Teddy bear.

Cones Prepares For End of Season

On August 19th a group of youth in Martensville came together to support a great cause – TeleMiracle! Mischa and Kinsley McCann along with their cousins Caebryn, Kairis and Eddie Andreas had an iced tea stand set up, complete with homemade cookies. The kids did all of the baking themselves, and even made bracelets and key chains to sell. Typically there is a group of seven that work together to raise funds for the annual fundraiser; however, two were missing this weekend.

“This is their second year fundraising for TeleMiracle and in the past they have done walking bottle drives and made and sold perogies,” Mischa and Kinsley’s mother Krista McCann stated.

On September 24, 2022, the Regional Race: Run or Ride is returning to Martensville and Warman. This event, which first began in 2017, consists of a 10km route between the two communities and is organized as a way to help highlight both cities, as well as encourage people to get active. Each year, the beginning and end locations alternate between the two communities. This year, the event will begin in Warman at Oasis Park with a welcome and warm up at 9:00am, with the race beginning at 9:30am, and end in Martensville at the North Ridge Community Centre, where there will be a brunch and shuttle service provided. Last year, a new option was created to help people prepare for the event. The Regional Race Running Club will be taking place on Mondays and Wednesdays throughout September at the North Ridge Community Centre from 5:30pm-6:30pm. This beginner run-club is an opportunity to come together with like-minded individuals and is free to join. The public is invited to visit www.warmankidsport.ca to register where you can choose the number of participants attending and download a pledge sheet to help raise money which will be used to help support KidSport in Warman, Martensville and the surrounding area, providing local youth with access to activities involving recreation, culture and sport that they might otherwise miss out on. Registration for kids 13 and under is $10 and those 14+ is $20. All proceeds will go towards KidSport. Last year, a total of $2100 was raised for KidSport, with both Martensville and Warman looking forward to hopefully surpassing that total for 2022.

Shewchuk Acknowledged For His Contributions to the Community

Each year, the Saskatoon Regional Economic Development Authority (SREDA) presents ‘The Bruce Richet Award’ to a deserving individual that displays immense commitment to regional economic development. This year’s recipient was Martensville’s own Dillon Shewchuk, City of Martensville Community Economic Development Manager. This award was created in 2016 as a way to recognize the exceptional service of Bruce Richet, who represented the Saskatoon Region on the SREDA Board of Directors beginning in 1995. Throughout the years, Richet served on all internal committees, chaired the Regional Committee and, in 2013, became the Board Chairman. Richet also provided leadership to the SREDA Regional Committee for over 20 years, and helped to prepare member communities for growth through regional planning.

“Dillon is a ‘keener’ that understands the moods of the local economy and is a strategic influencer when it comes to anticipating growth,” said Bruce Richet. “This intelligent, hardworking and humble young man from Saskatchewan found his place within the regional economic growth center of the province and every day shows his passion for helping existing and new businesses succeed. Throughout his time with the City of Martensville, Shewchuk has served on numerous boards, and committees that are focused on regional economic development, including the Saskatchewan Economic Developers Alliance (SEDA) Board, SREDA Regional Committee, and the MidSask Community Futures Board. “Dillon is so deserving of this award. He is a tireless advocate for our community. His work often goes unnoticed by the public, but he has built deep connections with business owners in our community and region,” Martensville Mayor Kent Muench stated. “It is these relationships that allow him to be so successful in bridging the needs between current and prospective business owners and the city. On behalf of the City of Martensville, I truly would like to congratulate Dillon on this award,” Muench added.“Over the last few years, we’ve witnessed the growth of Martensville and the impact this has had on the entire region. Dillon has played a key role in this, and we are pleased to recognize his longstanding dedication to growing our regional economy with this award,” said Alex Fallon, SREDA Team Lead and CEO.

Shewchuk was awarded ‘The Bruce Richet Award’ at the August 9th City of Martensville Committee of the Whole meeting and received this honour based on his dedication to the development of Martensville throughout the past 13 years.

“Saskatchewan has the talent and skills that the world needs right now to meet the global demand for content, and this exciting news demonstrates our ability to attract large-scale productions," Parks, Culture and Sport Minister Laura Ross said. “The positive benefits of projects this size are numerous and far-reaching. Industries such as retail, hospitality and the trades will get a boost, and job opportunities for local designers, costumers, performers, and writers will strengthen Saskatchewan’s creative sector.”

