Civil Parking Enforcement

Civil parking enforcement (CPE) refers to the process by which local authorities enforce parking regulations on public roads.

Why is CPE important?

Improves safety and accessibility: CPE ensures that parking restrictions are enforced, preventing dangerous or obstructive parking. This helps maintain safe conditions and supports parking for residents, businesses and visitors.

Supports transport objectives: CPE aligns with broader transport strategies. By managing parking effectively, authorities can improve traffic flow, reduce congestion and enhance overall transportation efficiency.

Local consistency: While allowing flexibility for local circumstances, CPE aims for national consistency in parking enforcement. It strikes a balance between being fair to motorists and effectively enforcing regulations.

CPE isn't just about revenue - it's about creating safer, more accessible streets for everyone.

“We moved from an ‘agency agreement’ model with nine district and borough councils to a single countywide parking enforcement contract with Marston. They initially carried out a very effective mobilisation and have developed an excellent CEO recruitment system, essential to deliver the service. Given the scale of the contract and delivery changes there were many challenges in the first twelve months, however Marston have shown a real commitment to provide an efficient and effective service for the Council.”

Our Civil Enforcement Officers ( CEOs )

CEOs play a crucial role in maintaining traffic flow, safety and adherence to parking laws. Our Officers' responsibilities include:

Improving safety and accessibility: CPE ensures that parking restrictions are enforced, preventing dangerous or obstructive parking. This helps maintain safe conditions and supports parking for residents, businesses and visitors.

Patrolling streets, ensuring compliance with parking regulations.

Advising the public about local parking rules and facilities.

Issuing Penalty Charge Notices (PCNs): CEOs

record details and take pictures of incorrectly parked vehicles, issuing PCNs as necessary. Reporting issues with parking machines and damage to road signs.

Our recruitment process supports our national presence and provides flexibility for accessing resources across the UK, such as for events. We prioritise local recruitment, benefiting from areaspecific knowledge and contributing to the local economy.

Our CEO training and development opportunities are reinforced by Marston's Investors in People accreditation, ensuring that all colleagues are supported during their employment with us.

“By having these new ambassadors in place, visitors will be able to get help and advice about the events, activities and retailers on offer much more easily. They will also make sure that any anti-social behaviour is dealt with as soon as possible – making the shopping and leisure experience even more enjoyable for all.”

Cllr Paul Bidwell, Executive Member for Economy and Regeneration, Bracknell Forest Council

Working in our local communities

Our highly trained frontline teams are proud to operate within the regions they serve. We offer more than just parking enforcement by adding value to local communities and actively embracing social value projects.

“As part of National Blue Badge Day of Action, Lewisham Council’s anti-fraud team collaborated with our CEOs to address blue badge misuse. They identified a hotspot area in the borough and found 65 vehicles displaying blue badges. Our CEOs verified proper usage, resulting in nine penalty notices (£1,170) and 20 warning letters issued to badge holders.”

“Muhammad, a CEO for two years, exemplifies the role beyond parking tickets. Recently, he aided a lost elderly lady in Manchester. Offering directions from his phone wasn’t enough; he arranged and paid for a taxi to ensure she made her eye appointment on time.”

“Our colleagues, in collaboration with Bracknell Forest Council, patrol Bracknell town centre as Ambassadors. They offer a friendly presence, assist visitors, monitor behaviour, and work closely with police and The Lexicon management to enhance safety and visitor experience.”

“When a couple in Guildford took their disabled daughter out for her first outing since her brain tumour operation, our dedicated CEO, Darwood, stepped in to help, finding a wheelchair, offering assistance, and providing a dashboard note, granting them respite from parking concerns for a few hours.”

“We proudly support Social Bite, a charity empowering individuals through homes, jobs, food and support. Their Jobs First programme provides real job opportunities to those who’ve experienced homelessness, long-term unemployment, or the care system. Through Jobs First, we’ve employed four individuals in our NSL contracts in Edinburgh and London.”

“We’re proud to partner with Brent Council, making an annual contribution to sponsor a tree fund initiative. Our first contribution has already led to the planting of six trees in the borough. Trees play a crucial role in combating climate change by purifying the air, reducing pollution and releasing oxygen.”