Changes made to Creative Saskatchewan's Feature Film and TV Production Program, including additional funding in the 2022-23 provincial budget and legislative updates, will raise the profile of Saskatchewan's film and television production industry.

Lower Fees and Better Child Care Opportunities

The TV series will be filmed at the John Hopkins Regina Soundstage and is based on an upcoming feature film of the same name to be released in 2023.

Most recently, we were pleased to announce nearly $9 million for training and professional development for the early learning and childcare sector. The grants are in partnership with the Government of Canada through the Canada-Saskatchewan Canada-Wide Early Learning and Child Care Agreement. Collège Mathieu, Saskatchewan Indian Institute of Technologies and Saskatchewan Polytechnic will make Early Childhood Education training opportunities available at no cost. For more informtion visit Saskatchewan.ca. This funding is the latest piece of a much larger goal to improve and expand child care while bringing down average fees for regulated child care to $10 a day by the end of March 2026. Starting September 1, 2022, parent fees for regulated child care will be reduced by an average of 70 per cent compared to March 2021. So far, that reduction means a family of an infant in full-time, regulated child care can expect to pay up to $550 less per month than they paid in January of 2022. Our government has committed to supporting economic expansion that benefits all Saskatchewan residents. Economic growth allows for these investments to drive down costs for families, create a bright future for our children, and strengthen our communities.

"We're thrilled to be able to support productions like these that cast a wide net in terms of positive economic-ripple effects to our province," CEO of Creative Saskatchewan, Erin Dean said. "With an estimated spend of over $20 million on local labour, goods, and services, this boost of activity in our film and television sector puts us on the map and strengthens our industry for future opportunities."

The total funds available for the grant increased from $2 million to $10 million this year, helping to draw more and larger projects to the province like the one announced today. This project is receiving more than $8 million, which surpasses the current funding threshold of $5 million, but is allowed if it means securing a project with significant impact to the local economy.

By improving the conditions for economic development, businesses can expand, create more jobs and reinvest in the communities they call home. The proof is in the numbers; Saskatchewan continues to be a national leader in many economic categories, such as job growth. In the last year, our province has added 24,400 jobs setting a record high of 490,300 full-time positions. In July 2022, Saskatchewan's seasonally adjusted employment of 576,200 had surpassed pre-COVID February 2020 employment levels. Saskatchewan's abundant natural resources and strong private investments have created an active job and export market. The growth continues with a June report from Statistics Canada that shows merchandise exports increased by 57 per cent compared to a year ago, the second highest among the provinces. The value of Saskatchewan building permits in June 2022 increased as well, by nearly 16 per cent compared to May 2022, second again among the provinces. Our province ranked first for building construction investment, a 63 per cent increase compared to June 2021. This confidence in our economy leads to more jobs and growth, on track with our strategy to attract more investment in Saskatchewan.

MARTENSVILLE MESSENGER - AUGUST 25, 2022 - Page 7 Letter to the Editor

More passing lanes have also been added on Highway 7 west of Saskatoon and on Highway 16 east of Saskatoon. In addition, a $5.6 million bypass has been added at Unity for Highway 21, which will help future economic growth while improving safety. The project supports the efforts of North West Terminal, a world-class processing and transportation hub. It also addresses concerns about increased truck traffic in proximity to residential areas.

Improving Saskatchewan’s Highway Network Saskatchewan continues to be a national leader in key economic categories, aligning with our Growth Plan 2030. We know our province has what the world needs, and getting it to market relies on our highways. To support our growing economy, our government has prioritized investing in upgrading our highways and improving their safety. Since 2008, our government has invested more than $11.5 billion into our highways. Part of our Growth Plan is to improve 10,000 kilometres of highways over ten years, and I'm happy to say that we are on track to exceed that goal. This summer will mark the completion of an important major project in our area. On Highway 12, five passing lanes are opening between Martensville and Hepburn. This $10.6 million project will improve safety on an important and busy transportation corridor for local commuters, recreational traffic and for large trucks and semi-trailers.

Continuing Strong Job Growth

King of Killers: the series is set to begin filming this fall and will benefit from increased funding to the Creative Saskatchewan Feature Film and Television Production Grant Program. This production is the first major project to receive funding approval since the Government of Saskatchewan increased investment to film and television incentives in the 2022-23 budget.

Creative Saskatchewan and the Government of Saskatchewan joined together to announce that a major television production will be coming to the province.

King of Killers: the series tells the story of a group of international assassins who are contracted to take out the most dangerous killer in the world.
